Tourism has been supported as a development strategy by central governments for the settlements mainly located in the western and southern coasts of Turkey since 1970s. The replacement of agricultural production with tourism was not only resulted in the transformation of social and economic relations but also spatial developments in these places. This thesis is an attempt to investigate socio-economic and socio-spatial consequences of tourism policies and the positions of local people in this process in the case of ızmir-Alaçatı. Qualitative data gathering methods (in-depth interviews, participant observations etc.) are used in this study in order to obtain necessary information about the research area. 2000’li yıllarda Türkiye’de, kentsel rantların ve kentsel mekan üretiminin ülke si- yasetinin merkezine yerleşmesiyle, en çok tartışma yaratan kavramlardan biri kamu ya- rarı kavramı olmuştur. Bu süreçte merkezi hükümetlerin kentsel politika tercihleri doğ- rultusunda yapılan başta Anayasa değişiklikleri olmak üzere, çıkarılan birçok yasal dü- zenleme ile kavramın çerçevesi yeniden tanımlanmaktadır. Çalışmada yer alan farklı kamu yararı yaklaşımlarının önemi, bunları anlamaya yönelik ipuçlarını sunması ve kavramı, mülkiyet ilişkilerini de merkeze alarak, kentsel politikalar bağlamında değer- lendirmemize katkıda bulunmasıdır. Bu çalışma, kavramın yazındaki farklı tanımlarını ve mekânsal üretim ve yeniden üretim stratejileri ile ilişkisini kurumsal ve yasal düzen- lemelere atıfla tartışmaya çalışmaktadır.

In this study, which aims to provide an introductory analysis of the organization of local government in Indonesia being one of the Southeast Asian countries governed by a presidential system, the political-administrative organization of Indonesia is going to be taken as the level of analysis. Today, the state and its institutions are being reorganized after the administrative practices and institutional arrangements developed in the centralist-authoritarian regime of President Suharto, between the period of 1967-1998. In this context, developing and strengthening local administrations has been one of the most significant targets of the post-Suharto period. This study is going to examine the political/social development of Indonesia, the constitutional formality of state organization, and the political and administrative form of the local. In particular, there is going to be discussions on quantitative increase of local administrations after 1999 in Indonesia called “Big Bang”, on transformation of local politics, development of centre-local relations in administrative structure and on distribution of financial resources. With the analysis, it is going to be asserted that the local could not be able to become autonomous against the central government in terms of its power over the distribution and the use economic resources even though the administrative power and responsibilities of the local being strengthened.

Tourism has been supported as a development strategy by central governments for the settlements mainly located in the western and southern coasts of Turkey since 1970s. The replacement of agricultural production with tourism was not only resulted in the transformation of social and economic relations but also spatial developments in these places. This thesis is an attempt to investigate socioeconomic and socio-spatial consequences of tourism policies and the positions of local people in this process in the case of Ġzmir-Alaçatı. Qualitative data gathering methods (in-depth interviews, participant observations etc.) are used in this study in order to obtain necessary information about the research area. The findings of the study indicated that local people, new comers and migrant workers whose positions are determined according to their ownership of different forms of capital in social space which determine their success or failure in the tourism field have been influenced in different ways from this process. For instance, most of local people are the losers of this process as a result of lack necessary forms of capital in tourism field and mismatch between their historically constituted systems of dispositions (habitus) and tourism field. In the conclusion part, it is emphasized that there is the need for a comprehensive approach to tourism issue and the impacts of different policy implementations to the coastal areas should be taken into consideration by decision-makers in order to achieve more egalitarian development strategies for local communities.
