A presente publicação documenta a primeira fase, correspondente à monitorização, realizada no âmbito do projeto - Avaliação do impacto da Reestruturação Curricular do Ensino Secundário em Timor-Leste – um estudo no âmbito da cooperação internacional, financiado pela FCT (PTDC/MHC-CED/5065/2012).
Procede, assim, a uma contextualização breve da situação educativa em Timor-Leste, desenvolvendo, sobretudo, o enquadramento relativo ao Projeto de Reestruturação do Ensino Secundário Geral daquele país, desenvolvido entre 2009 e 2013, alvo central da referida monitorização. Nessa medida, o trabalho aqui reunido configura-se como uma importante aproximação à realidade timorense, com a qual a equipa que desenvolveu o projeto teve contacto assíduo, convocando diferentes vozes para darem conta, a partir de pontos de vista naturalmente diversos, das expectativas criadas em torno desta importante reforma, dos progressos verificados, bem como das dificuldades sentidas, com vista a aferir o impacto efetivo na comunidade educativa timorense.
A avaliação da qualidade dos materiais produzidos, da formação obtida, da seleção dos
formadores e formandos, das condições físicas e humanas das escolas são apenas alguns
dos pontos alvo de análise e reflexão. Trata-se de, com base no conhecimento obtido, não
só acompanhar a evolução da Reestruturação Curricular, mas sobretudo de obter dados
com vista a melhorar a sua implementação no terreno. Desta forma, são especialmente
relevantes os contributos recolhidos, seguindo uma metodologia investigativa rigorosa que
permite uma adequada identificação das necessidades a partir da audição de várias fontes. O estudo realizado contou com o apoio das autoridades educativas timorenses e a colaboração de um grupo considerável de participantes. Envolveu diferentes intervenientes no sistema educativo, desde os decisores políticos timorenses, passando pelos diferentes formadores,
portugueses e timorenses, professores e alunos. A variedade de perspetivas e a quantidade de testemunhos recolhidos permite conclusões que vão muito para além das constatações parciais e/ou subjetivas que o contacto esporádico com alguns agentes educativos poderá dar e que nos habituamos a ouvir e a tomar como verdades. E ainda que a recolha de dados seja de algum modo circunscrita a alguns distritos do território de Timor-Leste, a sua sistematização e análise confirma algumas hipóteses formuladas, ao mesmo tempo que abre portas para a melhoria dos produtos e da formação oferecida, acrescentando dados sobre o seu uso concreto, nomeadamente em sala de aula. Ao mesmo tempo, esses mesmos dados e conclusões condicionam claramente as opções futuras do país em termos do investimento na educação, revelando as necessidades prementes em termos de infraestruturas e de formação de professores. Discutem, ainda, a sensível questão da língua portuguesa e do seu efetivo domínio e uso, das exigências em termos de conhecimentos e competências dos professores e dos alunos, mas não passam ao lado da mudança veiculada em termos de metodologias de ensino (e consequentemente de avaliação).
Cremos que os resultados, mesmo se parcelares, aqui apresentados, apontam claramente a direção a seguir, evidenciando os progressos obtidos (em condições muito difíceis, às vezes mesmo adversas) e não escamoteando as dificuldades e os desafios do futuro. Oxalá os decisores continuem com coragem e perseverança no prosseguimento das reformas que os atores já reclamam.

The literature is highlighting that research on the internationalization of destinations is scarce. This chapter presents a validation of the governance factors which contribute to the internationalization of tourism destinations. A survey was carried out on Portuguese DMOs with responsibilities in the areas of tourism and local/regional development (N=147). The ‘Questionnaire on Internationalization of Tourist Destinations' was submitted to content, reliability, and construct validations through exploratory and confirmatory second-order factor analysis. Governance factors influencing the internationalization of destinations were F1-Collaboration and F2-Networks. F1 associates items related to stakeholder involvement in destination decisions. F2 highlights the interaction between stakeholders, whose collective action is oriented towards active participation in decisions and leadership. The perception of Portuguese entities with different levels of influence on tourism development allows the systematization of results that meet some priority lines defined in the Tourism Strategy 2027.

There is a non-violent conflict over Taiwan's sovereignty, between the People's Republic of China (PRC) and the Republic of China (ROC). For PRC, this division cannot persist forever and does not exclude a possible military solution. While political divisions remain, the population on both sides of the strait interact, existing sociocultural and economic dynamics. These are usually interpreted as people-to-people dynamics, in which individuals act as peace agents or citizen diplomats. Tourism is a good example of this phenomenon, considering the increasing visitor flows between both sides. This dynamism sometimes pressures the political power to transform the conflict, but also acts as a throwing weapon in times of hostility. After 2016, the political landscape in Taiwan changed, and tourism became one of the sectors involved in political tensions. This chapter explores several dimensions of tourism in this conflict, particularly its role in peace and reconciliation between Mainland China and Taiwan, but also its vulnerabilities regarding high-level bilateral relations.

