literatür subjektif bir t... more Rusların Doğu Türkistan’a gönderdiği görevlilerin arkalarında bıraktığı
literatür subjektif bir tarafı olmakla birlikte yine de bölge tarihi için kaynak
niteliği taşımaktadır. Rus hükûmeti tarafından 1811 yılında Doğu Türkistan
içerisinde yer alan İli bölgesine keşif yapmak üzere gönderilen Putimtsev,
Altay Dağları’ndan Kazakistan’ın doğu sınırı boyunca ilerleyerek önce Çöçek
sonra da Kulca şehrine ulaşmış ve 5 ay süren yolculuğunda bölgenin idari,
coğrafi, ekonomik ve askerî durumu ile sosyal yaşamına dair gözlemlerini
ayrıntılı bir biçimde not etmiştir. Bölge halkını tanıyıp bu halkın diline hâkim
olduğundan -ki tercüman ünvanı bununla ilgili olsa gerek- bu göreve seçilmiştir. Mançu hükümeti Rus tacirlerin Doğu Türkistan’da ticaret
yapmasını yasakladığından Putimtsev gerçek kimliğini gizleyip kendisine Asyalı
bir tacir görünümü vererek bölgeye gitmiştir. Putimtsev’in yolculuğu boyunca
tuttuğu günlük notlar ileride Rus hükûmetinin Doğu Türkistan topraklarına
gerçekleştireceği olası bir harekât için stratejik bilgiler sunacağından önem arz
etmektedir. Zira görünürde ticari bir gözlem için çıkılan bu seyahatte
Putimtsev, kolonist bir yaklaşım ile bölgeyi teferruatlı bir biçimde tetkik
etmiştir. İnsanın maddeye sahip olma ve hükmetme hırsının psikanalitik
olarak çözümlemesini bu metnin sınırlarını aşan bir sorunsal olarak akılda
tutmak kaydıyla bu çalışma ile sadece içeriği kısıtlı olan bir seyahat notundan
hareket edilip 19. yüzyılın başlarındaki Kulca şehrine odaklanarak bir
panorama çizmekle yetinilecektir.

olmuştur. Bu bakımdan Tarih adlı eseri dönemin Ermeni kaynakları arasında önemli bir yer tutmaktadır. Daha
önceki Ermeni tarihçilerin aksine, Aristakes’in bir hamisi yoktur. Eserine Ermenistan tarihinde yer alan soylu bir
ailenin rolüne methiye düzmek yerine Ermenilerin yaşadıklarına binaen bir ağıt yakarak başlamayı tercih etmiştir.
Aristakes döneminin kronikleriyle uyumlu olarak olay merkezli bir anlatı sunmaktadır Eserde verilen bilgiler
Bizans, Arap ve Fars kaynaklarını doğrulayıcı ve tamamlayıcı bir nitelik taşımaktadır. Aristakes’in bir din adamı
olması olayları dinsel bir yorumla anlatmasına ve yaşananları Tanrı’nın iradesine bağlamasına yol açmıştır.
Bununla birlikte eserdeki şiirsel dil ve canlı tasvirler kaleminin güçlü olduğunu göstermektedir.
Eser, Bizans İmparatorluğu’nun etkinliğini yitirmeye başladığı; Selçuklu akınlarının Anadolu, Yukarı
Mezopotamya ve Kuzey Batı Suriye’deki tüm imparatorluk eyaletlerine ulaşmadan önceki 1000-1072 yıllarını
kapsamaktadır. Aslında bu, Ermeni tarih yazıcılığı için dar bir zaman dilimidir. Eserin tarihsel anlatısının en güçlü
olduğu bölümler ise daha ziyade 1000-1057/8 yıllarını kapsayan döneme aittir. Aristakes ülkesinin maddi ve
manevi olarak çöküş içerisinde bulunduğu bir dönemi anlatmaktadır. Eserde Ani Krallığı’nın yükselmesi ve
gerilemesi, Ermeni topraklarının Bizans tarafından ele geçirilmesi, Selçuklu akınları, kentlerin harap edilmesi,
halkın kitlesel kıyıma uğraması ya da tutsak edilmesi konuları ön plana çıkmaktadır. Aristakes Ermeni ulusunun
uğradığı bu yıkımın hikâyesini acıklı bir biçimde dile getirmektedir.
Aristakes, Malazgirt yenilgisi sonrası doğuda Bizans otoritesinin hızla çözülüp Türkmen akınlarının
Ermenistan üzerinden kuzeydoğu Anadolu’ya ulaşacağını görebilmiştir. Nitekim Selçukluların bölgeye gelişi,
İslam’ın 7. yüzyılda ortaya çıkışından bu yana Orta Doğu’da yaşanacak en büyük dönüşümün başlangıcını
oluşturmaktadır. Aristakes, bir yandan Selçukluların Bizans İmparatorluğu’na karşı başlattığı mücadeleyi ele
alırken diğer yandan Ermeniler ile Müslüman Türklerin karşılaşmasına dair çok değerli bilgiler sunmaktadır.
Aristakes’in anlatısına bakılırsa iki topluluk arasındaki ilk temaslar pek de hoş hatıralar bırakmamıştır. Ermeniler
11. yüzyıl Anadolu’sunda yaşanan Selçuklu-Bizans mücadelesinin hem tarafı hem de şahidi konumundadırlar.
Ancak dönemin müşahidi olan Aristakes olaylara geniş bir zaman diliminden bakma olanağından yoksundur.
Bundan dolayı Selçuklu akınlarını etraflı bir biçimde çözümleme çabası içerisinde değildir. Selçuklular özellikle
Çağrı Bey’in akınları sonrasında bir yurt arayışı içerisinde kendilerini Anadolu topraklarında bulmuşlardır. Bizans
ya da Ermenilere karşı hususi bir husumet ya da yağma faaliyeti içerisinde değildirler. Zira ilerleyen süreçteki
gelişmeler bunu açıkça ortaya koymaktadır. Aristakes anlatısına inanç dünyasını da katarak baktığından dinî
vurguların ağır bastığı bir metin ortaya koyarak döneminin karakteristik yazınına iyi bir örnek bırakmıştır. Bu
çalışma Yakın Doğu Orta Çağı’nın en önemli olaylarından biri olan Malazgirt Savaşı’nı dönemin çağdaşı olan
Aristakes’in Tarih adlı eserinin Ermenice metninin tercümesi üzerinden değerlendirmeye tabi tutmaktadır

Political structures that emerged after great multinational associations seek to find their lost ... more Political structures that emerged after great multinational associations seek to find their lost histories in the distant past for the legitimacy of their unique nations. The magnificent pre-colonial sovereignty narrative that will be revealed as a result of this initiative, besides nation building, also creates a motivation element for the solution of current problems and the realization of future expectations. In this operation, history is reduced to a national reinforcement rather than a field of knowledge. Historiography, which acquires a political mission with this pragmatic functionality, takes on an instrumental character in order to search for the roots of art in the past.
After the historical function and mission of the Soviet Union ended, the member republics of the Union successively declared their independence. For the legitimacy of these political independences, which rose on the basis of the nation-state, first of all, it was necessary to eliminate colonial influences. For this purpose, the action was taken for the construction/invention process of nations in the decolonization process. The republics found themselves in an effort to create a unique nation, sometimes on the basis of a nominal ethnicity and sometimes on the basis of citizenship. In this construction, a lot of meaning has been attributed to history, which is the main determinant of the post-colonial nation construction, both inside and outside. Under these conditions, historiography in the post-Soviet era - as in the Soviet period - turned into a political apparatus.
Although the newborn republics tried to get rid of the colonial mentality practices in the post-Soviet nation-building process, each of them had challenges moving away from the orbit of territorial thinking due to their own internal dynamics. This was also partly related to the political choices that republics preferred in the face of cyclical situations. Each republic, according to its own special situation, made the history of the nation or the history of the country the subject of research and highlighted it. This reference also determined the limits of historiography. While the components of the Kazakh nation are consistently accepted as historical subjects by going beyond the territorial borders in Kazakhstan, some reservations in Uzbekistan caused the continuation of the Soviet-like nationalization policies. In Tajikistan, the search for a lost nation, which started with an expansionist attitude, resulted in a traumatic identity crisis and drift.
The beginning of the 20th century witnessed a comprehensive transformation where dynasties started to end, and nationalism became popular. Nationalist thought managed to be present in all political formations through ethnic or sometimes civil elements. In this context, even Soviet Union, which was established on the basis of socialist thought, could not stay away from the fact of nation. The chaotic environment caused by this enormous mass, in which ethnic, religious, linguistic and many social layers are intertwined within broad physical borders, forced the Soviet elite to seek practical solution sother than socialist thought. As a result of this search, the idea of nationalism was used in order to simplify multiple identities and keep them to live under the roof of the Soviet Union.
Although ironic it may seem, the ideology of nationalism turned into a politically useful apparatus in the hands of Soviet theorists. Of course, this nationalism was served to use in a Soviet style. The Soviet style was constructed with territorial elements. Inhabitants of geographies with sedentary or nomadic lifestyles in which multiple sovereignties exist were localized and ethnicized with territorial tools and transformed into a homogeneous nation. Each nation was included in a political structure through the defined territory allocated to them. Thus, communities that had not yet overcome the tribal stage were placed and re-manufactured within the mold of modern nation over given borders, in the context of geographical fatalism. In the end, the multi-layered Soviet population was divided into small national fragments in line with territorial theory.
The peoples of the steppe were left defenseless in the face of these advanced Soviet policies. In fact, the Soviet nation system did not abandon the residual Russian chauvinism from its imperial past and continued to exhibit familiar imperial policies on non-Russian people. As a matter of fact, the construction of territory and language-based regional identities, the foundations of which were laid in Tsarist Russia, was put into practice in a much more systematic way during the Soviet Union period. Although there are often no deep historical connections to these Soviet nations, national motifs
were created through the invention of history, language, and literature for each nation. Thus, nations that were constructed on the basis of land, were also built in the field of social existence.
The formal nation pattern, which was designed as a management model for the Soviet Union, contained a nationality within the given borders, even if it was embellished with Soviet elements. This state of being national, formed the basis for the states to be built by the republics that would become independent in the future. Indeed, when the Soviet Union ended, the republics preferred to rise on the basis of the nation-state. In this process, a narrative idealizing the pre-colonial period was followed to ensure the legitimacy of the nation and state. Accordingly, the boundaries of historiography began to be reconstructed.
However, in this process, it was difficult to abandon some learned habits of Soviet systematics. This was because the national geography conception of the republics under the Soviet roof, was limited to the territory granted to them as the reason for their existence. Overcoming this archaic mentality would also be considered a success of decolonization. However, it would be a mistake to see the continuation of the post-Soviet territorial attitude as a habit just based on this subject. Because the
external threat perceptions of the republics and the possible risks on the territorial integrity of the multi-colored demographics make the continuation of the territorial framework justified and necessary to a point. In this context, the geography of national history -according to the cyclical situation both inside or outside-, in some republics it was tried to be preserved and in others it was tried to be stretched with an expansionist attitude. The expansionist attitude is closely related to the desire to have a say in the post-Soviet era. While the republics, which took the history of their nations as subjects in the post-Soviet area, focused on the large lands dominated in the past, those who only took the country’s lands as the subject with some reservations had to be content with deepening on the history of the limited geography. Thus, the boundaries of historiography in the post-Soviet era were determined.
The information provided by the historiographic adventure in the post-Soviet era about the functioning of the nation-state building process in modern times, may provide evidence for the change or stability of the nation-based historiographic paradigm in time.

