Seyed Mehdi Seyedi Dean of Science and Research, Vice President for Science and Technology at Shiraz University of Medical Sciences was the first speaker in the first scientific session. He spoke on the role of scientists in society. Many institutions, he said, now consider quality of papers and not quantity of papers. Scientists are largely a self regulated community and it is the peers who regulate it. We have people at Shiraz University of Medical Sciences who investigate scientific misconduct.

Scientific research is increasingly recognized as a vital catalyst and important index for national development.1 In many countries, it is scientific research, rather than rich natural resources, that has a direct bearing on economy and development.2 Despite the increased standard of living due to oil, gas, and tourism, the scientific output from rapidly modernizing and emerging economies (e.g. Gulf Cooperation Council (GCC) countries) is still relatively low.3 However, there are reasons for hope and optimism as many of the higher learning centers in the GCC countries have started to focus on research rather than services alone.4 Such a trend has coincided with an increased number of scientific publications, proliferation of academic centers, and allocation of funds for research and development.5,6 Compared to three decades ago, the number of medical publications coming from GCC countries has grown modestly.4 It has been noted that there is a relationship between the magnitude of re...
The scientific publishing enterprise relies strongly on the ethics of the scientific community. The editors and reviewers of scholarly journals try to do their best to identify areas of concern when reviewing a paper for publication, but they, as much as anyone, are not immune to bias. With the tremendous pressure on researchers to publish and the huge competition to have papers accepted by high-impact journals, scientific fraud is on the rise. Fabricating results in medical research is particularly dangerous, as it could affect the well-being of many people. Although there is no system of control that can completely eliminate fraud, everything possible should be done to prevent it, because the intentional misconduct of a single author can seriously damage the reputation of a department, an institution, and a publication. This chapter discusses unethical behavior and what scientific journals are doing to detect it prior to publication. In many countries scientific institutions use metrics of scientific performance when make decisions related to allocation of research resources, salary decisions, scientific performance reviews et cetera. Such type of politics is sometimes called publish or perish culture. In the paper we point out to several works on scientometrics research showing that publish or perish culture has consequences to scientists behaviour. The changes found in this research are discussed in the context of Ethics of a scientific work. We also ask, whether the Lithuanian science policy decisions create an initiative to break Ethics of scientific work?

Abstract. Today, as a big problem, it is very important to follow the ethical rules and to increase the awareness in order to prevent ethical violations and to provide ethical education in all levels of education and teaching. The first aim of this study is to create awareness among students who have higher education in the field of ethics and ethical violations. Another aim is to investigate whether there is any difference in attitude between undergraduate students and graduate students about scientific research, scientific publication, scientific ethics and ethical violation. According to the results of research analysis; based on the answers of the students to the scale, H 0 hypotheses related to the research variables could not be rejected, and it has been realized that the attitude in the research variables of undergraduate and graduate students are similar. Ethics in medical sciences research may not always translate into ethical publications. Unfortunately due to lack of regulatory bodies, publication misconduct is now a global menace for the scientific community. Publication misconducts are not only restricted to research fraud or data manipulations alone but also seriously include plagiarism, duplicate publications especially on figures and tables, authorship disputes and conflict of interests. As global scientific research is expanding particular‐ ly in the field of health sciences hence possibilities of more rise of unethical practices from research to publications are very high, authors suggest a strong peer‐reviewing system, use latest technological support, strong publication ethics policies, active monitoring, protection of whistle blowers and more liaisons between journals and research institutions or universities possibly to prevent publication misconduct effectively. A research effort actually comes in to effect when it is published and becomes available to the scientifi c community; however, publishing it after following the required ethics is an equal challenge. Since last few years, a number of agencies specifi cally medical organizations and publishing editors have released several guidelines to resolve the issues regarding the confl icts related to publications and resolve the issues. In this communication we provide the required guidelines about publication ethics in a simple form so that they can be easily followed. This article may contribute towards spreading the awareness in the researchers regarding publication ethics may diminish the research misconduct.
