"Uprisings in the Arab world make us question the concept of “democracy”. From a Western perspective, the concept of democracy has a significant importance on people’s government. Since the Ottoman Empire period, Arab countries always had rulers. Following the dissolution of the Ottoman Empire, they could not have put democracy in its place. Some of them might have had some sort of elections, but with missing crucial components, such as the presence of a viable opposition group.
Western scholars have always questioned the relationship between Islam and democracy. The ones belonging to the Orientalist camp claimed that Islam and democracy cannot coexist, since Islam, with its legal system based on “Sharia”, is a method of governance itself, and it does not give any room for democracy. On the contrary, modern Turkey proved that it is possible to have democracy and human rights in a Muslim society. The Republic of Turkey stands as an example whereby a country with an overwhelming (98%) Muslim majority and has a multi-party political system with a functioning democracy.
In this context, the Turkish case was widely debated following the Arab uprisings and questions such as “Can Turkey be a role model to the Arab countries?” “Does Turkey have a “Western” democracy?” etc. were asked frequently. Besides these questions, there was an implicit assumption that the Arab countries need a role model in their quest for democracy. Turkey’s relations with its neighbours make her an ideal candidate in the debate for a ‘role model’. Although Turkey might serve as a model with her democratic credentials, the Turkish trajectory should be studied closely to understand how she reached that situation. What are the fundamental characteristics of the Turkish Revolution (1923 – 1938)? What is the legacy of Ataturk? How did he create a country from scratch, and more importantly how did he make democracy work in a country with a Muslim population?"

L'objectif de cette thèse est d’examiner la politique minoritaire de la Grèce en la Thrace occidentale. En collaboration avec la minorité orthodoxe grecque vivant à Istanbul, la minorité turque de la Thrace occidentale a été exclue d'échange de population. Bien que la minorité turque de la Thrace occidentale ait bénéficié de périodes de détente dans la relation gréco-turque, ils ont connu certains problèmes chroniques en matière de droits des minorités, principalement en raison de l'augmentation de la tension due au désaccord sur la question de la Chypre. L'adhésion de la Grèce à l'Union européenne en 1981 a transformé la démocratie en Grèce. Avec les pressions des institutions internationales, comme le Conseil de l'Europe, Human Rights Watchs etc, la Grèce a changé sa politique minoritaire.
En 1991, la Grèce a présenté la politique de « l'égalité devant la loi» et «l'égalité dans les droits de citoyenneté», et les problèmes de la minorité turque ont été en partie résolus en vue de l'exercice des droits de citoyenneté et d'égalité de traitement. Au cours de cette période, la discrimination de l'article 19 de la Code de la citoyenneté grecque a été abolie et les mesures économiques restrictives ont été arrêtées. Bien que la diffusion progressive des normes européennes et les institutions européennes a favorisé une amélioration considérable des droits des minorités en Grèce dans les années 90, les problèmes chroniques de la minorité est toujours en attente d'être résolus: la négation de l'identité ethnique, la fermeture des organisations de minorités portant le terme Turk / Turquie dans leurs titres, comme l'Union turque de Xanthi, la négation des libertés religieuses, la faible qualité de l'éducation dans les écoles des minorités, les limites de la représentation politique de la minorité et de refus de signer ou d'approuver les grandes conventions internationales et les traités.

The aim of the thesis was analyzing Greece minority policies in Western Thrace. Together with the Greek-Orthodox minority living in Istanbul, the Turkish minority of Western Thrace was excluded from the compulsory population Exchange. Although the Turkish minority of Western Thrace benefited from periods of detente in Greek and Turkish relations, they experienced some chronic problems in terms of minority rights, mainly because of increased tension due to disagreement on the Cyprus issue. Accession to the European Union in 1981 has transformed the Greek democracy. With pressures of international institutions, like Council of Europe, Human Rights Watch etc., Greece changed his minority policies.
In 1991, Greece introduced the policy of "equality before the law" and "equality in the citizenship rights" and the problems of the Turkish minority were partly solved in terms of the enjoyment of citizenship rights and equal treatment. In this period, the discriminatory Article 19 of the Greek Nationality Code was abolished and restrictive economic measures were stopped. Although the gradual diffusion of European norms and European institutions facilitated a considerable improvement of minority rights in Greece in 1990s, the chronic problems of the minority is still waiting to be solved: denial of ethnic identity, closure of minority organizations bearing the adjective Turk/Turkish in their titles like Xanthi Turkish Union, denial of religious freedoms, low quality education in minority schools, limitations on the political representation of the minority and refusal to sign or approve major international conventions and treaties.

