Historical, economic, and social differences as well as common experiences of state socialism in ... more Historical, economic, and social differences as well as common experiences of state socialism in Eastern Europe made social work a profession with many commonalities and differences across the region. With some exceptions, university-based social work education began after 1991. Modern social policies and social work practices have developed during the time of transition from communism to a free market, which produced economic hardship, ethnic wars, racism against ethnic minorities silenced under communism reemerging, increased social inequalities, large-scale migration, and a new understanding of individual needs and people's everyday desires, all reflected in social work practice.

To so bile knjige, ki sem si jih vedno tako zelo želela. Sploh ni bilo važno, kaj so za ene knjige. Bile so knjige. In meni je bilo to dovolj. […] Nekaj let je trajal najin tihi dogovor. Če sem prišla k njemu, sem lah-ko brala knjige. In vedno sem prišla, čeprav sem vedela, kaj bo. Vendar je bilo to iz tistega registra znosne bolečine, ki sem jo še lahko prenesla, tiste bolečine, občutkov sramu, ki so mi še vedno dopuščali, da se izklopim. Branje Biblije in pogovarjanje o njej je bilo nekaj lepega, je bilo nekaj, kar sem čakala. (Rutar 2015: 98.) Spolne zlorabe v katoliški cerkvi so globalen problem, o katerem so žrtve po svetu množično spregovorile šele v zadnjih petnajstih letih. V Sloveniji opažamo intenzivnejše razkrivanje spolnih zlorab med duhovniki po letu 2000, v članku pa so opisani: kronologija podanih sumov in sodnih postopkov proti osumljencem, obtožbe in kaznovanje. Pri pregledu razprav o spolnih zlorabah v katoliški cerkvi se razkrije problem neprijavljanja in neukrepanja Rimskokatoliške cerkve, nekaj, kar je povezano s konkordatom med Rimskokatoliško cerkvijo in Republiko Slovenijo. Eden od glavnih vzrokov za spolne zlorabe v cerkvi je tradicionalna katoliška kultura, utemeljena na cerkveni doktrini, ki v otrocih vidi lastnino odraslega, do žensk pa manifestira zgodovinski interes cerkve, da nadzoruje njihovo spolnost. Članek analizira problem molka žrtev, problem razkrivanja, ambivaletni položaj staršev in predstavi temeljne teorije socialnega dela pri delu s preživelimi: zagovorništvo, okrevanje, odpornost in senzibilizacijo v odnosu do perspektive otroka. Te teorije so konceptualni okvir za metode dela z žrtvami in s starši pa tudi za preventivno delo z otroki na sploh in s skupnostjo. V članku je predstavljenih nekaj pričevanj, med njimi tudi izvirno pričevanje o spolnem nadlegovanju duhovnika. Ena ključnih nalog strokovnih delavk v socialnem varstvu je, da spodbujajo žrtve, naj spregovorijo, in da jim med procesom okrevanja stojijo ob strani. DOCTRINE AND METHODS OF SOCIAL WORK IN SUPPORTING VICTIMS OF SEXUAL ABUSE BY THE CATHOLIC CHURCH Sexual abuses in the Catholic Church are a global problem, but the victims have only started to report it in greater numbers in the last 15 years. In Slovenia, a more intensive disclosure of sexual abuses among priests has been noted after 2000. The article presents the chronology of reported suspicions and legal procedures against suspects, of their charges and punishments. In revising the discussion about sexual abuses in the Catholic Church, the problem of non-reporting and non-action of the Roman Catholic Church comes to the fore as something to do with the Concordat between the Roman Catholic Church and the Republic of Slovenia. One of the main reasons for sexual abuses in the Church seems to be the traditional Catholic culture, based on the Church doctrine, that presents children as adults' property, and on the historic interest of the Church in controlling women's sexuality. The problems of victims' silence, the disclosure, and the ambivalent position of parents are presented in the article as well as basic theories of social work in dealing with survivors, such as advocacy, recovery, resilience, and sensibilisation for the child's perspective. These theories are the conceptual framework for methods of work with victims and their parents and for the prevention work with children in general and with community. Several reports are presented in the article, including an original report on sexual harassment by a priest. One of the key tasks for social workers in social care system is encouraging victims to speak out and supporting them during the recovery process.
