The paper evaluates the development of employment and unemployment in Bulgaria in 2008-2015 from point of the strategic goals, set for the development in middle-term perspective till 2020. Based on an analysis of the tendencies in the dynamics and structure of main segments of employment and unemployment, conclusions about the opportunities for achieving the set goals are drawn. The focus is placed on the necessity of directing the policy of employment and unemployment towards the quantity changes in the labour force and its potential as a factor of economic growth. The paper states possible risks to the development of the labour market in short-term perspective, coming from the demographic problems of the country, the increasing inequality, flexibility of the education system to ensure a timely balancing of the labour demand and supply. The paper gives recommendations for necessary changes in the carried out employment and unemployment policy.

В представената книга авторката разглежда влиянието на финансовата криза и главно на спада на БВП върху редица параметри на пазара на труда, като равнище и структура на заетост, безработица в страните – членки на ЕС, и в България. Откроените прилики и разлики в отражението на кризата върху динамиката и структурата на заетостта позволяват да се направят изводи за начините за нейното възстановяване. За тази цел са систематизирани провежданите от международните и националните институции в Европа политики в сферата на заетостта. Посочват се резултатите от предприетите антикризисни мерки. Формулирани са препоръки за ускоряване на макроикономическите реформи за преструктуриране на заетостта към по-високо производителни дейности, както и за по-ефективно функциониране на пазара на труда, като се повишат гъвкавостта и мобилността на работната сила. Книгата е предназначена както за научната общност и управляващите, така и за широката общественост.

As a stage of technological changes, digitalisation opens a new world for human society and economic development, where the traditional views on the labour market face significant challenges. The current study presents the views on the nature of digitalisation, its manifestation according to the adopted measurement indicators, and the place of Bulgaria in these processes. The study focuses on the discussions in the economic literature on two important issues about the impact of digitalisation on the labour market. The first issue is what quantitative changes are possible in labour/job demand as humans are replaced by technology. The second issue is what changes occur in the nature of labour, respectively, in the professions and skills of the employees.

The present study of the segmentation of the labor market in the country aims to enrich the existing body of knowledge relating to this issue. A methodological framework was elaborated to study the labor market segmentation by income and employment profiles, based on data from monitoring specific labor and specific income pursuant to individual observations of the National Statistics Institute. There is a link between a specific type of labor and a specific income in compliance with specific criteria to define available or non-available segmentation on the labor market. For the implementation of the specific assignments a survey methodology is proposed in conformity with the European Income and Living Conditions (EU-SILC) survey. Bulgaria is involved therein since 2006.

Оценка на развитието на трудовия пазар в периода 2008-2015 г. като база за постигане на дългосрочните цели до 2020 г. За целта е установено началното състояние през 2008 г. и по-конкретно ключови характеристики на нормативната рамка, на заетостта, безработицата, икономическата активност, производителността на труда, структурите на заетите и безработните по различни признаци (икономически сектори, брутна добавена стойност, технологично развитие, възрастови характеристики) описани чрез подходящи измерители. Книгата е задълбочено и оригинално проучване на трудовия пазар, доходите, социалното осигуряване, социалното подпомагане, образованието и квалификацията на човешките ресурси през последните двадесет години в България. През този период се осъществяват редица радикални промени в социалната сфера, в които основната роля имат прилаганите политики и управленски механизми. От дистанцията на изминалите години и от позициите на високата професионална експертиза на авторите се представят аргументирани оценки на ключови аспекти на прилаганите политики в изследваните области, като по този начин се обогатяват възможностите за вземане на ефективни управленски решения на макро- и микрониво. This study aims to present the recent active labour market policies for encouraging labour market participation and increasing labour productivity. It points out that a number of different programs and labour market measures have been implemented in Bulgaria in the last twenty years. The achievements of the analysis point out both positive and negative features. The programs contribute for increasing labour market inclusion and employment participation in a short run and this is the main positive effect. However, the lack of consistence and sustainability of employment occurred as negative features. The study outlines the effect of "Human Resource Development" Program, conducted in Bulgaria in the period 2007-2013, on labour market development and labour inclusion and productivity, in particular. In the economic literature the effects of emigration are associated mainly with its impact on the labour market, money transfers, family environment and childcare. This article examines these effects in Bulgaria during the last twenty-five years. On the basis of statistical data and sociological findings the author outlines both the positive and the negative effects of the Bulgarian emigration on the labour market, economic development and the family environment. He also studies some main trends of development of Bulgaria's migration policy,contributing to its activation.

