La violencia iniciada con la conquista y colonización española en el siglo XVI se intensificó durante la consolidación del Estado nación en la segunda mitad de siglo XIX, en colaboración con las elites y las iglesias. La violencia contra los pueblos indígenas no ha cesado, sino que continúa hoy a través del despojo territorial y el desplaza-miento forzado, que se actualizan a medida que el modelo neoextractivista se profundiza y amplía las fronteras de las tierras a explotar. Desde el retorno de la democracia en 1983, el Estado argentino prácticamente duplicó la cantidad de pueblos originarios reconocidos oficialmente, cifra que sin embargo no coincide con los casi cuarenta contabilizados por las propias organizaciones indígenas. Si bien a través de diversos instrumentos jurídicos plasmados en leyes y decretos reconoció también la vulnerabilidad de dichos pueblos y se comprometió a garantizar sus derechos, en la práctica estas normativas se cumplen deficientemente, tal como ilustra la ejecución de la Ley nacional N° 26.160 conocida como “ley de relevamiento territorial”. Esta ley, sancionada en 2006 y prorrogada a través de otras tres leyes (N° 26.554/09, N° 26.894/13 y N° 27.400/17), declaró “la emergencia en materia de posesión y propiedad de las tierras que tradicionalmente ocupan las comunidades originarias del país”. Además de que el relevamiento proyectado ha tenido un nivel muy bajo de implementación, en los últimos años los reclamos territoriales realizados por las comunidades suelen ser respondidos con represiones, que fueron aumentando en intensidad y frecuencia ocasionando detenciones de hombres, mujeres y niños, heridos de distinto grado de gravedad, desapariciones y muertes. Las represiones, a su vez, suelen ser acompañadas por renovadas campañas de estigmatización y criminalización contra los pueblos indígenas, para instalar justificaciones para el despojo, la avanzada de grandes emprendimientos neoextractivistas y el recrudecimiento de la violencia institucional.
En este artículo, integrantes de la cátedra Sistemas Socioculturales de América I reflexionaremos sobre la violencia contra los pueblos indígenas en Argentina. Comenzaremos con un repaso de ciertas características del proyecto genocida que, a fines del siglo XIX, se intensificó con la conquista militar de territorios que en ese entonces estaban bajo dominio indígena. Dicho proyecto continúa en la actualidad a través de la resignificación de la lógica dicotómica “civilización y barbarie”. Al igual que en el pasado, la violencia no solo se manifiesta de forma directa —a través de desalojos y represiones—, sino que también toma la forma de violencia cultural o simbólica, tal como ocurre con las representaciones negativas construidas por distintos agentes, entre los cuales se destacan los medios de comunicación masiva y las repercusiones entre los usuarios de las redes sociales.
