Somalia: Birth pangs of a new era? Somali politics is experiencing exciting times. However, they could be the birth pangs of a positive turn of times:

Somalia is currently experiencing a political and historical turning point. After almost 8 years of the transitional period and 21 years of state collapse, the end of the transition and the launching of a new government have engendered the hope that this could be the inception of a broader political process embracing all Somalis. It also opens the door for a possible and much needed transformation from a war-based economy to a post-war civilian economy. However, the stabilisation of the country is a long way off.

Little known is Somalia's glorious history, the first post-colonial country to enjoy a democratic transfer of power on the continent-1964 and 1967. The chaos of the last 30 years has endured the most retrogressive and violent civil war engineered by one of the most toxic political elite in the continent today. Issues of Inquiry focus on what are the trajectories that have brought Somalia to the Brink. How did it landed on an Electoral Impasse? Has Peace Keeping Stabilised Somalia. What are the roads for Peace? The hypothesis hinges on the fact that Somalis and the international community will learn from a quarter of a century of collapsed state to build Rules and Institutions of government that can undertake peaceful power contestation and resolution of conflicts including talking to insurgencies that have serious stake in peace. Somalia faces many challenges. Somalia is very susceptible to the effects of climate change and extreme weather. The al Shabaab insurgency and extended droughts, flash floods, etc. have become more frequent in the past 25 years, and the effects of longer-term climatic change-erratic rainfall, disrupted monsoon seasons, strong winds, storms and soil erosion-make fewer headlines but pose a serious threat to 83 per cent of the population reliant on agriculture, pastoralism, hunting, forestry and fishing. Moreover, uncertainty loomed large as Somalia prepared for its delayed and contentious elections that was thought to be a defining moment for the country's stability. Somalia has now selected Hassan Sheikh Mohamud to become the country's next president. In lengthy and longoverdue indirect elections, Somalia's 328 MPs voted for the former president from 2012-2017 to return to the top job. President Mohamud, who was immediately sworn in, faces numerous tough challenges. These range from a devastating drought that risk pushing millions into famine, to deep political divisions within Somalia's federal government and with state authorities. Arguably, his biggest task, however, will be al-Shabaab. Dialogue for peace with all stakeholders will finally prove that Somalia's sheer un-governability is both its curse and its blessing. Due to pressure from the international community, the government, after it failed to stabilize and lead the country to democratic elections, presented an alternative selection process. Under such a process, each of 135 traditional leaders would nominate 51 clan members that would choose each parliamentarian of the first chamber of 275 seats. Moreover, each of the six clan-based state presidents would designate each of the 54-member seats of the second chamber to a sub-clan and then nominate two to four individuals so the parliaments of the regions would pick one for each. The combined members of the two chambers (329 altogether) would choose a president in November 2016. This report explains and analyses the political dispensation in Somalia. It argues that Somalia’s political dispensations are marred by gerrymandering, manipulations and corruption. Finally, the report calls for the international community to safeguard the process and pressure Somalia’s incumbent government to respect it.

While transitional politics and the war against Al Shabab are dominating headlines, … a combination of intense pressures is making subsistence livelihoods less and less viable and producing massive, irreversible migrations with enormous long-term implications for Somalia and Kenya.
The abject failure of the Kulmiye government of President Silanyo, and the equally abject failure of the opposition to present an effective and unifying vision for the future, have lead the country to the deepest crisis it has faced since liberation in 1991. 'Africa's best kept secret', long viewed as a shining example of an organic, indigenous democracy built upon economic self reliance and an open, representative political system now finds itself in cul-de-sac of endemic corruption, political nepotism, economic collapse and spiritual bankruptcy.
