El presente artículo busca responder a la pregunta fundamental ¿qué implicaciones de la política pública de ciencia, tecnología e innovación (CTeI) tendría (y qué se requeriría para) el cumplimiento del Acuerdo Final de paz firmado por el Gobierno nacional y las Fuerzas Armadas Revolucionarias de Colombia – Ejército del Pueblo (farc-ep) en Colombia en el 2016? Aunque la política de CTeI es apenas mencionada en el Acuerdo Final, y más que todo con referencia a temas agropecuarios, se con- sidera que es un tema transversal e integral para la sociedad. Y, como en todos los sectores, con el actual panorama político y social en Colombia de la implementación del Acuerdo, la CTeI también requiere una reflexión importante en cuanto a su relación con, y su papel en, la construcción de “una paz estable y duradera”. Para ello, prime- ro discutiremos brevemente sobre las características de la política actual de CTeI y las características de la que se ha implementado hasta el momento en la “época del preacuerdo”. Luego, hablaremos sobre los retos que traerían los acuerdos de cara a su implementación. Posteriormente, revisaremos la coherencia entre el “nuevo dis- curso” derivado de la implementación de los acuerdos, a la luz del discurso global sobre temas de relevancia local en economías emergentes como Colombia en materia de CTeI. Paso seguido analizaremos el contexto colombiano, identificando los retos específicos para la implementación de una política pública de CTeI responsiva como la que se promueve internacionalmente y que se desprendería del Acuerdo con las farc. Por último, discutiremos los pasos recorridos hasta el momento en relación con la política de CTeI, tanto por el Estado como por la sociedad civil organizada, y que se iniciaron mucho antes del inicio del proceso de paz reciente con las farc. Se trata de experiencias que darían cuenta de la existencia de “semillas” y know-how ganado con el tiempo, garantizando no empezar de cero sino servir de bases a par- tir de las cuales se podrían fundamentar las nuevas políticas de CTeI que requeriría Colombia en pro de una sociedad más inclusiva y una paz sostenible.

La gestión de lo público se desarrolla en un entorno de racionalidad limitada en los términos de Simon (1976), aquella caracterizada por el hecho irrefutable que el tiempo, los recursos, la información y los conocimientos disponibles son siempre limitados cuando se toman decisiones sobre política pública. En ese contexto, la Evaluación Ejecutiva (EE) o ‘rápida’ se presenta como una forma eficiente de apoyar dicho proceso de toma-de-decisiones-en-la-marcha de manera ilustrada; particularmente cuando el propósito es dar cuenta de los resultados alcanzados y proveer información útil para mejorar el desempeño del programa o política en ‘tiempo real’. En ese sentido, la EE propuesta en el presente artículo se presenta como una metodología que apela al conocimiento con que gozan actores relevantes en el terreno, y al uso de instrumentos simples, adaptativos y relevantes en función de las necesidades de información con la que los tomadores de decisión pueden hacerse una idea certera sobre el desempeño de la política o programa en cuestión.

Inequality is growing in the United States. This article examines the relationship between innovation strategies and wage inequality at state level in the US. State science and technology strategies usually aim to add high-skill, high-wage jobs to the local economy. When they succeed, therefore, they threaten to increase wage inequality. Alternative innovation strategies are possible, including 'good job' strategies that focus on creating jobs in the middle of the wage distribution, and 'better life' strategies that improve living conditions for those at the low end of the wage scale and for the unemployed .

the time-evolution of the Gentoo package dependency graph.
We find that the Bass model of innovation di usion fits the
growth of the number of packages depending on a given
library. Interestingly, we also fi nd that low-level packages
have a primarily imitation driven adoption and multimedia
libraries have primarily innovation driven growth.

Este estudio de caso es el resultado de un trabajo conjunto entre la
Universidad Externado de Colombia, el Consejo Comunitario MaKankamaná de Palenque de San Basilio y la Corporación para el
Desarrollo de las Comunidades Afrocaribeñas Jorge Artel.
El estudio buscó identificar y analizar los procesos de puesta
en valor de la identidad cultural (IC) que hasta la fecha se han llevado
a cabo en San Basilio de Palenque, examinar las experiencias que estos procesos han promovido, sus principales características
e identificar qué se necesita para incentivar la valorización de la
IC en el marco de un proceso sostenido y equitativo de desarrollo
territorial. A partir de esta observación se formulan recomendaciones
dirigidas a reducir la pobreza, la desigualdad y la exclusión
que afectan actualmente a las comunidades originarias de San
Basilio de Palenque.
Este artículo se subdivide en tres secciones. La primera describe
a San Basilio de Palenque, sus principales características y
rasgos culturales. La segunda explica la orientación del estudio
de caso y los referentes teóricos y metodológicos que fueron utilizados.
Para terminar, se presentan los resultados y conclusiones
que arrojó la investigación.

This paper delves on the determinants of international research collaboration involving developing countries, and provides evidence on the effects of both structural and functional factors on the design of collaborative strategies at the research team level. In particular, it studies the characteristics and collaborative patterns of 1889 Colombian research teams working in all scientific areas. It explores the effects of team size, team age, the number of team members with doctoral degrees, the characteristics of the team leader, the performance of the team, the sector of operation, the characteristics of the institution of affiliation, and the characteristics of the region they are located. A logistic regression model is used to account for the factors affecting the collaboration modality (hosting foreign researchers, working in projects with foreign funding, and co-authoring with colleagues working overseas) as well as the type of partner involved (partners from Northern and Southern countries). It finds that the number of members holding doctoral degrees and the characteristics of the team leader have the strongest explanatory power of the collaborative behaviour of teams in Colombia. It concludes outlining policy implications and recommendations.

This article aims at increasing understanding of the role of R&D (Research and Development) evaluation mechanism in
mitigating conflicts of governance under the organizational framework of Publicly Funded Research Institutions (PRIs).
There has been a series of governance reforms within the Chinese Academy of Sciences (CAS) in the past eighteen years.
These vigorous reforms over the years have improved significantly CAS’s stability of organizational research landscape and
focused governance of complex R&D across varying institutes, disciplines and fields. Dynamics of evaluation mechanism, as
a key instrument of governance reforms, has experienced four stages from zero, being purely quantitative towards strategic
usefulness and categorized principles. Organizational governance of CAS has been learning to be increasingly aggregated
from the institutionalization of evaluation mechanism and the growing stakeholders’ communication and interactions. The
roles of evaluation mechanism are for governing complexity and mitigating stakeholders’ tensions in CAS, which perform
varyingly at different levels of organizational framework. CAS study offers insights for governance of developing large-scale
PRIs under similar organizational framework especially experiencing big reforms.

Although in recent years some emerging economies have improved their performance in terms of R&D investment, outputs and innovative capacity, these countries are still blighted by extreme poverty, inequality and social exclusion. Hence, emerging countries are exposed to conditions which differ quite substantially from the dominant OECD model of innovation policy for development and welfare. This Handbook contributes to the debate by looking at how innovation theory, policy and practice interact, and explains different types of configurations in countries that are characterized by two contrasting but mutually reinforcing features: systemic failure and resourcefulness. Focusing on innovation governance and public policies, it aims to understand related governance failures and to explore options for alternative, more efficient approaches. 'This volume addresses head-on one of the main challenges of the 21st century: how to realize the new Sustainable Development Goals in emerging economies and developing countries. The contributors not only offer first-rate and original research, but also daringly take normative stances on how to better use knowledge, science, technology and innovation for development.