This study develops the issue of Decent work in Bulgaria focusing on employment conditions e.g. employment contracts, working time, wages, health and safety at work place, access to training, conciliation of work and family, as well as some specific issues like child labour, in particular. When studying the effects of structural and technological transformations in Bulgaria on decent work environment the authors have paid special attention on the analysis of the interrelations and linkages between the different elements of decent work. Important aspect of the analysis is that of the relevance between some economic and social policies and the achieved progress. The situation of labour market in Bulgaria has been analyzed in the light of the basic criteria for EU accession and the requirements for equal position of the countries. Problem areas like sustainable disequilibrium between labour demand and supply, low labour activity, ineffective employment restructuring, significant delay in the development of high-tech employment and retarded development in the human potential’s quality have been outlined. There has been described the need for re-orientation of the labour market regulations in order to approximate the EU membership criteria for reduction of hidden employment, increase the labour forces adaptation and orientation of the active labour market policies towards targeted selection of risk groups.

This paper analyzes the state of the Bulgarian labour market from the standpoint of the effects of the current crisis, which started in 2009 and is still in force. It examines the implemented anti-crisis policies, trying to mitigate the negative effects of the depressed demand on labour market and unemployment, in particular. It further comments the short term effects of the anti-crisis policies aimed at overcoming the initial crisis-induces shocks. It underlines the need of further steps in the anti-crisis polices concerning the needed structural changes in the economy.

The article studies the crisis’ effects on the development of the labour markets in Europe and in Bulgaria, in particular. It outlines the strong decrease in labour demand and high unemployment in a considerable part of the member-countries as well as the decrease in households’ income and the standard of living dynamics. The increasing pressure on public finances under crisis conditions encounters their restricted opportunities, additionally limited by the strict fiscal consideration carried out. The active labour market policies, carried out manage partially and temporary to compensate for the negative effects of the crisis. All this gives rise to challenges facing the European Strategy 2020 goals and calls for reviewing the managerial and financial mechanisms, triggering for its achievement.

This paper describes the organization system of childcare services in Bulgaria from the point of vies of it’s availability, quality of services, affordability. The author draw out conclusions that the reforms of the childcare system is still in its’ initial stage as far as types of services and especially quality is concerned. Further the author analysis the effects of the childcare on the labour market in vies of inclusion of young women with children in the labour market. Different forms of active labour market policies are presented so as to describe the policy issues of the problem with participation in the labour market of women with small children.

A factual and descriptive analysis of the employment situation in Bulgaria showed that the transition to a market economy has led to a substantial reduction of employment. The economic restructuring has begun in 1990 has proved very difficult, and the privatization of the large industrial enterprises faces problems mainly due to insufficient interest on the part of foreign investors. From 1990-1998 employment has decreased by one and one-half million people. The high labour supply is maintained by the restrictive incomes policy and enormous impoverishment of the population during the transition years due to high inflation and the economic recession in 1996. The unemployment rate is high: in 1993 it reached 21%; by 1998 it has decreased to 15.9%. Since 1996 a wide range of labour market policies have been introduced to stimulate employers to create new jobs and hire the unemployed, and to stimulate the unemployed to start their own businesses or to join labour integration programmes....

The study presents a systematization of the active labor market policy n the period 2014-2020 according to various criteria:  a) assessments of the continuity and the consistency in the economic policy  as reflected in the goals of the main programming documents (up to 2020) and to the previous programming period (2007-2013); b) assessment of the dynamics of key indicators of the active policy (number of people included in different programs, number of people working on programs, funds spent); c) assessment of the dynamics and structure of basic parameters of the labor market (economic activity, employment, unemployment); d) individual assessments from available sociological surveys.
The main characteristics outlining positive trends in the development of the active labor market policy are presented, as well as existing imbalances in the scope of the target groups and deficits in the structuring of the programs and their effective management.
Based on the systematization of the policies and the existing evaluations of its effectiveness, recommendations are outlined for improving the structure, the targeting and the flexibility of the active labor market policy in the context of the recent challenges of the labour development.
