Davos Debate

De acuerdo al Informe “Global Risk Report”, que publica el Foro Económico Mundial cada año, pocos días antes de la Cumbre de Davos en Suiza y que muestra el análisis que hacen expertos de todo el mundo sobre los riesgos más significativos que enfrentamos a nivel global, en los ámbitos: económico, medioambiental, social, geopolítico y tecnológico; el riesgo de migración involuntaria a gran escala que se encuentra contenido en el ámbito social y del que trata el presente ensayo, fue el principal riesgo para 2016. Para 2018, se encuentra en la sexta posición de los mayores riesgos en términos de probabilidad y en la novena posición en términos de impacto.

Por las razones anteriormente expuestas, se considera pertinente realizar énfasis en este riesgo, con el fin de responder un
cuestionamiento fundamental: ¿Son las soluciones planteadas por
los organismos internacionales, suficientes para mitigar el riesgo de migración masiva a gran escala en el contexto global?. Con el fin de poder dar respuesta a este interrogante, el ensayo, consta de
siete apartados; en el primero de ellos, se menciona la definición de migración involuntaria y sus etapas desde la perspectiva de diversos autores, en segunda instancia, se describen las diferentes categorías de migración involuntaria, en tercer lugar, se desarrolla una revisión del contexto actual de las migraciones masivas a gran escala, en el cuarto apartado, se examinan las soluciones propuestas por los Gobiernos y Organismos Internacionales para mitigar las migraciones masivas a gran escala, consecutivamente se establecen las conclusiones, luego en el sexto segmento, se mencionan las recomendaciones y por último, en el séptimo apartado se enuncia la biografía utilizada para la
elaboración del ensayo.

The Davos Debate held in 1929 around the relevance of Kant’s oeuvre can be understood as the confrontation around the possible destiny of the Enlightenment movement itself. We will try to show that Heidegger’s interpretation of critical finitude as the expansion of self-affection of the consciousness to the whole of Experience can be understood as a radical weakening of the self-determination duty of the modern Man and the definitive invalidation of modern emancipatory project through the instrumentation of the work of its main figure, Kant. By contrast, the radicalisation of the Kantian interrogation “Was ist Mensch ?” and its expansion throughout a multiplication of aprioristic symbolic horizons by Cassirer corresponds to a drastic attempt to fulfil the critical project. The vital dynamics of form-giving in all its complexity and richness must correspond to the actualization of the Kantian project, allowing to conceive the application of the transcendental to contemporary topics, such as the expression, the body (Leib), political irrationalism or the ante-categorical representation.

In this presentation, we seek to situate ourselves, firstly, in the discussion between Heidegger and Cassirer regarding the relationship between imagination, a fundamental concept of the Kantian Critique of Pure Reason, and respect, a fundamental concept of the Kantian Critique of Practical Reason. As we know, according to Heidegger, respect is based on transcendental imagination, an idea that will be harshly criticised by Cassirer, who approaches the debate in terms of the freedom of the point of view of the infinity. In the end, despite their differences, both proposals find a close relationship between the synthesis operated by imagination and that operated by respect. Similarly, both proposals consider the transcendental imagination as a fundamental concept of Kantian philosophy. However, Cassirer denounces the moral problems of understanding an intrusion of schematism into the moral realm. Heidegger's efforts in his defence of Cassirer's criticisms, as is clear in Davos, will make it possible to reinforce the articulation, in Heideggerian thought, of an ontological reading of Kant, which will be the basis of what we call “an ontology of the possible”, correlated with an ethics of belonging. From the horizon of these reflections, we will ask ourselves about two of the ethical consequences of an ontology of the possible. On the one hand, we will ask ourselves about the role of the imagination – whose operability would be established in the possible –  for the apprehension of another person apprehended as such through respect. On the other hand, we will also ask ourselves about the possibility of a temporarily finite Dasein belonging to the sphere of all entities. We believe that the importance of this consideration lies in the fact that we can, in the first place, shed new light on the relationship between theoretical and practical Kantian philosophy. Moreover, in second place, we can rescue the ethical concerns of the Heideggerian ontology. And, in the third place, we can situate the paradoxical influence of neokantism on Heideggerian philosophy, since Heidegger's discussion with this tradition regarding his reading of Kant may have accentuated many of the intuitions that will be widely developed after the Kehre.

L’agenda del «grande reset» si arricchisce di nuovi contenuti grazie alle relazioni presentate dal 25 al 29 gennaio al World Economic Forum (WEF) di Davos. Ciò che colpisce sempre è la grande sintonia di vedute e di intenti. Il giro mentale, in poche parole, dice che se si vuole che il mondo sopravviva, occorre costruire un "nuovo patto sociale". La crisi sanitaria, economica e sociale, infatti, più l'incombere della crisi ecologica, richiedono linee guida condivise secondo una prospettiva multilaterale di collaborazione fra gli Stati e con i grandi gruppi. Un «build back better» planetario, insomma, per dirla con l'espressione con cui il presidente degli Stati Uniti d'America, Joe Biden, vuole caratterizzare il proprio governo. Le economie debbono essere cioè guidate affinché divengano più green, sostenibili e inclusive mediante politiche fiscali ad hoc che indirizzino il mondo nella direzione voluta usando un mix di bastone e carota. Un ruolo fondamentale è riservato anche alla "creazione del consenso" a mezzo di uno story-telling appropriato, perché anche i piani più dirigistici necessitano comunque di un ampio consenso popolare, che deve quindi essere costruito e mantenuto, onde indirizzare consumi e investimenti nella direzione voluta e far accettare restrizioni alla libertà e alla proprietà in cambio di sicurezza e salute. In tale prospettiva non ci si può illudere di tornare all'"era prepandemica", «before Coronavirus» come la definisce il fondatore del WEF, Klaus Schwab: siamo entrati in uno stato d'emergenza, destinato a protrarsi nel tempo.

L’epidemia in corso è considerata come una “grande opportunità” per “ricostruire il mondo in modo migliore”, con più “sicurezza” garantita dall’alto, la speranza di una “salute” gestita dai pubblici poteri, al prezzo di rinunce progressive a spazi di libertà e privacy. La prospettiva evocata da Klaus Schwab, fondatore e chairman del Forum di Davos, è quella di una nuova governance in cui gli Stati, la comunità internazionale, le Banche centrali, i grandi gruppi industriali e finanziari, i think-tank come lo stesso Davos, collaboreranno insieme per rifondare - dopo un necessario “Grande Reset” - i sistemi sociali, economici e politici attuali. Un progetto prometeico e ideologico che sa di “socialismo liberale”, un po’ gnostico è un po’ Fabiano, destinato al fallimento ma nondimeno molto pericoloso e che potrà produrre gravi limitazioni alla libertà e alla prospettiva stessa di crescita economica e benessere materiale, in specie per la classe media.

A propósito de la cumbre en Davos, uno de los temas de la agenda de este año en el World Economic Forum (WEF) es el futuro de internet. ¿Internet tiene el potencial suficiente para beneficiar a la raza humana? ¿La transformación digital es tal o sólo un buen cuento para irse a dormir más tranquilos y esperanzados? ¿Todos los cambios que experimentamos cotidianamente son lo suficientemente profundos como para pensar que el mundo ha cambiado a partir de las TIC, que la economía ya no volverá a ser la misma sin estos dispositivos y aplicativos? En definitiva: internet ¿fábula, sueño de un futuro probable o realidad?
