Professor Alford received his J.D. with Honors from the School of Law of the University of North Carolina at Chapel Hill where he served on the North Carolina Law Review. He received his B.A. with High Distinction in Economics and French from the University of Virginia. Professor Alford also attended the University of South Carolina College of Library and Information Science graduating with a M.L.I.S. in 2001. After the hand over of Hong Kong by the United Kingdom to the People's Republic of China ("PRC"), some commentators predicted that China would interfere with Hong Kong's economy and legal system despite the Basic Law's protections. This Article argues that in the area of financial supervision, particularly bank supervision, the Hong Kong Special Administrative Region has significantly influenced banking reform in the PRC. The PRC's implementation and development of bank supervisory standards that approach compliance with international financial standards has been significantly influenced by the Hong Kong Monetary Authority ("HKMA"), Hong Kong's central bank, through both informal and formal contacts between HKMA officials and PRC bank supervisory officials. The Basel Committee on Banking Supervision serves as an international forum to discuss international bank supervision issues. Because of the gravity and frequency of banking crises since the demise of the Bretton Woods System in the early 1970s, international financial standards have emerged as a method to minimize these crises. In 1998, the Basel Committee issued a comprehensive standard on bank super vision that built upon its work over the previous two and a half decades. In this Article, the author analyzes this comprehensive standard the Core Principles for Effective Banking Supervision-and assesses its implementation in the European Union, the United Kingdom, France, the United States, and the Hong Kong SAR. The law library is an essential component of legal education for many reasons relating both to the physical and human resources in the law library. Librarians perform an important function as intermediaries between information and its users, both students and faculty, and they are experts in establishing the authority of legal information. The legal academic world is becoming more and more interdisciplinary and empirical, and legal scholarship thrives on complex and sophisticated research. Aside from the librarian's role as guardians of knowledge, librarians also need to provide more sophisticated services to faculty members related to their research. Becoming an integral part of the research team with faculty allows librarians to add value to the scholarly enterprise in anticipation of scholarly needs, not merely in response to individual research requests received out of context.
