The genealogy of the decolonial perspective in Latin America: the Center-Periphery antinomyThe article recovers the importance of the decolonial critique of the social sciences to underscore a relatively unknown origins of its categories in Latin American economic thought. The notions that give life to the categories which govern the decolonial drive can be traced to what today is commonly refer as post Second World War development theorists as the «Latin-American structuralist school» in the anglosaxon or european academy, mostly renowned by the names Raúl Prebisch and Celso Furtado, amongst many other intellectuals. I initiated the description of the discursive genealogy following W. Mignolo classic article. Notwithstanding, a strand of the decolonial movement in Latin america stopped short of a full-blown critique of the occident's perspective, accepting the pertinence of the nineteenth century political economy conception of the labor theory of value.

The significance of the sonic, especially of vocal music, in the context of animism and perspectivism was hitherto underestimated in anthropological theory. Working on examples of shipibo-konibo magical songs from the author’s own ethnomusicological fieldwork recordings, in this paper it is proposed that the first-person experience of médicos (healers or sorcerers) has to be considered most valuable for interpreting structures of relationships between humans and non-humans.This experience surfaces most obviously in singing styles and lyrics of songs performed by médicos in the current state of interaction with non-humans during ritual curing, worshipping, or fighting. Results obtained from this analysis include: 1) The ascription of consciousness and human or humanoid physicality to non-humans is the result of the médico’s perceptions during musically induced or controlled altered states of perception and cognition (ASPC); 2) The transformation into and identification with non-humans involve full conscious experience by the médico and therefore pertain to the highest level of evidentiality in Shipibo discourse which is ontologically determining; 3) Human physicality and competence of perception and action is not universal among all beings but is a matter of grading dependent on magical and practical powers of the respective species; 4) A “sonic perspectivism” allowing for agency in the construction of perspectives, and an “ambient multinaturalism” extending the notion of transformation from body to environment, are introduced by analysing sonic phenomena. Finally, the author proposes to focus more on indigenous praxis than on analysis and comparison of narratives in order to understand indigenous ontologies.

Joint external evaluation of the International Health Regulation (2005) capacities: current status and lessons learnt in the WHO African region2019 •
The International Health Regulations (IHR, 2005) are an essential vehicle for addressing global health security. Here, we report the IHR capacities in the WHO African from independent joint external evaluation (JEE). The JEE is a voluntary component of the IHR monitoring and evaluation framework. It evaluates IHR capacities in 19 technical areas in four broad themes: ‘Prevent’ (7 technical areas, 15 indicators); ‘Detect’ (4 technical areas, 13 indicators); ‘Respond’ (5 technical areas, 14 indicators), points of entry (PoE) and other IHR hazards (chemical and radiation) (3 technical areas, 6 indicators). The IHR capacity scores are graded from level 1 (no capacity) to level 5 (sustainable capacity). From February 2016 to March 2019, 40 of 47 WHO African region countries (81% coverage) evaluated their IHR capacities using the JEE tool. No country had the required IHR capacities. This report presents the results of a participatory sustainability and resilience assessment of 11 farming systems in the European Union (EU). The assessments focused on 1) ranking the importance of functions and selecting representative indicators for these functions, 2) scoring the current performance of the representative indicators, 3) sketching dynamics of main representative indicators of functions, 4) linking these dynamics to challenges and resilience enhancing strategies, 5) assessing level of implementation of identified strategies and their potential contribution to the robustness, adaptability and transformability of the farming system, and 6) assessing level of presence of resilience enhancing system characteristics (resilience attributes) and their potential contribution to the robustness, adaptability and transformability of the farming system.
