In the United States, immigration is generally seen as a law and order issue. Amidst increasing anti-immigrant sentiment, unauthorized migrants have been cast as lawbreakers. Governing Immigration Through Crime offers a comprehensive and accessible introduction to the use of crime and punishment to manage undocumented immigrants.

Presenting key readings and cutting-edge scholarship, this volume examines a range of contemporary criminalizing practices: restrictive immigration laws, enhanced border policing, workplace audits, detention and deportation, and increased policing of immigration at the state and local level. Of equal importance, the readings highlight how migrants have managed to actively resist these punitive practices. In bringing together critical theorists of immigration to understand how the current political landscape propagates the view of the "illegal alien" as a threat to social order, this text encourages students and general readers alike to think seriously about the place of undocumented immigrants in American society.

"Les recompositions territoriales sont à l'ordre du jour à l'échelle planétaire, au Sud comme au Nord. Il s’agit d'une part, d’une vague sans précédent de décentralisations et de redécoupages municipaux et régionaux associés ; et d'autre part, des nouveaux acteurs territorialisés dits de la société civile (ONG, associations, groupements…) souvent partenaires des institutions internationales, qui se constituent leurs propres périmètres d’intervention chevauchant, recoupant, recouvrant ou englobant les mailles administratives officiellement reconnues. La production contemporaine des territoires locaux n’obéit donc plus exclusivement à l’encadrement administratif du territoire national d’un côté et à la gestion des services publics municipaux de l’autre, mais plutôt à une logique de recherche des territoires multiformes du développement, au sens d’espaces de mobilisation des différents acteurs potentiels du développement autour d’un projet. Deux mots d'ordre qui se déclinent en de multiples interprétations, accompagnent, justifient et encouragent ces mutations : "gouvernance" et "développement durable".
Partout, les pouvoirs publics investis dans un travail de recomposition plus ou moins radicale sont en quête de modèles, ils doivent aussi innover pour réussir la mobilisation pour le développement appelée de leurs vœux, parallèle bien souvent à leur désengagement. L’heure n’est plus à la rationalisation cartésienne, mais plutôt à une certaine géométrie variable de type « postmoderne » pouvant accompagner la complexité territoriale ambiante, elle même liée aux multiples ancrages et périmètres des réseaux d’acteurs.
Le Nord est tenté d’aller voir au Sud comment tradition, réseaux sociaux et identitaires ont pu se conjuguer avec administrations territoriales coloniale et postcoloniale, tandis que le Sud tend à s’éloigner d’une démarche de mimétisme et interroge les impasses des modèles du Nord, tout en cherchant à capter les nouvelles rentes du développement durable.
Ce livre constitue une synthèse et une mise en perspective théorique, de travaux en géographie politique sur les techniques et les enjeux de la fabrication des territoires. Chacune des 5 parties constitutives du livre est l’occasion de faire le point sur une des entrées cruciales du champ des recompositions territoriales. Pour chaque partie, une synthèse est produite qui permet de situer les apports des travaux de l’auteur dans le cadre de la production scientifique sur le thème, et de poser une série de questions. Des études et des développements originaux concernant notamment l’Afrique du Sud sont présentés à l’appui de ces parties. Par ailleurs, chacune de ces parties est l’occasion de formaliser des points théoriques sous forme d’axiomes, ou des points méthodologiques sous forme de graphes et grilles de lecture.

« 1. Vers le tout territorial » constitue un cadrage contemporain de la thématique. Cette partie permet de revenir sur l’ampleur du phénomène de construction multiforme de territoires locaux et régionaux, et de proposer une méthode graphique d’appréhension des systèmes d’administration territoriale dans leur complexité. Sont évoquées également les raisons du primat de l’approche territoriale dans les politiques publiques et les modes d’intervention pour le développement. L’axiome exposé dans cette partie concerne : “les logiques des 3 dimensions de l’Aménagement du territoire”.

