During two years, numerous monuments were disfigured; for this reason, Sidi El Benna mosque, dating from the 14th century, was chosen as a case study in order to understand the reasons beyond the interventions failure. The evaluation was performed in two steps; the first consisted in checking the scientific consistency of the approach, and the second, in checking whether the national and international rules and criteria were observed. The evaluation shows that the approach lacked scientific soundness and a multidisciplinary character, and certain study or implementation phases were not properly carried out. In natural protected areas restrictions can lead to social issues when the local economy suffers: the displacement of people, unsupportive attitude towards conservation or illegal activities. This situation is important in biosphere reserves, which should be learning laboratories for an integrated economic, societal, cultural and environmental sustainability. This paper analyzes the example of Danube Delta Biosphere Reserve in Romania, aiming to find correlations between social and environmental issues. Starting in 2005, Romanian education started its true reform in a globalizing context. Universiti... more Starting in 2005, Romanian education started its true reform in a globalizing context. Universities were assessed based on their performance; as a result, the doctoral education, meant to provide for the future trainers at Bachelor's and Master's levels, had to re-focus on research. The process was slower in the case of urban planning, due to the fact that publications and citations are not characteristic research outputs of the field. The paper discusses the process of creating the first Romanian doctoral school of urban planning starting from the hypothesis that its new focus required a positivist systemic understanding of urban planning research. The results show that the new approach was productive and well received by the doctoral students, and has a beneficial influence on urban planning in general, increasing its international visibility.

Unser Ziel in diesem Beitrag ist es, einen Index zu finden, der-anders als das Bruttoinlandsprodukt-eventuell auch als synthetischer Index in der Lage ist, räumliche Ungleichgewichte zu messen. Auf der Suche nach einem solchen Index haben wir 17 Indikatoren als relevant ausgewählt und diese auf die 41 Kreise Rumäniens angewandt. While the science of ecology progressed towards a systemic approach, due to being a regulated act... more While the science of ecology progressed towards a systemic approach, due to being a regulated activity, territorial planning was unable to keep up with its developments. As a consequence, the elaboration of environmental studies as a part of urban and spatial plans utilizes in Romania an outdated methodology. In parallel with it, several studies employed a new methodology, developed in accordance with the principles of systemic ecology. This paper attempts to develop an analytical framework to compare the two approaches. The results indicate that the new methodology has numerous advantages and should be used despite of not being imposed by the regulatory framework.
The energy – climate change – land cover and use nexus is easy to grasp from a theoretical perspe... more The energy – climate change – land cover and use nexus is easy to grasp from a theoretical perspective; nevertheless, field data cannot easily show the intrinsic connections due to the limitations of temporal extent. Within the nexus, the concept of primary eco-energy has an operational value, relating land cover and use to the alterations of energy flows using a causal relationship. The paper links primary eco-energy to actual energy using the national territory of Romania as a case study accounting for the appropriate spatial extent. The analysis of unconventional energy, seen from the perspective of its spatial distribution, does not provide significant results in order to elucidate the relationships, but suggest possible impact on biodiversity and has a practical relevance.

In this context, the current study aims to analyze the connectivity of Romania to other European countries using a GIS-based methodology relying on determining the orientation of roads and railroads. The spatial interpretation and consequences of the policies drawn on these concepts, despite the theoretical issues related to them, are of particular interest. This article is a critical comprehensive review carried out in order to emphasize the uncertainties. The article analyzes the human development in relationship to its spatial consequences and relationship with diversity (inner, environmental and overall), focusing on the concepts governing spatial development. The global changes (climate changes, land cover and use changes, and alterations of energy flows)... more The global changes (climate changes, land cover and use changes, and alterations of energy flows) affect our global phenomena. These phenomena are even more important in the natural protected areas, which are pristine places designated to preserve our biodiversity within the limits of the carrying capacity of ecosystems. The present study used spatial data to look at the effects of global changes within the Romanian natural protected areas. The results indicate that high temperatures and low precipitations menace the protected areas from mountain areas and to a lesser extent those in the wetlands. The transitional dynamics of land cover and use changes do not differ from the national ones and consist of antagonistic phenomena affecting forests (deforestation and reforestation), and, to a lesser extent, agriculture (abandonment and development), waters and wetlands (floods and draughts), and man-dominated systems (urbanization). If the potential effects are assessed in terms of exposure, sensitivity, and vulnerability, a GIS methodology, based on statistical indicators and GIS modelling was used to assess the overall vulnerability of the Tisza river basin and define the flood-prone area. Its definition allowed for including new elements, developing new concepts and refining the existing theories. Geographers developed their own interpretation, resulting into the concept of geodiversity. Particular concepts were defined for the human society, soils and other components of the physical realm. This paper attempts to integrate all concepts and developments into a unitary perspective, and apply this theoretical framework to analyze the diversity of an entire country in a measurable way. This study employs similar analyses at the micro-scale level using administrative-territorial units, i.e. circa 40 communes covering the mountainous and sub-Carpathian space of an average sized hydrographic basin. The algorithm uses data consisting of selected indicators referring to the density of population, its dynamics and migratory increase, population aged over 65, natality, unemployment, share of population working in agriculture, number of people who completed high school education, the number of physicians per 1000 people, and inhabited area per person (square meters). Data are analyzed using factor analysis to build an aggregated index of development. Consequently, spatial prediction via ordinary kriging is used to determine its spatial distribution. A new set of indices for monitoring the effects of implementing new regional development policies... more A new set of indices for monitoring the effects of implementing new regional development policies of the European Union, as well as other sectoral policies with territorial effects, resulted into the creation of new flexible systems, able to increase the administrative capacity to access structural and cohesion funds. The novelty of this study consists of the original methodology embedding mathematical methods (i.e., the ELECTRE and the index of development methods) in a GIS in order to produce hierarchies of the territorial indices at the NUTS levels III and V, displayed as charts and maps underlining the disparities between the socioeconomic, cultural and environmental aspects of the development. The methodology employed GIS to look at biodiversity and threats against it (reflected by biogeographical regions, land cover and use and their changes) and its conservation through natural protected sites.

A new set of indices for monitoring the effects of implementing new regional development policies... more A new set of indices for monitoring the effects of implementing new regional development policies of the European Union, as well as other sectoral policies with territorial effects, resulted into the creation of new flexible systems, able to increase the administrative capacity to access structural and cohesion funds. The novelty of this study consists of the original methodology embedding mathematical methods (i.e., the ELECTRE and the index of development methods) in a GIS in order to produce hierarchies of the territorial indices at the NUTS levels III and V, displayed as charts and maps underlining the disparities between the socioeconomic, cultural and environmental aspects of the development. Our results suggest that the Romanian poorly developed egions are located in the south. Methodologically, the potential of the approach eveloped by this study recommends its usage as a planning tool of regional evelopment.
