galt es vor a... more In diesem Blick auf über zwei Jahrhunderte Geschichte der Südtiroler Landwirtschaft
galt es vor allem aufzuzeigen, wie eine vom Ancien Régime und den damaligen
wirtschaftlichen Verhältnissen geprägte Gesellschaft den allmählichen, komplexen
Übergang in die Moderne bewältigte. Die Landwirtschaft, wie sie in den
Tälern und Bergen Südtirols in der zweiten Hälfte des 18. Jahrhunderts betrieben
wurde, die Anbautechniken und die Arbeitsweisen der Bauern in der Viehhaltung
und in der Waldbewirtschaftung zu Andreas Hofers Zeiten haben wohl kaum Gemeinsamkeiten
mit dem heutigen Arbeitsalltag auf den Südtiroler Höfen. Was sich
nach wie vor erhalten hat, ist die enge Bindung an Grund und Boden, die Liebe zu
den Traditionen, die das Tun des Südtiroler Bauern prägen. Diese Werte bewogen
die ländliche Bevölkerung, an der Seite Andreas Hofers zur Verteidigung nicht
nur der Grundsätze der Tiroler Weltanschauung, sondern auch einer Organisationsform
von Produktionswesen und Vermarktung zu kämpfen, die durch die Reformen
der bayerisch-französischen Regierung gefährdet waren. Sie macht den
Bauern aber auch heute noch zu einer Art Bollwerk gegen Beeinträchtigungen
von Landschaft und Umwelt einerseits und gegen die kulturelle Gleichschaltung
im Zuge der Globalisierung andererseits.
Was hingegen die Unterschiede betrifft, seien nicht nur die grundverschiedenen
Wirtschaftsweisen und Arbeitstechniken genannt, die heute in jedem Bereich
der Landbewirtschaftung und der Viehhaltung mit ihrer hoch technisierten Ausrüstung
gang und gäbe sind, sondern auch die veränderten Zielsetzungen, an denen
sich die heutige landwirtschaftliche Praxis orientiert. Galt es früher hauptsächlich,
die Selbstversorgung der bäuerlichen Familie zu sichern, so geht es heute
in allererster Linie darum, besondere Marktsegmente abzudecken. Es müssen
Verbraucherkategorien erreicht werden, die den Unterschied kennen zwischen
Massenprodukten beliebiger Herkunft und Erzeugnissen, die im Berggebiet fachgerecht
und umweltschonend angebaut bzw. erzeugt wurden.
Hervorzuheben ist allerdings, dass die Position, die sich die Südtiroler Landwirtschaft
auf dem Markt erarbeitet hat, vor allem der Entwicklung ihrer menschlichen
Ressourcen zuzuschreiben ist, also in erster Linie der Bauern selbst, aber
auch derer, die ihnen mit Rat und Information über zielführende Techniken zur
Seite stehen. Die Heranbildung dieses Potentials konnte allerdings nur mit Hilfe
der Investitionen gelingen, die mit einer breiten Alphabetisierung bereits in der
zweiten Hälfte des 18. Jahrhunderts einsetzten und danach, von den Zeiten Andreas
Hofers bis zum Ende des 19. Jahrhunderts, fortgesetzt wurden. Ohne die
ausdauernde Tätigkeit der „Landwirtschaftsagenturen“, ohne das qualifi zierte
Bildungsangebot der landwirtschaftlichen Lehranstalten, ohne das landesweite
Wirken der Wanderlehrer, die den Bauern die innovativen Arbeitsweisen für Stall