« 2. Pas mort l’optimum, les formes contemporaines de l’utopie organiciste » revient sur les modèles, les techniques et les référents à l’œuvre dans la fabrication contemporaine des territoires. L’analyse porte plus particulièrement sur la tendance qui s’exprime chez les experts et les scientifiques à la quête d’un optimum territorial renouvelé qui combinerait fonctionnalité, participation et géométrie variable. L’axiome exposé concerne “la géométrie variable des territoires de la durabilité”

« 3. La condition du chef-lieu, de l’effet à l’enjeu » envisage les construits territoriaux sous l’angle de leur centralité. Plus particulièrement, c’est le thème de l’effet chef-lieu qui est traité et qui fait l’objet d’une présentation dans ses déclinaisons sud-africaines. Plus généralement, est proposée une interprétation générale de son paradoxal succès universel qui voit les villes secondaires tenter de se tailler des arrière-pays étendus à l’heure où les dotations publiques aux chefs-lieux se tarissent et où les charges de centralité augmentent. L’axiome exposé concerne “les modes de traitement territorial de la ville”

« 4. Les confins, entre innovation et relégation  » aborde cette fois les territoires par leurs marges en défendant la thèse des confins comme lieux potentiels d’innovations territoriales, mais aussi d’atomisation du pouvoir territorialisé. C’est plus particulièrement leur traitement dans le champ de la conservation et de la protection sur le continent africain qui fait l’objet d’un développement. L’axiome exposé dans cette partie concerne “la règle des 1-3 2-4”, autrement dit le principe de contournement de l’échelon inférieur et d’encouragement à l’affranchissement de ses limites.

« 5. La postmodernité territoriale, éclairages africains » C’est donc une réflexion sur la postmodernité territoriale à partir des réalités africaines sur le temps long qui vient clore le mémoire. Elle reprend une notion qui parcourt les interprétations proposées pour les quatre autres entrées thématiques. Les réalités africaines, et singulièrement sud-africaines avec l’Apartheid, permettent en effet de questionner l’apparente linéarité et la succession des pré et des post dans le champ territorial et d’analyser les conditions d’émergence de construits hybrides.

