Il lungo ventennio analizzato nel presente volume è di decisiva importanza ai fini della comprens... more Il lungo ventennio analizzato nel presente volume è di decisiva importanza ai fini della comprensione della storia e dello sviluppo dei paesi e dei popoli del Medio Oriente, trattandosi di un periodo segnato dall’aggravarsi e dall’estensione di quella conflittualità politica e militare che costituisce uno dei tratti distintivi della storia contemporanea della regione. Lo scoppio della quarta guerra arabo-israeliana influenzò direttamente l’implosione del Libano e le ostilità si moltiplicarono progressivamente in tutto il resto dell’area mediorientale, segnata nei primi anni Novanta dalla presenza di un lungo “arco della crisi” che si estendeva dalla Palestina al Golfo Persico. Il conflitto arabo-israeliano, la guerra civile libanese, la guerra tra Iraq e Iran e l’occupazione sovietica dell’Afghanistan si distinsero come conflitti dominati dal protagonismo delle popolazioni civili e da una natura prevalentemente asimmetrica degli scontri armati. Fu proprio all’interno di un contesto così complesso che il mondo assistette all’ascesa dell’Islam politico radicale, sia nella sua versione sciita che in quella sunnita, quale soggetto dirompente della politica mediorientale e mondiale.
Il volume raccoglie le relazioni presentate e discusse nel corso del convegno internazionale di studi tenutosi il 4 maggio 2015 presso il Dipartimento di Scienze Politiche dell’Università degli Studi di Bari “Aldo Moro”. L’iniziativa si inserisce appieno all’interno del consolidato percorso di studi intrapreso dal professor Luciano Monzali e dai suoi collaboratori, da tempo interessati all’analisi e all’interpretazione delle direttrici che hanno animato la politica estera italiana nei confronti dell’area balcanica e mediterranea. Del resto, il fenomeno del terrorismo internazionale, entrato nella fase decisiva di gestazione proprio nel corso del lungo ventennio 1973-1993, ha determinato in maniera diretta i presupposti per l’escalation militare degli anni Duemila guidata dai neoconservatori statunitensi, che a sua volta ha condotto allo stravolgimento della cartina geopolitica del Medio Oriente disegnata dalle potenze internazionali sui resti dell’Impero ottomano. La centralità del periodo storico compreso tra la guerra dello Yom Kippur e gli Accordi di Oslo ai fini della comprensione del mondo attuale, è resa ancora più evidente dalla cronaca che sconvolge ormai da anni l’Europa. Le notizie di attentati terroristici e atti di violenza di matrice quasi esclusivamente culturale-religiosa degli ultimi tempi non raccontano più soltanto la sofferenza delle remote popolazioni di Kirkuk e Aleppo. La brutalità del terrorismo è drammaticamente entrata a far parte del vissuto quotidiano dei popoli europei, divenuti vittime di una nuova ondata di terrore e spargimento di sangue che l’avvio della costruzione di un’Europa unita nella pace e nel rispetto delle diversità all’indomani della seconda guerra mondiale avrebbe dovuto scongiurare da tempo. Le minacce odierne si qualificano come il tornaconto dell’adozione di modelli di integrazione sociale e di scelte di politica estera rivelatisi fallimentari all’interno dei paesi europei, dove all’inquietudine generale alimentata dai media si associano i timori dovuti all’espansione dei flussi migratori provenienti dalle aree del Maghreb e del Mashrek.
