The 2020 update of the European Strategy for Particle Physics emphasised the importance of an intensified and well-coordinated programme of accelerator R&D, supporting the design and delivery of future particle accelerators in a timely, affordable and sustainable way. This report sets out a roadmap for European accelerator R&D for the next five to ten years, covering five topical areas identified in the Strategy update. The R&D objectives include: improvement of the performance and cost-performance of magnet and radio-frequency acceleration systems; investigations of the potential of laser / plasma acceleration and energy-recovery linac techniques; and development of new concepts for muon beams and muon colliders. The goal of the roadmap is to document the collective view of the field on the next steps for the R&D programme, and to provide the evidence base to support subsequent decisions on prioritisation, resourcing and implementation.

This document collects a written summary of all contributions presented at the workshop "$α_s$(2019): Precision measurements of the strong coupling" held at ECT* (Trento) in Feb. 11--15, 2019. The workshop explored in depth the latest developments on the determination of the QCD coupling $α_s$ from the key categories where high precision measurements are available: (i) lattice QCD, (ii) hadronic $τ$ decays, (iii) deep-inelastic scattering and parton distribution functions, (iv) event shapes, jet cross sections, and other hadronic final-states in $e^+e^-$ collisions, (v) Z boson and W boson hadronic decays, and (vi) hadronic final states in p-p collisions. The status of the current theoretical and experimental uncertainties associated to each extraction method, and future perspectives were thoroughly reviewed. Novel $α_s$ determination approaches were discussed, as well as the combination method used to obtain a world-average value of the QCD coupling at the Z mass pole.

Structure functions, as measured in lepton-nucleon scattering, have proven to be very useful in studying the quark dynamics within the nucleon. However, it is experimentally difficult to separately determine the longitudinal and transverse structure functions, and consequently there are substantially less data available for the longitudinal structure function in particular. Here we present separated structure functions for hydrogen and deuterium at low four--momentum transfer squared, Q^2< 1 GeV^2, and compare these with parton distribution parameterizations and a k_T factorization approach. While differences are found, the parameterizations generally agree with the data even at the very low Q^2 scale of the data. The deuterium data show a smaller longitudinal structure function, and smaller ratio of longitudinal to transverse cross section R, than the proton. This suggests either an unexpected difference in R for the proton and neutron or a suppression of the gluonic distribution in nuclei.

This document provides a writeup of all contributions to the workshop on "High precision measurements of $α_s$: From LHC to FCC-ee" held at CERN, Oct. 12--13, 2015. The workshop explored in depth the latest developments on the determination of the QCD coupling $α_s$ from 15 methods where high precision measurements are (or will be) available. Those include low-energy observables: (i) lattice QCD, (ii) pion decay factor, (iii) quarkonia and (iv) $τ$ decays, (v) soft parton-to-hadron fragmentation functions, as well as high-energy observables: (vi) global fits of parton distribution functions, (vii) hard parton-to-hadron fragmentation functions, (viii) jets in $e^\pm$p DIS and $γ$-p photoproduction, (ix) photon structure function in $γ$-$γ$, (x) event shapes and (xi) jet cross sections in $e^+e^-$ collisions, (xii) W boson and (xiii) Z boson decays, and (xiv) jets and (xv) top-quark cross sections in proton-(anti)proton collisions. The current status of the theoretical and experimental uncertainties associated to each extraction method, the improvements expected from LHC data in the coming years, and future perspectives achievable in $e^+e^-$ collisions at the Future Circular Collider (FCC-ee) with $\cal{O}$(1--100 ab$^{-1}$) integrated luminosities yielding 10$^{12}$ Z bosons and jets, and 10$^{8}$ W bosons and $τ$ leptons, are thoroughly reviewed. The current uncertainty of the (preliminary) 2015 strong coupling world-average value, $α_s(m_Z)$ = 0.1177 $\pm$ 0.0013, is about 1\%. Some participants believed this may be reduced by a factor of three in the near future by including novel high-precision observables, although this opinion was not universally shared. At the FCC-ee facility, a factor of ten reduction in the $α_s$ uncertainty should be possible, mostly thanks to the huge Z and W data samples available.

Vector-boson pair production is of great phenomenological importance at the LHC. These processes will help to validate the Standard Model at highest energies, and they may also open the door for the discovery of new physics potentially showing up in subtle modifications of the non-abelian structure of weak interactions. In this letter, we review the status of the corresponding theory predictions, focusing on the higher-order electroweak corrections. We present a NLO analysis of electroweak corrections to W-pair, W$^+$Z and Z-pair production at the LHC, including all mass effects as well as leptonic decays. Contributions of photon-induced processes and massive-boson radiation are also discussed. The electroweak corrections are implemented in the HERWIG++ Monte Carlo generator, where they are combined with QCD corrections. We also propose a simple and straight-forward method allowing for an \emph{a posteriori} implementation of electroweak corrections to vector-boson pair production in any Monte Carlo event sample.