Les axiomes énoncés esquissent une table des combinaisons et des règles d’usage des figures et modèles territoriaux, une grammaire de la composition territoriale politique. On voit par exemple comment la référence obligée au développement durable peut renvoyer non seulement à différents modèles, mais également à différents ordres fonctionnels et/ou méthodologiques pour définir des types de configurations territoriales dites“durables”
En fait, trois règles se combinent pour fonder les doctrines des réformes territoriales et les positionnements des collectivités et des coalitions.
La première règle est celle de l’imposition systématique d’un gabarit approximatif tandis que des marges de manœuvre sont laissées généralement à une commission pour l’appréciation ou la négociation des limites. Le gabarit des mailles est stratégique pour le dépassement ou la reprise d’un ordre ancien, pour l’encadrement et le contrôle adaptés aux moyens administratifs ou militaires, mais aussi pour le ciblage des coalitions territoriales promues comme partenaires. L’imposition d’un gabarit est la véritable condition territoriale du projet politique.
Cette règle en rejoint une autre qui s’apparente à une loi. La loi du 1/3-2/4 veut qu’un niveau de pouvoir en cours d’affirmation structure son territoire en cherchant des relais susceptibles de court-circuiter le niveau inférieur contre lequel il tend à s’affirmer.
Une règle enfin se dégage pour expliquer le positionnement des villes non-métropoles dans les processus contemporains de recompositions territoriales. Cette règle est celle de la “compensation hiérarchique” qui veut que pour compenser leur déficit dimensionnel, les villes moyennes et petites ont tendance, au Nord comme au Sud, à revendiquer des arrière-pays élargis. L’enjeu est celui de la captation des fonctions d’intermédiation territoriale, et ce malgré les charges de centralité. La cité et ses élites sont en capacité de représenter un territoire et ses ressources vis-à-vis d’acteurs externes -investisseurs ou bailleurs de fonds-, les agents de la cité sont alors incontournables pour l’accès et la valorisation de ces ressources. Cette position d’intermédiation à la tête d’un territoire élargi semble nécessaire pour exister dans la globalisation hors des aires métropolitaines. Elle prend le relais de la recherche d’un effet-chef-lieu qui, avec le désengagement des Etats, ne se traduit plus sous la forme de dotations en fonctionnaires et en équipements.
Avec ces quelques règles se dessinent des logiques qui donnent du sens à la complexité territoriale contemporaine et à ses formes. Cette complexité se traduit par une profusion et une hybridité des territoires sur fond d’effacement des normes de la modernité territoriale : pavage, emboîtement et uniformité des statuts. Cette complexité est avant tout le fait de deux phénomènes concomitants relatifs aux acteurs des recompositions : la métropolisation d’une part qui se caractérise notamment par des comportements individuels et collectifs faits d’appartenances multiples, et la multiplication des acteurs du développement d’autre part (des organismes internationaux à la nébuleuse de la société civile en passant par les collectivités territoriales, les services de l’Etat et les entreprises) qui inscrivent leurs actions dans des périmètres différents et pas toujours articulés. Ainsi la complexité territoriale n’est ni une calamité ni un bienfait, c’est une expression parmi d’autres des mutations sociales et des différentes facettes de la postmodernité.
Notre posture est celle de son acceptation à la fois comme objet pertinent et comme donnée contextuelle, mais pas comme un facteur de résignation en matière d’aménagement et de développement. En effet, si tout ne se joue pas sur le territoire, bien souvent dérisoire face à la mobilité du capital et des hommes, l’enjeu territorial existe et il n’est pas à sommes nulles. Il y a des gagnants et des perdants, de plus, les modèles qui circulent sont tout sauf neutres, ils peuvent promouvoir certaines configurations spatiales et politiques tout en marginalisant d’autres, ils peuvent in fine accroître la capacité ou l’incapacité territoriale.

""This article is an ethnographic study of a 29-kilometer stretch of cross-border highway located in South Albania and linking the city of Gjirokaster with the main checkpoint on the Albanian–Greek border. The road, its politics, and its poetics
constitute an ideal point of entry for an anthropological analysis of contemporary South Albania. The physical and social construction, uses, and perceptions of this road uniquely encapsulate three phenomena that dominate social life in postsocialist South Albania: the transition to a market economy, new nationalisms, and massive emigration (mainly to Greece). Taking this cross-border road section as my main ethnographic
point of reference, I suggest the fruitfulness of further discussion of the relationship between roads, narratives, and anthropology.

Der Band setzt sich mit einem für Planung und Politik sowie räumliche Sozialforschung wichtigen, jedoch wenig beleuchteten Thema auseinander – mit dem Thema der Grenze.
Dabei ist der Band auf unterschiedlichen Diskursebenen angesiedelt: einerseits auf einer theoretisch-konzeptionellen Ebene, die sich mit dem Thema der Grenzziehung und Grenzüberschreitung auseinandersetzt. Andererseits wird die Bedeutung von Grenzen für die Planungs- und Handlungspraxis von Akteuren anhand konkreter Beispiele ausgelotet.
Das Ziel des Bandes ist eine Reflexion aktueller und tagespolitischer Fragestellungen zum Thema Grenze im räumlichen, wie auch sozialen Kontext. Neben einem Beitrag zur geographischen Theoriebildung des Phänomens Grenze soll auch dessen Rolle als alltäglicher Handlungsrahmen, als Barriere bzw. als durchlässiger Kontext thematisiert werden.