insan uygarlığının zaman içerisindeki gelişimini safhaları ile birlikte
incelemeyi konu edinir. Ancak zamansal derinlik ve uzamsal genişlik
bandındaki devasa kesit insan faaliyetlerinin gerçekliğine ulaşmada
pek çok zorluk yaratır. Buna rağmen insanlığın gelişim evreleri
birtakım karanlıkları içinde barındırmakla beraber genel çizgileriyle
ortaya çıkarılmış gibidir.
Yakın zamanlara kadar ekseriyetle devlet ya da ulus üzerinden
ortaya konulan geçmişin bilgisi, toplumsal hayatın akışını aydınlatmaktan
uzak bir seyir izlemiştir. Ulusal tarihin kurgulanmasında
ilerleme, ortak tecrübeler ve demokratik değerler üzerine yapılan
vurgu alt katmandaki toplumsal dinamiklerin dikkatlerden kaçmasına
neden olmuştur. Çoğu zaman aşağıdan yukarıya bakılmadığı için
de tarihi asıl yaşayan ve yapan tabaka unutulmuştur. Dolayısıyla
sıradan bireyin yaşamının kaleme alınması da hemen hiçbir zaman
söz konusu olmayarak görmezden gelinmiştir. Bu bakımdan insanın,
yerelin, kentin tarihinin yazımı henüz çok yenidir.
Genel tarih anlatısı içerisinde 19. yüzyılda Ranke’nin de etkisiyle
ulus devlet kurgusu etrafında gelişen üst anlatılar, 20. yüzyılın ilk
çeyreğinde Annales Ekolü’nün eleştirel yaklaşımı ile yerini toplumsal tarihe bırakmaya başladı. Bu gelişmeyle 19. yüzyıl pozitivistliği
çerçevesinde belge ve siyaset temelinde konumlandırılan tarih, 20.
yüzyılda disiplin çeşitliliği ile birlikte sosyal bilim yönelişli bir aksa
oturdu. Kitlelere yönelen tarihçinin ilgisi kamu hayatından insanların
kaderini değiştiren temel yapısal dönüşümlere kaydı. Bu makas
değişimi sınırlı sayıda elit yerine toplumun bütün halinde tarihsel
deneyimini kavrama arzusundan kaynaklandı.
Toplumsal dönüşümler, siyasal düşünceler, iktisadi gelişmeler,
üretim-tüketim ilişkileri, teknik ilerlemeler, göçler, kentleşme gibi
toplumun yaşayışını doğrudan etkileyen ve araştırılması gereken
zihniyet tarihine yönelik pek çok alan ortaya çıktı. Tarihsel bilginin
sınırlarının genişlemesiyle hâkim sınıfın kaleminden çıkan dar bakış
açılı söylemler yerine tarihsel özne olarak insanın senaryoya dâhil
edilmesi, bir gereklilik olarak meydana çıktı. Böylece tarih salt kronoloji
temelli siyasi anlatı olmaktan çıkıp insan merkezli bir disipline
dönüştü.

belirli kriterlere göre insan topluluklarını tasnif ve tahdit suretiyle müşterek bir ad
altında tanımlayıp kolektif hareket etme zemini sunan ulus fenomeni bu işlevinin doğal
bir sonucu olarak dünyayı da egemenlik alanlarına ayrıştırır. Pekâlâ, tersinden
okuma ile bu alanların ulusları yaratabileceği de ileri sürülebilir. O halde bir biçimde
üzerinde var olunmuş bulunulan bu egemenlik alanları mıdır kolektif hareket etmeyi
sağlayan, yoksa daha kolay bir akıl yürütmeyle bu alanlar için mi kolektif hareket
edilir. Dahası insan mı toprağı işler toprak mı insanı sorunsalına felsefi bir yanıt
gerekir.
Modern dönemin etnisite bazlı anlayışına indirgenmediğinde ulus, zengin
bileşenleriyle birbirinden farklı toplumsal yapılar inşa etme potansiyeline sahiptir.
Toplum, bu bileşenlerden örtük olan doğum yeri ve buna bağlı olarak ortaya çıkan
yerlilik mefhumu temelinde siyasallaştırıldığında alternatif bir ulus modeline
evirilebilir. Sınırları belirli, iyi tanımlanmış bir coğrafyada çok toplumluluk üzerinden
kader birliği yapmış kolektif topluluğa dönüşümde yerlilik üzerinden meşruiyet
kazanan bir paradigmanın üretimi özgül kolektif tarihsel deneyimleri meydana
çıkaracak bir anlatıya ihtiyaç duyar. Bilinmeyen bir metot ya da anlayış inşa/icat etme
kaygı ve iddiası taşımayan bu çalışma, tarih yazıcılığında var olan fakat tam ifadesini
bulup kavram(sal)laştırılmamış bir yaklaşımı kuramsal temelde irdeleyip
belirginleştirerek görünür kılmayı hedeflemektedir.

In the course of time semantically changing, the phenomenon of nation is
basically a way to describe human communities under a common name by
classification according to some criteria and is a ground for colletive action. Nations, as a result, divide the world into sovereign areas. It is also possible to argue that these
areas constitute nations. So, do the soverign areas on which one is somehow existing
provide a collective action, or, more simply, is the collective action taken for these
areas? Moreover, the question of that which it is human being to cultivate land or the
land does so requires a philosophical answer.
Unless it is oversimplified in a modern ethnical understanding way, nation with
its affluent components has potential to construct different social structures. If
politiced on the basis of birth place and nativity, society can evolve into an alternative
nation model. In a well-defined land such a paradigm gains legitimacy over nativity
in the process of transformation from multiple-community to collective community
sharing a common fate. And this paradigm needs a narrative which reveals specific
and collective historical experiences. Intended not to construct or invent a previously
unknown method, the text's aim is to examine theoretically and make more visible an
already existing but not conceptualized approach in historiography.

The concepts of nation and sta... more Historiography During the Soviet Nation and State Building Process
The concepts of nation and state embody in themselves both normality and artificiality. It is firmly established by historical experience that the human, as the subject of the former as well as the object of the latter, frequently interferes with the content of these concepts. If this intervention stems from ideological reasons, the implication is that the mechanism for providing legitimacy is involved with its focus on historiography. At this stage, the engine of historiography becomes an office for the approval of political power.
Within that context, the fictionalization of history transforms the knowledge of the past to a reproducible product. This understanding means a neglect of the motive to attain the reality of the past; instead, the aim is to become the social engineering required for the continuity of the ideology. In this concise text, alongside the ongoing philosophical debates as to what history is and how it should be laid out, the instrumentality of history in practical terms will be examined with a special focus on the Soviet Union paradigm.

