In the 90s, there was a growing process of administrative decentralization that culminated in the creation of 1,016 new municipalities in Brazil (an increase of 24%). The economic consequences for the efficiency in relation to public expenses of this process, however, are still not assessed. The aim of this paper is to verify the impact of the municipality’s secession in public expenditures and its relation to the economies of scale. Based in a Differences-in-Differences methodology and analyzing the period 1991-2000, is shown that those municipalities that suffered an emancipatory process increased their per capita capital expenditures by 31.9%. This result was robust to different forms of selection bias. In addition, we show evidence that this increase in expenses is associated with reduced economies of scale, since the municipalities became smaller.

The work characterizes the concentration levels and patterns of Brazilian transformation Industry, and identifies the economical determinants of the industrial employment growth for the states of Brazil, in 1994 and 2004. The evidences show that industrial desconcentration is stronger for the intensive capital segment and weaker for natural resources segment. New poles of employment growth seem to appear in the Northeast, especially, for the segment intensive labor. The market linkages, or pecuniary externalities, and of the dynamic externalities, measured by the industrial diversity, are important evidence for the employment growth of transformation industry of Brazilian states. While the transport costs, when controlled by fixed effects, they present negative statistical correlation with the employment growth, consistent to NEG.

The main goal of the paper is to evaluate the experience of PRONAF on the farmers of the state of Pernambuco. The data used include information on, approximately, 4.500 farmers from this State. The results are presented for the whole sample, excluding the "assentados", and by groups (B, C e D). The estimates are corrected for the existence of participation bias through the use propensity score method. The effectiveness of the program is also considered in the analysis. When the differences of characteristics and probabilities of participation are factored in, the main findings point that, although effective, the program has not shown significant impacts on the considered state.