Cross-border integration is a multifaceted as well as contextually contingent process. While various conceptualizations have been developed, the theoretical foundations of the concept appear insufficient in order to grasp the very significance of such a process of cross-border regionalism. In order to help make sense of the diversity of configurations observed, this article seeks to deconstruct the concept according to the role played by the border as a resource and to develop a theoretical framework based on two contrasted models of cross-border integration. The underlying hypothesis is that cross-border integration does not derive from the mere opening of national borders that it supposedly helps at the same time to remove, but stems from the strategic behaviour of actors who actively mobilize borders as resources. The first model, called ‘geo-economic’, is mainly based on the mobilization of the border as a differential benefit and aims to generate value out of asymmetric cross-border interactions. In doing so, this process of functional integration is likely to increase cross-border socio-economic disparities and leads to cooperation oriented towards instrumental purposes such as increasing the economic utility of the border or regulating negative externalities. The second model, called ‘territorial project’, emphasizes the border resources that involve a convergence of both sides of a border, either through a process of hybridization/innovation or via the territorial and symbolic recognition borders entail. In this process of place-making that transcends the border, mutual understanding and trust between the actors is seen to be key and the willingness to cooperate essential. Conceived as ideal-types, the two models of cross-border integration are contrasted and to some extent contradictory. They are however not mutually exclusive and different kinds of combinations are examined based on concrete examples.

Introtext UniGR-CBS Das UniGR-Center for Border Studies (UniGR-CBS) dient seit seiner Gründung als Modell für grenzüberschreitende Kooperation und stärkt die Rolle der Großregion als Zentrum wissenschaftlicher Exzellenz. Die intensive internationale, interdisziplinäre und interlinguale Zusammenarbeit zwischen den Partner*innen hat die Rolle des UniGR-CBS als Wissen generierende Instanz in einem breiten Feld disziplinärer Hintergründe verdeutlicht, die von der Geographie und der Raumplanung bis zu den Rechts-und Politikwissenschaften sowie zur Linguistik und zu den Literatur-und Kulturwissenschaften reichen.

This paper draws on the work of Michel Foucault in order to analyze the constellation of political strategies and power at the US/Mexico border wall. These strategies, however, are incredibly diverse and often directly antagonistic of one another. Thus, this paper argues that in order to make sense of the seemingly multiple and contradictory political strategies deployed in the operation of the US/Mexico border wall, we have to understand the coexistence and intertwinement of at least three distinct types of power at work there: the sovereign exclusion of illegal life, the disciplinary detention of surveilled life, and the biopolitical circulation of migratory life. By doing so this paper offers an original contribution to two major areas of study: in Foucault studies this paper expands the existing literature on Foucault by analyzing the crossroads of power particular to the US/Mexico border wall, which has not yet been done, and in border studies this Foucauldian approach offers a unique political analysis that goes beyond the critique of sovereignty and toward an analysis of coexisting strategies of power.

This research was conducted in the border area in Sajingan Besar District, Sambas Regency, West Kalimantan, Indonesia, by focusing on the realization of the infrastructure aspect as the driving force of the development of the Indonesia-Malaysia cross border tourism destination. Research methods: The data of the research comes from observations, unstructured interviews, and literature studies. The research method used is qualitative descriptive methods. Findings: The research shows that the Aruk border area has completed both stages: (i) Priority Core Zone (office and service zone, trade and service zone) san (ii) Support Zone (infrastructure such as rest areas, money changers, tourism markets, places of worship, Indonesian guesthouse). Implication: The project needs fulfilment of strong basics such as infrastructure and accommodation, as well as being integrated with each other in building and advancing border areas to become world-class destinations, namely cross border tourism.

Le 4 et 5 février prochain, expertes et experts des frontières viendront discuter à Sarrebruck des questions relatives à la (re)naissance de frontières, pertinentes notamment en ces temps de pandémie. La conférence « Border Renaissance », organisée par l’UniGR-Center for Border Studies en format hybride, abordera le sujet sous l’angle des sciences sociales et culturelles et sera complétée par des exemples pratiques tirés du quotidien sociopolitique.
La conférence sera ouverte par le ministre des Affaires étrangères luxembourgeois, Jean Asselborn (vendredi 4 février à 16h). Pour l’exposé scientifique principal (keynote), intitulé "Border Renaissance in a Time of Border Perplexity ?", la conférence accueillera le professeur Victor Konrad de l'Université de Carleton au Canada (samedi 5 février à 13h30).

