CPTPP

As the global economy has undergone significant changes as a result of the prolonged deadlock of trade multilateralism, polarized trade regionalism, and trade bilateralism in noodle bowls, the study on international trade policy from a domestic perspective focusing on developing economies has become much more important and can contribute to our better understanding of the global political economy.
This thesis studies the trade policy dynamics of Vietnam in the case of the Trans-Pacific Partnership (TPP) negotiations with a particular focus on domestic politics. A qualitative analysis of the case of Vietnam shows that although economic motivations are considerable, Vietnam’s approach to TPP is significantly politically driven. It is found that in the Asia-Pacific region of the post-Asian Financial Crisis era, the trade policy of Vietnam has been substantially influenced by the structural reconfiguration of economic order at the international level as a result of changing geo-economic balance of the global and regional economy. Notable findings also suggest Vietnam’s reach to new trade frontiers of new-generation free trade agreements as in the case of TPP, induces a domestic power struggle within the policy-making circle and increasing involvement from the public at a time when the communist-ruled country has been undertaking strong domestic reform in the post-WTO era.


ในบริบทของระบบเศรษฐกิจโลกกำลังเข้าสู่ช่วงเปลี่ยนแปลงที่สำคัญเนื่องจากประเด็นท้าทายต่างๆไม่ว่าจะเป็นปัญหาการเจรจาการค้าพหุภาคีที่ยังเดินหน้าต่อไม่ได้และกระบวนการรวมกลุ่มการค้าเสรีในภูมิภาคต่างๆที่มีแนวโน้มแบ่งขั้วกันในทิศทางต่างๆรวมทั้งกระแสข้อตกลงการค้าเสรีแบบทวีภาคีที่เพิ่มมากขึ้นกการวิจัยเพื่อศึกษานโยบายการค้าระหว่างประเทศมีความสำคัญมากขึ้นและจะทำความเข้าใจดีขึ้นเกี่ยวกับระบบเศรษฐกิจโลกยุกใหม่
วิทยานิพนธ์ฉบับนี้จะศึกษานโยบายการค้าเวียดนามในกรณีศึกษาของข้อตกลงการค้าหุ้นส่วนเศรษฐกิจเอชียแปซิฟิกหรือ TPP ด้วยจะเน้นมิติการเมืองภายในเป็นปัจจัยสำคัญ การศึกษาวิจัยเชิงคุณภาพนี้จะชี้ให้เห็นว่าการเข้าร่วมเจรจาข้อตกลง TPP ของเวียดนามมีแรงจูงใจทั้งในด้านเศษฐกิจและการเมืองซึ่งปัจจัยการเมืองจพเป็นตัวแปรที่สำคัญยิ่ง ในบริบทของภูมิภาคเอเชียแปซิฟิกนยุคหลังวิกฤษเศรษฐกิจ 1997 นโยบายการค้าเวียดนามได้รับผลกระทบจากการปรับเปลี่ยนโครงสร้างระบบเศรษฐกิจภูมิภาคเนื่องจากการปรับเปลี่ยนทางภูมิยุทธศาสตร์ในระบดับโลกและระดับภูมิภาค วิทยานิพนธ์นี้ค้นพบกว่าการที่เวียดนามเข้าร่วม TPP เพราะแรงผลักดันจากการต่อสู้ทางการเมืองภายในประเทศทั้งในแวดวงผู้กำหนดนโยบายและวงกว้างของกระบวนการกำหนดนโยบายการค้าที่มีส่วนร่วมเพิ่มากยิ่งขึ้นของประชาชนในช่วงเวลาประเทศเวียดนามนำโดยระบอบคอมมุวนิสต์กำลังดำเนินการปฏิรูปภายในประเทศในยุคหลังการเข้าร่วมองค์การการค้าโลก WTO