The European Directive 2011/24/EU establishes the rules for the access to cross-border healthcare to ensure the mobility of patients and promote cooperation between the different Member States. This study aims to understand its impact and the role that medical tourism can play in the healthcare context in Portugal. On the one hand, it makes a reflection on the challenges arising from its adoption, and, on the other hand, it discusses the possible impacts of its implementation, specifically in two sub-regions of the Central Region, and the role of medical tourism in light of the views of health policymakers and other local and regional stakeholders. The attractive conditions of Portugal translate into a potential destination for medical tourism; however, the transposition of the Directive reveals several weaknesses. Only through the design of a strategic plan of action, necessarily collective, participative, and accountable, that lists the supply, the potential demand, and priority options for the country and for each region, it is possible to effectively develop medical tourism.

This article aims to present the perceptions of the Timorese students about the implementation of the new general secondary education curriculum in East Timor, as well as to identify and discuss the impact of its implementation on their conceptions of learning and their study habits. It presents a brief theoretical framework that supports the importance of the learning environment and curriculum reforms to improve students’ learning, trying to frame the project “Evaluating the impact of restructuring secondary education in East Timor: A study in the context of international cooperation” (2013-2015) and to identify some of the dynamics that occurred during its development. In order to fulfil the aim of this article, it was performed the analysis of data collected by two questionnaires applied to Timorese students in different occasions and with different objectives during the development of the project. Overall, students are aware of the changes being implemented, they consider that the implementation of the new curriculum led teachers to diversify and use more often the educational resources, to develop more interesting and diversified classes, as well as to change the modes of evaluation. The meaning that most of the students attach to learning seems to be influenced by the practices that teachers advocate, and their study habits are dependent upon various aspects, such as access to educational and curricular materials, the existing conditions in school and at home.

Purpose The specific typology of local accommodation in Portugal has undergone a huge expansion accompanied by a proliferation in the number of firms and it is crucial that the firms associated with this boom can ensure their survival and remain in the market. The purpose of this paper is to specify an insolvency forecasting model and identify which financial indicators best contribute to forecasting insolvency in local accommodation firms. Design/methodology/approach At the methodological level, the financial data of firms in this sector were initially collected via the SABI database; then the probit model was estimated to perform the analysis of financial variables, with the aim of observing their behaviour and understanding which are crucial in predicting business insolvency. Findings Given the scarcity of studies in this specific typology of accommodation, the results of this paper are relevant and increase the knowledge for the sector. They also enable the identification of financial ratios that deserve greater attention from those responsible for firms in this sector, namely, profitability and liquidity ratios. In short, profitability ratios vary inversely with the probability of insolvency, so that firms with higher levels of net profitability, asset rotation or accumulated profitability have a lower probability of insolvency, with the opposite being true in terms of liquidity, where firms with higher current assets are more likely to become insolvent. Originality/value The novelty of this paper is focused on the urgent need for tourism accommodation stakeholders to prevent or anticipate insolvency and identify which financial indicators best contribute to forecasting insolvency. This research is fundamental, as many cities are considered major tourist destinations and where a high number of tourism businesses are concentrated.

An increasing number of women occupy positions in the labour market that were previously restricted to men. This is, however, still limited by the dual roles of working women. This chapter aims to address gender issues in the tourism industry. Specifically, it focuses on female participation in the labour market, highlighting the characteristics of women in leadership positions. A case study approach was used, focusing on female leaders in the hotel sector in Fortaleza, Brazil. An exploratory qualitative study was developed through semi-structured interviews, which aimed to gather data on the career path of female leaders. The collected data allowed understanding how these women reached top-level positions, and their leadership styles. Results indicate that early entry into the labour market, dedication, education, entrepreneurial skills, and dynamic personality are instrumental and work directly affects family relationships, being the cause of some problems in their personal lives.

This chapter presents an investigation into the intricacies surrounding gender equality measures in tourism workplaces in Portugal. It begins with a brief introduction to the history of gender equality measures in tourism labour, followed by an analysis of various aspects of gender equality implementation that arose during the empirical research. The analysis sections focus on who was perceived as responsible for implementation of gender equality measures (the company or the state); the types of gender equality measures in place in Portuguese tourism businesses; and the role of female managers in implementing gender equality measures.