Osmanlı Devletinin yıkılışını engellemek üzere ileri sürülen görüşlerin geçerliliklerini yitirdik... more Osmanlı Devletinin yıkılışını engellemek üzere ileri sürülen görüşlerin geçerliliklerini yitirdikleri bir dönemde yeni bir kimlik edinimi sağlamanın yanında yeni bir siyaset kurgusu oluşturma gayesi de taşıyarak ortaya çıkan Anadoluculuk, toprak milliyetçiliği üzerine inşa edilmiştir. 20. yüzyılın ilk çeyreğinde görülmeye başlayan Anadoluculuk, Türk Ocaklarındaki Turancılık ve Türkiyecilik tartışmaları sırasında belirginleşmiştir. Ocağın faaliyet alanı konusundaki bu tartışma, bir tercih yapma zorunluluğu sonucunda doğmuştur. Uzun ve yıpratıcı savaşların getirdiği kayıplar artık öze, Anadolu'ya dönmeyi gerekli kılıyordu. Esasen bu daralma, realist bir yaklaşımın ürünüydü.

Anatolianist Movement, which came into being with the objective of building the provide for acquisition of a new identity and create a new politics of fiction, and at a time when the validity of the ideas regarding the prevention of Ottoman Empire from falling started to disappear, was built on territorial nationalism. Anatolianism firstly appeared in the first quarter of the 20th century, during the discussions about Turanism and Turkiyecilik in Türk Ocakları. The Ocak on the field of activity this discussion is born out of the necessity of making a choice. A long exhausting war casualties it was necessary to return to Anatolia to the essence now. In fact, this restriction was a product of the realistic approach.

Bu yeni düzende, tarihe şekil veren büyük imparatorluklar yerlerini kendi içlerinden çıkan ulus-devletlere bırakmak zorunda kalmıştır. Yüzyıl başındaki bu değişim Rusya halkları için sadece yönetim biçimiyle sınırlı kalan bir başkalaşımdan ibaret olmuştur. Nitekim imparatorluk ortadan kaldırılmış, fakat beklenen ulus-devletler ortaya çıkmamış, daha doğrusu Bolşevikler böyle bir duruma müsaade etmemiştir. Bu halklar ancak yüzyılın sonunda Sovyetler Birliği'nin dağılmasıyla bağımsızlıklarını elde edebilmişlerdir. Sovyet halkları arasında yer alan Türkdilli halklar geç elde ettikleri bu bağımsızlıklarının meşruiyetini pekiştirmek amacıyla ulusun ve devletin biricikliğine atıfta bulunan toprak, bayrak, dil, tarih ve benzeri objeleri ulusçuluk temelinde yeniden dizayn etmişlerdir. Bu çerçevede siyasal tercihini ulus-devlet anlayışından yana yapan Azerbaycan, ulusçu bir anlayışla tarihine ve kimliğine yeni bir şekil vermeye başlamıştır. Fakat bu süreç bağımsızlık sonrasının siyasi çalkantılarına paralel olarak geliştiğinden Azerbaycan ulusal tarih yazımı kalıcı bir biçim alamamıştır.

At the beginning of the 20 th century, as the nationalist thinking turned into action a new world order emerged. In this new world order, great empires had to leave their autonomy to the nation-states, which arose within those empires. This conversion taking place at the beginning of the century was only a rebellion for Russian nations, which is limited to a change of regime. As a matter of fact the empires were destroyed, but the expected nation states did not emerge, or more precisely the Bolsheviks did not allow them to do so. These nations could only gain their independence after the dissolution of the Soviet Union at the end of the century. In order to consolidate the legitimacy of their delayed independence, the Turkish speaking nations among the Soviet communities redesigned the concepts of land, flag, language, history and similar elements that refer to the uniqueness of the nation and the state, on the basis of nationalism. In this respect, Azerbaijan, which made its political choice in favor of being a nation-state, started to redesign its history and identity with a national perspective. However, since this process developed in line with political upheaval, the national historiography of Azerbaijan could not adopt a permanent shape.

In the aftermath of the Soviet Union, the young republics that began to pursue decolonization pol... more In the aftermath of the Soviet Union, the young republics that began to pursue decolonization policies for the legitimacy of their political independence entered the process of building their nation states. While this process required the discovery of national identity, it sometimes
resulted in its reproduction/reinvention. The Turkish-origin republics, which have the same ethnic origin and are nourished by the same culture, have put forward different models of nation-building due to problems arising from their own internal dynamics. It is possible to trace this divergence through constructed national identities. Azerbaijan and Kazakhstan are particularly striking examples in this regard. While Azerbaijan, for a number of political reasons and reservations, has created a civic identity based on the territorial understanding inherited from the Soviet Union, Kazakhstan, despite its cosmopolitan population, has tended to construct an identity that emphasizes ethnicity.
Every state seeks to reinforce its national identity through symbols and places of memory that contain historical references. This way of reminding the common heritage and cultural affinity that ensures the formation of social belonging contributes to the consolidation of society and accelerates the process of nation building. In this context, Azerbaijan and Kazakhstan have also tried to build their desired national identities through the national symbols they have constructed. The prefences of these two states in the construction of national identity can be followed concretely through the national symbols constructed. This declaration aims to analyze the codes of nationhood through the national symbols of Azerbaijan and Kazakhstan. In this direction, elements such as flags, crests, anthems, statues, banknotes, coins and postage stamps produced by these two republics will be scrutinized in order to create the consciousness that will ensure national belonging. As a result this research will try to explain the reasons underlying the subjection of two unique nation-state models that emerged in the post-Soviet Turkish-lingual geography to different nationalist discourses, and the constructability of the nation as a socio-political phenomenon will be revealed through practices.

Bu aslında bir meşruiyet kazanma uğraşısıdır. Ulusun etnik bileşimi ve ortaya çıkış yeri bu süreçte özel bir önem taşır. Ulusun kimlerden oluştuğu ve nereden ortaya çıkıp yayıldığı sorularına verilecek cevabın tutarlılığı ve gerçeğe yakınlığı ulusal tarih bilincini olduğu kadar siyasal erki de güçlü kılar.
1990’ların başında Azerbaycan’ın bağımsızlığını kazanmasıyla ortaya çıkan iki devlet bir millet söylemi Türkiye ile Azerbaycan halkları arasında bir gönül birlikteliği oluşturmuşsa da atıfta bulunulan milletin tarihsel olarak ata yurdu ve menşeinin gerçekten de aynı olduğu konusu biraz ihtilaflı durmaktadır. Ülkemizde icra edilmekte olan tarihçilikte Türklerin etnik menşei ve ata yurdu mevzusu bazı ayrıksı düşünceler dışında çoktan halledilmiş görünmektedir. Oysaki Türk tarihçiliğinin bir parçası olarak ele alındığında Azerbaycan’da yürütülmekte olan tarihçilikte bu iki konuya çok farklı yaklaşımlar sergilendiği görülecektir.
Bağımsızlığı yeni elde etmiş bir devletin geçmiş kurgusunda ortaya çıkan ihtilaflar, hem ulusal tarih bilincinin oluşumunda tutarsızlıklara yol açabileceğinden hem de uluslararası arenada meşruiyetinin tanınmasında belirsizlikler doğurabileceğinden ivedilikle halledilmesi gereken bir sorun olarak karşımıza çıkmaktadır.
Türklerin ata yurdu ve menşei konusuna Türk tarihçiliği çerçevesinden bakıldığında birbirinden farklı düşüncelerin var olması bir zenginlik olarak algılanabilirse de bu duruma tarih bilimi açısından yaklaşıldığında daha net ve tutarlı bir söylemin ortaya konulması kaçınılmaz bir gerekliliktir.

structuring a state. In this sense, function of history in building a state has been tried
to be determined through historiography that has been carried out in Azerbaijan for
the last two centuries. Thus, role of history, as a constructive element, in building a
state has been pointed out both theoretically and practically.
Azerbaijani historiography on which a feudal historiography tradition limited
to eastern Mohammedanism was prevailing methodologically in the 18th century
could make progress only after the Russian occupation in the 19th century.
Azerbaijani history started to be considered as a part of Turkish history under the
nationalism idea in early 20th century while it has been written in line with Russianguided
Marxist-Leninist views and on the basis of dialectic materialism as the Soviet
regime became prevailing on Azerbaijani life. In this time period, some subjective
approaches to Azerbaijani historiography had been seen and historical realities had
neglected. In particular, several subjects such as history-writing, history training and
establishing national identity had been tried to be re-formed in a Sovietic point of
view in order to be able to damage socio-cultural and political bonds between
Turkish-speaking populations. Azerbaijani historiography was also affected by these
policies designed especially for Turkish-speaking region.
Azerbaijani intelligentsia captivated by nationalism movement with the
dismemberment of the Soviet Union attempted to construct a new nation. The
principle of being national for Azerbaijan has come into existence together with
becoming free from Sovietic elements. On the other hand, duality experienced in
determining the context of nation concept leads to discussions on sincerity. The
national identity that was based on Turkish ethical structure in Elçibey period was
tried to be constructed on a cosmopolite population in Aliyev period which was
similar to the Soviet point of view.
The said fact has affected historiographical activities inevitably. Azerbaijani
history that is still tried to be formed depending on understandings from Soviet
period is now under construction through a cosmopolite structure limited to a
geographical area which is heritage of Soviet historiography. In conclusion,
Azerbaijani historiography suffers from not being able to draw away from Soviet
historiography. Despite all these complications, mission fastened on history in
nation-state construct of the Republic of Azerbaijan holds its validity.