Hiệp định Đối tác toàn diện và tiến bộ xuyên Thái Bình Dương (CPTPP) là hiệp định thương mại tự do giữa các nước ở ven hai bờ Thái Bình Dương, mục tiêu tiến tới loại bỏ từ 90% trở lên các rào cản về thuế quan cho hàng hóa, dịch vụ của đối tác tham gia hiệp định. Việt Nam kỳ vọng sẽ được hưởng lợi từ TPP, nhưng cũng có không ít khó khăn đang chờ đợi ở phía trước. Khi hiệp định được ký kết, một số lượng lớn hàng hóa, dịch vụ và lao động tay nghề cao từ các nước khác sẽ gia nhập vào thị trường lao động nước ta tạo nên cuộc cạnh tranh khốc liệt trong nước. Hiện nay, trên thế giới đang phát triển mạnh mẽ cách mạng công nghiệp (CMCN) 4.0. Đây là cơ hội lớn để các nước đẩy mạnh quá trình công nghiệp hoá và hiện đại hoá, trong đó có Việt Nam. Những yếu tố cốt lõi của CMCN 4.0 là: Trí tuệ nhân tạo (AI), Vạn vật kết nối - Internet of Things (IoT) và Dữ liệu lớn (Big Data). Bài viết đề cập đến những giải pháp để Việt Nam hòa nhập vào thị trường các nước CPTPP thời đại CMCN 4.0

Trong nền kinh tế thị trường ngày càng đa dạng và phức tạp hóa như Việt Nam hiện nay, tất cả các lĩnh vực đều bị ảnh hưởng bởi yếu tố nguồn nhân lực. Đặc biệt khi Hiệp định Đối tác Toàn diện và Tiến bộ Xuyên Thái Bình Dương (CP TPP) được ký kết đã mở ra cơ hội tiếp cận công nghệ sản xuất và quản lý tiên tiến, vậy làm thế nào để có đủ nguồn nhân lực trình độ cao để nắm bắt cơ hội này. Theo báo cáo Ngân hàng Thế giới (WB): "Tất cả nhóm thu nhập dự kiến sẽ được hưởng lợi, nhưng mức lợi ích đạt được sẽ cao hơn ở nhóm lao động trình độ cao". Vì vậy nhóm quyết định nghiên cứu vấn đề " Phát triển nguồn nhân lực trình độ cao nhằm tận dụng cơ hội từ CP TPP", nhằm đi sâu và tìm ra một vài chính sách nhằm phát triển nguồn nhân lực. Bằng nhiều phương pháp phân tích, tham khảo những số liệu thực tế và các bài báo liên quan đến vấn đề này, nhóm mong muốn đưa ra quan điểm cá nhân về những mặt hạn chế và đề xuất một số giải pháp kiến nghị nhằm tham gia vào công tác phát triển nguồn nhân lực trình độ cao.
In an increasingly diversified and complex market economy like Vietnam today, all areas are affected by human resources. Especially when the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CP TPP) was signed, it opened opportunities for access to advanced production and management technologies, so how to have enough human resources? High level to seize this opportunity. According to the World Bank (WB) report: "All income groups are expected to benefit, but the benefit level will be higher than for highly skilled workers". Therefore, the team decided to study the issue of "Developing highly qualified human resources in order to take advantage of opportunities from the TPP CP", in order to go in depth and find out some policies to develop human resources. By analyzing many methods, referring to the actual data and articles related to this issue, the group wishes to offer personal views on the limitations and propose some suggested solutions to participate in the development of highly qualified human resources.

This report provides multi-dimensional impact, the fourth industrial revolution (industrial revolution 4.0) has been rapidly changing labor and labor market structure. This will put great pressure on the labor market. Developing countries like Vietnam will face surplus labor and rising unemployment rates. Opportunities and challenges for businesses in Vietnam when trade agreements are signed. The approach to the opportunities of the Comprehensive Partnership and Transpacific Progressive Partnership (CPTPP), the rational investment enterprise for managerial personnel training, by integration requires managers to have a Strategic vision. New solutions to improve the quality of human resources at high level to take advantage of CP-TPP opportunities for the approach of Vietnamese enterprises.

The purpose of this article is to identify a challenge that 11 countries participating The Comprehensive Partnership and Trans-Pacific Partnership (CPTPP) have to face off when The United States withdrawal this agreement. Besides the objective of removing tariff barriers, the CPTPP seeks to remove non-tariff barriers, to open the service market and to lay the foundation for some economic and environment standards among the stakeholders. The CPTPP is still continue but the lack of US is also a big shock with 11 remaining countries as the US accounts for 60% GDP of TPP's total GDP and about 40% merchandise trade in group.