ABSTRACT The People’s Republic of China (PRC) is today one of the world’s largest economies, placing itself in the world scene’s spotlight. In the late 1970s, the government of the PRC implemented new policies to promote the country’s development, leading to political changes and introducing important economic reforms. These changes prompted a major growth in Foreign Direct Investment (FDI) and in Gross Domestic Product (GDP), leading to the development of several economic sectors and generating new needs in the population, namely a growing travelling interest, leading to an increase of outbound tourism during the 1980s. In the early 1990s, the Chinese outbound market accounted only for 3.5% of the region’s total departures, and in 2011 it established as the top “country of origin”, with more than 21% of the outbound market. Simultaneously, the expenditure of Chinese tourists abroad reveals a continuous growth, having surpassed 130.5 billion dollars in 2013. Today, the PRC is the world’s number one outbound market, showing a huge potential for continuous growth in the near future, as Chinese living standards are increasingly improving, and the outbound market is being gradually liberalized. This work aims to provide a brief analysis on the historical background of Chinese outbound tourism, focusing on the profile of visitors and future trends.

Tourism is one of the most vulnerable sectors in the face of economic, political, environmental, and social changes. The study regarding the relationship between political phenomena and the dynamics of international relations and tourism is still at an infancy stage. The authors refer, in particular, to contexts of crisis, catastrophes, and conflicts in their relationship with tourism indicators. This is the purpose of this work, focusing on the Chinese case due to its particularities. In other words, they want to see how some regional political phenomena—the Asian context—are reflected in the development of Chinese tourism. They find that there is an immediate correspondence between the number of Chinese tourists and the contexts of political instability, but in which tourist flows are very dependent on government guidelines. Although subject to market dictates, they often obey geopolitical imperatives.

This paper explores the usage of two specific multi-criteria decision-making (MCDM) methods—Simple Additive Weighting (SAW) method and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS)—in the tourism field, where their usage is practically non-existent. Multi-criteria analysis methods use objective or subjective criteria to rank different variables of interest, the purpose of ranking being to facilitate different strategic decision-making and problem-solving processes. By using these methods, the paper assesses the attractiveness of six cultural heritage sites in Porto, Portugal, namely some of the city’s architectural masterpieces, and ranks them based on the following set of criteria: (i) historic value; (ii) aesthetic/artistic value; (iii) representativeness; (iv) state of preservation; (v) infrastructure and accessibility and (vi) social significance. The purpose of the study is to understand different levels of attractiveness of cultural sites and to discuss the possible reasons why ones are given higher importance than the others. The two methods give almost identical outcomes, showing parity between their usages and affirming the integrity of the results.

The purpose of this paper is to present results from an exploratory study that aims to investigate why gender role alterations in leadership positions is slow. The tourism managers’ perceptions of gender equality, within the workplace, were obtained resorting to focus groups. We chose thematic analysis to identify themes and patterns. This thematic analysis enables a methodological systematization of data. Data were coded using webQDA, a computer-assisted qualitative data analysis software that speeds up the team process of analysis. The systematization of information helped overcome the difficulties to synthesize the various interpretations; thus it was possible to generate more ideas and reduce researcher bias. The main outcome of the study was the development of an analytic framework where diverse components fit together by combining and cataloguing six main themes and their sub-themes. This scoping review provides an overview of the literature on tourism routes, concerning 1) the categorization of tourism routes, 2) how the research has been conducted, in terms of methodologies and main research themes, and 3) future research paths. The review includes documents from four databases, written in English, published until May 2020 and focused on tourism routes as organisations of stakeholders under a unified theme to achieve common goals. Based on 194 documents, regional-scale routes under the theme of food and drink are identified as the commonest. The main research theme is route development. Empirical studies, qualitative approaches, primary data usage, and data collection triangulation techniques predominate. Lastly, future research should focus mainly on route planning and management.

O presente artigo é parte do resultado de tese de doutorado, apresentada e aprovada em 2020. A tese contou com três estudos complementares e utilizou métodos mistos de pesquisa e, consequentemente, diferentes formas de análise. Nesta apresentação, optou-se pelo recorte específico da percepção da hospitalidade na cidade do Rio de Janeiro, por parte da demanda turística internacional. Além da verificação da opinião dos turistas sobre o tema na cidade, o estudo objetivou identificar categorias de análise com maior relevância no entendimento daquilo que os entrevistados consideraram como hospitalidade. O estudo, caracterizado como quantitativo, com 388 entrevistados, adotou análise estatística efetuada com o software SPSS, versão 25.0 para Windows. Como principal resultado, ressalta-se que indicadores relacionados à população local são preponderantes na percepção da hospitalidade.