Irak-Kuveyt ilişkilerini belirleyen temel faktörlerin başında, Irak’ın bağımsızlığını kazandığı 1932 yılından itibaren Basra bölgesindeki çözülemeyen sınır sorunları gelmektedir. İki ülke arasındaki ilişkiler, kuruluşlarından itibaren sınır sorunlarının çözümü üzerinden gelişme göstermiştir. İngiltere’nin Irak sınırlarını net bir şekilde tanımlamaması, Ortadoğu’da Irak’ın Ürdün, Suudi Arabistan, Kuveyt, İran ve Suriye ile pek çok sorun yaşamasına neden olmuştur. Irak-Kuveyt sınırının yol açtığı belirsizlik, Irak’ın Basra’daki çıkar çatışmasına dayanmaktadır ve Kuveyt’in 1990 yılında Irak tarafından işgaline de bu durum sebep olmuştur. Saddam Hüseyin Kuveyt’i “ilhak” ettiğinde en temel
argümanlarından biri -her ne kadar tarihsel olsa da- hem Arap milliyetçiliğini kullanarak Arap dünyasının liderliğini hem de Basra Körfezi’nin kontrolünü ele geçirmek ve dünya petrol ticaretine yön vermekti. Irak’ın Kuveyt’i işgal etmesinden sonra başlayan süreçte Kuveyt, Irak’a karşı haklı olarak hasmane bir tutum sergilemiş ve bu politikasını 2003 yılında ABD’nin Irak’ı işgalinde ABD’yi destekleyerek
devam ettirmiştir. Kuveyt 1990’da geri çektiği büyükelçisini 2008 yılında tekrar atayarak Irak ile ilişkilerini geliştirmek için adım atmış, Irak ise
Kuveyt elçiliğini 2010 yılında yeniden faal hâle getirmiştir. Bu süreç akabinde iki ülke arasındaki ilişkiler yumuşama dönemine girerek hızla gelişse de sınır problemleri yüzünden ikili ilişkiler inişli-çıkışlı bir seyir izlemektedir. Bu çalışmada Irak-Kuveyt ilişkileri tarihsel bir metodoloji ile ele alınarak günümüze kadar olan süreç kırılganlıklar ve iş birliği başlığı altında incelenerek okuyucuya genel bir bilgi verilmesi amaçlanmaktadır

La construction européenne a redéfini la signification et les fonctions des frontières nationales. Cet article s’intéresse à cette mutation sous l’angle des pratiques des habitants de l’Arc jurassien franco-suisse. Une enquête par questionnaire a permis de mesurer l’intensité de certaines pratiques spatiales transfrontalières réalisées pendant le temps libre (achats, loisirs, etc.) et d’en déterminer les logiques sous-jacentes. L’effet frontière se manifeste sous la forme d’un différentiel de prix (coût de la vie, taux de change, taxation de certains produits) et d’un différentiel de connaissances (manque d’informations sur le pays voisin, habitude, etc.) qui freinent ou incitent le franchissement de la frontière. L’effet frontière est toutefois atténué dans le contexte territorial étudié par un effet de centralité impliquant un différentiel d’offre (attraction des communes françaises à vocation résidentielle par les centres urbains helvétiques). La combinaison de ces effets explique l’intensité et l’orientation des pratiques spatiales transfrontalières.

Über Fragen des (Wieder-)Auflebens von Grenzen, gerade auch in jüngsten pandemischen Zeiten, diskutieren Grenzexpertinnen und-experten am 4. und 5. Februar bei der Konferenz "Border Renaissance" in Saarbrücken und online. Die Hybrid-Veranstaltung, die vom UniGR-Center for Border Studies organisiert wird, betrachtet das Thema aus gesellschafts- und geisteswissenschaftlicher Perspektive – ergänzt durch praktische Beispiele aus dem gesellschaftlichen und politischen Alltag.
Den einleitenden Vortrag hält der luxemburgische Außenminister Jean Asselborn (Freitag, 16.00 Uhr). Den wissenschaftlichen Hauptvortrag liefert der renommierte Grenzforscher Prof. Victor Konrad von der Carleton-Universität in Kanada (Samstag, 13.30 Uhr).

