El libro recopila, desde las perspectivas teórica y práctica, el estudio del entorno económico y ... more El libro recopila, desde las perspectivas teórica y práctica, el estudio del entorno económico y de las políticas que se aplican en el escenario internacional y teniendo en cuenta el marco institucional de las relaciones económicas. Para ello, se aborda el conocimiento del entorno desde el análisis de la actividad económica, considerando los objetivos económicos, y contemplando la competitividad de las economías.
La originalidad del libro radica en la combinación de dos visiones: la teórica, que agrupa la definición de los conceptos macroeconómicos y de la política económica; y la práctica con actividades resueltas, planteadas con diferentes métodos, presente en todo el manual y que permite relacionar las nociones teóricas y la realidad actual del entorno.
En el enfoque global del manual cabe destacar, por el carácter internacional del análisis, la explicación del funcionamiento de las políticas económicas, el papel de las instituciones en el análisis del entorno económico y la aplicación de los criterios prácticos en la explicación de los conceptos teóricos y en la realización de las actividades.
Incorpora a lo largo del texto recuadros con ampliaciones de temas de gran interés y al final de los capítulos propone gran cantidad de ejercicios y cuestiones para repasar los conceptos estudiados, cuya solución se encuentra al final del libro.

With few exceptions, in market economies such wages, as well as other working conditions, both essential in the social, political and economic territory are determined largely as a result of the interaction between entrepreneurs and workers in the fruit of a negotiation which, being added, collectively called. Despite the enormous importance of this phenomenon of collective bargaining, which is both economic institution, there is little empirical analyzes that address the totality of it. Remedying this gap is the book's comprehensive proposal that addresses from two analytical and methodological perspective, collective bargaining in Spain, studying in depth and establishing a set of methodological tools to systematize their study in the future.

La creación de la licenciatura de Ciencias del Trabajo en la universidad española representa el reconocimiento académico definitivo que esta materia demandaba.
Esta obra, como manual de Economía y Política Laboral, es un referente tanto para los estudiantes de la materia en diferentes disciplinas como para aquellos estudiosos no especializados en la ciencia económica. Since the European Employment Strategy, the discussion on labour issues, both in academia and in ... more Since the European Employment Strategy, the discussion on labour issues, both in academia and in labour policy arena, is focusing on the ability of European economies to create jobs and qualified jobs. This paper develops a panel data analysis to characterize the structure of collective bargaining (centralization, coordination and union power) and employment quality (quality indicators of the EES) for the core countries of the EU in the last decade. The analysis seeks to contrast a hypothesis about the likely influence of different collective bargaining systems characteristics on macroeconomic employment development, not only in quantity terms but in quality ones, identifying last one as the working conditions prevailing in each labour market.

A shorter workday has been a historical demand of many trade unions,which view it as a human resp... more A shorter workday has been a historical demand of many trade unions,which view it as a human response to technological progress. Reduction of working hours is currently regarded as an active labor policy that leads to productivity gains and to a distribution of those gains among all economic agents involved. The mechanisms that favor job creation deriving from shorter workdays are based on two premises: reorganizing working hours or, alternatively, making up for their reduction through wage cuts. The set of labor policies based on this idea can be divided into those that directly reduce the duration of the workday, those encouraging part-time jobs, and those whose aim is work-sharing. Taking as an example the different policies implemented in some European countries where either the reduction of working hours has been made mandatory or part-time jobs have been encouraged, this paper analysis the effectiveness of those measures with regard to their manifest purpose of generating or maintaining employment levels.

Entre las políticas laborales se encuentran las que promueven acciones con el objeto de paliar lo... more Entre las políticas laborales se encuentran las que promueven acciones con el objeto de paliar los desequilibrios y desajustes del mercado de trabajo, distinguiéndose entre las que lo hacen con carácter anticipador (las denominadas políticas activas) o de forma compensadora (políticas pasivas). Tras el Tratado de Amsterdam (1997) y la puesta en marcha de la Estrategia Europea de Empleo (EEE), la política laboral adquiere una especial relevancia, fomentándose la utilización de políticas activas en detrimento de las predominantes políticas pasivas.
En este trabajo se analiza la eficiencia del gasto en las diferentes acciones de política activa, respecto a los objetivos planteados en la EEE (en cuanto a las variables de volumen y calidad del mercado de trabajo), mediante un modelo de datos de panel, con el fin de contrastar la preferencia demostrada por este tipo de políticas en el ámbito europeo.

No economic growth has been observed in this year. On the contrary, a constant decay of economic activity can be found. It is a similar tendency to that shown in other European countries which, during the second half of the year, are facing a new period of recession. As a result, deterioration of Labour Market in Spain is increasing: total employment is declining and the number of unemployed in the forth quarter of 2012 is almost 6 millions. Unemployment rate has reached a new record of 26.02%. The paper presents an overview of the evolution Spanish economy in the European context and of the most important labour market variables in the second semester of 2012. The article also pays attention to the situation of the economy and the labour market in
Andalusia in the same period.

A new period of economic recession appears in the first quarter of 2012 and growth of unemployment and massive destruction of employment is expected in the next terms in a similar way to what happened at the beginning of the crisis. On the other hand, Spanish labour supply grows at a small but steady rate. In this term, Spain has reached a new record in the number of unemployed.

