Desde 1962, the World Wildlife Fund (WWF) ha estado apoyando la conservación de las islas Galápagos. En la actualidad, uno de los proyectos emblemáticos del Programa Galápagos de WWF es el “Diseño e implementación de un nuevo sistema de manejo para la pesquería de langosta espinosa en la Reserva Marina de Galápagos”. Tras cinco años de trabajo e investigación por parte del equipo de WWF-Programa Galápagos; el día viernes 14 de diciembre, WWF Ecuador lanzó, en Santa Cruz, Galápagos, la recopilación de este trabajo en el libro titulado "Mejorando la pesquería de langosta espinosa en la Reserva Marina de Galápagos" editado por Jorge Ramírez, Mauricio Castrejón y Verónica Toral Granda. Este trabajo contiene siete capítulos de distintas disciplinas enfocados en mejorar el manejo de esta pesquería en las islas Galápagos. En el libro participan autores expertos en comercialización, mantenimiento de langosta viva y manejo pesquero de distintas instituciones como la Dirección del Parque Nacional Galápagos, la Fundación Charles Darwin, así como consultores y personal de WWF.

Ecosystem-based spatial management (EBSM) can provide a mechanism for a strategic and integrated plan-based approach to managing human activities in the marine environment. An EBSM approach was adopted in the Galapagos Marine Reserve (GMR) at the end of the 1990s with the adoption of marine zoning. The latter was created under a co-management regime to reduce conflicts among users arising over incompatible demands for ocean space, to mitigate the impact of human activities on sensitive ecological areas, and to contribute to the sustainability of Galapagos fisheries. Unfortunately, the promise of an EBSM approach in the GMR has not been matched by effectiveness in practice, in achieving the established management objectives. The aim of this paper is to evaluate the shortcomings and lessons learned related to planning, implementation, monitoring, evaluation and adaptation of the GMR's marine zoning scheme, and to provide recommendations to better realize the potential value of the EBSM approach to co-managing the shellfisheries of the GMR.

This chapter reviews the origin and advances of fishery science in the Galapagos Islands (Ecuador), before and after the creation of the Galapagos Marine Reserve and its co-management system. It explains how these events triggered the transition from a resource-focused to a social–ecological systems approach, which, however, remains incomplete due in part to a continuing dominance of the resource-focused approach within the structure and function of local institutions. It is argued that further progress toward a full social–ecological systems approach is needed to solve the increasingly complex socio-environmental problems faced by the archipelago. Transformation of the Charles Darwin Foundation into an interdisciplinary research center is suggested as a key move toward this goal that would increase the adaptive capacity and resilience of local institutions to deal with potential impact of globalization and climate change on the archipelago.

Since the enactment of the Special Law for the Conservation and Sustainable Use for the Galapagos Province (LOREG, for its initials in Spanish) in March 1998, various management measures have been established to control access to and exploitation of fishery resources in the newly created Galapagos Marine Reserve (GMR). However, their implementation has not been sufficient to eliminate the “race for fish”. The elimination of this problem is one of the expected results of the implementation of the Fishery Chapter of the GMR Management Plan. This article has two objectives: 1) analyze the causes that have hindered the elimination of the race for fish in Galapagos, and 2) provide recommendations for the design and implementation of a new fisheries management system.

"The economic performance of the spiny lobster (Panulirus penicillatus and P. gracilis) fishery in Galapagos has been negatively affected not only by the decline in lobster abundance (due to over-exploitation) and the global economic crisis, but also by the strong fragmentation of the fishing sector, the constant presence of middlemen, and the near exclusive trading of lobster tails.
In early 2010, WWF’s Galapagos program launched a research and development project focused on providing technical and scientific assistance to the Galapagos National Park Service (GNPS) and the local fishing sector to improve the management and marketing system of the spiny lobster fishery in the Galapagos Marine Reserve (GMR). One of the project goals was to strengthen the value chain of this fishery through marketing live lobster. Adopting a marketing system of this type can help to increase quality and add value to the product, given that its price and demand in the international market is significantly higher than those of frozen lobster tails. This could help to improve the socioeconomic condition of the fishers, without increasing harvest levels."