To contribute to this vision formulation, the Canadian Global Affairs Institute (CGAI) held an
open webinar with Canadian and Japanese foreign policy experts who research the Indo-Pacific
region to examine Canadian and Japanese FOIP visions through the lens of purpose, form and
practice. Purpose refers to why such a vision is important. Form refers to the manner in which
Canada and Japan conceptualize the region and the core pillars of their visions. Last, practice
refers to practical, sustainable and meaningful ways to pro-actively engage and contribute to
free and open Indo-Pacific visions that are informed by each country’s shared and individual
national strategic interests.
To achieve these objectives, Canadian and Japanese speakers were asked to speak on each
country’s perspectives on the Indo-Pacific through the following lines of inquiry: 1) Why develop
the vision?, 2) Core pillars of Canada’s and Japan’s FOIP vision and 3) Practical activities that
fall under the FOIP umbrella in the areas of infrastructure, connectivity and supply chain
diversification, and security co-operation in the maritime domain, good governance, etc.

The Indo-Pacific region is the economic centre of global growth and the central locus for opportunity and instability. Countries such as Denmark, France, Germany, the United States, Japan, and Australia have put forward Indo-Pacific strategies to articulate their engagement in the region. The same can be said of the European Union (EU) and the Association of Southeast Asian Nations.

Yet Canada has been conspicuously absent from this growing list of actors with Indo-Pacific strategies. This raises questions about the direction of Canadian foreign policy. Why hasn’t it been able to create an Indo-Pacific strategy? Is it a political issue? Or is it about a long-term pattern of disinterest in this region?

Este ensayo analiza los antecedentes, el desarrollo y los alcances de la estrategia mexicana de inserción en la región Asia-Pacífico mediante la firma del Acuerdo Transpacífico de Cooperación Económica (TPP), actualmente Tratado Integral y Progresista de Asociación Transpacífico (CPTPP).

The young labor market in Vietnam gradually integrates into the international economy, which plays an increasingly important role in the trend of economic integration, opening up many opportunities but also creating many challenges for Vietnam. It can be seen that integration creates a lot of employment opportunities for the workforce, access to training programs from abroad, and higher employment opportunities because the labor market is now a global sector. At present, Vietnam has a plentiful labor force and a young labor structure, a well-educated workforce with better working skills. Therefore, joining the CP-TPP Agreement with the extent and scope of extensive commitments will have a profound impact on human resources and global business conditions in general and the countries in the block in particular. This creates new opportunities but also many challenges for young workers in Vietnam.

En septiembre de 2021, Taiwán solicitó unirse al CPTPP, solo una semana después de que lo hiciera China. Pero el ingreso de Taiwán al CPTPP no será fácil, entre otras cosas, no solo porque China se opondría, sino también porque debe cumplir ciertas condiciones debido a los altos estándares que implica la membresía al CPTPP. Además, debe resolver algunos problemas que los miembros de CPTPP han planteado con respecto al régimen de comercio e inversión de Taiwán, y debe obtener la aprobación de todos los miembros existentes de CPTPP.
En este artículo se analizarán los aspectos que rodean la posible adhesión de Taiwán al CPTPP. Se responderán tres preguntas, la primera sobre las actitudes de los miembros del CPTPP sobre la membresía de Taiwán; la segunda sobre los desafíos que enfrenta Taiwán para ingresar al CPTPP; y el tercero, sobre los beneficios que la membresía de Taiwán podría traer a otros miembros del CPTPP.

Trump’s withdrawal from the Trans-Pacific Partnership (TPP) and his “America First” trade agenda ignite a second round of interest in mega-free trade agreements in the Asia-Pacific. Countries are evaluating alternative trade policy actions in a post-TPP era. Using national real GDP gains estimated by a modified GTAP model to construct “preference ordering” for 10 Association of Southeast Asian Nations members and their six regional dialogue partners, this paper comes up with several policy-oriented findings. First, when multilateral agreements are not possible, countries are better off with a regional trading agreement than without one. Second, the Regional Comprehensive Economic Partnership is likely to have higher beneficial impacts than the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. Third, for dual-track countries, implementing both agreements is better than each  separately. Fourth, impacts of open regionalism are likely to be higher than those of a closed and reciprocal one. Going forward, this paper argues that countries should adopt a “multi-track, multi-stage” approach to trade policy.

The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) is a free trade agreement between countries along the Pacific Rim, aiming to eliminate 90% or more of the tax barriers for goods and services of the partners participating in the agreement. Vietnam is expected to benefit from the TPP, but there are many difficulties ahead. When the agreement is signed, a large number of highly skilled workers from other countries will join our country's labor market, creating a competition with domestic workers. Currently, the world is developing strongly along with Industrial Revolution 4.0. This is a great opportunity for countries to step up industrialization and modernization process and that includes also Vietnam. The core elements of Industry 4.0 will be: Artificial Intelligence, Internet of Things and Big. The article discusses solutions for Vietnam to integrate into the common market of CP-TPP countries in the age of Industrial Revolution 4.0.