The big decrease of economic activity is the cause of a new wave of employment destruction. As a result, the highest rate of unemployment in modern Spanish economic history has been reached, according to the data provided by the National Institute of Statistics. In this paper, we analyse the evolution of the main labour indicators in the Spanish and Andalusian Labour Markets. We pay special attention to the impact of economic crisis on different groups of workers according to their educational levels in the period 2008-2012.

Firstly, the article presents the main characteristic of the recent evolution of the economic development in Europe and Spain, where a declining economic activity can be found in the second part of the year. Secondly, the paper analyses the evolution of the main variables: labour supply and demand and unemployment disequilibrium. This structure is followed both for the Spanish and Andalusian perspective. Special attention is paid to younger workers in order to consider the impact of the economic crisis on this particular group of people.

In the first quarter of 2011, a new record has been registered in the number of unemployed: 4.9 millions, that means an unemployment rate of 21.29%.
The recovery of economic activity in Spain is too weak to expand the demand of labour. The situation is similar in Andalusia, where the number of unemployed has also reached a record of 1.87 millions. In this region, unemployment rate is 29.68%. Under this context, the paper presents a systematic overview of the most important labour variables in Spain and Andalusia (supply, demand and unemployment dynamics).

The Spanish economy appears at the bottom of the list of the European countries according to economic growth. On the contrary, Spain is at the top of the list if unemployment rate is the variable considered. According to data supplied by the National Institute of Statistics, in the third quarter of 2010, occupation has grown and unemployment has declined as the supply of labour has been stable during this quarter. During the same period, the Andalusian Labour Market shows a different evolution. Employment has declined and unemployment rate has grown, up to a 28.55%, 8.76 points higher than the Spanish figure.

The destruction of employment and the increasing number of unemployed placed the Spanish economy in a situation of especial danger compared with other European countries. In this article we review the recent evolution of the main labour variables both in Spain and in Andalusia. We use a traditional methodology and begin with a brief description of the economic situation of Spain. Then, we analyse firstly the evolution of labour supply, secondly the evolution of employment and finally the dynamics of unemployment. We follow the same method to present the recent characteristics of the Andalusian
labour market in the same period of time.

Statistical information disposal shows decelerations in the falling of the most important labour variables. It is relevant the slowdown in the evolution of unemployment due to some government policies and also to the stationary that happens in the second quarter of every year. In relation to the evolution of Spanish labour supply we must emphasize the reduction that has been estimated in this period and that has not happened since 1998. On the other hand, employment´s fall continues, although at a lower rate than in previous periods. Something similar occurs with unemployment growth rate. In Andalusian labor market the most outstanding figure is that the number of estimated unemployed is almost one million.

análisis de la negociación colectiva es crucial para comprender el desarrollo de la economía española en los últimos años. En este trabajo nos centramos en el análisis de la evolución reciente
de las variables económicas más relevantes determinadas en la negociación colectiva en España y en Andalucía.
El trabajo comienza con un análisis comparativo del modelo de negociación colectiva español con relación a los modelos de otros países de nuestro entrono y concluye que el modelo español se caracteriza por un grado de centralización intermedio entre la completa centralización y la total descentralización, lo que pude constituir una situación ineficiente desde la perspectiva macroeconómica.
En lo que respecta a los contenidos determinados en los convenios, se observa que la mayor parte de los esfuerzos negociadores se centran en la determinación salarial, si bien, en términos reales, éstos aumentos son muy moderados, y en algunos años del periodo analizado (1995-2003) se ha producido una pérdida de poder adquisitivo. La jornada laboral ha mostrado una evolución descendente debido fundamentalmente a la reducción de las horas extraordinarias.
Estas dos características, se encuentran también en lo referido a la evolución de la negociación colectiva en Andalucía, donde la reducción de jornada y el aumento salarial real han mostrado una tendencia semejante a lo ocurrido a escala nacional.
En términos generales, también se observa en los convenios suscritos en España una leve tendencia a reducir la atención a los aspectos no salariales a lo largo del periodo considerado.
Las presiones que, sobre los países europeos especialmente, se están ejerciendo desde algunos organismos internacionales (FMI, Comisión Europea…) inciden en la necesidad de descentralizar la negociación colectiva y debilitar las instituciones del mercado de trabajo, con la idea de que suponen una traba para su buen funcionamiento.
En este paper identificamos cómo los resultados, en términos macroeconómicos, del mercado de trabajo han sido distintos según las diferentes estructuras de negociación colectiva, midiéndolo a través de un análisis de datos de panel. Y cómo la negociación colectiva puede jugar un papel fundamental al paliar los fuertes desajustes del mercado de trabajo ante perturbaciones macroeconómicas. Este análisis permite agrupar a los países de la UE-15 atendiendo a los diferentes niveles de coordinación, centralización, tasa de afiliación y cobertura de la negociación (indicadores que delimitan la estructura de negociación) y observar la incidencia en sus economías, en términos de volumen y calidad de empleo, de evolución salarial y en, general, en términos de crecimiento económico durante el reciente periodo de crisis 2007-2010.