"En este trabajo se utilizó información de largo plazo de pesquerías artesanales de invertebrados en cuatro países de América Latina con diferentes formas de co-manejo pesquero, para evaluar el éxito relativo de dicho arreglo institucional.

El análisis histórico fue complementado con la aplicación de un indicador bioeconómico compuesto de desempeño pesquero, dado por la relación entre precio unitario del producto pagado al pescador en playa y la captura por unidad de esfuerzo (CPUE). El co-manejo per se no garantizó el éxito en el manejo de las pesquerías de invertebrados bentónicos analizadas, sino fundamentalmente en aquellos casos en los cuales dicha estructura de gobernanza ha sido institucionalizada y aplicada en conjunto con la asignación de: 1) derechos de uso territorial (DUTs); y 2) cuotas comunitarias de captura, las cuales son eventualmente reasignadas por familia. El éxito del co-manejo ha sido afectado por la carencia de políticas de estado, su falta de institucionalización en un marco legal adecuando, la débil cohesión de las comunidades locales, la escasa capacidad de monitoreo, control y vigilancia, y la ausencia de capital social.

Se resalta la importancia de la ciencia experimental como mecanismo efectivo para proveer solidez al co-manejo mediante la institucionalización del conocimiento adquirido, así como
para acceder a información imprescindible para implementar planes espaciales de co-manejo, necesarios en este tipo de recursos. Se sugiere desarrollar un co-manejo dinámico y adaptativo que considere aspectos ecológicos y sociales, tales como: 1) generación de estructuras de manejo de largo plazo lo suficientemente flexibles que permitan ser revisadas y mejoradas en función de la adquisición de conocimientos; 2) incentivos a los usuarios sobre gobernabilidad de los recursos, incluyendo la asignación de DUTs; y 3) esfuerzos sistemáticos de colaboración en la adquisición de conocimientos por parte del gobierno, la academia y los usuarios. "

The brown sea cucumber fishery is active in the Galapagos Islands since the year 1991 after its collapse in mainland Ecuador. This paper analyzes the Galapagos Sea cucumber fishery over the past decade and the reasons for its management pitfalls and chronic over fishing, and proposes an improved strategy for estimating stock size and harvest potential. Based on the historical distribution of the fishing fleet and past fishery surveys, 15 macrozones were defined; their areas were estimated from the coastline to the 30m isobaths and the numbers of sample replicates per macrozone were calculated for a density estimate precision of ±25%. Overall stock size was calculated by summing over all macrozones and was multiplied by 0.122 to obtain the annual quota. This multiplier was derived by inserting an exploitation rate of E=0.3 and a published natural mortality value of M=0.17 into Cadimas formula, thereby obtaining a more conservative precautionary quota estimate. Pre-fishery stock densities in 2009 were below the legal threshold value and the fishery remained closed. Mean densities were significantly lower in the deeper (>15m) than in the shallower (<15m) stratum, contrary to fishermen expectations. Through an empirical regression of (log) pre-fishery density versus subsequent annual catch for the period 1998-2008 we found that catches of most years greatly exceeded the here proposed quota explaining the collapsed nature of the stock.

A recent study (Bucaram et al., 2013) provides a contribution on the behavior of the Galapagos fishing fleet for spiny lobster (Panulirus penicillatus and P. gracilis). This comment supplements that study by resolving some gaps in its understanding of existing knowledge on the structure and dynamics of Galapagos fisheries. Specifically, we highlight the literature already available on Galapagos fishing behavior, the breadth and impact of the participatory process contributing to the Galapagos fishery co-management framework, and the relevance of previous fishery policy recommendations. As highlighted in this published literature, there is a need for further studies of fishing behavior in the Galapagos Islands; such studies can be of greatest benefit by building on the current knowledge base on fishing behavior and its management implications.

