El capítulo explora diversas trayectorias de pensamiento político en ciencias sociales en relació... more El capítulo explora diversas trayectorias de pensamiento político en ciencias sociales en relación al estado como problema sociológico y espacial en el marco de la modernidad capitalista.Situados en el denominado giro espacial, que identifica en el espacio un elemento constitutivo e instituyente de las tramas sociopolíticas que componen lo social, se revisan antecedentes clásicos y poco conocidos en ciencias sociales como los diálogos entre Durkheim y Ratzel a fines de siglo XIX, Aquello para ilustrar que la preocupación en torno a la espacialización de los estados, no es una novedad del giro espacial contemporáneo, y que nuestro trabajo recoge aquellas interrogantes y los pone en relación a los estudios compilados en el libro.

During the last decade, the notion of sacrifice zones has become a relevant signifier in socio-en... more During the last decade, the notion of sacrifice zones has become a relevant signifier in socio-environmental discourses and mobilization dynamics, critical of neoliberal development models in South America and particularly in Chile. Despite its growing relevance in public debate, there is a lack of theoretical problematization of the phenomenon in its sociopolitical, spatial and historical dimensions. In such direction, we seek to rethink sacrifice zones from spatial justice theoretical repertoire, through an approach that articulates different temporalities transcending short-term analysis. Based on the study of five emblematic cases of Sacrifice Zones in Chile, we examine the political problematization during the last decade, which converged in a constitutional process signed by the transversal character of environmental issues and by the centrality of the critique of sacrificial development.

El artículo explora diversas discusiones en torno a la cuestión ambiental contemporánea a través ... more El artículo explora diversas discusiones en torno a la cuestión ambiental contemporánea a través de la noción híbrida de democracia socioambiental, la que busca rescatar elementos de la filosofía política para pensar la cuestión ambiental de nuestros días como un desafío para repensar la democracia. Lo anterior lleva a examinar e interrogarnos por las formas en las que procesos de politización ambiental y ambientalización política han mostrado sus limitaciones en diversos campos de acción intelectual en un contexto global de crisis sistémica. En una crisis que está caracterizada por múltiples ascensos de incertidumbres y en el que además de la crisis ambiental, los sistemas políticos y democracias exhiben síntomas de desgaste, crisis de legitimidad y representación. Frente a este escenario crítico, se afirma que la democracia socioambiental se constituye en un campo relevante de problematización y en consecuencia, también importante para la acción colectiva en nuestros días.

El artículo analiza el proceso de construcción de identidad de lugar en la Bahía de Coronel en la... more El artículo analiza el proceso de construcción de identidad de lugar en la Bahía de Coronel en la Región del Bío-Bío en Chile en el contexto de industrialización reciente. Se adopta el concepto de zona de sacrificio para caracterizar la trayectoria de devastación socio-ambiental producida en el territorio. El estudio se focaliza en torno a tres referentes industriales implementados a partir de la reconversión productiva puesta en marcha en la década de 1990. Desde una perspectiva de historia ambiental híbrida y con un fuerte componente en el análisis de procesos contemporáneos, se utilizó un enfoque etnográfico que incluyó la realización de entrevistas y revisión de documentos, buscando poner en diálogo las fuentes cualitativas con un marco de procesos sociohistóricos más amplios. Se observó que las narrativas de identidad adoptan un carácter “residual” relacionado con el deterioro socio -ambiental y del bienestar de los residentes.

