President Obama’s speech at the National Defense University on 23 May 2013 was one of his most prominent security policy speeches and was seen by many as the ending of the war on terror as well as the beginning of a lesser dependency on drone strikes.
This brief analyzes US drone policy during the Obama administration and concludes that the Obama administration is not likely to rely less on drones in the immediate future. Instead, drones will continue to have a prominent role in US counter-terrorism policy which is entering a new less overt phase. The less overt nature of the new phase of the war on terror is exemplified by the recent surveillance scandals that have hit Washington D.C.
Drones also fit into the new operational doctrines dominating the Pentagon which focus on operating against so called “Anti-Access / Area-Denial” capacities.
The brief therefore concludes that drones will continue to have a place in US foreign and security policy both in a counter-terrorism and conventional capacity.