Quantitative surveys of penaeoid shrimps (Farfantepenaeus duorarum, F. aztecus, Litopenaeus setiferus, Xiphopenaeus kroyeri, Sicyonia brevirostris and Trachypenaeus similis) were conducted in Campeche Sound, southwestern Gulf of Mexico, in October and November 2002. A total of 20 stations were located along a bathymetric gradient ranging from 8 to 50 m. Spatial patterns in density and individual size were evaluated by geostatistics and linear/nonlinear models, respectively. Variographic analysis revealed that the isotropic spherical model successfully explained the spatial population structure of F. duorarum, F. aztecus, L. setiferus and X. kroyeri. Density maps obtained by punctual kriging clearly showed a species-specific spatial segregation in high-density patches, with a differential bathymetric distribution for these four species. Spatial structure was not evident for both S. brevirostris and T. similis. Clear bathymetric patterns in individual size were observed, increasing linearly (F. duorarum, F. aztecus and L. setiferus) and asymptotically (T. similis) with depth. These patterns are in agreement with the life cycle characteristics of these species. Geostatistical methods were useful to display the spatial structure of penaeoid shrimps, both for target and incidental species.

The white fish fishery is of historical socioeconomic importance for fishermen in the Galapagos Marine Reserve (GMR). Today approximately 68 species are fished, with mullet, wahoo, yellow-finned tuna, jack, and Galapagos sea bass the most abundant in the catch (Peñaherrera, 2007). The most common method is hand line fishing, with multiple hooks. Unfortunately, the lack of both economic and human resources has resulted in limited scientific knowledge regarding the current status of the fishery. In response to this, a method known as “Participatory Fisheries Stock Assessment” (ParFish) was adapted to Galapagos conditions and used in this study. This method was developed by scientists from the Marine Resource Assessment Group (MRAG) and has been applied recently in diverse sites of Asia and Africa, where scientific data is limited or non-existent, to evaluate small-scale, artisanal fisheries for the development and implementation of co-management systems (Walmsley et al., 2005). ParFish engages the users of the resource at each stage of fisheries management (evaluation, planning, decision-making, and implementation). Management impacts are analyzed and evaluated periodically to reformulate both management plans and actions. In this study, the ParFish method was used to produce a rapid and cost-efficient evaluation of the white fish fishery, based on Local Fisherman Knowledge (LFK). The LFK is understood as an accumulative body of knowledge, practices, and beliefs, generated by the fishers of Galapagos through their observations and experience while fishing.

El Capítulo Pesca es una parte integral del Plan de Manejo de la Reserva Marina de Galápagos (RMG), cuya meta general es “proteger y conservar los ecosistemas marinos-costeros del archipiélago y su diversidad biológica para el beneficio de la humanidad, las poblaciones locales, la ciencia y la educación”. En consecuencia, el Capítulo Pesca representa lo que la Organización de las Naciones Unidas para la Agricultura y la Alimentación (FAO, por sus siglas en inglés) denomina como “Plan de Manejo Pesquero”. De esta manera, el Capítulo Pesca representa una herramienta de planificación evolutiva y dinámica, que describe la política, las estrategias y los objetivos manejo que serán empleados para asegurar que los recursos pesqueros de la RMG sean utilizados de manera sustentable.

El calendario de pesca quinquenal de la Reserva Marina de Galápagos (RMG) aprobado por la Interinstitucional de Manejo (AIM) establece que la pesquería de pepino de mar en Galápagos se abrirá anualmente sobre la base de estudios poblacionales. En cumplimiento de este mandato, la Junta de Manejo Participativo (JMP) se reunió el 24 de marzo de 2005, para acordar las fechas, términos y compromisos bajo los cuales los sectores ejecutarían y financiarían en conjunto el monitoreo poblacional pre-pesquería de pepino de mar Isostichopus fuscus del año 2005. Así la fase de monitoreo se realizó entre el 3 y 15 de abril de 2005 por tres misiones de monitoreo, cada una integrado por personal (buzos) y equipos (botes y pangas), puestos o financiados por el Sector Pesquero, Parque Nacional Galápagos (PNG) y Fundación Charles Darwin (FCD). El presente informe muestra los resultados del monitoreo poblacional de peino de mar realizado entre el 16 y 30 de abril de 2005.

