Milli mücadeleden itibaren çeşitli vesilelerle gündeme gelen genel af yasaları Türk siyasal hayatında önemli bir yer teşkil etmişlerdir. Atatürk döneminde Cumhuriyetin ilanı, Cumhuriyetin ilanının onuncu yılı ve onbeşinci yılı vesileleriyle çıkarılan af yasaları bunlara örnek olarak gösterilebilir. 14 Mayıs 1950 seçimleriyle 27 yıl sonra iktidarı CHP’den devralan Demokrat Parti’nin ilk icraatları arasında da bir genel af yasası yer almaktadır. Çok partili hayatın ilk genel af yasası olarak dikkat çeken yasa, 14 Temmuz 1950 tarihinde “Bazı Suç ve Cezaların Affı Hakkında Kanun” adıyla yasalaşmış, 15 Mayıs 1950 tarihinden önce işlenmiş olan pek suçu af ve tenzil ederek, iktidarın yeni bir başlangıç yapmasını sağlayıcı şekilde rol oynamıştır.

Aspergillus flavus maize colonization leads to crop contamination by toxic secondary metabolites and carcinogens called aflatoxins (AF); it has negative effects in public health and has caused economic losses in agricultural activities. Eleven genotypes of immature maize grain frequently used in Mexico were inoculated in vitro with two indigenous toxigenic strains of A. flavus. The size of inoculum, temperature, humidity and presence of other phytopathogens were assessed. Genotypes Popcorn, C-526, Garst 8366, As910 and 30G40 showed resistance to rating of fungal colonization (FC) and AF accumulation, while 3002W, 30R39, Creole, C-922, HV313 and P3028W genotypes were less resistant. AFB1 had the highest concentrations (26.1 mg/kg ± 14.7 mg/kg), while AFB2, AFG1 and AFG2 showed only residual concentrations 1.6, 2.0 and 4.0 μg/kg, respectively. Isolated rural areas often lack for any terrestrial telecommunication networks, especially in developing countries, which supposes an important obstacle for offering health assistance of acceptable quality. On the other hand, low density and low concentration of population, lack of electricity in many points and accessibility problems make it difficult to propose realistic solutions based on conventional technologies. This work shows the research on the adaptation of the IEEE 802.11technology for these kind of scenarios, stressing the case of long distance links. Based on this technology we have designed and installed a WiFi Mesh network in Cuzco (Peru) providing to 12 rural health centres with Internet access and VoIP services. Some results obtained from this network and future improvements related to them are also shown in this work.
