reflections on experiences of developing learning material in different parts of India. One single chapter on Panchayat (local self government) located within few aspects of sociology of education related themes.
A long essay. Within education reflexive practice is highly emphasised. Often this burden of expectation lie with the teacher – rarely does other practitioner in education explore the territory. This essay partly attempts to summarise author’s experiences of working on school textbooks. It attempts to read questions that emerge from sociology of education perspective without necessarily providing an answer – it is partly aimed enabling the reader to unravel ways of analysing “hidden curriculum”.

Panchayat is the epicenter of local Politiology that serves as a traditional and indigenous system of conflict resolution at the village level in Pakistan. Khul'a (divorce) is one of the social issues that are mostly handled by the panchayat besides the presence of a legal system: both institutions stay anonymous to each other. The study is conducted in Mandi Baha Uddin to understand the significance of Panchayat as a local level trusted institution meant for arbitration using qualitative approach. The methodology of the study was descriptive where case study and in-depth interview methods were used. The study findings endorse that Panchayat is an indigenous powerful political institution that can adjoin with the development sector in providing justice about agriculture, forestry, and welfare projects. It can serve more efficiently with the support from the legal justice system. Execution of decisions by the traditional justice system can only be effective once streamlined for better and owned decisions at the community level politics.

The dream of 'Gram Swaraj' of our beloved father of nation, Mahatma Gandhi and motto of 'Power to People' are essence of true democracy. The task of capacity building of these large numbers of Panchayats is quite gigantic exercise. As per the assessment of the Ministry of Panchayati Raj even after 22 years of enactment of 73 rd Constitutional (Amendment) Act and also after having three rounds of Panchayat elections in many States in India the empowerment of Panchayats have not taken place as envisioned in the 73 rd Constitution (Amendment) Act in 1992. The 73 rd Amendment to the Constitution in 1992 gave Constitutional status to the Panchayats as institutions of local self government and also for planning and implementing programmes for economic development and social justice. The concept of Panchayati Raj seemed for a while in the years after Indian independence to have disappeared permanently into the mists of India's romantic past. In the late twentieth century however the notion has returned once more to the political agenda, for a variety of reasons: strategic, practical, economic, and ideology. This paper sets out to trace in brief the origins of the concept of Panchayat offers some historical examples of the panchayat in use, and attempts an explanation as to why it should once again have assumed importance in the minds of politicians, NGOs and administrators.
