The relation between the levels of public expenditure and their impact on economic growth and soc... more The relation between the levels of public expenditure and their impact on economic growth and socio-economic development is long-term issue investigated by the public finance theory. Relevant answers to it are also of great importance for economic practice. The aim of the present study is to analyse the relation between the levels and structures of public expenditures and the Human Development Index. The study uses the Data Envelopment Analysis DEA to identify countries that effectively use public spending to achieve the highest socio-economic development of society. The findings indicate that the total amount of public expenditure does not have significant impact on the socio-economic development; however public expenditures in “productive” sectors of public services (especially education, health and social services) have the potential of positive impact on the socio-economic development.
The objective of this paper is to present the factors that were the key differences between succe... more The objective of this paper is to present the factors that were the key differences between successful and failed social innovations in a co-creation initiative in Slovakia. Out of 33 implemented projects in this initiative we analyzed 21 final reports for the co-creation projects and selected 5 cases for an in-depth analysis. With 5 representatives of the co-creation projects we conducted structured interview, based on methodology of LIPSE project (Learning from Innovation in Public Sector Environments, project that focuses on identifying drivers and barriers of social innovation and its outcome). Generally, most of the failures are connected with the role of the innovation initiator and the neutral or even negative attitudes of local governments to any co-creation initiative due to overloaded schedules of public servants. Our analysis shows also other factors that account for social innovation failure.

It identifies different types of co-creation as social innovations, as well as the drivers for, and barriers to, successful co-creation processes at the subnational level in Slovakia. This study is a part of the research project “Learning from innovation in public sector environments” (LIPSE) and as such focuses on co-creation in the fields of welfare and the environment. One of the findings is that co-creation innovations are predominantly proposed and initiated by other actors, rather than by local self-governments, contrary to the main role that local governments are believed to play in initiating the co-creation processes. Explanations for such situations are provided.

The use of information and communication technologies including electronic public procurement represent an important tool to increase economy and in some cases, efficiency, too. The goal of this article is to analyse the use of e-procurement in the conditions of Slovakia at the regional self-governing level with the aim to identify those factors influencing e-procurement use. Using qualitative and quantitative research methods and original survey data from our own research collected within the LIPSE project we defined the most important external and internal factors determining e-procurement use at the regional self-government level.

In contrast to the neoclassical market failure approach, we build on the institutionalist and systems-theoretic framework that draws attention to the shortcomings of the dominant institutional structures of the private for-profit and public sectors. Utilizing a representative survey of 60 nonprofits, we identify their key characteristics and single out the “supply-side” and “interdependence” theories as their most useful explanations. These results accentuate the role of nonprofits in realizing societal values, while taking account of institutional complementarities, regional variations, and legal peculiarities.

This structural change in work organization aims at increasing efficiency and in some cases, economy, too. The authors used qualitative and quantitative approach based on original survey data from own research, including data collected within the LIPSE project. Main findings point out the factors that influence the use of telework in the conditions of Slovakia in a selected public sector organization, e.g. the social, technological and inter-institutional dynamics factors playing a vital role in telework adoption.

This society is characterized by the penetration of new information and communication technologies at all levels of the economy and social life. This allows introducing innovative forms of organizing work that enhance the performance and flexibility of both, employees and employers. Such forms include also telework. In this paper we analyse the telework in Slovakia and also compare its level with the level of telework in selected EU countries involved in the project LIPSE.

However, a necessary presumption of financial stability is to reduce their dependence on one source of funding or in other words, the independence can be achieved by diversifying of the funding sources. And it is the diversification of financial sources and their acquisition through self-financing that we consider as an appropriate way to achieve financial balance and thus long-term existential security of non-profit organizations. From 2016 onwards, the EU-Russia Civil Society Forum (CSF) has issued an annual Report on the Sta... more From 2016 onwards, the EU-Russia Civil Society Forum (CSF) has issued an annual Report on the State of Civil Society in the EU and Russia. Each year we study four EU countries and Russia, outline the main trends and challenges for civil society organisations (CSOs) there, solutions to those challenges and legal and political conditions. For 2019, we have chosen Sweden, which has a long history of social democracy and joined the EU in 1995, the UK, an “old” member state, which is going through Brexit at the time of writing, and Estonia and Slovakia, two “new” member states which were in the former Soviet sphere of influence and joined the EU in 2004. For their research, all country authors used available official data, interviewed representatives from between 12 to 16 CSOs and, apart from the UK, conducted a focus group to verify the findings and conclusions.

