Das neue gesellschaftliche Interesse am Dorf findet bislang kaum systematischen Widerhall in der Soziologie – zu wirkmächtig ist offenbar die verbreitete These einer ubiquitären Urbanisierung der Lebensverhältnisse und zu schwach die institutionelle Land- und Agrarsoziologie. Dieser Sammelband möchte das Interesse der Soziologie und benachbarter Sozialwissenschaften an dörflichen Lebenswelten neu wecken. In dieser Einführung schlagen wir deshalb einen Bogen von der frühen Soziologie, für deren Wissenschaftswerdung das Dorf einen wesentlichen Gegen- stand der Erkenntnisgewinnung und Methodenentwicklung darstellte, bis in die Gegenwart, in der es gleichfalls nicht an Studien über Dörfer und in ländlichen Gemeinden mangelt. Diese Arbeiten werden zunächst entlang zweier Kernthemen der soziologischen Dorfforschung der vergangenen Jahrzehnte – Gemeinschaft und Natur – diskutiert, bevor das Dorf als Objekt modernisierungspolitischen Veränderungswillens und alternativer Raumaneignungsprojekte im Mittelpunkt steht. ABSTRACT Twenty years after German unification, rural East Germany still remains in deep economic crisis. The fact that the physical, social and private infrastructure have improved significantly, but with seemingly little effect on the economic performance and negative demographic trends, raises the question of alternative, institutional and social explanations for the current crisis. In this context this paper explores the concept of social capital and its relation to rural development in order to understand the current rural crisis in East Germany. It describes the process of agricultural restructuring after unification and analyses the processes of formation and destruction of different forms of social capital in this process. It is argued that social capital is connected with particular institutions and activities. In the case of Rural East Germany it was difficult for many actors to draw on network relations, simply because those networks vanished after having lost their meaning, institutional and physical basis. However, the new institutional framework, which has been transferred from the West, does not offer suitable incentives for the formation of other, new forms of social capital that are necessary to overcome the rural crisis. A generalization from the East German experience is that it is important to identify the base of social capital and thereby its likely durability in times of change. If an economic, social or cultural function is lost, it is likely that social capital related to this function will also be destroyed. However, this also gives room for careful optimism, due to the fact that new economic, social or cultural activities may serve as a basis for new social capital.

Nature conservation is affected by a policy mix from the EU level, the national level and the policy of federal government. In a wider sense it is not only related to environmental policies. Agricultural policy, economic development and spatial planning are releveant for the preservation of landscapes, habitats and biodiversity. A broad range of actors influcence and transform the natural conditions at local level. The main problem in biodiversity maintenance is a weak consciousness on ecological issues compared to economic development. Nevertheless a variety of public support and private actions are observed promoting a sustainable and environmental friendly development. Public funds from the EU (LIFE, LEADER, RD) and the national government (BfN, UBA, DBU) gives a lot of opportunities to maintain natural heritage and biodiversity. Discourses and behavioural changes are not only focused on nature resevers and protected areas. Thanks to several integrated development plans and new governance networks nature conservation became more and more integrated in regional development strategies using the natural capital for tourism, recreation or environmental education. Therefore some innovative projects were analysed were exceptional win-win-solutions had been elaborated. Significant is the involvement of private donors initiating new partnerships for nature. In the following we have to analyse the interdepencies of sector policies and the policy implementation on four levels: national, federal, regional and local. Several examples were identified when scientific and managerial level are combined. In contrary the combination of expert and local knowledge is quite rare. Also policy formulation is guided by strategic and personal goals and not adepted on regional context or user needs. Significant are several communication gaps on the vertical way and confusion about the number of different plans and concepts impeding a coherent and efficient implementation. Traditional and lay knowledge is not at all envolved in strategic discourses or policy formulation. The participation in regional decision making process is far away from an ideal public discussion.

Es wird wieder viel über Landwirtschaft gesprochen. Auch hat sich die Art verändert, wie in der Gesellschaft darüber gesprochen wird. Waren bis in die achtziger Jahre hinein die Folgen des agrarstrukturellen Wandels für die ländlichen Räume das bestimmende Thema, so wird spätestens mit der BSE-Krise und der im Anschluss proklamierten „Agrarwende“ die industrialisierte Landwirtschaft als ökologisches und gesundheitliches Risiko- und Konfliktfeld thematisiert. Mit der Veränderung gesellschaftlicher Konfliktkonstellationen und Diskurse über die Rolle der Landwirtschaft und dem Wandel der Kommunikationsformen gewinnen dialogische Verfahren an Raum, die darauf abzielen, Entscheidungsprozesse in der Agrarpolitik zu öffnen und die dafür auch Spielräume der neuen Informations- und Kommunikationstechnologien nutzen. In der Entstehung der modernen Sozial- und Raumwissenschaften bildete das Dorf einen wesentlichen Gegenstand der Erkenntnisgewinnung und Methodenentwicklung. Das aktuelle gesellschaftliche Interesse an ländlichen und dörflichen Lebenswirklichkeiten wurde hingegen von den Sozialwissenschaften, insbesondere der Soziologie, bislang kaum systematisch aufgegriffen. Diese Lücke will der Sammelband schließen. Die Beiträge thematisieren unter anderem den tiefgreifenden Wandel einst kleinbäuerlicher Dörfer, die Folgen multilokaler Alltagsarrangements, Fragen von Nachbarschaft und sozial-ökologische Konflikte in der Verflechtung des Globalen mit dem Lokalen. Planungswissenschaftliche, geographische und sozial-ökologische Zugänge ergänzen die soziologische Perspektive, um das Dorf als interdisziplinären Forschungsgegenstand der Sozialwissenschaften neu zu konturieren.
