Comment penser une géopolitique du cloud computing ?
Abstract: In this perspectives paper, we review the current state of Cyberinfrastructure and illustrate opportunities that we see if Cloud Computing strategies are adopted. In summary, Cloud Computing provides elastically provisioned computing, software, and service infrastructure, typically implemented on a foundation of virtual machine and virtual data storage technologies. This elasticity allows users to outsource their computing infrastructure, growing or shrinking it as necessary.

This paper looks at Cloud Computing as a new wave technology option and the leveling impact that it has got between developed and emerging economies. The paper analyses the four vectors of threat for cloud computing adoption using the tetra-threat framework, a structure that analyses the sustainability of competitive advantage. In the context of emerging economies, the paper explains the cloud acceptance patterns of predominantly ‘new customer’ emerging markets with two counties in perspective – India a BRIC nation and Indonesia a MIST nation. "Cloud Computing is rapidly emerging as the new platform for computing. It is, however, much more than simply a new set of technologies and business models. Cloud Computing is transforming how consumers, companies, and governments store information, how they process that information, and how they utilize computing power. It can be an engine of innovation, a platform for entrepreneurship, and driver of corporate efficiency. While an increasingly commonly term, confusion remains over what exactly constitutes Cloud Computing, how the markets are unfolding, and what forces will drive their evolution and diffusion. This paper provides an overview and conceptual tools for business leaders, policymakers, and non-specialist scholars to identify, distill, and easily understand the core aspects of how Cloud Computing service markets are developing, and how an array of policy issues will influence how this new computing platform unfolds across the world. Part I provides an operating definition of Cloud Computing as a ―dynamic utility. Part II offers a simple but powerful Cloud Services Framework, to understand the business models in different parts of the Cloud ecosystem, and how they interact in the marketplace. This framework shows how different sets of policy issues bear upon different types of providers and their business models. Part III analyzes the business strategies of paradigmatic global Cloud providers Amazon, Google, Microsoft, Salesforce.com, other major IT vendors, and Apple. Part IV presents a deployment framework, PLUMS – Providers, Layers, Users, Modality, and Scope – which provides the basis for future comparative analysis of how Cloud ecosystems develop in a variety of places."

The “Cloud” what an awesome new word in technology! It emerges as a successive technological application that is suitably deployed without the requirement of traditional installment of comprehensive and extended architectures. This study explains how Cloud Computing affects societies in term of data privacy, data security and technicians trends. The most common used adjective for cloud computing is “ubiquitous”. This characteristic poses great challenges for law, which might find itself in the need to revise its fundamentals. Regulating a “model” of “ubiquitous network access” which relates to “a shared pool of computing resources” (the NIST definition of cloud computing) is perhaps the most challenging task for regulators worldwide since the appearance of the computer, both procedurally and substantially. Procedurally, because it significantly challenges concepts such as “territorial scope of the law” - what need is there for a territorial scope of a law when regulating a structure which is designed to be “abstracted”, in the sense that nobody knows “where things physically reside” ? Substantially, because the legal implications in connection with cloud computing services are complex and cannot be encompassed by one single branch of law, such as data protection law or competition law. This paper contextualizes the idea of a global legal regime for providing cloud computing services, on one hand by referring to the wider context of global governance and, on the other hand, by pointing out several solutions for such a regime to emerge.

Abstract: This paper will look at research results so far realised from an EU project that has been looking at identifying emerging technologies and their potential related ethical issues. In keeping with the thematic priorities of the conference, the paper will focus on Cloud Computing; one of the projects identified technologies, in relation to its potential benefits and potential ethical issues for would be users, especially in the area of business. As findings stem from an EU project mainly concentrating on the EU, the paper will look at benefits and ethical issues of such an emerging technology basing the results on a more general level. However, the paper will also pay particular attention to Africa by looking at implications of Cloud Computing on Africa. This chapter conceptualizes the plan of an autonomous community to cover the information technology needs by adopting cloud computing on a community level. Community cloud computing is a solution with many advantages that can help the community to cover sufficiently their technology needs or even generate income by renting virtual resources. This is a theoretical approach that can be used as a conceptual tool for small municipalities or other communities that intend to extend their technological and political autonomy.