Uno degli aspetti di maggior interesse e preoccupazione che ha caratterizzato il lavoro dei curatori riguarda la difficoltà, dal punto di vista analitico, di identificare le due entità geopolitiche al centro dell’iniziativa, l’Europa e il Medio Oriente, quali espressioni di una unità di interessi e di intenti riscontrabili sul piano delle relazioni internazionali. Si tratta di un elemento che non sussiste in entrambi i casi. Non per il Medio Oriente, poiché, al di là del richiamo alla comune identità arabo-islamica o alla causa del popolo palestinese, permanevano insanabili fratture religiose, etniche, nazionali e tra clan, che rendevano sostanzialmente inimmaginabile una sintesi politica tra i rispettivi popoli, e difficoltosa una loro identificazione geografica. E nemmeno per il Vecchio Continente, segnato prima dalla frattura politico-ideologica del bipolarismo e successivamente indebolito dalla crisi economica della seconda metà degli anni Settanta. Tuttavia, se l’Europa e il Medio Oriente non potevano costituire due soggetti definiti all’interno della comunità internazionale, il percorso intrapreso dall’Europa occidentale a partire dalla fine del secondo conflitto mondiale ha reso questa parte del continente un attore centrale, nei confronti del quale erano state riposte forti aspettative sia dall’interno sia dall’esterno, come dal Medio Oriente. Al cospetto della crisi in quest’ultima regione, l’Europa ha dovuto affrontare alcuni problemi di incoerenza tra i fini proclamati e l’azione sviluppata sul piano delle relazioni internazionali dai singoli Stati membri e dalle istituzioni comuni, una criticità rilevante soprattutto se posta in relazione con le sfide imposte dal disordine dell’area mediorientale, sia sul piano della sicurezza sia su quello dei rapporti economici e finanziari con i regimi della regione.
La raccolta degli atti del convegno riproduce il carattere multidisciplinare dell’iniziativa, un aspetto che rivela l’approccio metodologico che ispira questo gruppo di ricerca nello studio delle relazioni internazionali. Sono fondamentalmente presi in considerazione la dimensione economica delle relazioni internazionali e il ruolo esercitato da soggetti non statuali quali le organizzazioni internazionali, le forze politiche, gli intellettuali e i soggetti economici transnazionali, nel processo di elaborazione della politica internazionale. L’indice del volume è suddiviso in tre parti che ripropongono l’originale schema che ha ispirato il convegno di Bari. La prima parte, dedicata all’interpretazione dell’atteggiamento assunto dai paesi dell’Europa occidentale e dalle istituzioni della Comunità economica europea nei confronti delle vicende mediorientali, è introdotta dal saggio sulla politica estera italiana in Medio Oriente firmato da Luca Riccardi, uno dei massimi studiosi dell’argomento, e contiene i contributi di storici altrettanto autorevoli come Paolo Soave, Bruna Bagnato e Luciano Monzali, nonché i lavori di giovani studiosi della materia. La seconda parte dell’opera raccoglie, invece, i contributi degli autori che si soffermano sull’atteggiamento assunto nei confronti delle vicende mediorientali da parte di paesi e organizzazioni internazionali europei riconducibili al socialismo reale oppure al neutralismo. I contributi ospitati in questa seconda sessione del volume hanno infatti come oggetto due paesi socialisti, la Jugoslavia di Tito e la Romania di Ceausescu, entrambi espressione, anche se molto differenti, di esperienze peculiari all’interno del campo socialista, nonché due attori internazionali tradizionalmente neutrali come l’Austria e la Santa Sede, che giocarono un ruolo non irrilevante nel contesto mediorientale degli anni Settanta e Ottanta. La terza ed ultima parte, infine, è dedicata alle relazioni bilaterali tra i paesi occidentali e quelli del Medio Oriente, mentre le conclusioni, affidate a Lorenzo Medici, si prefiggono di offrire ai lettori spunti di riflessione sulla natura e sui limiti della politica estera europea in quella decisiva fase evolutiva per le relazioni internazionali, soprattutto se posti in relazione alle difficoltà che l’attualità rivela in merito alla cronica involuzione dell’idea di Europa.

La terza ed ultima parte, infine, è dedicata alle relazioni bilaterali tra i paesi occidentali e quelli del Medio Oriente, mentre le conclusioni, affidate a Lorenzo Medici, si prefiggono di offrire ai lettori spunti di riflessione sulla natura e sui limiti della politica estera europea in quella decisiva fase evolutiva per le relazioni internazionali, soprattutto se posti in relazione alle difficoltà che l’attualità rivela in merito alla cronica involuzione dell’idea di Europa.
