Community-based development projects have become an important mechanism for channeling development assistance that involves beneficiaries in the design, implementation, and management of community development projects towards improving their living standards. Many evaluation studies have reported improvements and successes with the adoption of the community-based development strategy. However, it has been contended that most community-based development projects have sustainability problems after the withdrawal of the funding agencies. This article focuses on assessing the sustainability of a Community-based Poverty Reduction Project (CPRP) in Kebbi state, Nigeria using a framework of monitoring indicators to measure various dimensions of sustainability of the project The findings of the study revealed that while the initiative has recorded huge successes regarding project outputs during the funding period, the project’s outcomes could not be sustained after the withdrawal of the funding agency. Most of the outputs have problems in different dimensions of sustainability. The authors argue that although many factors contribute to the lack of project sustainability, a key factor is careful planning and implementation. The authors recommend that the design and implementation of the CPRP should focus on economic, community and environmental aspects of sustainability.

The increasing reliance on public-private partnerships in the provision of infrastructure and services is well documented. However, despite an increasing reliance on public-private partnerships, the performance measurement of PPP projects is less clear in the normative literature. While assessment of success in traditional procurement approaches is relatively straightforward, PPPs, due to their multifarious nature, require more rigour in establishing the success factors and evaluating the extent of their contribution to the success of PPP projects. Using Structural Equation Modelling (SEM) approach, this paper develops a conceptual framework for assessing the success of PPP projects. The authors contend that the proposed framework should assist PPP stakeholders in evaluating the performance of PPP projects.

Although public-private partnerships continue to gain popularity in infrastructure provision, the application of the strategy in housing delivery is bedevilled with many challenges particularly in the context of developing countries like Nigeria. This article aims to offer solutions to the challenges of PPP for housing delivery in Nigeria. Using a case study approach, the article investigated the challenges of PPP housing project in the federal capital territory [FCT] Abuja, Nigeria. The study found that “lack of transparency in the procurement process”, “inappropriate risk allocation”, “poor administrative machinery”, “corruption”, and incompetent private sector” are the major challenges that militate against successful housing delivery through public-private partnership in Nigeria. In conclusion, the paper outlined solutions for coping with the challenges of PPP for housing delivery in Nigeria.

The lingering problem of poverty prompted many countries to adopt community-based strategies for improving Quality of Life (QoL) of poor communities. Numerous studies have focused on identifying but ignored to establish the contribution of the factors that influence improvement in QoL by community-based projects. This paper measures, using Structural Equation Modelling, the contribution of the factors that influence QoL in a Community-based Poverty Reduction Project (CPRP) in Nigeria. The lingering problem of poverty has prompted many countries to adopt community-based development strategy towards improving the Quality of Life (QoL) of their citizens. Numerous studies have focused on assessing QoL by measuring the manifested (measured) variables and ignored the significant contribution of some “latent” factors. Using Structural Equation Modelling (SEM), this paper investigated the factors that influence improvement in the QoL in a Community-based Poverty Reduction Project (CPRP) in Nigeria. The model indicates that the measured variables cause only 36% (R2 = 0.36) of the reduction in poverty level of the project beneficiaries. The inability of the public sector to independently meet the increasing demand for infrastructure and services has prompted many governments to adopt Public-private partnership (PPP) as an alternative strategy. In worldwide practices, however, there are mixed results and controversy in the application of PPP model. The Public-private partnership has, for this reason, become an increasingly active research area mainly to establish the Critical Success Factors (CSFs) towards improving the PPP model. This article reviews the current debate on the subject of PPP and compares the findings of different literature regarding the relative importance of CSFs of PPP projects. The authors argue that the CSFs of PPP projects are distinctive to the context of location and time. The article concludes that this subjectivity has implications for the “guaranteed” success of both existing and future PPP projects.

PurposeThis paper aims to examine the importance of the success factors as perceived by the overall respondents. Also, the study intends to identify the differences concerning the importance of the success factors between the public and private sectors.Design/methodology/approachA questionnaire survey was used to elicit the perceptions of public and private sectors on the key success factors of a PPP project in Malaysia. The PPP strategy has become an increasingly important procurement option in both developed and developing countries of the world for delivering public works and services. However, despite an increasing reliance on the public-private partnership strategy, success evaluation of PPP projects is less clear in the normative literature. While success measurement in traditional procurement approaches is relatively straightforward, PPPs, due to their multifarious nature, require more rigour in establishing the explanatory factors and evaluating the extent of their contribution in influencing the success of PPP projects. Using Structural Equation Modelling (SEM) approach, this article developed a conceptual framework for evaluating the success of PPP projects. The framework should assist policy makers both in the public and private sectors in objective evaluation of the success of PPP projects.

Objectives: To identify the fundamental challenges by examine individual-based factors affecting public participation
programme initiated by government for the development of urban economy in traditional cities of developing countries.
Methods/Statistical Analysis: In this study, 344 questionnaires were administered using systematic random sampling
to select the participants which comprises of planning officers, traditional leaders, youth leaders and, household
heads. Descriptive statistics technique is adopted in data analysis to examine the factors militating against public
participation initiated by government for the development of Bida traditional city in Nigeria. Findings: Findings reveal
that, socio-economic barriers are the most conspicuous and significant impediments affecting citizens to participate in
government-based initiative programmes for the development of human communities. Evidences from this study shows
that, it is very imperative for enlightening residents of traditional cities about the significance of the programme and
their role to guarantee required and expected development in urban economy. This enlightenment could also alleviate
the impact of socio-economic factors affecting the programme in developing countries, especially traditional cities.
Applications/Improvement: For a traditional city which requires a relatively high number of redevelopment prorammes,
effective public participation would facilitate achievement and maintenance of urban development. This study suggests
areas of promoting public participation which could be used by the practitioners and law makers in the development of
Bida traditional city in Nigeria.

Although public–private partnership (PPP) strategy has gained popularity as an alternative strategy
in the delivery of public works projects, its application has come with mixed results. Numerous
studies have attributed the success of PPP projects to contextual peculiarities of different
administrative settings. This comparative study uses case study approach to analyse the similarities
and differences of the critical factors that influence the success of PPP housing projects in Malaysia
and Nigeria. The study reveals that while ‘equitable risk allocation’, ‘stable political system’, and
‘reputable developer’ are the most critical critical success factors (CSFs) in the case of Nigeria,
‘action against errant developer’, ‘consistent monitoring’, and ‘house buyer’s demand’ are the most
critical factors that influenced the success the PPP housing project in Malaysia. The findings widen
the understanding of the contextual issues that dictates the relative importance of CSFs of PPP in
developing countries.
