Pio La Torre (1927-1982) - trade unionist, prominent personality of pci, politician strongly comm... more Pio La Torre (1927-1982) - trade unionist, prominent personality of pci, politician strongly committed to the fight against organized crime and mafia, deputy at Sicilian Regional Assembly and member of the Chamber of Deputies - throughout his political life led within the relevant institutional bodies the voice of thousands of people affected by natural disasters. In particular, the analysis of parliamentary activity performed by Pio La Torre in favor of the inhabitants of the Valle del Belice, hit by a powerful earthquake in the night between 14 and 15 January 1968, provides some important insights on the conception of the role of elective assemblies in this area: from the control of the activities carried out by the executive during the emergency, to that of representative channel of the requests expressed by the affected populations and even to the most sinister use of the adverse event as a useful tool for the construction of political consent. At the same time, it shows how the action carried out by the Sicilian deputy has been particularly innovative, since it was subtended by the ambitious political project aimed at transforming a destruction event into a chance for economic revival.

The debate on the prison system in the Kingdom of Italy as seen through the work of Parliamentary... more The debate on the prison system in the Kingdom of Italy as seen through the work of Parliamentary committees (1862-1867)
In the aftermath of the Unification of Italy, rising crime rates highlighted the serious problem of inadequate penal facilities within the kingdom, characterized by a state of chronic overcrowding, poor sanitation, and dilapidated structures.
Placed at the center of the political-cultural debate of that time, the "issue of prison" was of immediate interest to the relevant institutional bodies. Between 1862 and 1867, several parliamentary committees were established with the task of developing new national prison regulations. A central feature of these parliamentary debates was the choice of prison system for the newly formed Kingdom, informed by the permeation of European theories and the observation of US empirical experiences. Developments of this debate appears linked to the changes recorded by the criminal and penal culture of that time. This paper will discuss these debates and the developments that they precipitated.

Gli sviluppi settecenteschi legati all’evoluzione del concetto di pena che, sulla scorta degli in... more Gli sviluppi settecenteschi legati all’evoluzione del concetto di pena che, sulla scorta degli insegnamenti di John Howard e di Elisabeth Fry, ne determinarono il passaggio da una funzione meramente «afflittiva» ad una più squisitamente «correzionale», individuarono nella pratica della carcerazione il concetto di base per la costruzione di una nuova idea di penalità.
Il Regno delle Due Sicilie non rimase estraneo a questo processo. La Sicilia, in particolare, rappresentò il punto di partenza per la modernizzazione dell’intero sistema penale borbonico; qui, tra il 1808 ed il 1812, la presenza della flotta inglese aveva comportato l’apertura del dibattito concernente i grandi temi della riforma carceraria, cui fecero seguito interventi volti a modernizzare il piano delle leggi, l’architettura fisica dei luoghi di internamento, così come l’intero assetto istituzionale posto a servizio delle prigioni, di cui fece parte pure la Giunta pel Destino de’ Condannati.
Ancorché inspiegabilmente trascurata dalla storiografia esistente sul tema, questa istituzione, oltre a rappresentare quasi un unicum nel suo genere, fu incaricata dello svolgimento di tutta una serie di rilevanti funzioni.
Attraverso una selezione dell’inedita documentazione custodita presso l’Archivio di Stato di Palermo – sede della Gancia – questo contributo intende esaminare la genesi, la composizione ed il funzionamento della “Giunta pel Destino de’ Condannati”, dal momento della sua fondazione e fino all’inevitabile soppressione.
Immersa nel ben più ampio processo di riforma penitenziaria in atto nel Regno, l’evoluzione di questa singolare istituzione offre numerosi, ed interessanti, spunti di riflessione in relazione al difficile percorso in vista dell’affermazione di una nuova, e più moderna, idea di penalità.

Figure portanti nel fluire della vita tra le mura delle Grandi Prigioni Centrali della Palermo bo... more Figure portanti nel fluire della vita tra le mura delle Grandi Prigioni Centrali della Palermo borbonica, i funzionari di polizia sperimentarono, nel ventennio considerato, un poderoso mutamento nelle proprie funzioni. Un percorso lento e costante che, intimamente correlato al processo di ammodernamento del sistema penitenziario in atto nel Regno, determinò, nei fatti, una dilatazione delle attribuzioni proprie della forza pubblica: da quelle volte al mantenimento dell’ordine interno e delle sicurezza, a quelle – più pregnanti – di natura ispettiva e di controllo e fino alle più incisive forme di potere organizzativo e gestionale delle strutture di internamento.
Incardinato nelle principali vicende che scandirono l’esistenza del Regno delle Due Sicilie, l’analisi di questo percorso offre numerosi, ed interessanti, spunti di riflessione in relazione alle dinamiche proprie del sistema politico-istituzionale del tempo. Il consolidamento delle funzioni esercitate dal corpo di Polizia costituisce, infatti, un momento privilegiato nell’osservazione del rapporto tra potere centrale e potere locale: nella sua veste di utile strumento per la salvaguardia degli equilibri socio-politici interni; così come in quella di uno tra i principali mezzi attraverso cui dare attuazione al programma di centralizzazione promosso da Ferdinando II.

A vivid evidence of continuity and political-institutional faith that characterized the though and the work of Lombardi, in his role as a jurist as well as that of a politician. His continuity was confirmed by the attention paid to the imprisoning issue, by developing its own bill, entitled “Amendments to the prison system”. The bill was first introduced during the XXV legislature, in February 1920, and thus in the Constituent Assembly, in September 1946.

In the aftermath of the Unification of Italy, rising crime rates highlighted the serious problem of inadequate penal facilities within the kingdom, characterized by a state of chronic overcrowding, poor sanitation, and dilapidated structures.
Placed at the center of the political-cultural debate of that time, the "issue of prison" was of immediate interest to the relevant institutional bodies. Between 1862 and 1867, several parliamentary committees were established with the task of developing new national prison regulations. A central feature of these parliamentary debates was the choice of prison system for the newly formed Kingdom, informed by the permeation of European theories and the observation of US empirical experiences. Developments of this debate appears linked to the changes recorded by the criminal and penal culture of that time. This paper will discuss these debates and the developments that they precipitated.
Il Regno delle Due Sicilie non rimase estraneo a questo processo.