Uvod Pogled na današnje študentke in študentke šestdeset let od nastanka prvega izobraževalnega p... more Uvod Pogled na današnje študentke in študentke šestdeset let od nastanka prvega izobraževalnega programa za socialno delo, ki označuje začetek profesionalizacije stroke v Sloveniji, kaže precej spremenjeno podobo glede na tisto pred desetletji, pa tudi drugačno od tiste, ki jo po logiki premočrtnega razvoja od manj dobrega k boljšemu ljudje pogosto pričakujejo. Z intersekcijsko analizo revščine in spola in z uporabo mešane metodologije (s kvalitativno obdelavo anketnega vprašalnika, dikurzivno analizo vizualnega in pisnega gradiva) bom pokazala, da se ob povečevanju brezposelnosti, zmanjševanju dohodkov in višanju življenjskih stroškov, ob vedno skromnejših socialnih transferjih, povečuje tudi pavperizacija študentk in študentov Fakultete za socialno delo in njihovih družin. Te okoliščine odločilno vplivajo na izbiro in ka-kovost študija ter na osebna pričakovanja, povezana z obdobjem po koncu študija. SOCIAL WORK STUDENTS 60 YEARS AFTER THE ESTABLISHMENT OF THE FIRST SCHOOL FOR SOCIAL WORKERS IN SLOVENIA – INTERSECTIONAL PERSPECTIVE OF POVERTY AND GENDER The author compares the position of social work students 60 years ago, when the formal education for social workers was established in Slovenia, and their position now. Using an intersectional analysis of poverty and gender as well as a mixed methodology (qualitative approach to a questionnaire, discursive analysis of visual and written material), it shows that, parallel to increasing unemployment, decreasing income, increasing of cost of living and lowering of social transfers, the pauperisation of students of the Faculty of Social has also been increasing. These circumstances affect the choice of study and study quality as well as personal expectations related to the period after the studies. Choices made by students in such a situation increasingly reveal retraditionalisation of society, as ways of thinking are concerned. The article analyses a case of repatriarchalisation of society and sexualisation of female students and at the same time looks at a form of rebellion of female activists who are challenging economical, social and gender hegemonies.
Social work practice in the region of central and eastern Europe is deeply imbedded in the social... more Social work practice in the region of central and eastern Europe is deeply imbedded in the social history of the countries. The professional responses of the three welfare players, the state, non-governmental organisations and faith-based welfare services are determined by economic hardship of the majority of populations especially in the countries of south east and eastern Europe. Economic instability and insecurity are experienced also by social workers and other helping professionals and the precarious work conditions influence their professionalism and active engagement at the work place. Social workers from state social services instrumentalised by the needs of the governments are driven by the pragmatic idea of delivering welfare assistance money for those in need with often limited engagement and even more limited resources. The local and international NGO's are busy in the areas which remain abandoned by the state and often focus on diversity, equality and community and street-work approach but with limited influence on the broader population. Social workers in the religious organisations are serving the poor and often reach families with many children, the lonely elderly and those who are traditionally prone to seek help in the religious organisations.. A remaining medically oriented institutionally based social work model and thinking and the lack of practising diversity within social welfare and policy by the major welfare services in the countries remain almost a general characteristics of the eastern European social work.
IZVLEČEK Človeška reprodukcija je bila v Sloveniji še do nedavnega povezana bodisi s kolektivno p... more IZVLEČEK Človeška reprodukcija je bila v Sloveniji še do nedavnega povezana bodisi s kolektivno prisilo bodisi z osebno iz-biro utemeljeno na čustvih ali vrednotah posameznice. Danes pa je vse pogosteje odvisna od medicinske reproduk-tivne tehnologije, finančnih transakcij, genetike in od odločitev med številnimi izbirami v obdobju pred spočetjem otroka. Rojevanje se spreminja v natančen in racionalen proces, ki vsebuje številne postopke izločanja, vstavljanja, selekcije, spodbujanja in zaustavljanja, merjenja in opazovanja, ki potekajo pod pojmom medicinska reproduktivna tehnologija. Primerjalna analiza omenjenih procesov pokaže, da se ne povečuje le število medicinsko reproduktivnih posegov in število odraslih, ki biološko ali socialno sodelujejo pri rojstvu otroka tako v Sloveniji, kot v Evropi in po svetu, kar ustvarja nove oblike socialnega starševstva, temveč tudi število izbir in etičnih dilem. Ključne besede: medicinska reproduktivna tehnologija, reproduktivne izbire, socialno starševstvo, etične