Energy and Economy are tightly bound to each other, primarily due to physical reasons. Indeed, energy is the unit measuring the quantity of transformation in a system, and the economic activities transform resources into useful goods and services. Due to transport, oil is the ultimate source of energy for a globalised economy. In this context, the peak of oil, corresponding to the moment when the global oil production reaches a maximum, and then declines, might be a critical issue. This thesis studies what the European Commission might plan in this context.
In a first chapter the expectable future of oil supply is exposed. It appears that the global oil production is likely to peak before the end of the current decade. Moreover, the conventional oil production peaked in 2006, and the European production peaked in 2000 (declined by 46% in 2011). Besides, the post-peak decline rate is around 6% per year, and at least 16 out of the 20 biggest oil fields have already passed their peak (these 20 fields represent 25% of the oil production).
Then, the second chapter is dedicated to the impacts of an energy shortage on the socio-economic system, and to the solutions planned. Based on the academic literature, the impacts are assessed from historical events during which societies suffered from a huge energy crunch (North Korea and Cuba after the Soviet Union demise). Furthermore, the historical oil price is analysed, especially the price elasticity (based on empirical data from EIA and World Bank). It results that the volume of oil produced is almost unresponsive to the price since 2004-5. Moreover, based on the fiscal break-even of Saudi Arabia and on the carrying capacity of China, the range of future prices is [100;120] dollars per barrel, while the carrying capacity of western societies is around 90 dollars. Finally, the chapter discusses the technological solutions (liquid fuels production from coal, gas and biomass, mainly) and their limits. Apart from the negative impacts in terms of greenhouse gases and potential scarcities (lithium, lands, coal and gas), the most problematic limit is probably the EROEI (Energy Return On Energy Invested), which is decreasing. It means that the energy surplus available for the society is shrinking. An increasing amount of resources (energy included) is diverted for the sake of oil and gas industry.
The last chapter describes the reasons why we cannot rely on decoupling and dematerialisation, to maintain economic growth while the energy supply diminishes. In particular, based on empirical data (World Bank and International Labour Organization) the absence of negative correlation between the energy consumption per capita and the share of labour force in services is evidenced. Besides, the decoupling effect has never been observed at the global scale, and the partial one is controversial. Consequently, another paradigm is proposed and briefly discussed, namely degrowth, based on the dedicated academic literature. Finally, the last section gathers some unusual proposals, which the European Commission might examine to cope with the Peak Oil, without economic growth.

Le revenu de base correspond à un revenu accordé sans condition de ressources et sans avoir à exercer une activité professionnelle, à chaque individu de la communauté le mettant en place. La plupart du temps, ce revenu doit être suffisamment élevé pour garantir la sécurité matérielle et la subsistance, et remplace les prestations sociales qui pourraient exister au préalable. Ce revenu pourrait être complété par un revenu tiré d’une activité professionnelle rémunérée, mais cela deviendrait facultatif.
Dans le schéma de pensée classique où travail et revenu vont de pair, le revenu de base semble incohérent. En effet, en rompant le lien entre le travail et le revenu, le revenu de base bouleverse la philosophie même de l’économie que nous connaissons, dans laquelle la valeur est monétarisée, et où le travail non rémunéré n’a donc pas de valeur économique. Par ailleurs, les fondements de l’économie ont très peu changé depuis la première révolution industrielle, alors que les circonstances sont très différentes. Aujourd’hui, la production est essentiellement mécanisée et donc permise grâce à une énergie abondante et très peu chère, rendant le travail très coûteux en comparaison. Un chômage structurel s’est donc développé dans les économies des pays industrialisés, qui se sont tertiarisées.
De nos jours, c’est surtout par la consommation que les agents économiques font fonctionner le système, et non par la production, dans laquelle ils sont de moins en moins impliqués. Par conséquent, il peut paraitre raisonnable de distribuer un revenu garantissant la subsistance (qui est dans l’article 25 de la Déclaration Universelle des Droits de l’Homme), ce qui permettrait de libérer ces agents économiques de la nécessité d’un travail rémunéré, laissant plus de temps pour les activités favorables à leur épanouissement, et au progrès social des sociétés. Cela serait aussi l’opportunité de flexibiliser le travail de manière socialement juste.
Il existe plusieurs propositions pour garantir son financement, que ce soit par l’impôt sur le revenu lui-même, par un impôt unique sous forme de TVA (réduisant ainsi très largement le coût du travail et améliorant d’autant la compétitivité), ou encore par un impôt sur les ressources naturelles, sur les transactions financières, voire par la création monétaire. L’imposition sur les revenus ne semble pas optimale, puisque l’emploi (de qualité) manque déjà, et qu’il sera amené à manquer de plus en plus, réduisant donc d’autant la base de cet impôt. Par la TVA, le revenu de base devient la composante sociale de cet impôt, et lui apporte la progressivité qu’il n’a pas intrinsèquement. Cette solution permet également de rétablir un équilibre entre le coût du travail humain et celui de la machine, esclave des temps modernes.
Cependant, le revenu de base modifierait le pouvoir de négociation en entreprise, et rendrait la gouvernance des citoyens plus délicate, que ce soit dans le cadre de leur activité professionnelle, ou bien dans le cadre de l’exercice de leur rôle de citoyen, en particulier d’électeur. Néanmoins, il est à noter que cela empêcherait par la même occasion la corruption des citoyens, et la démagogie de certains acteurs politiques. L’émancipation serait donc à la fois économique et politique, et pourrait ainsi améliorer la qualité de la démocratie.
Il semble clair que le revenu de base modifierait un peu la rémunération relative des différents postes, en fonction de la valeur que la société leur accorde et en fonction de leur attractivité et leur atout dans l’épanouissement de ceux qui les occupent.
Le revenu de base est donc difficilement compréhensible si le schéma actuel de réflexion est conservé, mais il prend tout son sens lorsqu’il est appréhendé dans une société émancipée dans laquelle l’économie et la monnaie sont au service des individus, et où ces derniers ne travaillent pas pour avoir un revenu, mais ont un revenu pour pouvoir travailler, et où le travail constitue un véritable engagement, et non une activité nécessaire à la survie. Au final, ce revenu de base est sans doute la clé de la souveraineté économique, tout comme le droit de vote a été celle de la souveraineté politique, qui a également été un véritablement bouleversement pour ceux qui l’ont adopté.