und Stadel, Wiesen und Äcker, Weingüter und Obstanger vermittelten, hätte nie
ein qualifi zierter, leistungsfähiger Bauernstand heranwachsen können. Andererseits
wäre ohne den Lerneifer der Bauern, ohne ihren Unternehmergeist und ihre
Bereitschaft, das Risiko von Neuerungen einzugehen, jegliches Bildungsangebot
auf unfruchtbaren Boden gefallen. Die Bauern verstanden es, in genossenschaftlichen
Zusammenschlüssen den Nachteil einer bescheidenen Produktion aufgrund
der Kleinstrukturiertheit ihrer Betriebe wettzumachen. Es gelang ihnen, Vertretungsorgane
wie den Bauernbund zu schaffen, die sie jederzeit gegenüber den
nicht immer günstigen agrarpolitischen Entscheidungen zu verteidigen wussten
– bei guter Konjunkturlage, aber vor allem in schlechten Zeiten.
Die Geschwindigkeit, mit der die Südtiroler Landwirtschaft nach dem Zweiten
Weltkrieg, vor allem in den letzten vierzig Jahren, den Weg hochtechnologischer
Umrüstung beschritt, ist nicht nur der Tatkraft der heimischen Landwirte zuzuschreiben,
die es verstanden, die EU-Richtlinien für die Landwirtschaft wirksam
umzusetzen und die Beihilfen der EU für benachteiligte Berggebiete rasch und
umsichtig zu nutzen. Auch die unternehmerischen Fähigkeiten der Südtiroler Bauern
und die Unterstützung, die ihnen der Bauernbund und die Genossenschaften
bieten konnten, leisteten dazu ihren Beitrag. Schließlich darf nicht vergessen werden,
dass das Land wirksame agrarpolitische Entscheidungen traf und die Berglandwirtschaft
effi zient und gezielt förderte.
Der Wohlstand, den die Bevölkerung des ländlichen Raums in Südtirol erreicht
hat und den auf diesem Niveau keine der hier besprochenen historischen Epochen
kannte, hat allerdings auch seine Schattenseiten. So wird die heimische
Wirtschaft mitunter als zu statisch und förderungsabhängig bezeichnet, was auf
gewisse Schwachstellen hinweist. So scheinen fallweise auftretende Schwächen
im unternehmerischen Handeln mit einer zu starken Einfl ussnahme durch die
Landesverwaltung zusammenzuhängen. Diese wirkt sich nach Auffassung mancher
eher hemmend auf die Eigeninitiative aus.
Die Tiroler Bauern haben bei all den Widrigkeiten der letzten zwei Jahrhunderte
ihre Fähigkeit bewiesen, immer wieder, Schritt für Schritt, neue Produktions- und
Organisationsformen zu entwickeln. Dies ist als gutes Vorzeichen zu deuten im
Hinblick auf die Entwicklungen, die mit der globalisierten Wirtschaft noch auf uns
zukommen werden.

In the course of the nineteenth century some hydrothermal resorts, mainly located in the Austrian... more In the course of the nineteenth century some hydrothermal resorts, mainly located in the Austrian Alpine area and frequented by guests with modest incomes, managed to emerge from a situation of stagnation in which they were used only by the local population and their fame was confined to only a circumscribed geographical area, to assume the role of centres of international attraction. Several of these spas and health resorts developed through stages that were in many respects similar. These Kurorte attained their most substantial growth when they managed to achieve a business synergy between local and external economic forces interested in their development. The study of some cases of success reveals that there could be several forms of collaboration between external and local business interests and with the active involvement of the local public administration, which aimed at adjusting supply to demand. On the other hand, when the aim of entrepreneurship and capital from outside was not so much development of the Kurort as the marketing of a product produced at the spa, thus, when supply sought to impose new paradigms, which were to be accepted by demand, the Kurorte did not achieve any effective economic take-off.

Jahrhundert Wirtschaftshistoriker haben mit Unterstützung neuer Forschungen im Bereich der business history den Prozess der Industrialisierung in den verschiedenen Regionen der italienischen Halbinsel genau analysiert. Dabei wurde das Hauptaugenmerk auf die nördlichen Regionen gelegt, wo sich zeitgleich und in Wechselwirkung zwischen der zweiten Hälfte des 18. Jahr hunderts und dem darauf folgenden Jahrhundert eine Reihe von wirtschaftlichen und kul turellen Phänomenen herausgeschält haben, die zu einer schrittweisen, gleichwohl radikalen Veränderung der Produktionsabläufe beigetragen haben 1. So wie andere europäische Regionen wurde auch Norditalien von äußerst wichtigen Ver änderungen durchdrungen, die sich mit der Verbreitung von neuen kulturellen Ansätzen im Zuge der Aufklärung entwickelt hatten und nach den revolutionären Ereignissen in Frank reich Durchschlagskraft gewannen, um sich von dort aus im Gefolge der napoleonischen Armeen und dank der Unterstützung der von Frankreich eingesetzten Regierungen auch in Italien auszubreiten. Das wirtschaftliche und soziale Fundament des Ancien Régime wurde unwiederbringlich beschädigt: einerseits als langfristige Folge der revolutionären Ge schehnisse in Frankreich, andererseits, allgemeiner betrachtet, aufgrund der sozialen Auswir kungen der kapitalistischen und industriellen Entwicklung. Gerade die Veränderungen im Bereich der Produktion zwischen dem 19. und 0. Jahr hundert, vor allem im sekundären Sektor und mit spezifischen Bezügen zum älteren und traditionelleren Sektor werden im Mittelpunkt der folgenden Ausführungen stehen. Es darf nicht verschwiegen werden, dass die Textilproduktion eine lange Tradition aufzu weisen hatte: Während der Renaissance war sie auf der gesamten Halbinsel kraftvoll in Er scheinung getreten, mit der zunehmenden Marginalisierung der italienischen Wirtschaft seit Beginn des 16. Jahrhunderts hatte die auf die wichtigsten norditalienischen Städte konzen trierte textile Manufaktur allerdings Rückgänge der Produktionseinheiten und des Produk tionsvolumens zu verkraften. Das war bei den in den Voralpen Piemonts und des Veneto sowie in Prato in der Toskana angesiedelten Wollspinnereien der Fall. Auch die Leinen und Hanfproduktion, die in dezentralen Arbeitsabläufen in Werkstätten von Handwerkern und – auf dem Land – auf der Basis eines wenig dynamischen Verlagssystems organisiert wa ren, hatte keine merkliche Zunahme zu verzeichnen. Passa quindi a verificare le affinità tra impostazione di fondo, soprattutto di carattere motivazionale, dell’impresa cooperativa con quella che aderisce alla proposta di «Economia di Comunione». Viene rilevata una serie di elementi di convergenza tra le idealità propugnate dalle costruzioni teoriche del protosocialismo e le realizzazioni messe in campo da Chiara Lubich e da lei trasferite con un’intuizione particolarmente felice nel modello operativo dell’«Economia di Comunione». Un tratto comune particolarmente evidente risulta essere quello riscontrabile attorno alla realizzazione di rapporti, tra le persone e tra i popoli, improntati all’armonia.