Uprisings in Tunisia started a new are in the region of Arab countries. Manifestations and protests took place in the country even after the Jasmine Revolution had happened. Transition to democracy from autocracy brought discussions regarding the compatibility of Islam and democracy. Consequently, from the beginning of Arab Spring, Republic of Turkey with majorly Muslim population was pointed out as a role model for Tunisia and other countries in the region where uprisings took place. In this context, the following questions became the main subjects of this study; does Tunisia need a model to follow? What do Tunisians think about Turkey? What is the background and actuality of Turkish-Tunisian relationship? This study, which is a part of Marie Currie Research Project funded by European Commission, shows the Tunisian reflection regarding the aforementioned questions.

Devlet kavramının ortaya çıkması ile birlikte başlayan devletlerarası ilişki pratiği gelişmeye başlamıştır. Doğası gereği anarşinin hâkim olduğu uluslararası sistem içerisinde devletlerin birbirleri ile olan ilişkilerinin incelenmesi analizi, uluslararası ilişkiler disiplini tarafından yapılmaktadır. Tarihsel süreç içerisinde devletlerin yapısı ve iktidarın kaynağının değişmesi, devletlerarası ilişkilerin kurumsallaşmasını beraberinde getirmiş ve diplomasi kavramı ortaya çıkmıştır. Devletlerarası mücadelenin sonucunda ortaya çıkan Birinci Dünya Savaşı, İkinci Dünya Savaşı, Soğuk Savaş gibi büyük ölçekli olaylar kalıcı değişimleri beraberinde getirmiştir. Soğuk Savaş sonrası yükselişe geçen küreselleşme ve teknolojik gelişmeler, uluslararası ilişkiler disiplinin inceleme alanında bulunan devletlerarası ilişki pratiği olan diplomasiyi de değiştirmiştir. Bu çalışma tarihsel süreç içerisinde devletlerarası ilişkiler pratiğinde yaşanan değişimleri, odak noktasındaki kaymaları ve diplomasinin değişim sürecini inceleyerek 21.yüzyılda gelinen noktayı ortaya koymaktadır.

The concept of security has been evolved during time especially after the Cold War. The new form of security and the shift from national to international perceptions of security concept brought about new type of security as human security. The priorities of individuals have forced states to alter their security measures and adopt new policies. Additionally, high rate of people’s mobilization, like migration, has created new problems for states to deal with proper approach. This study argues that multiculturalism can be used as a tool for relatively new problem of states: human security. In order to explain how it can be, this study first explains the transformation of security concept and the notion of human security, then discusses how culture and multiculturalism are relevant to the concept of human security. It concludes with the validation of the argument that multiculturalism can be used as a tool for human security.

COVID-19 küresel salgını, içinde yaşadığımız dünyayı sorgulamayı ve salgın sonrası dünya üzerine düşünmeyi gerekli kılmıştır. Sokağa çıkma kısıtlamaları, ekonomik zorluklar, artan işsizlik, maske vb. koruyucu ekipman tedarikinde yaşanan sıkıntılar gibi sorunlar, devletlerin bu küresel salgına ne kadar hazırlıksız yakalandığını ortaya koymuştur. Sağlık sorunu olarak başlayan salgın giderek bir küresel problem haline gelmiş ve güvenliği ilgilendiren bir soruna dönüşmüştür. Güvenlik kavramının tarih boyunca geçirdiği değişim sonucunda ortaya çıkmış insani güvenlik olgusu, bu salgın ile birlikte bir kez daha gündeme gelmiştir. Bu kapsamda bu çalışma, güvenlik olgusunun geçirdiği değişim ve insani güvenlik kavramının ortaya çıkışını açıkladıktan sonra COVID-19 salgın hastalığı örneği ile insani güvenlik kavramının gereken önemi görüp görmediği sorunsalına odaklanacaktır. Soğuk Savaş sonrası dönemde değişen güvenlik olgusu içerisinde yer alan ancak yeterli önemin verilmediği insani güvenlik kavramı salgın hastalık tecrübesi sonrasında oluşacak dünya düzeninde ön plana çıkacaktır.