dimensions of the Eastern European... more The book represents an effort to conceptualize the content and dimensions of the Eastern European (EE) region post-communist / socialist transformation upon the role and results of PAR as a “success story”. The general research question that we addressed has been based on an assumption of radical change in public governance in respective countries due to their Europeanization. Simultaneously, we have envisaged that: A) PAR are facing so called implementation gap in general, B) there are crucial differences in individual (groups of) countries (e.g. among Baltic countries, Visegrad (V4) or former Austrian-Hungarian or Yugoslavian countries, etc.). Especially with regard to governance convergence towards the EU standards and among each other as well as different trajectories of divergence as the homogenizing effects of communism have faded and construct a more relevant and contemporary theory of PAR that could replace the outdated notion of one-size-fitsall post-communist / EE transformation theory.
Public administration in organizational terms of administrative structure can be understood as a ... more Public administration in organizational terms of administrative structure can be understood as a set of public institutions. In terms of the definition of the competencies of public institutions, it can be understood as a set of processes that these public organizations carry out. If the public administration is to function effectively, then both organizational and procedural aspects of public administration must be in line. Public administration reform should mainly aim to achieve such compliance by changes in "the structure and procedural practices of public administration in order to streamline the activities of these organizations." (Pollitt - Bouckaert, 2000, p. 8). This chapter first deals with the major moments of changes in public administration in Slovakia that are captured in the first two subsections of this chapter (1. Description of public administration prior transition in 1989 and 2. Development of Public Administration after transition) prepared by the team from Trencin University. The second part evaluates most significant moments of public administration reforms in Slovakia - the decentralization and fiscal decentralization, civil service reform and electronisation (3. Critical assessment of implemented reforms) and was prepared by the team from Matej Bel University. The last part of this chapter (prepared by Matej Bel University) is devoted to summarization of what happened, what still has to be addressed and provides also selected proposals for changes, with limited focus on partnerships and co-creation.
Cieľom vedeckej monografie je aplikovať teoretický koncept vnímania inovácií v prostredí verejnýc... more Cieľom vedeckej monografie je aplikovať teoretický koncept vnímania inovácií v prostredí verejných služieb a analyzovať nový prístup k poskytovaniu verejných služieb v podobe spoluvytvárania verejných hodnôt občanmi, ktorí sa podieľajú na tvorbe inovácií prostredníctvom mimovládnych neziskových organizácií (tzv. co-creation). Súčasťou cieľa je identifikovať hlavné stimuly a bariéry pre rozvoj tohto prístupu k poskytovaniu verejných služieb v podmienkach Slovenskej republiky. Obsah vedeckej publikácie je rozpracovaný v jednotlivých kapitolách. Prvé dve kapitoly definujú podstatu súkromného neziskového sektora, mimovládnych neziskových organizácií ako poskytovateľov verejných služieb a tiež podstatu inovácií všeobecne, ako aj inovácie verejných služieb. V prvých dvoch častiach sú kľúčovými metódami historicko-logická metóda, metóda komparácie, dedukcia a vedecká abstrakcia. V tretej časti monografia analyzuje jednotlivé inovácie na konkrétnych príkladoch v rámci Slovenskej republiky. Dôraz sa pritom kladie na inovácie a na nástroje, ktoré mimovládne neziskové organizácie využívajú a ktoré možno ďalej šíriť v podmienkach Slovenskej republiky. Tu sú uplatnené najmä metódy ako analýza dokumentov, databáz a webových stránok, štruktúrované rozhovory, metóda prípadových štúdií a metódy indukcie a syntézy. V záverečnej štvrtej časti vedecká publikácia identifikuje na vybraných príkladoch inovačný potenciál mimovládnych neziskových organizácií v Slovenskej republike. V tejto časti sú sumarizované výsledky vlastného pilotného výskumu o inovačnom potenciáli neziskových organizácií s použitím metód štruktúrovaného rozhovoru, analýzy a syntézy, zovšeobecňovania, komparácie a obsahovo-kauzálnej metódy.

dimensions of the Eastern European (EE) region post-communist / socialist transformation upon the role and results of PAR as a “success story”. The general research question that we addressed has been based on an assumption of radical change in public governance in respective countries due to their Europeanization. Simultaneously, we have envisaged that: A) PAR are facing so called implementation gap in general, B) there are crucial differences in individual (groups of) countries (e.g. among Baltic countries, Visegrad (V4) or former Austrian-Hungarian or Yugoslavian countries, etc.). Especially with regard to governance convergence towards the EU standards and among
each other as well as different trajectories of divergence as the homogenizing effects of communism have faded and construct a more relevant and contemporary theory of PAR that could replace the outdated notion of one-size-fitsall post-communist / EE transformation theory.
This chapter first deals with the major moments of changes in public administration in Slovakia that are captured in the first two subsections of this chapter (1. Description of public administration prior transition in 1989 and 2. Development of Public Administration after transition) prepared by the team from Trencin University.
The second part evaluates most significant moments of public administration reforms in Slovakia - the decentralization and fiscal decentralization, civil service reform and electronisation (3. Critical assessment of implemented reforms) and was prepared by the team from Matej Bel University.
The last part of this chapter (prepared by Matej Bel University) is devoted to summarization of what happened, what still has to be addressed and provides also selected proposals for changes, with limited focus on partnerships and co-creation.
