Rice Resiliency Program II
Implementing Guidelines Rationale Rice Resiliency Program is one of the proposed components under ALPAS Stimulus Program to improve Components productivity of local rice farms and increase level of food • RCEF Enhanced adequacy, mainly directed to address the pressing concern on food availability, accessibility and affordability. Additional support for RCEF beneficiaries to complement current interventions and further the gains from the program Project Scope The project will be implemented in the 2020-2021 DRY SEASON CROPPING. • Expanded Inbred Rice Production (Beyond RCEF Areas) All 16 regions with rice-producing Additional support to improve productivity provinces/municipalities. Partner Dealer/Distributor/FCA Accreditation • Interested dealers and FPA accredited Farmers Cooperatives and Associations (FCAs) shall send a letter of intent (LOI) signifying their interest to take part in the program. Attached to the LOI is their agreement to the following conditions:
Commitment to provide for the requirements to facilitate online processing of transactions
to include provision of required equipment (android phone with basic camera functions for scanning of QR code) and manpower, and data capture of supporting documents;
Willingness to open bank account with partner GFI to facilitate settlement of voucher payments, or shoulder transaction costs incurred should they opt for other fund transfer mechanisms like credit to other bank account or cash pick-up
Willingness to offer fertilizer on a per kilogram basis
Partner Dealer/Distributor/FCA Accreditation • DA-RFOs shall assess the interested dealers and FCAs based on the following criteria:
a. Must be registered under DTI, SEC or CDA, and BIR;
b. Fertilizer dealers, distributors and FCAs must be accredited by FPA; c. Must be able to issue official receipts; d. Has a capacity to provide for the equipment, internet connectivity and manpower for facilitating online and offline transactions; e. Has proper fertilizer storage facility/ies; and f. Must have enough invetory to supply the required volume of the nearby program rice areas. Partner Dealer/Distributor/FCA Accreditation • DA RFOs shall provide the list of qualified dealers, distributors and FCAs to ICTS.
• ICTS shall provide registration links to all qualified dealers, distributors and FCAs, and conduct the system operations training in coordination with DA RFOs.
• Upon completion, RFOs shall issue with a certificate of accreditation to participate
in the program. Incentive Scheme • The DA, through the RFOs, will give incentives to PLGUs that can substantially increase their production above the base level targeted under the project (5% increase in production growth per province).
• The base level would be the production level during the 2019-2020 dry cropping season.
• Incentives shall be in the form of projects such as, but not limited to, machineries, drying facilities, Rice Processing Center and warehouses.
• A separate issuance on the details of this incentive scheme such as criteria and mechanics shall be provided.