Les fuites de carbone, bien que difficilement mesurables, sont bien réelles en Europe. Elles ne sont pas nécessairement liées à la politique de lutte contre le changement climatique entreprise par l'Union, mais résulte plutôt d'un écart de compétitivité sur le
marché du travail. En effet, la main d'oeuvre est moins coûteuse dans les pays émergents que dans les pays développés, et les coûts et temps de transports se compressant, il devient plus économique d'importer, du moins à l'échelle micro-économique. C'est ainsi qu'en se référant, non pas aux émissions liées à la production européenne, mais liées à la consommation européenne, nous observons que le nombre de tonnes équivalent CO2 par habitant à augmenté depuis 1990 et non baissé (ECO2 Climat20), passant par exemple en France de 9,5 tCO2 en 1990 à 10,3 tCO2 en 2010.
Les mécanismes d'ajustement aux frontières sont des outils qui sont possibles dans le cadre de l'OMC. Néanmoins, le réel problème est celui de la faisabilité. Sur le plan environnemental, il serait évidemment souhaitable que la consommation importée des pays hors UE soit soumise aux mêmes règles que la production locale, mais il n'est pas envisageable de mesurer, produit par produit, la teneur en électricité, carbone et autre
produits taxés en Europe. Dans le cadre de l'ETS, il est à la limite possible de soumettre les producteurs de matières premières au sens large (acier, ciment, électricité) au système de quotas, mais il n'est pas possible de remonter la chaîne, et de soumettre les
importations de produits manufacturés (plus de 60% des émissions par personne) à un quelconque système de taxe ou de quotas, du fait de l'impossibilité à mesurer précisément le poids en carbone du produit final.

Tout au long de ce travail, nous nous sommes efforcés d’identifier les innovations d’efficacité énergétique envisageables pour une ville durable. Les réponses que nous avons trouvées ont revêtu des aspects divers, parfois surprenants : des innovations juridiques, économiques, et techniques ont en effet côtoyé des innovations conceptuelles et organisationnelles. Il en ressort que les innovations juridiques créent l’espace pour les innovations techniques, économiques ou organisationnelles. Ces innovations juridiques expriment elles-mêmes une volonté politique qui traduit à son tour une prise de conscience, et une évolution des mentalités, préludes à tout changement. De ces constats nous tirons les leçons suivantes :

Conscients de cet état de fait, nous ne pourrons pas en imputer l’échec éventuel à notre ignorance.

Pour résumer brièvement l’efficacité énergétique, nous reprendrons la citation de l’association Négawatt : ‘’l’énergie la moins chère est celle qu’on ne consomme pas’’

Pour être réellement efficace, cette approche doit avoir lieu le plus globalement possible - approche holistique – et le plus en amont possible.

Une ville durable implique des changements de mentalités et de comportements à la fois individuels et collectifs de la part de ses habitants.

Cet avenir durable n’est possible au prix d’une remise en question de nos modes de vie, une volonté, et une implication de chacun.

La réussite ou l’échec de cette tentative impactera les générations futures.

La géothermie est une source d’énergie qui peut être employée directement sous forme de chaleur (en injectant cette chaleur dans un réseau ou en consommant in situ cette chaleur) ou bien servir à produire de l’électricité. C’est cette dernière hypothèse qui a été étudiée dans ce document. En particulier, nous nous sommes intéressés ici à la géothermie profonde stimulée, car elle offre un potentiel bien plus conséquent que la géothermie des  aquifères, et ne pose pas autant de problèmes relatifs à la contamination des nappes phréatiques. Cette technique nécessite la création d’un échangeur naturel, en fracturant la roche de manière hydraulique. C’est une technologie qui commence à se développer, et qui nécessite, du fait de son stade de maturité, d’investissements et de soutien publics importants.

