Vaste marqueterie d’espaces en situation d’interface, le bassin du Guir situé à l’extrême Sud-Est... more Vaste marqueterie d’espaces en situation d’interface, le bassin du Guir situé à l’extrême Sud-Est marocain est en situation périphérique par rapport au centre du pays et constitue un territoire frontalier, périphérique, fragile et dépendant. Au début du XXe siècle, la sédentarisation forcée des populations de la région, longtemps nomades, a intensifié son caractère « répulsif » accentuant le déclin de ses oasis. Le bassin qui a beaucoup compté dans l’histoire contemporaine du Maroc, est peu étudié, et peu connu. Il est cependant, aujourd’hui, le siège de mutations récentes et brutales, notamment suite au processus de déblocage des terres collectives, qui interpellent le chercheur. Dans ce contexte, la présente analyse ambitionne de partir du modèle de fonctionnement d’une société plus ou moins fermée sur elle-même et autarcique, pour ensuite suivre pas à pas l’ouverture brutale sur l’extérieur et l’arrivée des innovations, de la « modernité » et différents acteurs externes forçant le pays du Guir à s’engager dans des mutations supposées bénéfiques. L’analyse des effets de ces mutations montre qu’en fait la croissance enclenchée grâce à cette ouverture, si elle profite aux uns, s’accompagne du déclin pour les autres, alors que la modernité, le capitalisme et la diffusion de l’innovation sécrètent de nombreux laissés-pour-compte. Ce modèle de fonctionnement qui, partant de très bonnes intentions pour des mises en valeurs agricoles génératrices de revenus et de développement, aboutit à des situations de non-développement inattendues pour certains, interpelle l’observateur, alors que le Maroc est en pleins débats pour imaginer un nouveau modèle de développement. Cette analyse est conçue comme une modeste contribution à cette réflexion.
