Gabriel M Poli de Figueiredo
Gabriel currently studies the processes of future urban scenario imagining and its dynamics to understand if and how these speculations might stimulate disturbing or counter-hegemonic urban and social transformations.
Graduated in Electronic Engineering from the University of São Paulo in 2014, he obtained his Master’s degree in in the Architecture & Urbanism College at University of Sao Paulo (USP) in 2018 with his study “Smart City discourse and practice: a critical perspective”, under the advisory of Prof. Dr. Artur Simões Rozestraten.
He founded and currently coordinates the Future Urban Scenarios study & research group at USP.
He is a certified project manager in development by APMG International and has been involved with social development projects since 2011, of which his main experience was having worked from 2013 to 2015 as a director for the NGO TETO in Brazil, a youth led Latin-American organization that works towards the promotion of community development in slums, fostering social awareness and action, and political advocacy.
In 2012 he represented Brazil and USP at the X Intel Cup – Embedded Systems Design Contest, in Shanghai. The presented project, an EEG brain controller module for an electric wheelchair, won a third prize.

Até agora, observa-se a tendência a uma interpretação tecnocêntrica quanto à integração da tecnologia digital no ambiente urbano, sendo as dimensões sociopolíticas preteridas tanto temporal como prioritariamente: aparecem como adendo a posteriori, em um segundo plano de prioridades – sendo que, para muitas referências urbanísticas (Jacobs, por exemplo) a cidade é eminentemente um fenômeno sociopolítico. Além disso, a dimensão poético-estética da urbanidade ainda é um aspecto apenas debilmente considerado, quando presente, neste contexto – sendo que, para muitos urbanistas (Argan, por exemplo), a cidade é uma entidade fundamentalmente poético-estética.
Quais as implicações da atribuição da inteligência, característica tipicamente humana à cidade? O que torna uma cidade Smart? A medida que existem Smart Cities, existiriam “Stupid” Cities? Em cidades voltadas para a previsibilidade e o controle, o que de City resta à Smart City? Quais vivências seriam possíveis em uma versão brasileira da Smart City? Quando utiliza-se o termo “Smart City”, ao que se refere? Há um conceito guarda-chuva mais preciso e rigoroso para denominar a presença disruptiva da tecnologia digital no meio urbano?
A proposta dessa mesa foi a de expor e debater critérios com os quais se possa constituir a ideia de uma urbanidade que dialogue de modo frutífero – mesmo que também de modo problemático e complexo – com a tecnologia de ponta: suas questões antropológicas, a renovação conflituosa dos embates das forças sociais, a alteração das modalidades perceptuais da ambiência urbana e a própria reconfiguração da ideia de “cidade”. Propõe-se, inclusive, questionar a própria denominação “inteligente” ou “smart”, procurando por elucidar outros planos e aproximações quanto a esse campo de entendimento da urbanidade que possa promover um entendimento mais rigoroso, crítico e fecundo.
Pretende-se, nesse artigo, expor de maneira sintética o conteúdo apresentado na mesa e no subsequente debate.

A presente pesquisa visa, portanto, contribuir com uma abordagem crítica e sistemática para o entendimento do discurso Smart City e seus desdobramentos práticos no contexto de metrópoles latino-americanas. Por meio de um panorama geral sobre o fenômeno Smart City, é feita uma revisão da literatura científi ca, documentos, notícias e projetos para
compreender o discurso em torno da Smart City e sua evolução nos últimos vinte anos. Esse discurso é então confrontado com as práticas e fenômenos tipicamente encontrados nas metrópoles latino-americanas, tendo como referência a Região Metropolitana de São Paulo. Em seguida, são levantadas diversas fragilidades conceituais e fantasias em torno da Smart City e da atribuição da inteligência à cidade e outros objetos da técnica. Parte-se para um questionamento à própria validade do termo Smart City e coloca-se a importância de qualifi car a discussão em torno
dos cenários urbanos futuros. Dada a própria natureza plural e complexa do ambiente urbano, defende-se a necessidade de uma refl exão capaz de abrir margem para novas possibilidades de discurso e prática projetual. São elencados os pilares essenciais ao sustento de tal reflexão, assim como algumas diretrizes e considerações visando a incorporação desta ao projetar do urbano. Porfim, são sugeridas novas dimensões de análise que permitam reconhecer os aspectos problemáticos levantados ao longo
deste trabalho.