Neste trabalho, a partir de uma abordagem regional localizada no vale de Copiapó, Região do Ataca... more Neste trabalho, a partir de uma abordagem regional localizada no vale de Copiapó, Região do Atacama, norte do Chile, realizamos uma análise ambiental no período histórico de desenvolvimento do neoliberalismo no Chile, na qual enfocamos o metabolismo econômico, política material e institucional entre sociedade e meio ambiente. Especificamente, analisamos como a água está submetida a um processo de privatização e comercialização, constituindo as bases silenciosas do metabolismo extrativo no quadro do desenvolvimento e transformação da indústria mineira e agroindustrial, o que implicou uma intensificação radical do consumo industrial de água, paralelo a um aumento exponencial da acumulação capitalista e a uma simultânea hiper-desertificação artificial de uma área já naturalmente deserta. Hipotetizamos que o acúmulo por expropriação da água só foi possível tendo como condições de possibilidade e origem refundacional, as radicais transformações institucionais realizadas iniciadas na ditadura e consolidadas nos governos pós-ditatoriais, com as quais a análise da dimensão ambiental do presente não pode ser dissociada dos contextos políticos subjacentes e de suas trajetórias em termos de uma abordagem de análise de processo de média duração em termos braudelianos. Para isso, analisamos o fenómeno destacando duas ordens distintas, mas ligadas: 1) uma, relativa às trajetórias político-institucionais sob uma perspectiva histórica, considerando dimensões escalares em dimensiones políticas, econômicas e ambientais; 2) outra, sociopolítica e narrativa, ao abordar discursos e narrativas promovidos pelo capital, como formas ideológicas de despolitização da crise, Por outro lado, a emergência de narrativas de contestação desde as comunidades e atores locais, que vão da narrativa do desaparecimento do rio à do sequestro da água. Finalmente, destacamos que, ainda que não haja relação causal entre o sentido semântico observado, tanto o desaparecimento como o sequestro são narrativas que podem estar vinculadas à violência política originária da ditadura y a luta pelos Direitos Humanos, com o desaparecimento e sequestro de pessoas no âmbito da repressão política, paralela aos processos de transformação económica que levaram à reconfiguração silenciosa entre capital e meio ambiente no Chile. Em termos de periodização da conjuntura estudada, apesar de não estar estruturada de forma sequencial, se incluem eventos e processos que envolvem o desenvolvimento da conjuntura neoliberal desde a execução do golpe de Estado contra Salvador Allende em 1973, do desenvolvimento de transformações jurídicas e econômicas da ditadura militar e da consolidação neoliberal na transição pós-ditatorial, até o denominado estallido social de outubro de 2019 e o posterior processo constituinte em 2020/2021.

TA2's membership includes academics, students, practitioners, representatives of social movements and civil society organizations, among others. It has a wide remit, as it covers broad areas related to the social and environmental impacts of water-related infrastructures and operations, as well as extractivist activities, including mining and agribusinesses, among other. TA2 members work on the effects of large-scale water infrastructures, such as dams, river diversions, hydroways, etc., but they also look at the impacts of smaller infrastructures, such as small hydropower plants. Given its broad focus, TA2 has important linkages with most other Thematic Areas. Resumen Después de revisar algunos elementos relevantes de la trayectoria y de la coyuntura de la... more Resumen Después de revisar algunos elementos relevantes de la trayectoria y de la coyuntura de las actividades extractivas en Chile, derivadas de la arquitectura institucional pro mercantilización y privatización del agua, articulada en torno al Código de Aguas de 1981 y a la Constitución Política de 1980, el trabajo describe una controversia comunicacional, política y socioambiental que se ha desarrollado en el Valle de Copiapó, Región Atacama, a partir del despliegue comunicacional de una parte del estamento propietario del mercado de aguas vinculado al agro, quienes han buscado posicionar sus propios intereses en torno a su Proyecto Lautaro 2.0. El artículo identifica a los actores y a las estrategias de contestación desde la sociedad civil, mostrando cómo los marcos institucionales que garantizan el sistema de propiedad del agua emergen como uno de los elementos nodales en las redes discursivas que subvierten y develan los intereses del estamento propietario.

In this work we want to rethink the environmental history of water and power in Copiapó between 1... more In this work we want to rethink the environmental history of water and power in Copiapó between 1744 and 1801,through contemporary theoretical tools in a retrospective exercise of reflection. During the late colonial period, the river and water were dialectical mediator elements that wove and articulated the unity of the valley in fragile equilibriums and tensions between territories, social classes, ethnic groups and political estates of the valley. Therefore, we can identify the agency of sociopolitical dynamics as one of the earliest expressions of socio-environmental mobilization in chilean history.

A modo de conclusión, afirmamos la importancia de reconocer el papel de la resiliencia de las comunidades territorializadas y su componente normativo de resistencia ante la (re)producción de la vulnerabilidad, y señalamos que su análisis debe ir acompañado de la reducción de las injusticias espaciales y ambientales de los lugares de (multi)riesgo.

The article explores the sociopolitical dynamics deriving from the floods of May 2017 in the comm... more The article explores the sociopolitical dynamics deriving from the floods of May 2017 in the commune of Copiapó, in the Atacama region of Chile. From the perspective of processes, it examines the relations among the local organization and opposition practices, in view of the spatial policies formulated in the context of the floods and the subsequent rehabilitation processes. It carries out a theoretical study of the main conceptual discussions regarding spatial justice and links them to the field of socio-natural disasters and risks. In this context, it seeks to identify and describe the sociopolitical dynamics of the local actors in three critical points located in both the urban and peri-urban and rural areas of the commune of Copiapó. Contemporary, ethnographic strategies were used for the analysis. The empirical analysis shows that these dynamics take on differentiated configurations in terms of coping tactics; however, unlike the floods of 2015, in which explanations tended to focus on the naturalist elements of the disaster, the period studied shows a highlighted transition toward a hybrid explanation with a strong emphasis on political elements, evinced in the criticism of the role of the subsidiary State. As a result, socio-natural explanatory frameworks of the disaster take shape.