El objetivo de este informe es el de proveer a los miembros de la Junta de Manejo Participativo (JMP) y Autoridad Interinstitucional de Manejo (AIM) de unos criterios de recuperación para la pesquería de pepino de mar (Isostichopus fuscus) de la Reserva Marina de Galápagos, llamados a partir de aquí “Puntos de Referencia Objetivo (PRO)”, cuya función es la de servir como guía para determinar si la veda del 2006 ha permitido la recuperación del recurso pepino de mar y en que nivel, así como para definir el punto de reapertura de la pesquería. Entre enero y principios de marzo de 2007, la comisión técnica de la JMP trabajó en la definición de los PRO de la pesquería pepino de mar. El método empleado incluyó los siguientes pasos: a) identificación de las metas y objetivos de manejo existentes en la legislación vigente para la pesquería pepino de mar; b) revisión y análisis de indicadores y puntos de referencia existentes; c) definición de indicadores; 4) identificación y selección de los métodos analíticos a utilizar para la determinación de los PRO y 5) desarrollo de reglas de decisión.

El objetivo de este estudio es evaluar el desempeño de la pesca de altura mediante el uso experimental de dispositivos agregadores de peces (DAPs) en la RMG, con particular énfasis en la determinación de beneficios económicos hasta ahora generados por dicho proyecto piloto. Entre enero y julio de 2008 se colocaron tres DAPs cerca de la costa de la isla Floreana (DAP-COPROPAG), Isabela, (DAP-COPAHISA) y San Cristóbal (DAP-San Cristóbal). Únicamente los dos primeros continúan en operación. Se evaluaron diversos indicadores pesqueros y económicos para determinar la existencia de potenciales variaciones en función del sitio, temporada y arte de pesca, así como para la realización de un análisis costo-beneficio del proyecto. No se incluyó en el análisis al DAP-San Cristóbal debido a la carencia de información sobre su desempeño.
Entre julio de 2008 y julio de 2009 se colectó información de un total de 93 viajes de pesca. La captura total registrada fue de 30,294 libras. De éstas, el atún aleta amarilla, el pez espada y el dorado representaron, respectivamente, el 65.3%, 25.2% y 5.2% de la captura total. Se estima que un total de 16 embarcaciones han pescado alguna vez en los DAPs de COPROPAG y COPAHISA. Sin embargo, sólo ocho de ellas realizan regularmente sus faenas de pesca en estos sitios. Se estima que el esfuerzo de pesca total en ambos DAPs es de 528 días de pesca por año. La tasa de captura total registrada en el DAP COPAHISA fue
mayor que en el DAP-COPROPAG. En el primero, la tasa de captura fue de 323.5 libras/día de pesca, mientras que en el segundo fue de 253.3 libras/día de pesca. En el DAP-COPAHISA,
el arte de pesca con la mayor tasa de captura, sin discriminar por especie, fue el troleo con 38.5 libras/línea-hora, seguido del empate oceánico con 7.6 libras/línea-hora y la caña con 1.9 libras/línea-hora. Estos resultados deben ser tomados con cautela, dadas las diferencias existentes en el tamaño de muestra por tipo de arte de pesca. La tasa de captura del empate oceánico mostró variaciones intra-anuales en el DAP-COPAHISA. En este sitio la tasa de captura mostró una tendencia ascendente a partir de diciembre de 2008, hasta alcanzar un valor máximo de 2.8 libras/anzuelo-hora en julio de 2009, siendo el promedio total de 1.0 libra/anzuelo-hora. Esta tendencia se atribuye a los patrones migratorios de las principales especies objetivos que son capturadas en los DAPs, las cuales al parecer ingresan a la RMG entre los meses de enero y mayo. Sin embargo, es necesario un mayor esfuerzo de monitoreo e investigación para describir y entender los patrones migratorios de estas especies.

