Teachers can use one of several standardized instruments or an informal reading inventory to assess the abilities of their reading students. A problem occurs for the teacher of nonreaders or the teacher of beginning readers. These students cannot be assessed with instruments requiring reading ability. They need to be evaluated with instruments that sample their ability to perform with psycho-motor, auditory, oral, and visual skill areas. These areas are the foundation of beginning reading instruction and should be measured and evaluated prior to instructional planning for each kindergarten and primary school child. There is also evidence to suggest that visually marking subject, predicate, and phrase boundaries results in an improvement in children's reading comprehension. The procedures used to establish the validity of the Minnesota Reading Assessment (MBA) are described in this paper. The MBA is described as a measure designed for use with students in community colleges, business schools, technical schools, and other secondary and postsecondary training institutions in order to measure student competence in specific reading skills: reading rate and retention, vocabulary, and comprehension. The paper presents data drawn from the validity studies, which were completed in connection with the standardization of the test and which involved students in vocationally oriented programs, in community colleges, in four-year colleges, and in programs for the hearing impaired. This paper discusses an investigation that compared college students, reading gains when using general or specific diagnosis. It reports that significant gains ,were made .on many subskills of the Stanford Diagnostic Reading Test by the group that had the prescriptions developed as a result of a differential (specific) diagnosis and that +here were no"significant gains noted on the Nelson-Denny Reading Test, a general survey test. An analysis of'two other research studies on this topic shows that results of this study support the results of a study by G. L. Cos and J. E. Swaim and contradict the results of a study by B. D. Smith. It is noted, however, that since Smith used the Nelson-Denny Reading Test to test gains from specific di aanosis, her findings are nct necessarily valid and not necessarily contradictory to those of the other two studies.
