A data collection and asset management system was developed to address the challenges in managing linear and spatial assets and conditions on watersheds and waterways. The system can be applied at the enterprise level in a Utility or Agency whose assets span a large geographic area, are constructed over time, and have to satisfy multiple objectives (levels of service). In a waterway, such assets may have to satisfy objectives related to stream bed protection, allow for fish passage, convey a certain magnitude of flood flows and recharge the groundwater. The system has to support the needs of multiple inspection teams that bring different skill sets associated with each level of service and the corresponding permit requirements. Through the inspections, the Utility has to be able to measure the condition of the asset with regard to its ability to satisfy levels of service such as managing the water supply, protect habitat and convey a quantity of flood flow.