Las Islas Galápagos representan un icono a nivel mundial por su biodiversidad y el alto nivel de endemismo que las caracteriza. Sus ricos y diversos ecosistemas marinos han sido históricamente objeto de la actividad pesquera, especialmente a partir de la década de los 90s, periodo en el que se registró un importante desarrollo de la flota pesquera artesanal. Este hecho condujo en marzo de 1998 a la implementación de un esquema de co-manejo, cuyo objetivo principal fue controlar el acceso y nivel de explotación de los recursos marinos (particularmente de los recursos pesqueros) de la recién creada Reserva Marina de Galápagos (RMG). Lamentablemente, la institucionalización y aplicación de este tipo de esquema de manejo per se aún no ha logrado garantizar con éxito la sostenibilidad de las pesquerías y el bienestar socio-económico del sector pesquero artesanal de Galápagos.

El presente documento, desarrollado por Mauricio Castrejón Mendoza, representa una contribución clave para profundizar en el esquema de co-manejo de las pesquerías de Galápagos. Con claridad y rigurosidad, el autor relata la historia y tendencias de explotación de los principales recursos pesqueros en Galápagos, así como los éxitos y fracasos asociados al marco legal e institucional de manejo. Asimismo, identifica, señala y discute aspectos ecológico-pesqueros, socio-económicos y legales críticos para revertir los problemas detectados en el sistema de co-manejo de las pesquerías artesanales de Galápagos. Además, sustenta sus aseveraciones en resultados generados con herramientas cuantitativas de actualidad, arribando a varias recomendaciones específicas, concretas y útiles, tanto para los científicos como para los tomadores de decisiones. El análisis minucioso, comprehensivo y crítico de dichas pesquerías le confiere una innegable importancia para el mejoramiento del sistema de co-manejo pesquero de la RMG.

Las pesquerías de pequeña escala, o artesanales, desempeñan un papel fundamental en la seguridad alimentaria y mitigación de la pobreza en América Latina. Estas pesquerías están cada vez más amenazadas por factores antropogénicos y climáticos que actúan en diversas escalas espacio-temporales. Este trabajo documenta los efectos de la variabilidad climática en pesquerías de pequeña escala de invertebrados en América Latina, basado en literatura reciente. Además se discute el impacto conjunto de dos agentes forzantes adicionales: la
globalización de los mercados y la gobernanza. Se ha observado que la variabilidad climática (e.g., anomalías de la temperatura superficial del mar) produce impactos significativos en las pesquerías de pequeña escala, los cuales varían en función del ciclo de vida y la distribución geográfica de las especies objetivo, así como de las características oceanográficas de cada región. Estas variables, en conjunto con factores económicos, han incrementado las tasas de agotamiento de los stocks pesqueros. Se destaca la necesidad de mejorar los sistemas
de manejo y gobernanza para hacer frente a la creciente incertidumbre generada por los impactos del cambio climático y la globalización de mercados.

The resilience of small-scale shellfisheries in Latin America is increasingly threatened by climatic and human drivers acting simultaneously at multiple temporal and spatial scales. Co-governance is emerging as a potential solution to enhance the capability of governing systems to respond to the social-ecological impacts of external drivers of change. Although there is an increasing understanding of the factors that determine the success and failures of diverse co-governance arrangements in Latin America, there is still a poor understanding about how this mode of governance responds to different crises, and how these responses are shaped by past experiences and by the features of the governing system and the system-to-be-governed. In this chapter, we evaluate how institutions learn, self-organize and respond to diverse climatic and human drivers in seven co-governance arrangements, and identify the factors that enable or inhibit building institutional adaptability. Our analysis shows that the combined impact of different drivers produced social-ecological impacts on local fishing communities’ wellbeing. In this context, institutions and actors displayed coping and adaptive responses to prevent or mitigate the damage on fishery resources and fishers’ livelihoods. These varied according to the magnitude, extent, periodicity and intensity of press and pulse perturbations, and were shaped by past crises, social-ecological memory and the particular social features of fishing communities in which institutions are embedded. In most cases, after severe crises, small-scale fishers took collaborative actions for re-organizing their cooperatives and their harvesting and trading strategies in order to prevent future crises and enter into more sustainable pathways. In conclusion, the same factors that promote (or preclude) high governability are also those that enable (or inhibit) building institutional adaptability and resilience.