dileme, bio-oblast, biosocialnost, otrokova pravica vedeti. FOLLICOLI, TRANSFER, EMBRIONI CONGELATI: SCELTE RIPRODUTTIVE E NUOVI DILEMMI ETICI SIntESI La riproduzione umana è stata legata in Slovenia sino a tempi ancora recenti sia ad una costrizione di natura collettiva che a scelte personali fondate su sentimenti o valori del singolo individuo. Oggi, tuttavia, tutto ciò dipende sempre più spesso dalla tecnologia medica riproduttiva, dalle transazioni finanziarie, dalla genetica e dalle decisio-ni tra le numerose scelte che precedono il concepimento del bambino. La procreazione si sta trasformando in un processo preciso e razionale, che contempla numerosi procedimenti di separazione, innesto, selezione, stimoli e interruzioni, misurazioni e osservazioni, che si svolgono sotto il termine di tecnologia medica riproduttiva. L'analisi comparativa dei citati processi mostra come siano in aumento non solo il numero degli interventi di medicina ripro-duttiva e il numero di adulti che partecipano biologicamente o socialmente alla nascita del bambino, così in Slovenia come in Europa e nel mondo, producendo nuove forme di genitorialità sociale, ma anche il numero di scelte e di dilemmi etici. SUMMARY The article presents three major prerequisites for users' participation in research and t... more SUMMARY The article presents three major prerequisites for users' participation in research and teaching: a) the »narrative turn« in social sciences and particularly in social work, b) the impact of disability movements and other social movements in local contexts for the development of users' participation, c) the need for the development of an anti-paternalistic, strengths and resilience-oriented perspective of the professionals towards service users. In Eastern European countries which rather lack all of these three elements, users' participation and involvement in research and teaching still require a lot of cultural and professional changes. IZVLEČEK Človeška reprodukcija je bila v Sloveniji še do nedavnega povezana bodisi s kolektivno p... more IZVLEČEK Človeška reprodukcija je bila v Sloveniji še do nedavnega povezana bodisi s kolektivno prisilo bodisi z osebno iz-biro utemeljeno na čustvih ali vrednotah posameznice. Danes pa je vse pogosteje odvisna od medicinske reproduk-tivne tehnologije, finančnih transakcij, genetike in od odločitev med številnimi izbirami v obdobju pred spočetjem otroka. Rojevanje se spreminja v natančen in racionalen proces, ki vsebuje številne postopke izločanja, vstavljanja, selekcije, spodbujanja in zaustavljanja, merjenja in opazovanja, ki potekajo pod pojmom medicinska reproduktivna tehnologija. Primerjalna analiza omenjenih procesov pokaže, da se ne povečuje le število medicinsko reproduktivnih posegov in število odraslih, ki biološko ali socialno sodelujejo pri rojstvu otroka tako v Sloveniji, kot v Evropi in po svetu, kar ustvarja nove oblike socialnega starševstva, temveč tudi število izbir in etičnih dilem. Ključne besede: medicinska reproduktivna tehnologija, reproduktivne izbire, socialno starševstvo, etične dileme, bio-oblast, biosocialnost, otrokova pravica vedeti. FOLLICOLI, TRANSFER, EMBRIONI CONGELATI: SCELTE RIPRODUTTIVE E NUOVI DILEMMI ETICI SIntESI La riproduzione umana è stata legata in Slovenia sino a tempi ancora recenti sia ad una costrizione di natura collettiva che a scelte personali fondate su sentimenti o valori del singolo individuo. Oggi, tuttavia, tutto ciò dipende sempre più spesso dalla tecnologia medica riproduttiva, dalle transazioni finanziarie, dalla genetica e dalle decisio-ni tra le numerose scelte che precedono il concepimento del bambino. La procreazione si sta trasformando in un processo preciso e razionale, che contempla numerosi procedimenti di separazione, innesto, selezione, stimoli e interruzioni, misurazioni e osservazioni, che si svolgono sotto il termine di tecnologia medica riproduttiva. L'analisi comparativa dei citati processi mostra come siano in aumento non solo il numero degli interventi di medicina ripro-duttiva e il numero di adulti che partecipano biologicamente o socialmente alla nascita del bambino, così in Slovenia come in Europa e nel mondo, producendo nuove forme di genitorialità sociale, ma anche il numero di scelte e di dilemmi etici. SUMMARY The article presents three major prerequisites for users' participation in research and t... more SUMMARY The article presents three major prerequisites for users' participation in research and teaching: a) the »narrative turn« in social sciences and particularly in social work, b) the impact of disability movements and other social movements in local contexts for the development of users' participation, c) the need for the development of an anti-paternalistic, strengths and resilience-oriented perspective of the professionals towards service users. In Eastern European countries which rather lack all of these three elements, users' participation and involvement in research and teaching still require a lot of cultural and professional changes.
