Este trabalho pretende analisar a política externa dos Estados Unidos da América (EUA) para os di... more Este trabalho pretende analisar a política externa dos Estados Unidos da América (EUA) para os direitos humanos a partir do processo de dotação orçamentária para o Conselho de Direitos Humanos da ONU (CDH). As seguintes questões norteiam o presente artigo: em que medida houve uma mudança do posicionamento dos EUA diante do CDH na passagem da administração Bush para Obama? Poder-se-ia afirmar que a gestão Obama é mais afeita ao multilateralismo e mais inclinada a defesa e promoção internacional dos direitos humanos? A hipótese aqui defendida é que não existiria uma relação automática e necessária entre a entrada de Obama e um posicionamento multilateral e a defesa dos direitos humanos em âmbito internacional. Verifica-se a validade dessa hipótese a partir da análise da dotação orçamentária dos EUA para o CDH. Para isso, analisa-se a trajetória estadunidense no processo de criação e consolidação do CDH, indicando as divergências da administração Bush e o voto contrário a sua criação. Após, discute-se a trajetória dos EUA no CDH de 2006 a 2008, explicitando a resistência de muitos membros do congresso em relação ao órgão, chegando ao boicote orçamentário. Ao final, trata-se da administração Obama, mostrando como os EUA, de fato, retornaram ao CDH, em 2009, pondo fim ao boicote orçamentário. Entretanto, percebe-se, a partir da comparação dos dados de repasses dos EUA à ONU no período 2005-2011, que 2009 apresenta números extraordinários, os quais parecem estar ligados à motivação do governo Obama de marcar a diferença para seu antecessor e satisfazer parcialmente suas promessas de campanha. Mas os dados do segundo e terceiro anos do mandato mostram um declínio dos repasses para a ONU (mesmo sem o boicote ao CDH), chegando, em 2011, a níveis semelhantes ao do governo Bush. Por conta disso e da permanência de outras inconsistências na política externa em direitos humanos (como o não fechamento de Guantánamo e o não repasse de verbas para o Alto Comissariado dos Direitos Humanos), a hipótese de que a entrada de Obama não significa, inclusive devido à relação com o Congresso, necessariamente uma maior defesa dos direitos humanos em âmbito internacional nos parece válida.