Yüzyıldan itibaren, diğer bilim alanlarını olduğu gibi tarihçiliği de derinden etkiledi ve yeniden inşa etti. Yüzlerce yıllık bir tarihçilik geleneğine sahip bu topraklarda, modernleşme süreçlerine bağlı olarak belirginleşen ideolojilerin kendi değerler dünyası çerçevesinde icat ettikleri tarih düşünceleri, dönemin tarihçilerini doğrudan ya da dolaylı olarak biçimlendirdi.
Modern Türk tarihçiliğinin ivme kazandığı Osmanlı’nın son dönemlerinde başlayan, cumhuriyetin kurulmasıyla daha netlik kazanan süreç içerisinde tarihçiler, kaçınılmaz olarak ideolojilerin yan ürünleri olan tarih düşüncelerinden, tezlerinden ve de perspektiflerinden farklı şekilde etkilendi.
“Türk Tarih Tezi”, tarihçiler arasında Cumhuriyetin erken dönemlerinde kabul gördü. Yıllar içinde (ağırlıklı olarak 1940 ve 1950’lerde) bu teze karşı çıkarak sırasıyla, “Mavi Anadolucu Tarih Tezi”ni ya da “Muhafazakâr Anadolucu Tarih Tezi”ni benimseyenler oldu. Ağırlıklı olarak 1950-1970’lerde ise Marksizmin doğu halklarının tarihine ilişkin geliştirdiği “Asya Tipi Üretim Tarzı” tartışmalarına ilgi duyanlar çıktı. Aynı yıllarda bu kez siyasallaşmış Müslüman Türk milliyetçilerinin geliştirdiği Türk İslam Sentezi’nin bir söylemi olarak ortaya çıkan, “Türk Cihan Hâkimiyeti Mefkûresi” bazı tarihçilerce benimsendi. Bütün bu tez ve teorilerin Türk tarihçiliği için ne anlama geldiği ise neredeyse hiç konuşulmadı.
Bu kitapta, Türk Tarih Tezi’nden, teritoryal temelli tarih görüşüne, Marksist bir tarih yaklaşımı olarak Asya Tipi Üretim Tarzı’ndan, geri kalmışlığın ya da az gelişmişliğin tarihine, Türk-İslam Sentezi’nden Garbiyatçılık’a kadar pek çok tez ve teori ilk defa derinlemesine tartışmaya açılıyor.

niteliği taşımaktadır. Rus hükûmeti tarafından 1811 yılında Doğu Türkistan
içerisinde yer alan İli bölgesine keşif yapmak üzere gönderilen Putimtsev,
Altay Dağları’ndan Kazakistan’ın doğu sınırı boyunca ilerleyerek önce Çöçek
sonra da Kulca şehrine ulaşmış ve 5 ay süren yolculuğunda bölgenin idari,
coğrafi, ekonomik ve askerî durumu ile sosyal yaşamına dair gözlemlerini
ayrıntılı bir biçimde not etmiştir. Bölge halkını tanıyıp bu halkın diline hâkim
olduğundan -ki tercüman ünvanı bununla ilgili olsa gerek- bu göreve seçilmiştir. Mançu hükümeti Rus tacirlerin Doğu Türkistan’da ticaret
yapmasını yasakladığından Putimtsev gerçek kimliğini gizleyip kendisine Asyalı
bir tacir görünümü vererek bölgeye gitmiştir. Putimtsev’in yolculuğu boyunca
tuttuğu günlük notlar ileride Rus hükûmetinin Doğu Türkistan topraklarına
gerçekleştireceği olası bir harekât için stratejik bilgiler sunacağından önem arz
etmektedir. Zira görünürde ticari bir gözlem için çıkılan bu seyahatte
Putimtsev, kolonist bir yaklaşım ile bölgeyi teferruatlı bir biçimde tetkik
etmiştir. İnsanın maddeye sahip olma ve hükmetme hırsının psikanalitik
olarak çözümlemesini bu metnin sınırlarını aşan bir sorunsal olarak akılda
tutmak kaydıyla bu çalışma ile sadece içeriği kısıtlı olan bir seyahat notundan
hareket edilip 19. yüzyılın başlarındaki Kulca şehrine odaklanarak bir
panorama çizmekle yetinilecektir.

olması olayları dinsel bir yorumla anlatmasına ve yaşananları Tanrı’nın iradesine bağlamasına yol açmıştır.
Bununla birlikte eserdeki şiirsel dil ve canlı tasvirler kaleminin güçlü olduğunu göstermektedir.
Eser, Bizans İmparatorluğu’nun etkinliğini yitirmeye başladığı; Selçuklu akınlarının Anadolu, Yukarı
Mezopotamya ve Kuzey Batı Suriye’deki tüm imparatorluk eyaletlerine ulaşmadan önceki 1000-1072 yıllarını
kapsamaktadır. Aslında bu, Ermeni tarih yazıcılığı için dar bir zaman dilimidir. Eserin tarihsel anlatısının en güçlü
olduğu bölümler ise daha ziyade 1000-1057/8 yıllarını kapsayan döneme aittir. Aristakes ülkesinin maddi ve
manevi olarak çöküş içerisinde bulunduğu bir dönemi anlatmaktadır. Eserde Ani Krallığı’nın yükselmesi ve
gerilemesi, Ermeni topraklarının Bizans tarafından ele geçirilmesi, Selçuklu akınları, kentlerin harap edilmesi,
halkın kitlesel kıyıma uğraması ya da tutsak edilmesi konuları ön plana çıkmaktadır. Aristakes Ermeni ulusunun
uğradığı bu yıkımın hikâyesini acıklı bir biçimde dile getirmektedir.
Aristakes, Malazgirt yenilgisi sonrası doğuda Bizans otoritesinin hızla çözülüp Türkmen akınlarının
Ermenistan üzerinden kuzeydoğu Anadolu’ya ulaşacağını görebilmiştir. Nitekim Selçukluların bölgeye gelişi,
İslam’ın 7. yüzyılda ortaya çıkışından bu yana Orta Doğu’da yaşanacak en büyük dönüşümün başlangıcını
oluşturmaktadır. Aristakes, bir yandan Selçukluların Bizans İmparatorluğu’na karşı başlattığı mücadeleyi ele
alırken diğer yandan Ermeniler ile Müslüman Türklerin karşılaşmasına dair çok değerli bilgiler sunmaktadır.
Aristakes’in anlatısına bakılırsa iki topluluk arasındaki ilk temaslar pek de hoş hatıralar bırakmamıştır. Ermeniler
11. yüzyıl Anadolu’sunda yaşanan Selçuklu-Bizans mücadelesinin hem tarafı hem de şahidi konumundadırlar.
Ancak dönemin müşahidi olan Aristakes olaylara geniş bir zaman diliminden bakma olanağından yoksundur.
Bundan dolayı Selçuklu akınlarını etraflı bir biçimde çözümleme çabası içerisinde değildir. Selçuklular özellikle
Çağrı Bey’in akınları sonrasında bir yurt arayışı içerisinde kendilerini Anadolu topraklarında bulmuşlardır. Bizans
ya da Ermenilere karşı hususi bir husumet ya da yağma faaliyeti içerisinde değildirler. Zira ilerleyen süreçteki
gelişmeler bunu açıkça ortaya koymaktadır. Aristakes anlatısına inanç dünyasını da katarak baktığından dinî
vurguların ağır bastığı bir metin ortaya koyarak döneminin karakteristik yazınına iyi bir örnek bırakmıştır. Bu
çalışma Yakın Doğu Orta Çağı’nın en önemli olaylarından biri olan Malazgirt Savaşı’nı dönemin çağdaşı olan
Aristakes’in Tarih adlı eserinin Ermenice metninin tercümesi üzerinden değerlendirmeye tabi tutmaktadır
After the historical function and mission of the Soviet Union ended, the member republics of the Union successively declared their independence. For the legitimacy of these political independences, which rose on the basis of the nation-state, first of all, it was necessary to eliminate colonial influences. For this purpose, the action was taken for the construction/invention process of nations in the decolonization process. The republics found themselves in an effort to create a unique nation, sometimes on the basis of a nominal ethnicity and sometimes on the basis of citizenship. In this construction, a lot of meaning has been attributed to history, which is the main determinant of the post-colonial nation construction, both inside and outside. Under these conditions, historiography in the post-Soviet era - as in the Soviet period - turned into a political apparatus.
Although the newborn republics tried to get rid of the colonial mentality practices in the post-Soviet nation-building process, each of them had challenges moving away from the orbit of territorial thinking due to their own internal dynamics. This was also partly related to the political choices that republics preferred in the face of cyclical situations. Each republic, according to its own special situation, made the history of the nation or the history of the country the subject of research and highlighted it. This reference also determined the limits of historiography. While the components of the Kazakh nation are consistently accepted as historical subjects by going beyond the territorial borders in Kazakhstan, some reservations in Uzbekistan caused the continuation of the Soviet-like nationalization policies. In Tajikistan, the search for a lost nation, which started with an expansionist attitude, resulted in a traumatic identity crisis and drift.
The beginning of the 20th century witnessed a comprehensive transformation where dynasties started to end, and nationalism became popular. Nationalist thought managed to be present in all political formations through ethnic or sometimes civil elements. In this context, even Soviet Union, which was established on the basis of socialist thought, could not stay away from the fact of nation. The chaotic environment caused by this enormous mass, in which ethnic, religious, linguistic and many social layers are intertwined within broad physical borders, forced the Soviet elite to seek practical solution sother than socialist thought. As a result of this search, the idea of nationalism was used in order to simplify multiple identities and keep them to live under the roof of the Soviet Union.
Although ironic it may seem, the ideology of nationalism turned into a politically useful apparatus in the hands of Soviet theorists. Of course, this nationalism was served to use in a Soviet style. The Soviet style was constructed with territorial elements. Inhabitants of geographies with sedentary or nomadic lifestyles in which multiple sovereignties exist were localized and ethnicized with territorial tools and transformed into a homogeneous nation. Each nation was included in a political structure through the defined territory allocated to them. Thus, communities that had not yet overcome the tribal stage were placed and re-manufactured within the mold of modern nation over given borders, in the context of geographical fatalism. In the end, the multi-layered Soviet population was divided into small national fragments in line with territorial theory.
The peoples of the steppe were left defenseless in the face of these advanced Soviet policies. In fact, the Soviet nation system did not abandon the residual Russian chauvinism from its imperial past and continued to exhibit familiar imperial policies on non-Russian people. As a matter of fact, the construction of territory and language-based regional identities, the foundations of which were laid in Tsarist Russia, was put into practice in a much more systematic way during the Soviet Union period. Although there are often no deep historical connections to these Soviet nations, national motifs
were created through the invention of history, language, and literature for each nation. Thus, nations that were constructed on the basis of land, were also built in the field of social existence.
The formal nation pattern, which was designed as a management model for the Soviet Union, contained a nationality within the given borders, even if it was embellished with Soviet elements. This state of being national, formed the basis for the states to be built by the republics that would become independent in the future. Indeed, when the Soviet Union ended, the republics preferred to rise on the basis of the nation-state. In this process, a narrative idealizing the pre-colonial period was followed to ensure the legitimacy of the nation and state. Accordingly, the boundaries of historiography began to be reconstructed.
However, in this process, it was difficult to abandon some learned habits of Soviet systematics. This was because the national geography conception of the republics under the Soviet roof, was limited to the territory granted to them as the reason for their existence. Overcoming this archaic mentality would also be considered a success of decolonization. However, it would be a mistake to see the continuation of the post-Soviet territorial attitude as a habit just based on this subject. Because the
external threat perceptions of the republics and the possible risks on the territorial integrity of the multi-colored demographics make the continuation of the territorial framework justified and necessary to a point. In this context, the geography of national history -according to the cyclical situation both inside or outside-, in some republics it was tried to be preserved and in others it was tried to be stretched with an expansionist attitude. The expansionist attitude is closely related to the desire to have a say in the post-Soviet era. While the republics, which took the history of their nations as subjects in the post-Soviet area, focused on the large lands dominated in the past, those who only took the country’s lands as the subject with some reservations had to be content with deepening on the history of the limited geography. Thus, the boundaries of historiography in the post-Soviet era were determined.
The information provided by the historiographic adventure in the post-Soviet era about the functioning of the nation-state building process in modern times, may provide evidence for the change or stability of the nation-based historiographic paradigm in time.

