People shortage or people productivity a workload analysis

Abstract

This paper describes a recent effort at the U.S. Department of Agriculture's Washington Computer Center to assess the productivity of operations personnel in the Computer Resources Branch (CRB). Our objectives were to identify performance requirements for computer operators (GS-332) and technicians (GS-335) and to develop meaningful measurement and tracking systems to assess their productivity.
This effort resulted in part from management's concern about adequate staffing, training opportunities, performance appraisal systems, and employee morale. Recommendations for data tracking, staffing and work distribution, training and career mobility, site modifications, and incentive programs have also resulted from this effort.