system during th... more This essay outlines and analyzes the evolution of the Italian credit cooperative
system during the first half of the twentieth century. The analysis is conducted through a
study of the documents from the archives of the Bank of Italy and through an analytical
review of the contribution of other authors. In the interwar period, the entire Italian banking
system went through a financial crisis that has led to a legislative reorganization that has
profoundly changed its inner structure. During this “dark period”, the credit cooperatives
suffered from several internal structural weaknesses and from the overall weaknesses of the
economy. This has resulted in, amongst other things, a substantial contraction of the cooperative
credit system. Here it is claimed, in spite of the mentioned difficulties, the result of
this process has been the gain of credibility of the Italian credit cooperatives, even outside
of the rural world. This vitality has allowed the Italian credit cooperatives to stand on an
equal footing with other credit institutions.

system during the first half of the twentieth century. The analysis is conducted through a
study of the documents from the archives of the Bank of Italy and through an analytical
review of the contribution of other authors. In the interwar period, the entire Italian banking
system went through a financial crisis that has led to a legislative reorganization that has
profoundly changed its inner structure. During this “dark period”, the credit cooperatives
suffered from several internal structural weaknesses and from the overall weaknesses of the
economy. This has resulted in, amongst other things, a substantial contraction of the cooperative
credit system. Here it is claimed, in spite of the mentioned difficulties, the result of
this process has been the gain of credibility of the Italian credit cooperatives, even outside
of the rural world. This vitality has allowed the Italian credit cooperatives to stand on an
equal footing with other credit institutions.

