    The entities which provide services for KZK GOP are in a different position in terms of ownership. Most of those entities, which provide those services, are the enterprises which are municipal and owned by a given town or city. Among the rest of the bus lines, most of them perform their tasks individually, with a few exceptions. Only in a small group of bus lines can one observe the competition among potential task executors and only in those cases the positive aspects of such competition can be observed. The competition mechanism should exist in case of well-constructed procedures in reference to public order and it then influences more rational spending of public funds, that is to lowering (or to a stop of the increase) of prices for services. The article presents all the detailed requirements which are presented to the bidders in various types of proceedings. This article is the second out of three parts

    The organizer of transport in regular public transport is obliged to meet certain demands. Apart from the requirements connected with the necessity to obtain the needed permissions, one needs to organise transport in such a way so that the passengers travel in safety and hygiene, in comfortable conditions and with qualified staff. Additionally, the carrier needs to provide a timetable of a given means of transport on a given tram line and present it in public place (where it is customarily presented). The timetable formation should take into account not only the profit of the line, but also the good of the customer.     The requirements of transport are the main assessment criteria of service quality standards in municipal transport. Certain quality standards can be defined on the basis of quality criteria and with the use of passenger preferences tests. Among the examples of actions connected with the improvement of quality of offered services there are solutions in the form of so-called agreements of partnership for quality. Second solution, which popular around the world, is the establishment of standards guarantee of passenger services which are inscribed in charter of passenger rights. Control is one of the main elements of management process in municipal transport.     Transport policy should be passed as a legal document of local law by the proper local government body and should be coherent with the city development strategy. Such strategy, due to the fact that it is a general assumption, should be the basis in formulation of trade policies and operational programs. Passing a separate strategy for the transport trade is necessary, because transport system determines the efficient functioning of the rest of the elements in the city. Besides the legal act, there should also be a program of transport policy introduction which would take into account various tools and actions, which are necessary in implementation of the legal act in terms of arrangement plan, investments, mechanisms and educational and training programs

    The development of settlement systems (towns and suburbs) caused by the social and economic changes results in travelling of the inhabitants to farther destinations exceeding the administrative borders of one district. The formation of new types of movement sources such as housing estates, enterprises, shopping and service centres as well as the function change of particular areas imposes the need of movement within the whole mutually-related urbanised system. Due to legal regulations, however, a single district (municipal corporation) is the entity responsible for municipal transport. Such decentralisation influences a tendency to create separate disintegrated municipal transport systems.     The changes which have taken place in recent years in the organisational structure of KZK GOP were connected with both changes in legal regulations or initiation of some activities is a particular segment such as administration of the building and with European projects. Present, developed organisational structure causes a significant lengthening of the official channel and the decision-making process and low flexibility in initiation of certain actions. Additionally, the political character of the administrative body called the Board influences the effectiveness of the Office negatively. Some other approach to organisational structure in the Office of KZK GOP could be suggested, taking into consideration the experience in management of other boards of transport sector and the structures of their tasks
