Cempaka Subdistrict is located in Banjarbaru Municipality South Kalimantan. One of the daily activities of the local people is mining industry. People run stone, sand, pearl, gold, and coal mining businesses. It has been a local heritage that the people of Cempaka are fond of diamond mining. In line with the advance of science and technology, diamond mining becomes more sophisticated. There have been mechanical equipment to support the exploitation of the mine. At present, the activity does not need many people to operate. However, no excuse to environment sustainability for the misapplication of the mining activity continues. It is assumed that such activity tends to result in environmental pollution, particularly in areas nearby the rivers where the mining takes place. The Local Government of Banjarbaru Municipality has made efforts in order to give the right direction to the miners by issuing Local Rule No. 05/2002, which the Management of Strategic and Vital Mined Materials (Grade A and B). Still, the environmental damage is irresistible and getting worse. Accordingly, this study aims to weigh the effect of traditional diamond mining on rivers environmental state, to analyse the characteristics and awareness of the people towards environmental management in case of i diamond mining activities in Cempaka District„ and to evaluate and analyse the systems of popular mining management in Banjarbaru Municipality. The study expects that the outputs of these analyses give significant contributions to the Municipal Government of Banjarbaru towards more beneficial effects of the mining industry to ithe environment. This quantitative study using interview, observation, documentation, and literary study approaches. The efforts of environmental management of diamond mining in Cempaka District should apply SWOT analysis. Whereas efforts of environmental management towards a better popular mining industry uses a POAC (Planning¬'Organizing-Actuating-Controlling) indicators. The followings are results of the study: • Traditional diamond mining reduces the water qual ty of the river. The parameters of TSS, pH, DO, BOD, COD, SO4, 112S, Fe, and NH3 exceeds the recommended contents according to Government Rule No. 82/2001 (Class III). Mud intake to agricultural fields damages rice fields and fisheries products, so that it lowers the quality of rice and fishes. • Knowledge on biological environment among the citizens of Cempaka District is still inadequate. There must be a change in their perception to exploit natural resources more wisely. People band to extremely count on their natural resources but they do not use them in good manners. Use in resources exceeds the supply. • There is inadequate application of the environmental management. The Local Government of Banjarbaru lacks of authorised bodies to overcome problems related to mining activities for it only operates the Local Rule No. 05/2002. I• The SWOT analysis allows the environmental problems of the mining industries to be taken account for more seriously. The local government is driven to make special regulations available in order of giving any necessary explanation about conservation technologies that meet the requil talents of environmental friendliness. This study goes into the following condusions: the mining activities of the people of Cempaka District significantly chage the physical, chemical, and biological environmental of the rivers nearby the mining spots. The knowledge about environmental management among Cempaka District people have not been adequate, there is a huge exploitation of natural resources. This is because the people of Cempaka District still rely on their natural resources. The study recommends that the government role should be more effective. In addition, local leaders such as chiefs, religious leaders, and teachers are expected to give significant contribution in a persuasive manner to the campaign of the management of biological environment. At last, there must be an authorised body like that of BAPPEDALDA, whose responsibility is to manage the biological environment Key words: Management, Environment, Diamond, Mining, people, Cempalca, SWOT, POAC.
