ÖZET
21.yüzyılda nüfusun ve buna paralel olarak talebin artması, dünyanın fiziki şartlarının kötüleşmesi ve doğal kaynaklarımızın azalması ile gıda ihtiyacımızı karşılayabilme sorunu, ülkelerin ana gündem maddelerinden olmuştur. Bu sorun, tarım ve gıda sektörlerinin geleceğinin planlanmasının önemini arttırmaktadır. Artan nüfusun beslenme ihtiyacının güvenli bir şekilde karşılanması ve gelecek nesillere yaşanılabilir bir dünya bırakılması açısından sürdürülebilir tarım ve gıda üzerine yapılan çalışmalar son yıllarda ivme kazanmıştır. Bu çalışmada, sürdürülebilir tarım, sürdürülebilir gıda ve sürdürülebilir tedarik zinciri kavramları üzerinde durulmuş, kavramlar çevresel, toplumsal ve ekonomik boyutlarıyla ayrıntılı bir biçimde açıklanmıştır. Sonraki bölümlerde ise gıda tedarik zinciri ve sürdürülebilirlik ilişkisi incelenmiş, gıda sektöründe sürdürülebilir bir tedarik zincirinin neden önemli olduğu ve nasıl olması gerektiği sorularına cevap aranmıştır. Çalışmanın amacı, gıda üretimi yapan firmaların tedarik zincirlerinde dikkat etmesi gereken hususları ifade etmek ve sürdürülebilir bir tedarik zinciri oluşturmaları sürecinde neler yapmaları gerektiğini açıklamaktır.

ABSTRACT 
In 21th century,  World population and food demand are constantly increasing. At the same time, world’s physical conditions and availability of natural resources has worsened. So, countries’ main agenda topics was made of to be able to afford our food need. This problem increases the importance of planning agriculture and food sectors. In this study, it was pointed out for sustainable food and sustainable supply chain and conception was explained in details as environmentally, socially and economically. Thereinafter, relation between sustainable food and sustainable supply chain was examined and looked for the reply how important sustainable supply chain in food sector and how it should be. Aim of study is to explain what kind of facts that food producing companies should pay attention and what they should do during the period to form a sustainable supply chain.

Türkiye, 1990-2002 döneminde düşük ekonomik büyüme, yüksek borçlar, adaletsiz gelir dağılımı ve yüksek enflasyon ile mücadele etmiş, 2001 yılında bankacılık krizi atlatılmış ve 2002’de Ak Parti iktidara gelerek ülkede ekonomik, sosyal ve siyasi açıdan yeni bir döneme girilmiştir. Bu çalışmada, Türkiye’de 2002-2014 yılları arasında ekonomik durum makroekonomik göstergeler ışığında incelenecek, ülkenin sosyal eşitsizlikler bakımından durumu tarihsel perspektifte açıklanmaya çalışılacaktır.

1980 yılı ülkemizde ekonominin serbestleştiği ve dışa açıldığı dönemdir. Aynı zamanda dünya da küresel sermayeyi genişletici politikalar uygulanmaya başlanmıştır. Türkiye’de neoliberal değişimin başlangıcı 24 Ocak Kararlarıdır. 24 Ocak 1980’de, Süleyman Demirel hükümeti istikrar ve liberalleşme programını açıklamış ve uygulanmaya başlanmıştır. Bu programın temel amacı ülkede ödemeler dengesini iyileştirmek ve enflasyonu düşürmektir. Uzun dönemde ise dışa açık ve ihracata yönelmiş bir ekonomi inşa etmektir. Ekonomiye devlet müdahalesi en aza indirilmek ve piyasa ekonomisi oluşturulmak istenmiştir. 1980’den itibaren ülkemizde serbest piyasa ekonomisine geçilmiş, IMF ve Dünya Bankası’nın ekonomiyi etkilemeye başladığı neoliberal bir dönem başlamıştır. 
Tablo 1’de 1980’den 2010’a Türkiye ekonomisindeki bazı göstergeler gözlemlenebilir. Bu veriler ışığında neoliberal politikaların 1980-2010 yılları arasında ülkemize etkileri tartışılacak ve açıklanmaya çalışılacaktır.

Agricultural production and foods are of strategic importance in order to achieve nourishment as the most basic need  of  human.  Several  factors  such  as  the  provision  of food  supply  at  an  adequate  level  and  sharing  of  the produced food equally are related with food safety and security. The objectives of the present study are gathered under  three  groups.  While  firstly  it  is  aimed  to  explain  the  concepts  of  food  safety  and  food  security  within  the historical perspective, secondly it is planned to examine the reasons why food safety and food security could not be achieved in the world -in both global terms and in view of countries’ respective development levels-and to set forth the latest developments in regional terms. Finally, it is aimed to make a general review of the topic in terms of Turkey and to propose solutions to the problems. In this context, while some positive developments in global food safety and security are observed -both in terms of concept and policies and applications-, it is set forth that the  reasons  and  effects  of  the  failure  in  achieving  food  safety  and  reliabilityvary  according  to  the  different development  levels  of  regions  and  countries.  In  Turkey,  on  the  other  hand,  it  is  pointed  out  that  while  some developments  concerning  food  safety  are  experienced  in  terms  of  legislation,  there  are  still  problems  in  food safety  practice;  and  improvements  in  food  security,  which  also  involves  food  safety,  can  only be  achieved through the purposes and tools of agricultural policies that also need to be in harmony with macroeconomic and social policies.

Due to the reasons such as increasing temperatures, sea level rise, shift of air and ocean currents in consequence of melting glaciers, the climate change is among the most serious issues facing human race and also is primary topic in the main agenda of the international field. When examined, the relationship between the climate change and the agricultural sector, it is revealed that the livestock production is responsible for 18% of the greenhouse gas emissions measured in CO2 equivalent, and the climatic fluctuations have adverse effects on animal welfare, fertility and animal production by factors such as reducing the quality and availability of water and fodder crops. By reason of the fact that the animal production is among the most important sectors of the world socially and economically, as it uses 30% of continental land in the world that is not covered by glaciers, forms 40% of the agricultural production value, provides employment to 1.3 billion people, the necessity of applying the policies and methods in the developed and developing countries has emerged in this sense and also by means of the relationship between climate change and animal production. Potential socio-economic impacts of all the measures to be taken are closely related to the disciplines of the agricultural economy. In this study, it is aimed to explain which methods are used in the researches which assert the livestock sector, especially its socio-economic interaction by the climate change, and to evaluate the results of these researches. The collective results deriving from these researchers express the climatic fluctuations to cause economic losses and to affect adversely the quality and quantity of animal production.

Climate change has negative effects on dairy farming such as heat stress, production, and quality loss on milk yield, the decrease in growth and fertility, the proliferation of diseases. These effects are bringing up arguments like whether providing animal protein globally for human nutrition is possible or not and what will be the economic losses. In this scope, the study has three main purposes. First, arguing the possible effects of climate change by means of food security as it affects the milk yield. Second; determining the potential and actual economic losses in macro and business levels of dairy farming. And lastly, determining the necessary precautions. In the scope of the study, micro and macro level research results related to this topic are examined. The limited number of litterateur and country results are in the direction of climate change's effect on dairy farming shows the cross-domain diversity and it will have a negative impact on yield and cause economic losses. In this context, setting off and implementing international and national regulations for local and sustainable systems coherent to climate change is substantial.
