No cerne das transformações que o Estado contemporâneo tem vivenciado a partir do
século passado, torna-se indispensável compreender a funcionalidade do desenho da política
social. Tendo em vista a reprodução do sistema econômico e social em curso, é necessário
desvelar as suas características, assim como elementos conjunturais que permitem a sua
elegibilidade. As políticas sociais assumem diversa abrangência e intensidade dependendo, entre
outras variáveis, das atribuições que o Estado assume com a finalidade de manter a ordem
vigente. Para a análise, utilizamos a ideia de controle social, que na contemporaneidade
frequentemente relaciona-se com o empoderamento da sociedade civil na perspectiva de
ampliação e cumprimento de direitos. No Estado de Bem-Estar Social, a política social advinda
do Estado desempenhara de forma profícua a estabilidade social. A partir das últimas três décadas
do século passado, a crescente institucionalização da participação popular, aliada à profusão de
políticas de complementação de renda dirigidas à base da pirâmide social, configura a diminuição
na abrangência e intensidade das políticas sociais advindas do Estado. Na senda destas
transformações é que tecemos considerações relacionadas com a necessidade de sustentar a
ordem social, tendente à reprodução do regime de acumulação vigente.

This paper analyzes the international projection of the Cuban Revolution, discussing the contours of your soft power that contributed to its international reintegration. To this end, after presenting a brief discussion of this concept, and transformations of the international contemporary analyzes the change of use of soft power in the revolutionary process in Cuba. In this sense, points out that such power was in the golden years of the Revolution (60 and 70), based on the revolutionary aura and charisma of their leaders (Fidel Castro and Che Guevara, among others) and in the first decade of this century, acquired new contours supported the emergence of social Diplomacy, based on cooperation based on social services (health, education and sports, among others), contributing to the establishment of diplomatic ties and the development of a positive image of the country.

As part of the installation process of formal democracies in Latin America over the past three decades, there has been an intense process of political participation, whether as social movements is as much as social capital - linked to a so-called "new institutionalism". Simultaneously, several important countries in the region in recent years have been governed by presidents with marked centralization of power, using legal instruments, constitutional reforms or forming broad coalitions. Decisive aspects of this analysis consist of the reforms that the state has experienced since the last decade, which sought to create shared spaces of accountability, decision and implementation of governmental actions with civil society and the private sector - among them stand out social policy management councils. At this point, we investigate whether the theories of institutional participation retain their explanatory power, if social movements (new or traditional ones), allow us to better understand the situation, or even if what prevails might be an hybrid version that combines the persistently hierarchical structure whith the subaltern inclusion of Latin America in the world system

The industries of fish located in the coast north of Santa Catarina,
Brazil, present units that dedicates to the capture, the proces sing, the
freezing and the distribution of this food. The present multidiscipline
boarding deals with the insertion of the woman in the fishing industry, in
particular of that they work in the improvement of the fish, regionally
identified as “manipulator of fished”. The exploratory study with ethno-
graphic characters made possible to confer the process of manipulation
of the fished, the work conditions, its social relations, as well as its im-
pacts in the body and the health of these women. The present research
allowed to evidence that the work of the “manipulators of fished” de -
mand bigger attention of public policy, that does not benefit them with
public politics and it does not exert its fiscalization power on the work
conditions.

Abstract: In a country with several social problems such as Brazil, the abandonment of children and adolescents is a matter of concern, especially considering the reality of so-called transition houses, which serve as temporary shelter. This article is an abridged version of a study performed with employees of a foster care institution located in the South region of Brazil. This is a survey of the problems faced in a daily basis by workers regarding the sheltered children. The methodological approach was qualitative, using for data collection the methodology of the Circle of Culture proposed by Paulo Freire. The analysis was based on the " generating issues " that were raised. Two main themes emerged: the needs of workers in relation to the work process and how they feel about working with children. The results reveal certain aspects of the abandonment of the state and of the children’s respective families. Our research has exposed the need of establishing a comprehensive social policy for this population in the face of the dilemmas faced by the foster care institutions.
Resumo: Num país com inúmeros problemas sociais como o Brasil, o abandono de crianças e adolescentes se constitui em problema preocupante, principalmente ao adentrarmos a realidade das chamadas casas de passagem, que lhes servem como abrigo temporário. O artigo é o recorte de um estudo junto a trabalhadores de um abrigo localizado no sul do país. Trata-se de um levantamento de problemas enfrentados por trabalhadores em seu cotidiano junto a crianças abrigadas. A abordagem metodológica foi qualitativa, utilizando-se para coleta dos dados a metodologia do Círculo de Cultura proposto por Paulo Freire. A análise se deu a partir dos " temas geradores " levantados. Emergiram dois temas principais: as necessidades dos trabalhadores em relação ao processo de trabalho e como se sentem em relação ao trabalho com as crianças. Os resultados apontam aspectos do abandono do Estado e do abandono familiar. Constatamos a necessidade da instituição de uma Política Social inclusiva para essa população, já que esse é um dilema enfrentado pelos Abrigos.