This document presents an empirical econometric study about the relationship between the annual global GDP (in constant dollars of 2000) and the annual oil production (in millions of barrels per day, Mb/d). For this purpose, time series over the period 1960-2011 have been used. From the econometric tests, it appeared that the series are cointegrated, giving the opportunity to design an Error Correction Model. More specifically, the growth in terms of GDP has been modelled using the growth in oil production. It results from the simple model that, as long as the oil production does not decrease more than 1.5% per year, the size of the global economy would not decrease. Even if the results of economic growth from the predicted oil production (under an assumption of peak oil around 2030 with a daily production of 90 Mb/d) are in agreement with the literature outputs, the model could be improved by designing an asymmetric behaviour of the economy (since a decrease of oil supply could have more significant consequences on the economy than an increase). However, this asymmetry cannot be empirically defined, since the historical record does not exhibit large reduction in oil production at the world scale, impeding to observe the actual impact on the economy. Finally, the granger causality has been performed, leading to a unidirectional causality from the oil production to the global GDP, confirming the relevance of choosing the oil production as the explanatory variable and the global GDP as the dependent variable.

Presentation prepared for an executive lecture at the College of Europe in July 2016, about renewable energy. It provides an overview of the different technologies of renewable energy, current and potential role of renewables in fighting climate change, and the issues that it may raise.

This lengthy presentation prepared for an executive lecture given in the context of an intensive 1-week compact seminar on the European Union key priorities, addresses the main elements of the EU energy & climate policies in 2018 (Clean Energy Package and the status of the negotiations on each file of this package, main energy & climate elements of the mobility package, EU ETS, LULUCF, Effort Sharing).

To make the transition to a low-carbon economy, the European Union (EU) has been encouraging the deployment of variable renewable energy (VRE) sources. However, VRE lack of competitiveness and its technical specificities have substantially raised the cost of the shift. Economic evaluations show that VRE units life-cycle costs of electricity generation are still today higher than those of conventional thermal power plants. Member States have consequently adopted dedicated policies to support them. In addition, Ueckerdt et al. (2013) show that when integrated to the power system, VRE induces supplementary not-accounted-for costs. This paper first exposes the rationale of EU renewables goals, the EU targets and current deployment. It then explains why the LCOE metric is not appropriate to compute VRE costs by describing integration costs, their magnitude and their implications. Finally, it analyses the consequences for the power system and policy options. The study shows that the EU has greatly underestimated VRE direct and indirect costs and that policymakers have failed to take into account the burden caused by renewable energy and the return of State support policies. Indeed, induced market distortions have been shattering the whole power system and have undermined competition in the Internal Energy Market. EU policymakers can nonetheless take full account of this negative trend and reverse it by relying on competition rules and redesigning the architecture of the European electricity system.

Access to affordable, long-term finance is a pre-condition for sustainable development. High financing costs in developing countries penalize green investment because of their higher upfront capital requirements. To facilitate access to long-term affordable finance for sustainable development, governments in developing countries are designing and implementing green industrial policies to de-risk clean technology investment by removing technology-specific investment barriers. Over the past ten years, the number of countries promoting renewable energy with direct policy support has nearly tripled, from 48 to over 140, and an ever-increasing number of developing and emerging countries are setting renewable energy targets and enacting support policies.

While establishing an adequate technology-specific policy environment is critical to mobilize private finance for sustainable development, the depth and diversity of national financial markets are also important determinants of the conditions under which private sector investment occurs. Developing countries tend to have weak financial systems, with local capital markets lacking long-term financial products in domestic currencies and under-developed financial intermediation, sometimes in combination with excess liquidity in the banking system. The degree to which countries are able to overcome these barriers and influence the allocation of lending to the private sector varies. Some countries have relied on directed credit to achieve public policy goals. Others are experimenting with regulatory or financial incentives. The past few years have also seen a growing interest in policy-driven institutions – such as national development banks (NDBs) and national green funds (NGFs) – to provide grants, credit-enhancement instruments or lend directly to project proponents in specific green sectors.

Billions of dollars are allocated by governments to support these interventions. Yet, there remains a gap in our understanding of their comparative effectiveness to deepen national financial systems. As part of ongoing efforts to bridge this gap, the paper discusses the role of NGFs in catalysing institutional innovations and facilitating access to long-term affordable finance for green, low carbon and climate resilient investment. It is divided into three sections. Section 1 lays out some of the challenges associated with raising private sector financing for sustainable development in developing countries. Section 2 reviews existing strategies to develop national financial systems. Section 3 adopts an ecosystem lens to assess the possible roles of NGFs in deepening national financial systems.

The paper concludes that there has been a disproportionate level of focus on the capacity of NGFs to manage international green and climate finance. While NGFs could play a supporting role in the design and implementation of NAMAs, their direct capitalization from international sources is likely to remain limited. The paper argues that the key added value of NGFs might lay in their capacity to foster institutional innovations and partner with other financial and regulatory institutions in such a way as to increase the diversity and depth of local financial markets and enhance the domestic supply of green finance.