galt es vor allem aufzuzeigen, wie eine vom Ancien Régime und den damaligen
wirtschaftlichen Verhältnissen geprägte Gesellschaft den allmählichen, komplexen
Übergang in die Moderne bewältigte. Die Landwirtschaft, wie sie in den
Tälern und Bergen Südtirols in der zweiten Hälfte des 18. Jahrhunderts betrieben
wurde, die Anbautechniken und die Arbeitsweisen der Bauern in der Viehhaltung
und in der Waldbewirtschaftung zu Andreas Hofers Zeiten haben wohl kaum Gemeinsamkeiten
mit dem heutigen Arbeitsalltag auf den Südtiroler Höfen. Was sich
nach wie vor erhalten hat, ist die enge Bindung an Grund und Boden, die Liebe zu
den Traditionen, die das Tun des Südtiroler Bauern prägen. Diese Werte bewogen
die ländliche Bevölkerung, an der Seite Andreas Hofers zur Verteidigung nicht
nur der Grundsätze der Tiroler Weltanschauung, sondern auch einer Organisationsform
von Produktionswesen und Vermarktung zu kämpfen, die durch die Reformen
der bayerisch-französischen Regierung gefährdet waren. Sie macht den
Bauern aber auch heute noch zu einer Art Bollwerk gegen Beeinträchtigungen
von Landschaft und Umwelt einerseits und gegen die kulturelle Gleichschaltung
im Zuge der Globalisierung andererseits.
Was hingegen die Unterschiede betrifft, seien nicht nur die grundverschiedenen
Wirtschaftsweisen und Arbeitstechniken genannt, die heute in jedem Bereich
der Landbewirtschaftung und der Viehhaltung mit ihrer hoch technisierten Ausrüstung
gang und gäbe sind, sondern auch die veränderten Zielsetzungen, an denen
sich die heutige landwirtschaftliche Praxis orientiert. Galt es früher hauptsächlich,
die Selbstversorgung der bäuerlichen Familie zu sichern, so geht es heute
in allererster Linie darum, besondere Marktsegmente abzudecken. Es müssen
Verbraucherkategorien erreicht werden, die den Unterschied kennen zwischen
Massenprodukten beliebiger Herkunft und Erzeugnissen, die im Berggebiet fachgerecht
und umweltschonend angebaut bzw. erzeugt wurden.
Hervorzuheben ist allerdings, dass die Position, die sich die Südtiroler Landwirtschaft
auf dem Markt erarbeitet hat, vor allem der Entwicklung ihrer menschlichen
Ressourcen zuzuschreiben ist, also in erster Linie der Bauern selbst, aber
auch derer, die ihnen mit Rat und Information über zielführende Techniken zur
Seite stehen. Die Heranbildung dieses Potentials konnte allerdings nur mit Hilfe
der Investitionen gelingen, die mit einer breiten Alphabetisierung bereits in der
zweiten Hälfte des 18. Jahrhunderts einsetzten und danach, von den Zeiten Andreas
Hofers bis zum Ende des 19. Jahrhunderts, fortgesetzt wurden. Ohne die
ausdauernde Tätigkeit der „Landwirtschaftsagenturen“, ohne das qualifi zierte
Bildungsangebot der landwirtschaftlichen Lehranstalten, ohne das landesweite
Wirken der Wanderlehrer, die den Bauern die innovativen Arbeitsweisen für Stall

und Stadel, Wiesen und Äcker, Weingüter und Obstanger vermittelten, hätte nie
ein qualifi zierter, leistungsfähiger Bauernstand heranwachsen können. Andererseits
wäre ohne den Lerneifer der Bauern, ohne ihren Unternehmergeist und ihre
Bereitschaft, das Risiko von Neuerungen einzugehen, jegliches Bildungsangebot
auf unfruchtbaren Boden gefallen. Die Bauern verstanden es, in genossenschaftlichen
Zusammenschlüssen den Nachteil einer bescheidenen Produktion aufgrund
der Kleinstrukturiertheit ihrer Betriebe wettzumachen. Es gelang ihnen, Vertretungsorgane
wie den Bauernbund zu schaffen, die sie jederzeit gegenüber den
nicht immer günstigen agrarpolitischen Entscheidungen zu verteidigen wussten
– bei guter Konjunkturlage, aber vor allem in schlechten Zeiten.
Die Geschwindigkeit, mit der die Südtiroler Landwirtschaft nach dem Zweiten
Weltkrieg, vor allem in den letzten vierzig Jahren, den Weg hochtechnologischer
Umrüstung beschritt, ist nicht nur der Tatkraft der heimischen Landwirte zuzuschreiben,
die es verstanden, die EU-Richtlinien für die Landwirtschaft wirksam
umzusetzen und die Beihilfen der EU für benachteiligte Berggebiete rasch und
umsichtig zu nutzen. Auch die unternehmerischen Fähigkeiten der Südtiroler Bauern
und die Unterstützung, die ihnen der Bauernbund und die Genossenschaften
bieten konnten, leisteten dazu ihren Beitrag. Schließlich darf nicht vergessen werden,
dass das Land wirksame agrarpolitische Entscheidungen traf und die Berglandwirtschaft
effi zient und gezielt förderte.
Der Wohlstand, den die Bevölkerung des ländlichen Raums in Südtirol erreicht
hat und den auf diesem Niveau keine der hier besprochenen historischen Epochen
kannte, hat allerdings auch seine Schattenseiten. So wird die heimische
Wirtschaft mitunter als zu statisch und förderungsabhängig bezeichnet, was auf
gewisse Schwachstellen hinweist. So scheinen fallweise auftretende Schwächen
im unternehmerischen Handeln mit einer zu starken Einfl ussnahme durch die
Landesverwaltung zusammenzuhängen. Diese wirkt sich nach Auffassung mancher
eher hemmend auf die Eigeninitiative aus.
Die Tiroler Bauern haben bei all den Widrigkeiten der letzten zwei Jahrhunderte
