E-Gov

This article provides an overview of current international e-Government practices and the role of the national identity management infrastructure program in the United Arab Emirates (UAE) in supporting e-Government development. It describes the benefits of e-Government that various governments worldwide have identified, sheds light on some recent surveys on the delivery of e-Government by some countries, highlights some examples and puts the position of the United Arab Emirates into context. It then discusses the program's use of Identity Management in the strategic initiatives, explains their purpose in the facilitation of e-Government within the United Arab Emirates and describes a general roadmap for implementation.

It describes the characteristics of e-government initiatives and their evolution in recent years, and identifies relationships between the characteristics of e-government initiatives. This research is characterized by being an exploratory study, in which successful cases, extracted from an observatory of practices of ICT in public administration, were analyzed. We analyzed 65 cases of successful e-government initiatives that contributed to the understanding of this topic in Brazil. As a result, we identified a relationship involving level of government and the sector where the application was developed. The survey found that most of the awarded initiatives come from the southeast region of Brazil. Depois de anos a fio de constante crescimento na disponibilização de serviços públicos on-line, a maioria dos países encontra-se perto de atingir elevados níveis de maturidade. The survey found that most of the awarded initiatives come from the southeast region of Brazil. Administration sectors were privileged with more e-government initiatives and there was a difference in the pattern of e-government implementation in Municipalities and States. Municipalities implemented more initiatives relating to the social care sector and States more initiatives in the health care sector. On the other hand, we found no relationship involving level of government and categories or types of e-government initiatives.

The results of the research below, are part of my PhD thesis. The website design, has become a key factor that influences users' first impression and behaviour. From "brick-and-mortar" to "click-and-portal" environments, along with the emergence of online experiences as the next step in the progression of user value. The present research attempts to employ a web environmental approach measuring the effects of perceived web aesthetic design on user behaviour, through the S‐O‐R paradigm perspective. Based on the Stimulus-Organism-Response (S-O-R) theory, the current article explores the mechanism through the aesthetic design factors, (classical-expressive), Lavie & Tractinsky (2004) , of a website that affect users' satisfaction. The research questions are answered by creating a new model with the statistical method of multiple regression, which is based on the model "Stimulus - Organism - Response" of Mehrabian & Russell (1974) . Was analysed the impact of aesthetic design on user's perception, to make them feel pleasantly, stay longer and discover other platforms in order to crosscheck their opinion. This study focuses on the impact of web aesthetics factors (classic - expressive) on the users' during their web tour and how the elements of a website (atmospherics) affect the user to stay longer and obtain more information.  Web atmospherics (Lohse & Spiller, 1999)  and usability (Bartel, 2004)  used to describe the users' internal evaluation of the homepage. Results confirm and extend available knowledge regarding web atmospherics on user responses. The results showed that web usability does not interact with aesthetic design (classic - expressive) in contrast to the results of Lavie and Tractinsky (2004) and in agreement with those of Hassenzahl (2004) . Also, pleasure and quality of service of a website interact with aesthetic design by influencing the user's attitude towards the provided services. Additionally, the study confirms the role of atmospheric responsiveness on user attitude which is interpreted as a re-search.
The aim of this study was to create a simple and practical model recommendation pattern of webpage aesthetics that influences users' satisfaction to search for more public e-services.

No Brasil há mais de 202 milhões de aparelhos celulares. A adoção da tecnologia Short Message Sevices (SMS) mostra-se como uma alternativa de prestação de serviços públicos bastante eficiente, fácil e barata. Este projeto investigou a adoção da tecnologia SMS segundo a perspectiva do governo. O projeto de pesquisa iniciou pesquisando as aplicações da tecnologia no Brasil e exterior, e também estudando a Metáfora da Hospitalidade que foi utilizada como estrutura teórica. Em seguida, um roteiro de entrevista foi construído e aplicado para quatro funcionários, em cargos de gestão, que foram responsáveis por projetos governamentais de uso da tecnologia no estado do Paraná. Com o Atlas.TI, geraram-se 11 redes na forma gráfica, para organizar as idéias que emergiam das entrevistas. Entre os resultados, demonstraram-se as experiências com aplicações governamentais da tecnologia SMS e sua adoção segundo a Metáfora da Hospitalidade. Assim, identificaram-se dimensões teóricas: “aprender fazendo”, “tecnologia à deriva”, “emoções/sentimentos”, “caráter dúbio” e “reinterpretação do ator”; e também outros aspectos relevantes como: propósito, desafios, vantagens, usos, acomodação dos atores à tecnologia, participantes da adoção e aceitação.