Bireylerin gündelik hayatlarında verdikleri kararları etkileyen kimlik olgusu, toplumsal hayatın bir etkisi olarak bireylerin oluşumuna katkı verdiği grup kimliğini ortaya çıkarmaktadır. Benzerlikler üzerinden kurulan gruplar kendilerini diğer gruplardan ayırmak için farklılıkları kullanmakta ve bu farklılıkların ön plana çıkarılması durumu beraberinde hem gruplar arası rekabeti hem de kimliklerin zaman içerisinde değişime uğraması durumunu getirmektedir. Ortaya çıkan grup kimliklerinin toplumdaki yeri ve konumuna bağlı olarak kimi kimlikler egemen hale gelirken kimi kimlikler düşük konumda bulunurlar. Azınlık grupları ile bağdaştırılabilecek bu düşük konumda bulunan kimliklerin egemen gruplara göre farklı nitelikleri sebebiyle özel düzenlemelerle tanınması ve bu tanınma çerçevesinde korunması gerekebilmektedir. Dini ve etnik azınlık olarak ortaya çıkan bu düşük konumdaki grupların devletlerin hem iç hem dış politikalarına etkilerinin olup olmadığı uluslararası ilişkiler disiplini için bir sorunsaldır. Bu anlamda, bu çalışmanın amacı Batı Trakya azınlık grubu üzerinden kimlik olgusunun azınlık grubu için etkisini ve azınlık kimliğinin Yunanistan ve Türkiye arasındaki ikili ilişkilere olan etkisini incelemektir.

International cooperation for the common good has come to the agenda of the world politics after the Cold War period has ended. The bipolar international system and rivalry between two superpowers had been dominated international system for nearly 50 years. However, with the end of Cold War, international system has shifted from rivalry to possibility of cooperation. Hence, with the expectation that bipolar system has been replaced with multipolar one, the states have mainly abandoned their realist politics which is based on hard power. With the process of globalization, liberalism started to spread. While the international system was putting common good and cooperation more and more on the agenda, the COVID-19 hit the world and changed perceptions. Due to pandemic, actors have started to think and act not for the common good but firstly for their very own interests. While there are some examples of solidarity among the States regarding the allocation of protective gears, masks etc., the rivalry between actors re-surfaced with the race of vaccination. The cooperation regarding not only the development of the vaccines but also equal access to it have been established; COVAX. As COVAX has been created as an international initiative by non-state actors, participation to COVAX was not obliged to any state actor. By this principle, COVAX initiative refueled the long-lasting discussion regarding the international system that there is no central authority to force the actors. This study examines COVAX initiative whether it is an effective example of cooperation in the system of anarchy.

As a direct result of globalization, relations and cooperation between states have increased. Thus, this brought about the articulation of transnational components to the perception of national identity associated with the nation-state. On a macro scale, regional organizations can contribute to the regional identity construction with the policies that they carry out in their region, which will affect the perception of the region both inside and outside. This article analyzes the effects of Ukrainian Crises on Belarus-Russia bilateral relations with the help of historical facts and recent event. Russia’s position and power give her a chance to dominate the region in which ex-Soviet Union territories currently exist as independent states. The dependence to Russia on economy does not allow countries like Belarus to ignore rising situation. The conflict between Ukraine and Russia forced Belarus to adopt new policy and approaches not only its relation with Ukraine but also with Russia. The article argues that because of historical roots and economic dependence Ukrainian Crises’ effects are greater and anticipated.

Este estudio pretende analizar el problema del terrorismo separatista en Espana y en Turquia con el fin de loner de relieve las similitudes y diferencias. El estudio comparativo de estos dos fenomenos idiosincrasicos terroristas plantea el debate sobre la question de que, incluso en territorios diferentes y con diferentes antecedentes historicos, pueden darse problemas similares. El enfoque de la tesis esta basado en el estudio de dos problemas historicos tras los cuales surgieron mas tarde las dos organizaciones terroristas armadas objeto de estudio comparado. Tambien incluye un breve analisis de la cuestion de IRA en Irlanda del Norte con el fin de analizar y comparar el proceso de resolucion del conflicto en Reino Unido en relation con el Ulster y cotejandolo con los casos de Turquia y Espana. Dönüşen güvenlik kavramı sonrası bugün tartışılan insani güvenlik ve onun yedi unsurundan biri olan ekonomik güvenlik kavramı yeni güvenlik yaklaşımının temelini oluşturmaktadır. İnsani ve ekonomik güvenlik görece çok yeni tartışılıyor olsa bile aslında ekonomik güvenliğe ilişkin temel gelir düşüncesi on üçüncü yüzyıla kadar uzanır. Vatandaşlık maaşı, devlet bonusu, bölgesel temettü gibi farklı adlandırmalara da sahip olan temel gelire dönük birçok teorik tartışma ile, bu teorilerin deneyimlenmesine dönük birçok pratik mevcuttur. Mevcut kapitalist sistemde temel gelirin alternatif bir sosyal politika aracı olup olamayacağı yoğun tartışılmakla birlikte Kovid-19 pandemisi ile de bu tartışmalar doruğa ulaşmıştır. Buradan hareketle bir araştırma çalışması niteliği taşıyan makalede, insani güvenlik yaklaşımı ve onun altında ekonomik güvenlik kavramı temel gelir perspektifinde incelenecek olup, temel gelire ilişkin temel tartışmalar ve pratikler üzerinde durulacaktır.