Аннотация: Закон об интеллектуальной собственности Вьетнама является основой для обеспечения того, чтобы правовая система по правам интеллектуальной собственности соответствовала стандартам Соглашения о торговых аспектах прав интеллектуальной собственности (ТРИПС) Всемирной торговой организации (ВТО), выполняя обязательства. в соответствии с обязательствами в соглашениях о свободной торговле (ССТ), участником которых является Вьетнам. По состоянию на 16 октября 2021 г. Вьетнам участвовал в переговорах и подписал 15 ССТ с ССТ нового поколения, например, Всеобъемлющее и прогрессивное соглашение о Транстихоокеанском партнерстве (CPTPP). Следовательно, Закон об интеллектуальной собственности должен быть отредактирован и дополнен для выполнения обязательств в отношении товарных знаков в CPTPP, таких как звуковые знаки, запахи, известные бренды, механизм урегулирования доменных имен. Japan’s engagement in free trade agreements (FTAs) and the effectiveness of its official development assistance (ODA) in supporting foreign direct investment (FDI) have partly led to its standing as the third largest economy in the world. Since 2000, Japan has ranked as one of the biggest trading partner and provider of ODA and FDI to Vietnam.
The purpose of this paper is to investigate the economy of Japan in terms of free trade with the implication of trade relation with Vietnam. In this context, the first part presents the overview of Japan economy and the rise of bilateral agreements between Japan and Southeast Asian countries, especially Vietnam. The following part analyzes the current partnership between Japan and Vietnam through two FTAs, namely the Japan-Vietnam Economic Partnership Agreement (VJEPA) and the Trans-Pacific Partnership (TPP), and their effects on the economic performance of both countries. The results show that the relationship between Japan and Vietnam is flourishing and on the way to achieve a comprehensive and strategic partnership.

China’s return to economic, political, and military prominence in the Indo-Pacific region has direct implications for Canadian businesses, citizens, and the rules-based order that Canada has relied on in the post-World War II period for its security and prosperity.

Maximizing the benefits of China’s return to global prominence and its growing prosperity will need to be balanced by risk contingency. Necessarily, both should be based on a clear understanding of China’s ambitions, the limits of its rise, and a clear-eyed assessment of its track record of domestic, regional, and global behaviour.

Ngoài mục tiêu gỡ bỏ các hàng rào thuế quan, CPTPP còn hướng tới việc xóa rào cản phi thuế quan, mở cửa thị trường dịch vụ, đặt nền tảng cho một số các chuẩn mực kinh tế-sỡ hữu trí tuệ, tiêu chuẩn về môi trường giữa các bên liên quan. Hiệp định CPTPP vẫn được tiếp tục nhưng sự thiếu vắng Mỹ cũng là một cú sốc lớn với 11 nước còn lại khi Mỹ là nước chiếm 60% GDP trong tổng GDP của TPP và khoảng 40% thương mại trong nhóm.
The purpose of this article is to identify a challenge that 11 countries participating The Comprehensive Partnership and Trans-Pacific Partnership (CPTPP) have to face off when The United States withdrawal this agreement. Besides the objective of removing tariff barriers, the CPTPP seeks to remove non-tariff barriers, open the service market, lays the foundation for some economic standards-intellectual property, environment standards among the stakeholders. The CPTPP is still continue but the lack of US is also a big shock with 11 remaining countries as the U.S accounts for 60% GDP of TPP's total GDP and about 40% merchandise trade in group.

CP-TPP is a non-US transpacific free trade agreement. However, this is still one of the major free trade agreements in the world with Japan being the world's third-largest economy. Together with Industrial Revolution 4.0 (IR 4.0), it presents great opportunities and challenges for the Vietnamese economy. Developing high quality human resources is one of the key pillars of the Vietnamese economy if it is to seek the benefits of CP-TPP and IR 4.0. In fact, high quality human resources in Vietnam are very weak and fragmented. This paper will address high quality human resource development solutions in line with the real situation of the Vietnamese economy in the hope that it can help Vietnam achieve the maximum benefits provided by CP-TPP and IR 4.0.
