The emergence, development and application of the hybrid strategy both by non-state and state actors play a particular role in the evolution of military conflicts. The proliferation of hybrid risks and threats requires the identification and improvement of integrative security solutions, both, nationally and internationally, as well as in terms of instruments. Consequently, the present article aims to identify the stages and some of the fundamental principles of hybrid conflict planning and development.

The paper explores the threat posed by terrorism in aviation domain, especially surface-to-air missile attacks against transport aircraft. While the focus of this paper is the mitigation of security risks in the aviation domain, the proposed solution based on concerted countermeasure systems discussed here may be developed in the context of homeland security policy promoting the principle of flight safety. The reception and the processing of data through the detection of signals emitted by various sources are proceeding in the absence of users interest about the form of the wave of the message. The detection of the presence / absence of the signal or the identification of its value is proceed by identifying the signal associated to each value of the message, considered a discrete variable, hence triggering of the adequate defence mechanism.

Interest in real option theory has intensified over the last decade due to the high uncertainty faced by some private and public organizations when deciding to make a strategic investment (competitive environment) or when faced with an external requirement of the organizational environment (ensuring security standards). Traditional methods of investment analysis define the existence of investment opportunity by net present value (NPV), ignoring the possibility that an investment will start from a certain moment in the future. In this way, it is not possible to capture the phenomenon in dynamics, which leads to limiting the possibility of solving the existing uncertainty over the time regarding the optimal use of resources. The need to optimize managerial strategies and give some flexibility to decision-makers in relation to the changes in the organization's external environment has triggered the real options analysis (ROA). By using ROA, a win-win situation is created in which t...

The problem of optimal dynamic allocation of resources in security should be built in such a manner to include the impact assessment of rare events, such as natural or asymmetric extreme events. This paper presents a model for the analysis of investment situations that involves real options with multiple sources of jump risk and identification of management solutions that increase the value of the investment opportunity using Wiener processes and Poisson distribution. The results are solutions for improved decision-making in aviation systems.

The interest upon real options method amplified in the last decade due to the higher level of uncertainty faced by some organizations (from the private and also the public sector) when the decision to make a strategic investment is required (in a competitive environment) or it is a external requirement of the organizational environment (ensuring security standards). The process of assessment of the option is developed by evaluating the potential benefits associated with the three possible scenarios under expansion, contract and wait options. The value of the real option is the result of the fuzzy mean. The possibility of obtaining values for each option permits the management to compare and choose the best decisions for efficient investment. The evaluation and investment planning aims to make better use of funds by reducing operating costs and uncertainty for potential gains and substantiate predictions about the performance of the strategy.

Abstract: This paper provides a quantitative analysis of the risks of terrorism in aviation security system using mathematical device. The aim of analysis is to support effective the underlying decision process in conflict situations that may occur due to terrorist threats in aviation system. To obtain a model more suitable and real of the phenomenon, it were adopted the instruments offered by the mathematical theory of discrete Markov processes and game theory, the results constitute a systematic risk assessment effectively against such attacks. To demonstrate de approach, a simple example of a terrorist attack against a passengers aircraft is modelled and analyzed. Keywords: aviation security, game theory, Markov chain, conflict situations 1. INTRODUCTION The security of aviation system has traditionally been expressed in a qualitative manner. Qualitative risk analysis involves considering each risk in a purely descriptive way, to imagine various characteristics of the risk and th...

The paper defines concepts which are part of the same process of achieving aviation safety, although different in scope and responsibility. While the focus of this paper is the evaluation and mitigation of security risks in the aviation domain, the risk evaluation and mitigation concepts discussed here may be applicable to risk evaluation process carried out in the broader context of homeland security policy. Much of the current aviation security policy debate has been the product of different views regarding the extent to which further mitigation and risk reduction is needed in the areas where there are different opinions regarding the degree and nature of security risk. Decision making problems in risk analysis often involve extreme events, where empirical data are usually either sparse or lacking. With sparse data, important parameters and quantities for risk and safety analyses may not be estimated and tested within an acceptable level of significance. This paper applies Bayesia...

Currently, atmospheric and environmental monitoring also requires approaches based on robotic aerial mechatronic systems that can offer the advantages of onboard intelligent sensors. The accelerated dynamics of climate change generate risks that can be prevented by the acquisition, storage, transmission and processing of data taken under static, quasi-statistical and kinetic conditions at lower costs compared to piloted aircraft. The article presents an approach on atmospheric and environmental monitoring using a robotic aerial mechatronic system based on an airship UAV and a classic airborne UAV, launched using a ground-based launch device.

of asymmetric threats requires substantial resources allocations for the protection and security of the aviation system and associated infrastructure. In the current context, the problem of effi cient investment in security, in terms of adaptability to new technologies, and the ability to respond to future challenges, becomes urgent. Decision-makers responsible for aviation security must prove responsibility, effi ciency and liability in the resource allocation [1]. Both qualitative and quantitative analysis of asymmetric risks, using vulnerabilitythreat-consequence architecture, contributes to the defi nition of a strategy for resource allocation in aviation security technology. The objective of this contribution is to explore innovative ways to increase the efficiency of large scale photovoltaic systems (LSPVS) in the medium term through effective management of operating, monitoring and maintenance (OMM) costs based on aerial surveillance with small multi-rotor flight robot (s-MRFR). An effective solution of OMM cost assessment must capture the dynamic interaction between energy market developments, technological progress and investor tolerance to the risk posed by climate changes. The valuation method for OMM cost-risk analysis is based on generalized Wiener process with stochastic jumps. The interest is to increase the value of the investment by using innovative but efficient procedures of PV systems inspection based on aerial infrared thermography. The results are encouraging because the total costs of s-MRFR monitoring are very low compared to the benefits.

This paper offers a decision making process based on terrorism risk. The purpose of the model is to support effective decision making in order to involve multiple potential targets and countermeasure alternatives. Because of the complexity of the issues and the posible catastrophic consequences of a terrorist attack, it is necesary to use an analytical tool to detect, assess, warn, response, and recovery the critical infrastructure. The perspective taken is that in order to establish priorities for threats and vulnerabilities and to identify and evaluate options for action.

This paper concentrates on the practical applications of game theory in the field of aviation security system. The purpose of this analysis is to demonstrate the use of mathematical device in an interactive decision-making environment in order to analyze real-world problems: terrorism threats. Making the link between game theory and linear programming effectively supports the decision making process in resolving conflict situations that may arise between the attacker aviation system, situations which are characterized by low probability of occurrence and serious consequences. Modeling such phenomena as a result has a systematic and effective risk assessment of such attacks. To demonstrate this approach, two simple examples of a terrorist attack against an airport infrastructure are modeled and analyzed.