incelemeyi konu edinir. Ancak zamansal derinlik ve uzamsal genişlik
bandındaki devasa kesit insan faaliyetlerinin gerçekliğine ulaşmada
pek çok zorluk yaratır. Buna rağmen insanlığın gelişim evreleri
birtakım karanlıkları içinde barındırmakla beraber genel çizgileriyle
ortaya çıkarılmış gibidir.
Yakın zamanlara kadar ekseriyetle devlet ya da ulus üzerinden
ortaya konulan geçmişin bilgisi, toplumsal hayatın akışını aydınlatmaktan
uzak bir seyir izlemiştir. Ulusal tarihin kurgulanmasında
ilerleme, ortak tecrübeler ve demokratik değerler üzerine yapılan
vurgu alt katmandaki toplumsal dinamiklerin dikkatlerden kaçmasına
neden olmuştur. Çoğu zaman aşağıdan yukarıya bakılmadığı için
de tarihi asıl yaşayan ve yapan tabaka unutulmuştur. Dolayısıyla
sıradan bireyin yaşamının kaleme alınması da hemen hiçbir zaman
söz konusu olmayarak görmezden gelinmiştir. Bu bakımdan insanın,
yerelin, kentin tarihinin yazımı henüz çok yenidir.
Genel tarih anlatısı içerisinde 19. yüzyılda Ranke’nin de etkisiyle
ulus devlet kurgusu etrafında gelişen üst anlatılar, 20. yüzyılın ilk
çeyreğinde Annales Ekolü’nün eleştirel yaklaşımı ile yerini toplumsal tarihe bırakmaya başladı. Bu gelişmeyle 19. yüzyıl pozitivistliği
çerçevesinde belge ve siyaset temelinde konumlandırılan tarih, 20.

deneyimini kavrama arzusundan kaynaklandı.
Toplumsal dönüşümler, siyasal düşünceler, iktisadi gelişmeler,
üretim-tüketim ilişkileri, teknik ilerlemeler, göçler, kentleşme gibi
toplumun yaşayışını doğrudan etkileyen ve araştırılması gereken
zihniyet tarihine yönelik pek çok alan ortaya çıktı. Tarihsel bilginin
sınırlarının genişlemesiyle hâkim sınıfın kaleminden çıkan dar bakış
açılı söylemler yerine tarihsel özne olarak insanın senaryoya dâhil
edilmesi, bir gereklilik olarak meydana çıktı. Böylece tarih salt kronoloji
temelli siyasi anlatı olmaktan çıkıp insan merkezli bir disipline
dönüştü.

Modern dönemin etnisite bazlı anlayışına indirgenmediğinde ulus, zengin
bileşenleriyle birbirinden farklı toplumsal yapılar inşa etme potansiyeline sahiptir.
Toplum, bu bileşenlerden örtük olan doğum yeri ve buna bağlı olarak ortaya çıkan
yerlilik mefhumu temelinde siyasallaştırıldığında alternatif bir ulus modeline
evirilebilir. Sınırları belirli, iyi tanımlanmış bir coğrafyada çok toplumluluk üzerinden
kader birliği yapmış kolektif topluluğa dönüşümde yerlilik üzerinden meşruiyet
kazanan bir paradigmanın üretimi özgül kolektif tarihsel deneyimleri meydana
çıkaracak bir anlatıya ihtiyaç duyar. Bilinmeyen bir metot ya da anlayış inşa/icat etme
kaygı ve iddiası taşımayan bu çalışma, tarih yazıcılığında var olan fakat tam ifadesini
bulup kavram(sal)laştırılmamış bir yaklaşımı kuramsal temelde irdeleyip
belirginleştirerek görünür kılmayı hedeflemektedir.

In the course of time semantically changing, the phenomenon of nation is
basically a way to describe human communities under a common name by
classification according to some criteria and is a ground for colletive action. Nations, as a result, divide the world into sovereign areas. It is also possible to argue that these
areas constitute nations. So, do the soverign areas on which one is somehow existing
provide a collective action, or, more simply, is the collective action taken for these
areas? Moreover, the question of that which it is human being to cultivate land or the
land does so requires a philosophical answer.
Unless it is oversimplified in a modern ethnical understanding way, nation with
its affluent components has potential to construct different social structures. If
politiced on the basis of birth place and nativity, society can evolve into an alternative
nation model. In a well-defined land such a paradigm gains legitimacy over nativity
in the process of transformation from multiple-community to collective community
sharing a common fate. And this paradigm needs a narrative which reveals specific
and collective historical experiences. Intended not to construct or invent a previously
unknown method, the text's aim is to examine theoretically and make more visible an
already existing but not conceptualized approach in historiography.

The concepts of nation and state embody in themselves both normality and artificiality. It is firmly established by historical experience that the human, as the subject of the former as well as the object of the latter, frequently interferes with the content of these concepts. If this intervention stems from ideological reasons, the implication is that the mechanism for providing legitimacy is involved with its focus on historiography. At this stage, the engine of historiography becomes an office for the approval of political power.
Within that context, the fictionalization of history transforms the knowledge of the past to a reproducible product. This understanding means a neglect of the motive to attain the reality of the past; instead, the aim is to become the social engineering required for the continuity of the ideology. In this concise text, alongside the ongoing philosophical debates as to what history is and how it should be laid out, the instrumentality of history in practical terms will be examined with a special focus on the Soviet Union paradigm.

Anatolianist Movement, which came into being with the objective of building the provide for acquisition of a new identity and create a new politics of fiction, and at a time when the validity of the ideas regarding the prevention of Ottoman Empire from falling started to disappear, was built on territorial nationalism. Anatolianism firstly appeared in the first quarter of the 20th century, during the discussions about Turanism and Turkiyecilik in Türk Ocakları. The Ocak on the field of activity this discussion is born out of the necessity of making a choice. A long exhausting war casualties it was necessary to return to Anatolia to the essence now. In fact, this restriction was a product of the realistic approach.