Charge asymmetries of top quarks at hadron colliders revisited

A sizeable difference in the differential production cross section of top- compared to antitop-quark production, denoted charge asymmetry, has been observed at the Tevatron. The experimental results seem to exceed the theory predictions based on the Standard Model by a significant amount and have triggered a large number of suggestions for "new physics". In the present paper the Standard Model predictions for Tevatron and LHC experiments are revisited. This includes a reanalysis of electromagnetic as well as weak corrections, leading to a shift of the asymmetry by roughly a factor 1.1 when compared to the results of the first papers on this subject. The impact of cuts on the transverse momentum of the top-antitop system is studied. Restricting the ttbar system to a transverse momentum less than 20 GeV leads to an enhancement of the asymmetries by factors between 1.3 and 1.5, indicating the importance of an improved understanding of the $t\bar t$-momentum distribution. Predictions for similar measurements at the LHC are presented, demonstrating the sensitivity of the large rapidity region both to the Standard Model contribution and effects from "new physics".

Using the radiative return method, experiments at high luminosity electron-positron colliders allow to explore the kaon and the pion form factors in the time-like region up to fairly high energies. This opens the possibility to study kaon and pion pair production at and around the narrow resonances J/psi and psi(2S) and explore the interference between electromagnetic and hadronic amplitudes. Parameterizations of charged and neutral kaon as well as pion form factors are derived, which lead to an improved description of the data in the region of large invariant masses of the meson pair. These form factors are combined with the hadronic couplings of charged and neutral kaons to J/psi and psi(2S) and implemented into the Monte Carlo generator PHOKHARA, which is now, for the first time, able to simulate the production of narrow resonances and their decay into kaon, pion and muon pairs.

Predicting tau decay distributions from e+e- data and comparing these predictions with ALEPH and CLEO results, the validity of isospin symmetry is confirmed within the present experimental errors. A good description of two- and three-pion sub-distributions is obtained. Special emphasis is put on the predictions for omega pi (-> pi+pi-pi0) in e+e- annihilation and in tau decay. The model amplitude is implemented in the Monte Carlo generator PHOKHARA.

Top Quarks, Axigluons and Charge Asymmetries at Hadron Colliders

Axigluons are colored heavy neutral gauge boson that couple to quarks through an axial vector current and the same strong coupling as gluons. The most important model-independent manifestation of axigluons is the generation of a forward--backward asymmetry in top-antitop quark production at $p\bar{p}$ collisions which originates from the charge asymmetry. We update our previous analysis for the inclusive QCD induced forward--backward asymmetry and define a new observable which is more sensitive to the effect than the forward--backward asymmetry. Furthermore, we find a lower limit of 1.2 TeV at 90% C.L. on the axigluon mass from recent measurements of the asymmetry at Tevatron. Also at LHC, the charge asymmetry is sizable in suitably selected samples. We evaluate this asymmetry in the central region for different selection cuts and show that, like at Tevatron, the charge asymmetry can probe larger values of the axigluon mass than the dijet mass distribution.

Exclusive baryon pair production through the radiative return is a unique tool to determine the electric and the magnetic form factors in the timelike region over a wide range of energies. The decay of lambda-baryons into p + pi- can be used to measure their spin and to analyze spin-spin correlations in the antilambda-lambda system. We evaluate the spin dependent hadronic tensor, which describes this reaction, calculate the corresponding cross section for e+e- -> antilambda lambda and e+e- -> antilambda lambda gamma with subsequent decays of lambda and antilambda and present a compact formula for the correlated distribution. We demonstrate that the relative phase between the electric and the magnetic form factor can be determined in this analysis by considering single spin asymmetries and correlated decay distributions. The reaction is implemented in the event generator PHOKHARA. It is demonstrated that the relative phase can be measured with the event sample presently accumulated at B-factories.

It is demonstrated that $Q^2$ values up to 8 or even 9 GeV$^2$ are within reach. The Monte Carlo event generator PHOKHARA is extended to nucleon final states, and results are presented which include Next-to-Leading Order radiative corrections from initial-state radiation. The impact of angular cuts on rates and distributions is investigated and the relative importance of radiative corrections is analysed.

