Introduction. The focus of this work is the Inchiesta Innocenziana (Enquiry by Pope Innocenzo the 10th) upon the monasteries of the Italian States in the mid-17th century. Aim of the work. This study intends to demonstrate that in the Church, in the mid- 17th century - around one century later than in the European States - economics is introduced in the art of government as the correct manner of managing individ- uals, goods, and wealth in action at a distance. Methodological approach. The study is based on the investigation of primary and secondary sources related to the Inchiesta Innocenziana. The study analyses the various aspects and specially chosen techniques which, in a period of crisis, led the Catholic Church to run one of the first large-scale ‘auditing' upon its ‘branches' (monasteries) located within the Italian States. Main findings. It is shown, through an interpretative approach, how the Church worked inspired, not by the Law of God (human, natural, and divine), but by the art of governing people, as described by Foucault, giving techniques and practices for a concrete form of political rationality. Originality. The paper considers the relevant emergence of accounting and accountability practices, in a power/knowledge scheme, in decisions regarding a reconstruction after a crisis, by a complex interacting organisation such as the Catholic Church of the mid-17th century.

The post Covid-19 world is characterized by new technologies and a smart city approach. For this reason, the public sector must shift from the classic paradigms to a new way, following a Knowledge Management (KM) approach, to perform its role in dealing with emergency situations.  Starting from classical KM models, we conducted a regional case study, showing how the process of rethinking is boosted by citizens’ needs and pushed by the trust of the stakeholders in the central authority. In fact, as highlighted by part of the international literature, local authorities’ planning aims to achieve public value and alignment between stakeholders and policy making represents one of the main goals to be achieved. With an OLS regression we estimated the correlation between the trust of citizens and the statutory actions taken by central and peripheral government, showing that only with the alignment of public policies and the will of the citizens is it possible to overcome a crisis. Moreover...

Background Cardiovascular disease (CVD) is the first cause of death globally, with huge costs worldwide. Most cases of CVD could be prevented by addressing behavioural risk factors. Among these factors, there is physical and amateur sports activity (PASA), which has a linear negative correlation with the risk of CVD. Nevertheless, attempts to encourage PASA, as exercise prescription programmes, achieved little impact at the community-wide level. A new frontier to promote PASA is represented by mobile health tools, such as exergaming, mobile device apps, health wearables, GPS/GIS and virtual reality. Nevertheless, there has not yet been any evident turnabout in patient active involvement towards CVD prevention, and inactivity rates are even increasing. This study aims at framing the state of the art of the literature about the use of m-health in supporting PASA, as a user-centric innovation strategy, to promote co-production health policies aiming at CVD prevention. Methods A mixed-m...

Many countries are developing new strategies for assuring, despite expenses cutting, a good level in public services delivering. In most cases the solution is found through the implementation of policies encompassed in the framework of co-production. The aim of this paper is to show that policies inspired by co-production theories represent a possible solution, but their implementation is not so easy if there is no tradition and no “receptive” environment. Italy represents in this sense an interesting case. The necessity to meet EU standards forced last governments to heavy cutbacks in public spending with many reforms in a country in which there is not such a great tradition in line with co-production theories. In this paper it has been analysed the role of social enterprises as created after the enactment of Decree 155/2006 (fourth and last reform in the Italian social policy system in the last decade). Dimensions, legal forms, number of employees, sectors of activity have been an...

This work aims at investigating how different governments, and political contexts, perform public service organisations as hybrid organisations in the case of health social assistance care services. Run using qualitative methods (interviews and direct observation), it presents a descriptive comparative study upon five local PSOs, from five European countries, engaged in delivering services for people with autism. Analysing their developmental paths in the light of neo-institutional theories, the study points out that the trigger for the development of hybrid organisations lies in the users and governments have the crucial role of being the enabler of the process, within an evolving complex relationship between public sector and third sector, as well as society at large.

The study examined whether the Diagnostic Classification of Mental Health and Developmental Disorders of Infancy and Early Childhood, Revised Edition (DC: 0-3R; ZERO TO THREE, 2005) Parent-Infant Relationship Global Assessment Scale (PIR-GAS) is applicable to six European countries and contributes to the identification of caregiver-infant/toddler dyads with abusive relationship patterns. The sample consisted of 115 dyads with children's ages ranging from 1 to 47 months. Sixty-four dyads were recruited from community settings without known violence problems, and 51 dyads were recruited from clinical settings and already had been identified with violence problems or as being at risk for violence problems. To classify the dyads on the PIR-GAS categories, caregiver-child interactions were video-recorded and coded with observational scales appropriate for child age. To test whether the PIR-GAS allows for reliable identification of dyads with abusive relationship patterns, PIR-GAS ratings were compared with scores on the the International Society for the Prevention of Child Abuse and Neglect's (ISPCAN) Child Abuse Screening Tool-Parental Version (ICAST-P; D.K. Runyan et al., ), a questionnaire measuring abusive parental disciplinary practices. It was found that PIR-GAS ratings differentiated between the general and the clinical sample, and the dyads with abusive patterns of relationship were identified by both the PIR-GAS and the ICAST-P. Interrater reliability for the PIR-GAS ranged from moderate to excellent. The value of a broader use of tools such as the DC: 0-3R to promote early identification of families at risk for infant and toddler abuse and neglect is discussed.