At the beginning of the 20 th century, as the nationalist thinking turned into action a new world order emerged. In this new world order, great empires had to leave their autonomy to the nation-states, which arose within those empires. This conversion taking place at the beginning of the century was only a rebellion for Russian nations, which is limited to a change of regime. As a matter of fact the empires were destroyed, but the expected nation states did not emerge, or more precisely the Bolsheviks did not allow them to do so. These nations could only gain their independence after the dissolution of the Soviet Union at the end of the century. In order to consolidate the legitimacy of their delayed independence, the Turkish speaking nations among the Soviet communities redesigned the concepts of land, flag, language, history and similar elements that refer to the uniqueness of the nation and the state, on the basis of nationalism. In this respect, Azerbaijan, which made its political choice in favor of being a nation-state, started to redesign its history and identity with a national perspective. However, since this process developed in line with political upheaval, the national historiography of Azerbaijan could not adopt a permanent shape.

resulted in its reproduction/reinvention. The Turkish-origin republics, which have the same ethnic origin and are nourished by the same culture, have put forward different models of nation-building due to problems arising from their own internal dynamics. It is possible to trace this divergence through constructed national identities. Azerbaijan and Kazakhstan are particularly striking examples in this regard. While Azerbaijan, for a number of political reasons and reservations, has created a civic identity based on the territorial understanding inherited from the Soviet Union, Kazakhstan, despite its cosmopolitan population, has tended to construct an identity that emphasizes ethnicity.
Every state seeks to reinforce its national identity through symbols and places of memory that contain historical references. This way of reminding the common heritage and cultural affinity that ensures the formation of social belonging contributes to the consolidation of society and accelerates the process of nation building. In this context, Azerbaijan and Kazakhstan have also tried to build their desired national identities through the national symbols they have constructed. The prefences of these two states in the construction of national identity can be followed concretely through the national symbols constructed. This declaration aims to analyze the codes of nationhood through the national symbols of Azerbaijan and Kazakhstan. In this direction, elements such as flags, crests, anthems, statues, banknotes, coins and postage stamps produced by these two republics will be scrutinized in order to create the consciousness that will ensure national belonging. As a result this research will try to explain the reasons underlying the subjection of two unique nation-state models that emerged in the post-Soviet Turkish-lingual geography to different nationalist discourses, and the constructability of the nation as a socio-political phenomenon will be revealed through practices.
1990’ların başında Azerbaycan’ın bağımsızlığını kazanmasıyla ortaya çıkan iki devlet bir millet söylemi Türkiye ile Azerbaycan halkları arasında bir gönül birlikteliği oluşturmuşsa da atıfta bulunulan milletin tarihsel olarak ata yurdu ve menşeinin gerçekten de aynı olduğu konusu biraz ihtilaflı durmaktadır. Ülkemizde icra edilmekte olan tarihçilikte Türklerin etnik menşei ve ata yurdu mevzusu bazı ayrıksı düşünceler dışında çoktan halledilmiş görünmektedir. Oysaki Türk tarihçiliğinin bir parçası olarak ele alındığında Azerbaycan’da yürütülmekte olan tarihçilikte bu iki konuya çok farklı yaklaşımlar sergilendiği görülecektir.
Bağımsızlığı yeni elde etmiş bir devletin geçmiş kurgusunda ortaya çıkan ihtilaflar, hem ulusal tarih bilincinin oluşumunda tutarsızlıklara yol açabileceğinden hem de uluslararası arenada meşruiyetinin tanınmasında belirsizlikler doğurabileceğinden ivedilikle halledilmesi gereken bir sorun olarak karşımıza çıkmaktadır.

structuring a state. In this sense, function of history in building a state has been tried
to be determined through historiography that has been carried out in Azerbaijan for
the last two centuries. Thus, role of history, as a constructive element, in building a
state has been pointed out both theoretically and practically.
Azerbaijani historiography on which a feudal historiography tradition limited
to eastern Mohammedanism was prevailing methodologically in the 18th century
could make progress only after the Russian occupation in the 19th century.
Azerbaijani history started to be considered as a part of Turkish history under the
nationalism idea in early 20th century while it has been written in line with Russianguided
Marxist-Leninist views and on the basis of dialectic materialism as the Soviet
regime became prevailing on Azerbaijani life. In this time period, some subjective
approaches to Azerbaijani historiography had been seen and historical realities had
neglected. In particular, several subjects such as history-writing, history training and
establishing national identity had been tried to be re-formed in a Sovietic point of
view in order to be able to damage socio-cultural and political bonds between
Turkish-speaking populations. Azerbaijani historiography was also affected by these
policies designed especially for Turkish-speaking region.
Azerbaijani intelligentsia captivated by nationalism movement with the
dismemberment of the Soviet Union attempted to construct a new nation. The
principle of being national for Azerbaijan has come into existence together with
becoming free from Sovietic elements. On the other hand, duality experienced in
determining the context of nation concept leads to discussions on sincerity. The
national identity that was based on Turkish ethical structure in Elçibey period was
tried to be constructed on a cosmopolite population in Aliyev period which was
similar to the Soviet point of view.
The said fact has affected historiographical activities inevitably. Azerbaijani
history that is still tried to be formed depending on understandings from Soviet
period is now under construction through a cosmopolite structure limited to a
geographical area which is heritage of Soviet historiography. In conclusion,
Azerbaijani historiography suffers from not being able to draw away from Soviet
historiography. Despite all these complications, mission fastened on history in
nation-state construct of the Republic of Azerbaijan holds its validity.

“Türk Tarih Tezi”, tarihçiler arasında Cumhuriyetin erken dönemlerinde kabul gördü. Yıllar içinde (ağırlıklı olarak 1940 ve 1950’lerde) bu teze karşı çıkarak sırasıyla, “Mavi Anadolucu Tarih Tezi”ni ya da “Muhafazakâr Anadolucu Tarih Tezi”ni benimseyenler oldu. Ağırlıklı olarak 1950-1970’lerde ise Marksizmin doğu halklarının tarihine ilişkin geliştirdiği “Asya Tipi Üretim Tarzı” tartışmalarına ilgi duyanlar çıktı. ayrıntılı bir biçimde not etmiştir. Bölge halkını tanıyıp bu halkın diline hâkim
olduğundan -ki tercüman ünvanı bununla ilgili olsa gerek- bu göreve seçilmiştir. Mançu hükümeti Rus tacirlerin Doğu Türkistan’da ticaret
yapmasını yasakladığından Putimtsev gerçek kimliğini gizleyip kendisine Asyalı
bir tacir görünümü vererek bölgeye gitmiştir. Putimtsev’in yolculuğu boyunca
tuttuğu günlük notlar ileride Rus hükûmetinin Doğu Türkistan topraklarına
gerçekleştireceği olası bir harekât için stratejik bilgiler sunacağından önem arz
etmektedir. Zira görünürde ticari bir gözlem için çıkılan bu seyahatte