Se exploran las dinámicas sociopolíticas derivadas de los aluviones de mayo de 2017 en la comuna ... more Se exploran las dinámicas sociopolíticas derivadas de los aluviones de mayo de 2017 en la comuna de Copiapó, región de Atacama, Chile. Asumiendo una perspectiva procesual, se examinan las relaciones entre las prácticas de organización y contestación local, frente a las políticas del espacio bajo el contexto de las inundaciones y los procesos de rehabilitación posterior. Se exploran teóricamente algunas de las principales discusiones conceptuales en torno a la justicia espacial, vinculándolas al campo de los riesgos y desastres socionaturales.
En esta perspectiva, se busca identificar y caracterizar las dinámicas sociopolíticas de los actores locales en tres puntos críticos localizados tanto en el área urbana como en sectores periurbanos y rurales en la comuna de Copiapó. Para el análisis, se recurrió a una combinación de estrategias de etnografía contemporánea. El análisis empírico muestra que estas dinámicas asumen configuraciones tácticas diferenciadas de afrontamiento; no obstante, a diferencia de los aluviones de 2015, en los que las explicaciones tendieron a los elementos naturalistas del desastre, el periodo estudiado presenta una marcada transición hacia una explicación híbrida con fuerte énfasis en los elementos políticos, expresada en críticas hacia el rol del Estado subsidiario. Como consecuencia, se configuran marcos de explicación de tipo socionatural del desastre.

Asimismo, estudiamos las transformaciones en las formas de regionalidad en dicho período.

La muestra se propuso traducir a una problematización local los principales aportes conceptuales del libro "Recursos, vínculos y territorios..." (Salamanca y Astudillo Pizarro 2017). La muestra reprodujo la estructura temática original del libro que le dio origen, y se organizó en cuatro partes que reflejan su diseño conceptual. Siguiendo el mismo esquema, cada una de las partes de este libro presenta una serie de fotografías, imágenes y textos breves que intentan recoger aquellos conceptos originales y discusiones teóricas en que veníamos trabajando y, simultáneamente, mostrar y visibilizar procesos territorialmente inscritos y situados en la región de la ciudad y el río, abriendo posibilidades de repensar las relaciones entre lo urbano y lo fluvial, e interrogándonos sobre las heterogéneas formas en las que el agua opera como elemento territorial articulador.
En el libro se incluyen las versiones en español de autores como Karen Bakker, Rutger Boelens et al., Esteban Castro, Farhana Sultana et al., Manuel Prieto, Ugo Mattei, Gastón Gordillo, Alain Musset, Erik Swyngedouw, Géraud Magrin, Mathew Gandy, Diego Martín Ríos y Edith F. Kauffer traducidos en su gran mayoría por el Cuerpo de Traductores de la UNR.
diacrónicamente las relaciones entre sociedad y naturaleza desde una aproximación interdisciplinaria. Afirmamos que el río puede ser entendido simultáneamente como una metáfora de la memoria, el olvido y la identidad local y como una metonimia de una historia económica que se expande a lo largo de la larga duración capitalista en la región. El estudio, acompaña etnográficamente el proceso de reemergencia del río desde su desaparición y ausencia fantasmal, hasta su presencia simbólica en lo últimos años, y también materialmente y afectivamente encarnada a propósito de las lluvias y los aluviones de marzo de 2015.
Esta crítica da lugar a varias proposiciones que serán presentadas y debatidas en el marco de este seminario. Por una parte, una redefinición del encuentro etnográfico bajo el signo del diálogo y de la empatía. Por otra, una redefinición no-esencialista de los campos de investigación y más bien un análisis más profundo de las formas emergentes de organización social, lógicas simbólicas y políticas. Finalmente, en este seminario nos detendremos en la cuestión de las fronteras, cada vez más importante en el mundo contemporáneo. Es sobre la base de situaciones de frontera que intentaremos redefinir los contextos cosmopolitas de la política y de las dinámicas culturales.
Este seminario, organizado por el Programa “Espacios, Políticas y Sociedades” se realiza en el marco de las actividades académicas preparadas con ocasión de la visita a la Argentina de Michel Agier y de la publicación de su libro Zonas de Frontera. La antropología frente a la trampa identitaria (UNR Editora, 2015). El seminario está dirigido a estudiantes de postgrado de arquitectura, derechos, ciencias sociales y humanas.
