This initiative stems from the need to address crucial elements of the regional response within the realities of the present regional economic situation and global financial climate, as well as epidemiological and demographic trends. A mixed method approach was adopted for this study, drawing on both primary and secondary data collection techniques. A small survey of leaders and senior practitioners formed the basis of the primary data collection phase, complemented by key informant interviews. The paper proposes a model for a Caribbean HIV Conference that can better position the regional response in line with the present global and local socio-economic and health landscape. Central to this model is the repositioning of the Conference from an "Event" to being an "Activity" in the regional planning agenda and the positioning of the Conference ...
The euphoria of success with abortion law reform, followed by the practical difficulties of imple... more The euphoria of success with abortion law reform, followed by the practical difficulties of implementation and the impact of the law are described in this paper. Some doctors are complying with the detailed reporting requirements and the Ministry of Health has produced a comprehensive report based on that information. There is a high rate of repeat abortion and little counselling is takingplace. However, the balance ofpowerbetween women and doctors providing abortions has been altered by the new law and, in spite of lack of action by government, within sixmonths there was a 41 per cent reduction in hospital admissions for septic and incomplete abortion. This paper discusses the role of the non-governmental advisory board which monitors the law, a new NGO formed to support the implementation of the law, the importance of the local media, and the difficulties of sustaining action for change where civil societyis weak. It comments on these events, in which both authors were active participants.