kapsamaktadır. Aslında bu, Ermeni tarih yazıcılığı için dar bir zaman dilimidir. Eserin tarihsel anlatısının en güçlü
olduğu bölümler ise daha ziyade 1000-1057/8 yıllarını kapsayan döneme aittir. Aristakes ülkesinin maddi ve
manevi olarak çöküş içerisinde bulunduğu bir dönemi anlatmaktadır. Eserde Ani Krallığı’nın yükselmesi ve
gerilemesi, Ermeni topraklarının Bizans tarafından ele geçirilmesi, Selçuklu akınları, kentlerin harap edilmesi,
halkın kitlesel kıyıma uğraması ya da tutsak edilmesi konuları ön plana çıkmaktadır. Aristakes Ermeni ulusunun
uğradığı bu yıkımın hikâyesini acıklı bir biçimde dile getirmektedir.
Aristakes, Malazgirt yenilgisi sonrası doğuda Bizans otoritesinin hızla çözülüp Türkmen akınlarının
Ermenistan üzerinden kuzeydoğu Anadolu’ya ulaşacağını görebilmiştir. Nitekim Selçukluların bölgeye gelişi,
İslam’ın 7. yüzyılda ortaya çıkışından bu yana Orta Doğu’da yaşanacak en büyük dönüşümün başlangıcını
oluşturmaktadır. Aristakes, bir yandan Selçukluların Bizans İmparatorluğu’na karşı başlattığı mücadeleyi ele
alırken diğer yandan Ermeniler ile Müslüman Türklerin karşılaşmasına dair çok değerli bilgiler sunmaktadır.
Aristakes’in anlatısına bakılırsa iki topluluk arasındaki ilk temaslar pek de hoş hatıralar bırakmamıştır. Ermeniler
11. yüzyıl Anadolu’sunda yaşanan Selçuklu-Bizans mücadelesinin hem tarafı hem de şahidi konumundadırlar.
Ancak dönemin müşahidi olan Aristakes olaylara geniş bir zaman diliminden bakma olanağından yoksundur.
Bundan dolayı Selçuklu akınlarını etraflı bir biçimde çözümleme çabası içerisinde değildir. Selçuklular özellikle
Çağrı Bey’in akınları sonrasında bir yurt arayışı içerisinde kendilerini Anadolu topraklarında bulmuşlardır. Bizans
ya da Ermenilere karşı hususi bir husumet ya da yağma faaliyeti içerisinde değildirler. Zira ilerleyen süreçteki
gelişmeler bunu açıkça ortaya koymaktadır. Aristakes anlatısına inanç dünyasını da katarak baktığından dinî
vurguların ağır bastığı bir metin ortaya koyarak döneminin karakteristik yazınına iyi bir örnek bırakmıştır. Bu
çalışma Yakın Doğu Orta Çağı’nın en önemli olaylarından biri olan Malazgirt Savaşı’nı dönemin çağdaşı olan
Aristakes’in Tarih adlı eserinin Ermenice metninin tercümesi üzerinden değerlendirmeye tabi tutmaktadır
After the historical function and mission of the Soviet Union ended, the member republics of the Union successively declared their independence. For the legitimacy of these political independences, which rose on the basis of the nation-state, first of all, it was necessary to eliminate colonial influences. For this purpose, the action was taken for the construction/invention process of nations in the decolonization process. The republics found themselves in an effort to create a unique nation, sometimes on the basis of a nominal ethnicity and sometimes on the basis of citizenship. In this construction, a lot of meaning has been attributed to history, which is the main determinant of the post-colonial nation construction, both inside and outside. Under these conditions, historiography in the post-Soviet era - as in the Soviet period - turned into a political apparatus.
Although the newborn republics tried to get rid of the colonial mentality practices in the post-Soviet nation-building process, each of them had challenges moving away from the orbit of territorial thinking due to their own internal dynamics. This was also partly related to the political choices that republics preferred in the face of cyclical situations. Each republic, according to its own special situation, made the history of the nation or the history of the country the subject of research and highlighted it. This reference also determined the limits of historiography. While the components of the Kazakh nation are consistently accepted as historical subjects by going beyond the territorial borders in Kazakhstan, some reservations in Uzbekistan caused the continuation of the Soviet-like nationalization policies. In Tajikistan, the search for a lost nation, which started with an expansionist attitude, resulted in a traumatic identity crisis and drift.
The beginning of the 20th century witnessed a comprehensive transformation where dynasties started to end, and nationalism became popular. Nationalist thought managed to be present in all political formations through ethnic or sometimes civil elements. In this context, even Soviet Union, which was established on the basis of socialist thought, could not stay away from the fact of nation. The chaotic environment caused by this enormous mass, in which ethnic, religious, linguistic and many social layers are intertwined within broad physical borders, forced the Soviet elite to seek practical solution sother than socialist thought. As a result of this search, the idea of nationalism was used in order to simplify multiple identities and keep them to live under the roof of the Soviet Union.
Although ironic it may seem, the ideology of nationalism turned into a politically useful apparatus in the hands of Soviet theorists. Of course, this nationalism was served to use in a Soviet style. The Soviet style was constructed with territorial elements. Inhabitants of geographies with sedentary or nomadic lifestyles in which multiple sovereignties exist were localized and ethnicized with territorial tools and transformed into a homogeneous nation. Each nation was included in a political structure through the defined territory allocated to them. Thus, communities that had not yet overcome the tribal stage were placed and re-manufactured within the mold of modern nation over given borders, in the context of geographical fatalism. In the end, the multi-layered Soviet population was divided into small national fragments in line with territorial theory.
The peoples of the steppe were left defenseless in the face of these advanced Soviet policies. In fact, the Soviet nation system did not abandon the residual Russian chauvinism from its imperial past and continued to exhibit familiar imperial policies on non-Russian people. As a matter of fact, the construction of territory and language-based regional identities, the foundations of which were laid in Tsarist Russia, was put into practice in a much more systematic way during the Soviet Union period. Although there are often no deep historical connections to these Soviet nations, national motifs
were created through the invention of history, language, and literature for each nation. Thus, nations that were constructed on the basis of land, were also built in the field of social existence.
The formal nation pattern, which was designed as a management model for the Soviet Union, contained a nationality within the given borders, even if it was embellished with Soviet elements. This state of being national, formed the basis for the states to be built by the republics that would become independent in the future. Indeed, when the Soviet Union ended, the republics preferred to rise on the basis of the nation-state. In this process, a narrative idealizing the pre-colonial period was followed to ensure the legitimacy of the nation and state. Accordingly, the boundaries of historiography began to be reconstructed.
However, in this process, it was difficult to abandon some learned habits of Soviet systematics. This was because the national geography conception of the republics under the Soviet roof, was limited to the territory granted to them as the reason for their existence. Overcoming this archaic mentality would also be considered a success of decolonization. However, it would be a mistake to see the continuation of the post-Soviet territorial attitude as a habit just based on this subject. Because the
external threat perceptions of the republics and the possible risks on the territorial integrity of the multi-colored demographics make the continuation of the territorial framework justified and necessary to a point. In this context, the geography of national history -according to the cyclical situation both inside or outside-, in some republics it was tried to be preserved and in others it was tried to be stretched with an expansionist attitude. The expansionist attitude is closely related to the desire to have a say in the post-Soviet era. While the republics, which took the history of their nations as subjects in the post-Soviet area, focused on the large lands dominated in the past, those who only took the country’s lands as the subject with some reservations had to be content with deepening on the history of the limited geography. Thus, the boundaries of historiography in the post-Soviet era were determined.
The information provided by the historiographic adventure in the post-Soviet era about the functioning of the nation-state building process in modern times, may provide evidence for the change or stability of the nation-based historiographic paradigm in time.

pek çok zorluk yaratır. Buna rağmen insanlığın gelişim evreleri
birtakım karanlıkları içinde barındırmakla beraber genel çizgileriyle
ortaya çıkarılmış gibidir.
Yakın zamanlara kadar ekseriyetle devlet ya da ulus üzerinden
ortaya konulan geçmişin bilgisi, toplumsal hayatın akışını aydınlatmaktan
uzak bir seyir izlemiştir. Ulusal tarihin kurgulanmasında
ilerleme, ortak tecrübeler ve demokratik değerler üzerine yapılan
vurgu alt katmandaki toplumsal dinamiklerin dikkatlerden kaçmasına
neden olmuştur. Çoğu zaman aşağıdan yukarıya bakılmadığı için
de tarihi asıl yaşayan ve yapan tabaka unutulmuştur. Dolayısıyla
sıradan bireyin yaşamının kaleme alınması da hemen hiçbir zaman
söz konusu olmayarak görmezden gelinmiştir. Bu bakımdan insanın,
yerelin, kentin tarihinin yazımı henüz çok yenidir.
Genel tarih anlatısı içerisinde 19. yüzyılda Ranke’nin de etkisiyle
ulus devlet kurgusu etrafında gelişen üst anlatılar, 20. yüzyılın ilk
çeyreğinde Annales Ekolü’nün eleştirel yaklaşımı ile yerini toplumsal tarihe bırakmaya başladı. Bu gelişmeyle 19. yüzyıl pozitivistliği
çerçevesinde belge ve siyaset temelinde konumlandırılan tarih, 20.
yüzyılda disiplin çeşitliliği ile birlikte sosyal bilim yönelişli bir aksa
oturdu. Kitlelere yönelen tarihçinin ilgisi kamu hayatından insanların
kaderini değiştiren temel yapısal dönüşümlere kaydı. Bu makas
değişimi sınırlı sayıda elit yerine toplumun bütün halinde tarihsel
deneyimini kavrama arzusundan kaynaklandı.
Toplumsal dönüşümler, siyasal düşünceler, iktisadi gelişmeler,
üretim-tüketim ilişkileri, teknik ilerlemeler, göçler, kentleşme gibi
toplumun yaşayışını doğrudan etkileyen ve araştırılması gereken
zihniyet tarihine yönelik pek çok alan ortaya çıktı. Tarihsel bilginin
sınırlarının genişlemesiyle hâkim sınıfın kaleminden çıkan dar bakış
açılı söylemler yerine tarihsel özne olarak insanın senaryoya dâhil
edilmesi, bir gereklilik olarak meydana çıktı. Böylece tarih salt kronoloji
temelli siyasi anlatı olmaktan çıkıp insan merkezli bir disipline
dönüştü.

sağlayan, yoksa daha kolay bir akıl yürütmeyle bu alanlar için mi kolektif hareket
edilir. Dahası insan mı toprağı işler toprak mı insanı sorunsalına felsefi bir yanıt
gerekir.
Modern dönemin etnisite bazlı anlayışına indirgenmediğinde ulus, zengin
bileşenleriyle birbirinden farklı toplumsal yapılar inşa etme potansiyeline sahiptir.
Toplum, bu bileşenlerden örtük olan doğum yeri ve buna bağlı olarak ortaya çıkan
yerlilik mefhumu temelinde siyasallaştırıldığında alternatif bir ulus modeline
evirilebilir. Sınırları belirli, iyi tanımlanmış bir coğrafyada çok toplumluluk üzerinden
kader birliği yapmış kolektif topluluğa dönüşümde yerlilik üzerinden meşruiyet
kazanan bir paradigmanın üretimi özgül kolektif tarihsel deneyimleri meydana
çıkaracak bir anlatıya ihtiyaç duyar. Bilinmeyen bir metot ya da anlayış inşa/icat etme
kaygı ve iddiası taşımayan bu çalışma, tarih yazıcılığında var olan fakat tam ifadesini
bulup kavram(sal)laştırılmamış bir yaklaşımı kuramsal temelde irdeleyip
belirginleştirerek görünür kılmayı hedeflemektedir.

In the course of time semantically changing, the phenomenon of nation is
basically a way to describe human communities under a common name by
classification according to some criteria and is a ground for colletive action. Nations, as a result, divide the world into sovereign areas. It is also possible to argue that these
areas constitute nations. So, do the soverign areas on which one is somehow existing
provide a collective action, or, more simply, is the collective action taken for these
areas? Moreover, the question of that which it is human being to cultivate land or the
land does so requires a philosophical answer.
Unless it is oversimplified in a modern ethnical understanding way, nation with
its affluent components has potential to construct different social structures. If
politiced on the basis of birth place and nativity, society can evolve into an alternative
nation model. In a well-defined land such a paradigm gains legitimacy over nativity
in the process of transformation from multiple-community to collective community
sharing a common fate. And this paradigm needs a narrative which reveals specific
and collective historical experiences. Intended not to construct or invent a previously
unknown method, the text's aim is to examine theoretically and make more visible an
already existing but not conceptualized approach in historiography.

