Cette étude examine les caractéristiques du rapprochement du Brésil avec l"Afrique dans le contexte de son affirmation sur la scène internationale à travers trois axes : une évaluation quantitative et qualitative des relations actuelles, après un court historique des relations passées ; une analyse des motivations, des perceptions, et de l"influence des divers acteurs qui définissent la ligne adoptée par la politique extérieure brésilienne envers le continent ; enfin, une analyse de l"actuel " modèle " de développement brésilien et de la manière dont son apparent succès permet de diffuser la validité des expériences nationales à des fins de développement des pays africains, diffusion qui permet à son tour également au Brésil d"avancer dans la réalisation de ses objectifs de politique extérieure sur la scène globale.

O objetivo deste trabalho é analisar as perspectivas e desafios para a projeção geopolítica brasileira no Atlântico Sul, na consolidação de laços e parcerias estratégicas com os países da África Austral e Ocidental. Tendo em vista, o conceito de “Entorno Estratégico Brasileiro” (Política Nacional de Defesa – PND, 2005) compreendendo a América do Sul, Atlântico Sul, e os “países lindeiros” da África (a África Austral e Ocidental), este artigo pretende realizar um recorte histórico da visão geopolítica brasileira para a região, desde as iniciativas da Política Externa Independente – PEI até as perspectivas atuais de aproximação com a África do Sul, e os países da PALOP – Países Africanos de Língua Oficial Portuguesa, além de outros parceiros importantes. Assim, discutir-se-á o papel de iniciativas como a “Cooperação Sul-Sul”, UNASUL, ZOPACAS e o fórum IBAS como mecanismos de fortalecimento dos laços estratégicos entre a América do Sul e a África Ocidental e Austral, sendo esta última uma “ponte” para a Índia. Por outro lado, analisar a presença anglo-americana no Atlântico Sul como uma sobreposição ao “Entorno Estratégico Brasileiro” e podendo servir de entrave na aproximação dos dois blocos regionais.

Neste artigo analisam-se as condições sociais de aproximação entre intelectuais e ativistas brancos e negros brasileiros, em São Paulo, e militantes africanos, na sua maioria angolanos, no contexto da luta anticolonial de finais dos anos 50 e meados dos anos 1960 do século xx. Através de fontes variadas, procura-se evidenciar o debate gerado entre estes intelectuais e o seu posterior afastamento, provocado pelas dificuldades enfrentadas por ambos os lados, institucional e quotidianamente, no seguimento do golpe de estado civil-militar em 1964 no Brasil.
This article analyzes the social conditions of the relationship between intellectuals and Brazilian black and white activists in São Paulo and African militants, mostly Angolans, in the context of the anticolonial struggle of the late 1950s and mid-1960s. Using a variety of sources, the aim is to highlight the debate generated by these intellectuals and their subsequent separation, caused by the difficulties faced by both sides, both institutionally and daily, following the popular-military coup of 1964 in Brazil.

O objetivo deste trabalho é analisar as potencialidades de concepção e desenvolvimento de produtos e serviços de Defesa entre duas importantes economias emergentes e atores regionais: O Brasil e a África do Sul. Considerando o recente histórico da Base Industrial de Defesa dos dois países, verifica-se o declínio de sua participação no cenário internacional. Contudo, a julgar pelo recente crescimento econômico, as ambições políticas no sistema internacional, além do know-how técnico-científico herdado historicamente (presente e potencial). Entre Brasil e África do Sul, existem grandes possibilidades de cooperação bilateral e multilateral para concepção, desenvolvimento e produção conjunta de produtos e serviços de defesa, em vários projetos setoriais de armas leves, blindados, meios navais e aeroespaciais, veículos aéreos não-tripulados (VANTs) e outros sistemas de defesa. Estes países poderão despontar como importantes inovadores, produtores, exportadores e provedores desses produtos de defesa para suas necessidades internas, mas também para seus entornos estratégicos na América do Sul e na África Austral.

This paper addresses the news exchange between Brazil and Portuguese-speaking countries of Africa, as operated by each country's national news agencies. The main goal in this study is to understand how the information flow is carried by those news agencies. For this, a quantitative and comparative survey through content analysis is conducted on the usage of news from each agency in every other, by means of replication or attribution as source among the contents in their respective websites, within the timespan of May 2016 to May 2017. In spite of the great international exposure to developments in Brazil during that period, the exchange was recorded as minimal. In order to analyze this news exchange, we make use of the perspectives from the political economy of news agencies (Boyd-Barrett, 1980), and the circulation of news (Machado, 2008; Medina, 1998.) The paper applies the concept of network-territory to the analysis of news exchange and focuses on analyzing the structures of news production. The geocultural sphere of the Portuguese language is understood as a space of information circulation and an interlocution between the Geographies of Communication and Journalism studies is hereby proposed.

No termo do ano do bicentenário, talvez ainda haja algo para ser dito sobre a chegada da Corte. Eventos variados apresentaram as mudanças introduzidas em 1808. Apontou-se o desenvolvimento comercial, a modernização social e institucional, o transplante da burocracia européia que forjou o aparelho estatal da nação, a não fragmentação da América portuguesa e a singularidade monárquica brasileira no contexto americano. Some-se a isso certa nostalgia da época em que o Rio de Janeiro era a capital politica, econômica e cultural do país.

This article addresses the nature of transatlantic relations between Brazil and Namibia in the last two decades and argues that, in stark contrast with any other relationship regarding the African continent, Brazil's motivation in deepening ties with Namibia was largely built upon an extensive military-to-military cooperation partnership. By focusing on long-standing bureaucratic interests, the article demonstrates how Brazilian–Namibian relations were driven over the years by strategic affinities, business opportunities made available by the security sectors of both countries and, more recently, growing concerns over the sovereignty of their respective maritime areas in tandem with renewed interest for security developments within the South Atlantic region.

This article analyzes the Brazilian presence in Africa during both mandates by President Lula da Silva (2003 - 2010). The starting point is the idea that the previous contacts between these two sides of the Atlantic Ocean, diffuse and without continuity, with moments of greater or lesser approximation in relation to internal contexts (government) and external (international system configuration). In the 21st century, on one hand reassesses the role of Africa in international politics at the same time that there is a new form of inclusion of Brazil in this scenario; this policy seeks to meet both the Brazilian context of re-emergence of the African continent in the international system, regarding the redirection of foreign policy to an emphasis on dialogue and multilateral cooperation, emphasizing South-South relations. On the other hand, even with an ample resumption of these relations, it is not possible to characterize an inflexion in this relation starting from 2003; but rather, the insertion of the continent in the multilateralist strategy of Lula da Silva's government, backed by the construction of a continental policy towards Africa. This policy are marked by an intensified and enlarged continuity of the policies begun in the second government of Fernando Henrique Cardoso, strongly based on governmental approach, which depends on the stance of Dilma Rousseff's government, to proceed with the results achieved in the previous government.