After the Cold War theories about the overpassing of national borders emerged as preminent. The events occurred during the last 20 years put in crisis those theories: on one hand, the Islamic State represented the major challenge to the World order based on Nation-States; on the other, the Covid-19 crisis seems to favour a revenge of borders. These are the two opposite poles of a same pendulum, in which the national borders still remain the crucial elements of international relations.

Canada’s National Capital Region, the metropolitan area of Ottawa-Gatineau, is unique in that it is located on the most politically and symbolically charged border within the country: between the provinces of Ontario and Quebec. Although this border has little impact on individuals’ everyday mobility, major differences in policies,
institutions, and public resources affect residents on either side. In particular, each province has its own governance structures and practices in immigration and settlement. The paper demonstrates that these different structures and practices in immigration and settlement across the border generate two distinct processes of citizenship formation at the local level that serve to (re)produce Canada’s two dominant ideals of national identity and citizenship. This case contributes to border studies by showing (1) how internal borders serve to (re)produce multiple, national ideals of identity and citizenship at the city scale, (2) the existence of scalar contradictions in the transborder governance of citizenship and identity, and (3) the significance of processes of identity and citizenship formation in understanding the level of integration between cross-border cities.

This article sets out to summarise the policies, practices and experiences of immigration detention in contemporary Greece, as well as outlining how they have been critiqued domestically and internationally. The article proceeds to address the ways in which the Greek state has reacted to criticisms and pressures for reform, especially from abroad. It is argued that neither domestic nor international interventions have succeeded in bringing about substantive progressive change in the Greek immigration detention system. Rather, Greek state authorities have systematically neutralised criticisms by employing an array of rhetorical techniques, most notably through evocation of philoxenia (broadly meaning hospitality to foreigners and strangers more generally) as a natural trait common to all Greeks. In addition to highlighting the dubious and paradoxical dimensions of the rhetorical defences deployed by the state in Greece, particularly as concerns its discourse of philoxenia, the article goes on to discuss the main socio-political functions that have subtly been served inside the country’s borders through maintenance of deplorable policies and practices of immigration detention, including the symbolic management of public anxieties in accordance with what may be termed the ‘more eligibility’ principle. In pointing to these functions, the article helps to explain why the Greek state persists in making use of rhetoric that is blatantly indefensible and bound to attract further disapprobation.

Anu Sabhlok and Noor Sharma paint a picture of hope and heroism experienced as geographical imaginaries far from home by labor migrants in India who travel annually from the plains of Jharkhand to the mountains of Ladakh in order to build roads for the state and national interests.

The paper examines the processes of constructing liveable neighbourhoods in the walled city of Ahmedabad, in the context of 2002. Godhra carnage and subsequent anti-Muslim riots throughout Gujarat, India. The walled city of Ahmedabad have been perceived as riot prone and highly segregated place where Hindus and Muslims have been living separately since the city was built in early fifteenth century. The paper attempts to unpack this relationship between religion and liveability in Indian cities, particularly how religion negotiates normatively religious differences that appear to be incommensurable having high potentiality of violence and yet create sustainable liveable spaces. The paper adopts an ethnographic approach towards understanding the role of religion in the making liveable urban spaces that are socially and culturally sustainable focusing on individual narratives and experiences in order to capture its different meanings and notions, especially at the local micro-level. The narratives, as argued in the paper, articulates the spatialisation of self and their particular cultures through the production of neighbourhoods. The existence of ’my place/places’ or neighbourhoods ensure the survival of these particular cultures as well as the demarcation of ’their place/places’ suggest not the intolerance of the other but recognition of the other and its culture, albeit on the outside. It is this continual negotiation that enables recognition of the self as well as the other making these divided spaces liveable.