The concepts of nation and state embody in themselves both normality and artificiality. It is firmly established by historical experience that the human, as the subject of the former as well as the object of the latter, frequently interferes with the content of these concepts. If this intervention stems from ideological reasons, the implication is that the mechanism for providing legitimacy is involved with its focus on historiography. At this stage, the engine of historiography becomes an office for the approval of political power.
Within that context, the fictionalization of history transforms the knowledge of the past to a reproducible product. This understanding means a neglect of the motive to attain the reality of the past; instead, the aim is to become the social engineering required for the continuity of the ideology. In this concise text, alongside the ongoing philosophical debates as to what history is and how it should be laid out, the instrumentality of history in practical terms will be examined with a special focus on the Soviet Union paradigm.

Anatolianist Movement, which came into being with the objective of building the provide for acquisition of a new identity and create a new politics of fiction, and at a time when the validity of the ideas regarding the prevention of Ottoman Empire from falling started to disappear, was built on territorial nationalism. Anatolianism firstly appeared in the first quarter of the 20th century, during the discussions about Turanism and Turkiyecilik in Türk Ocakları. The Ocak on the field of activity this discussion is born out of the necessity of making a choice. A long exhausting war casualties it was necessary to return to Anatolia to the essence now. In fact, this restriction was a product of the realistic approach.

At the beginning of the 20 th century, as the nationalist thinking turned into action a new world order emerged. In this new world order, great empires had to leave their autonomy to the nation-states, which arose within those empires. This conversion taking place at the beginning of the century was only a rebellion for Russian nations, which is limited to a change of regime. As a matter of fact the empires were destroyed, but the expected nation states did not emerge, or more precisely the Bolsheviks did not allow them to do so. These nations could only gain their independence after the dissolution of the Soviet Union at the end of the century. In order to consolidate the legitimacy of their delayed independence, the Turkish speaking nations among the Soviet communities redesigned the concepts of land, flag, language, history and similar elements that refer to the uniqueness of the nation and the state, on the basis of nationalism. In this respect, Azerbaijan, which made its political choice in favor of being a nation-state, started to redesign its history and identity with a national perspective. However, since this process developed in line with political upheaval, the national historiography of Azerbaijan could not adopt a permanent shape.

The Turkish-origin republics, which have the same ethnic origin and are nourished by the same culture, have put forward different models of nation-building due to problems arising from their own internal dynamics. It is possible to trace this divergence through constructed national identities. Azerbaijan and Kazakhstan are particularly striking examples in this regard. While Azerbaijan, for a number of political reasons and reservations, has created a civic identity based on the territorial understanding inherited from the Soviet Union, Kazakhstan, despite its cosmopolitan population, has tended to construct an identity that emphasizes ethnicity.
Every state seeks to reinforce its national identity through symbols and places of memory that contain historical references. This way of reminding the common heritage and cultural affinity that ensures the formation of social belonging contributes to the consolidation of society and accelerates the process of nation building. In this context, Azerbaijan and Kazakhstan have also tried to build their desired national identities through the national symbols they have constructed. The prefences of these two states in the construction of national identity can be followed concretely through the national symbols constructed. This declaration aims to analyze the codes of nationhood through the national symbols of Azerbaijan and Kazakhstan. In this direction, elements such as flags, crests, anthems, statues, banknotes, coins and postage stamps produced by these two republics will be scrutinized in order to create the consciousness that will ensure national belonging. As a result this research will try to explain the reasons underlying the subjection of two unique nation-state models that emerged in the post-Soviet Turkish-lingual geography to different nationalist discourses, and the constructability of the nation as a socio-political phenomenon will be revealed through practices.
1990’ların başında Azerbaycan’ın bağımsızlığını kazanmasıyla ortaya çıkan iki devlet bir millet söylemi Türkiye ile Azerbaycan halkları arasında bir gönül birlikteliği oluşturmuşsa da atıfta bulunulan milletin tarihsel olarak ata yurdu ve menşeinin gerçekten de aynı olduğu konusu biraz ihtilaflı durmaktadır. Ülkemizde icra edilmekte olan tarihçilikte Türklerin etnik menşei ve ata yurdu mevzusu bazı ayrıksı düşünceler dışında çoktan halledilmiş görünmektedir. Oysaki Türk tarihçiliğinin bir parçası olarak ele alındığında Azerbaycan’da yürütülmekte olan tarihçilikte bu iki konuya çok farklı yaklaşımlar sergilendiği görülecektir.
Bağımsızlığı yeni elde etmiş bir devletin geçmiş kurgusunda ortaya çıkan ihtilaflar, hem ulusal tarih bilincinin oluşumunda tutarsızlıklara yol açabileceğinden hem de uluslararası arenada meşruiyetinin tanınmasında belirsizlikler doğurabileceğinden ivedilikle halledilmesi gereken bir sorun olarak karşımıza çıkmaktadır.
Türklerin ata yurdu ve menşei konusuna Türk tarihçiliği çerçevesinden bakıldığında birbirinden farklı düşüncelerin var olması bir zenginlik olarak algılanabilirse de bu duruma tarih bilimi açısından yaklaşıldığında daha net ve tutarlı bir söylemin ortaya konulması kaçınılmaz bir gerekliliktir.
structuring a state. In this sense, function of history in building a state has been tried
to be determined through historiography that has been carried out in Azerbaijan for
the last two centuries. Thus, role of history, as a constructive element, in building a
state has been pointed out both theoretically and practically.
Azerbaijani historiography on which a feudal historiography tradition limited
to eastern Mohammedanism was prevailing methodologically in the 18th century
could make progress only after the Russian occupation in the 19th century.
Azerbaijani history started to be considered as a part of Turkish history under the
nationalism idea in early 20th century while it has been written in line with Russianguided
Marxist-Leninist views and on the basis of dialectic materialism as the Soviet
regime became prevailing on Azerbaijani life. In this time period, some subjective
approaches to Azerbaijani historiography had been seen and historical realities had
neglected. In particular, several subjects such as history-writing, history training and
establishing national identity had been tried to be re-formed in a Sovietic point of
view in order to be able to damage socio-cultural and political bonds between
Turkish-speaking populations. Azerbaijani historiography was also affected by these
policies designed especially for Turkish-speaking region.
Azerbaijani intelligentsia captivated by nationalism movement with the
dismemberment of the Soviet Union attempted to construct a new nation. The
principle of being national for Azerbaijan has come into existence together with
becoming free from Sovietic elements. On the other hand, duality experienced in
determining the context of nation concept leads to discussions on sincerity. The
national identity that was based on Turkish ethical structure in Elçibey period was
tried to be constructed on a cosmopolite population in Aliyev period which was
similar to the Soviet point of view.
The said fact has affected historiographical activities inevitably. Azerbaijani
history that is still tried to be formed depending on understandings from Soviet
period is now under construction through a cosmopolite structure limited to a
geographical area which is heritage of Soviet historiography. In conclusion,
Azerbaijani historiography suffers from not being able to draw away from Soviet
historiography. Despite all these complications, mission fastened on history in
nation-state construct of the Republic of Azerbaijan holds its validity.
Modern Türk tarihçiliğinin ivme kazandığı Osmanlı’nın son dönemlerinde başlayan, cumhuriyetin kurulmasıyla daha netlik kazanan süreç içerisinde tarihçiler, kaçınılmaz olarak ideolojilerin yan ürünleri olan tarih düşüncelerinden, tezlerinden ve de perspektiflerinden farklı şekilde etkilendi.
“Türk Tarih Tezi”, tarihçiler arasında Cumhuriyetin erken dönemlerinde kabul gördü. Yıllar içinde (ağırlıklı olarak 1940 ve 1950’lerde) bu teze karşı çıkarak sırasıyla, “Mavi Anadolucu Tarih Tezi”ni ya da “Muhafazakâr Anadolucu Tarih Tezi”ni benimseyenler oldu. Ağırlıklı olarak 1950-1970’lerde ise Marksizmin doğu halklarının tarihine ilişkin geliştirdiği “Asya Tipi Üretim Tarzı” tartışmalarına ilgi duyanlar çıktı. Aynı yıllarda bu kez siyasallaşmış Müslüman Türk milliyetçilerinin geliştirdiği Türk İslam Sentezi’nin bir söylemi olarak ortaya çıkan, “Türk Cihan Hâkimiyeti Mefkûresi” bazı tarihçilerce benimsendi. Bütün bu tez ve teorilerin Türk tarihçiliği için ne anlama geldiği ise neredeyse hiç konuşulmadı.
Bu kitapta, Türk Tarih Tezi’nden, teritoryal temelli tarih görüşüne, Marksist bir tarih yaklaşımı olarak Asya Tipi Üretim Tarzı’ndan, geri kalmışlığın ya da az gelişmişliğin tarihine, Türk-İslam Sentezi’nden Garbiyatçılık’a kadar pek çok tez ve teori ilk defa derinlemesine tartışmaya açılıyor.