Exotic Meson Production in the $f_{1}(1285)π^{-}$ System observed in the Reaction $π^{-} p \to ηπ^{+}π^{-}π^{-} p$ at 18 GeV/c

This letter reports results from the partial wave analysis of the $π^{-}π^{-}π^{+}η$ final state in $π^{-}p$ collisions at 18GeV/c. Strong evidence is observed for production of two mesons with exotic quantum numbers of spin, parity and charge conjugation, $J^{PC} = 1^{-+}$ in the decay channel $f_{1}(1285)π^{-}$. The mass $M = 1709 \pm 24 \pm 41$ MeV/c^2 and width $Γ= 403 \pm 80 \pm 115$ MeV/c^…

This letter reports results from the partial wave analysis of the $π^{-}π^{-}π^{+}η$ final state in $π^{-}p$ collisions at 18GeV/c. Strong evidence is observed for production of two mesons with exotic quantum numbers of spin, parity and charge conjugation, $J^{PC} = 1^{-+}$ in the decay channel $f_{1}(1285)π^{-}$. The mass $M = 1709 \pm 24 \pm 41$ MeV/c^2 and width $Γ= 403 \pm 80 \pm 115$ MeV/c^2 of the first state are consistent with the parameters of the previously observed $π_{1}(1600)$. The second resonance with mass $M = 2001 \pm 30 \pm 92$ MeV/c^2 and width $Γ= 333 \pm 52 \pm 49$ MeV/c^2 agrees very well with predictions from theoretical models. In addition, the presence of $π_{2}(1900)$ is confirmed with mass $M = 2003 \pm 88 \pm 148$ MeV/c^2 and width $Γ= 306 \pm 132 \pm 121$ MeV/c^2 and a new state, $a_{1}(2096)$, is observed with mass $M = 2096 \pm 17 \pm 121$ MeV/c^2 and width $Γ= 451 \pm 41 \pm 81$ MeV/c^2. The decay properties of these last two states are consistent with flux tube model predictions for hybrid mesons with non-exotic quantum numbers.

The measurement of the pion form factor and, more generally, of the cross section for electron--positron annihilation into hadrons through the radiative return has become an important task for high luminosity colliders such as the $Φ$- or $B$-meson factories. For detailed understanding and analysis of this reaction, the construction of a Monte Carlo program, PHOKHARA, has been undertaken. Version 2.0 was based on a next-to-leading order (NLO) treatment of the corrections from initial-state radiation (ISR). In the present paper a further extension of PHOKHARA (version 3.0) is described, which incorporates NLO corrections to final-state radiation (FSR). The impact of combined ISR and FSR on various distributions is investigated and methods are presented, which will allow the extraction of the form factor, and even give access to inclusive photon emission due to FSR. The dependence of the results on the model for FSR is discussed and the impact of this contribution on the anomalous magnetic moment of the muon is evaluated.

The radiative return offers the unique possibility for a measurement of the cross section of electron--positron annihilation into hadrons over a wide range of energies. The large luminosity of present phi- and B-factories easily compensates for the additional factor of alpha due to the emission of a hard photon. Final states with photons at large angles can be easily identified. The rate for events with collinear photons, however, is enhanced by a large logarithm and allows, in particular at lower energies, for a complementary measurement.
The Monte Carlo generator PHOKHARA, which includes next to leading order corrections from virtual and real photon emission, has been extended from large photon angles into the collinear region, using recent results for the virtual corrections. In addition, the present version includes final state radiation for muon and pion pair production and final states with four pions. Implications for the experimental analysis at three typical energies, 1.02, 4 and 10.6 GeV, are presented: the magnitude of these new corrections is studied, possibilities for the separation of initial and final state radiation are proposed, and the differences with respect to the previous treatment based on structure functions are investigated.

A Monte Carlo generator has been constructed to simulate the reaction e^+e^- \to γ+ 4 π, where the photon is assumed to be observed in the detector. Only initial state radiation is considered. Additional collinear photon radiation has been incorporated with the technique of structure functions. Predictions are presented for cms energies of 1GeV, 3GeV and 10GeV, corresponding to the energies of DAPHNE, BEBC and of B-meson factories. The event rates are sufficiently high to allow for a precise measurement of R(Q^2) in the region of Q between approximately 1GeV and 2.5GeV. For the construction of the program we employ isospin relations between the amplitudes governing tau decays into four pions and electron positron annihilation into four pions. Estimates of the kinematic breaking of these isospin relations as a consequence of the π^- -- π^0 mass difference are given.

The contribution from these energy regions to $α(M_Z^2)$, the running QED coupling constant at scale M_Z, are given. The dominant terms close to threshold, i.e. in an expansion for small quark velocity $β$, are presented.
