Information Society

O presente artigo tem objetivo fazer uma análise crítica quanto à (in)eficiência do processo judicial eletrônico diante da sociedade da informação. A inserção do princípio da eficiência como básico para a Administração Pública (com a Emenda Constitucional nº 19 em 1998) obrigou os Poderes Executivo, Legislativo e Judiciário a pautarem suas condutas por meio de resultados. Nesse mesmo momento histórico, a evolução das tecnologias de informação e comunicação acabaram por reestruturar a sociedade
contemporânea. A utilização da informática, como ferramenta integrada ao cotidiano dos indivíduos estabeleceu novas premissas, tanto sociais quanto estatais. Com isso, não somente o Poder Executivo vem passando por transformações substanciais no seu trato com os cidadãos. O Poder Judiciário necessitou, também, estabelecer novos parâmetros, culminando com a criação do processo judicial eletrônico. Assim, esse sistema se apresenta não somente como uma aplicação do princípio da eficiência, mas também como uma transformação do processo judicial à vida em rede. Contudo, ainda que tenha apresentado, inicialmente, muitas vantagens frente ao processo judicial “físico”, tem-se demonstrado ineficiente diante da evolução tecnológica, apresentando falta de interoperabilidade entre os sistemas, por exemplo.

With growing global political weight and one of the biggest digital markets in the world, India, a leading developing country in the G77, is poised to play a critical role in the WSIS+10 Review. In line with its earlier positions on related issues, the priorities outlined by the Indian government for the Review so far prominently feature development and cybersecurity concerns. However, following a new-found alignment on internet-related policy issues across Ministries, earlier priorities regarding enhanced cooperation will now be balanced by active support for multistakeholder approaches to internet governance. For civil society advocates, the Indian government's recent embrace of multistakeholderism is of particular importance, as it provides a new opening for enhanced civil society engagement with the Ministry of External Affairs: the WSIS+10 Review can provide a first opportunity for the Ministry to prove that it is serious about this commitment. The practical impact of this shift in India's policy on the positions of the G77 and the negotiations more broadly may, however, remain limited.

If India has supported economic, social and cultural rights far more vocally at global fora than civil and political rights, this is a result of both domestic security compulsions and historical foreign policy positions. Internet rights advocates’ strategies will need to take into account India’s preoccupation with sovereignty and an improved international stature to gain the country’s full support.

The information society has largely been driven and shaped by a techno-deterministic vision that obscures its gendered context. It is therefore imperative that the emerging landscape of the information society is anchored within the broader framework of gender equality, especially given its vast public policy implications. This exercise requires gender equality advocates to recognize the urgency of grappling with the nuances of information society developments and steer the discourse to ensure gender-just outcomes. This publication features a series of papers that represent an early exploration of the challenges and opportunities for actors committed to gender equality in the information society. It is meant to open up the debates that can pave the way for a sustained engagement of gender activists with one of the most powerful contemporary social phenomena.

The article reveals the theoretical model of information as an economic resource. The emphasis is put on the role of information in social and economic evolution, development of information society in Russia in the context of global trends. Further, the author proceeds to the concept of 'information literacy' and a new educational role of university libraries. The service model itself is changing: from satisfying information needs to an advanced model of want formation. Besides, in the 21st century, research libraries find new users: in addition to students and faculty, their services increasingly attract the attention of business. The article is encouraged by the experience of the introduction of new library services in the Research Library of Ural Federal University, as well as the promotion of a university library in the business environment.

Se trata, en resumen, de un libro útil, bien estructurado, claro, abierto a un amplio público, que combina conocimientos y experiencias en diversos campos y que aporta elementos contrastados y seguros al análisis del español de la publicidad y de cómo se usa para atraer a la población hispanohablante de los Estados Unidos.

Summary form only given. It is well known that despite all of its advantages the digital revolution also leads to large variety of new risks. One principal issue in this context is the growing dependence of our modern information society from the availability and correct (proved) function of modern communication services. First, I'll give a short overview on threats in communication networks (grids, clouds, etc), protocols and secure personal devices. Then I'll discuss current network security approaches based on anonymous message exchanges within communicating systems. Cryptography was first used to ensure data confidentiality, it has been “democratized” by ensuring the safety of telecommunications services, thereby extending its scope to authentication of a person or device, or a message, non-repudiation, integrity but also the anonymity of transactions. The anonymity is sometimes quite important in the new telecommunication and mobile networks services, much more than just message confidentiality. The talk will focus on some examples and new approaches developed in our research laboratory to deal with anonymity in routing protocols for mobile communicating systems.

With the development of digital technology and especially the possibilities for electronic publishing Open access publishing is becoming more and more a global phenomenon. Open access means unrestricted online access to scholarly research and research data. The paper presents the common definitions, the types and vehicles for delivering of Open access and tries to define the legal basis for the implementation of Open access publishing. Further, the paper discusses the main benefits presented by Open access from an economic perspective.

A kiterjesztett valóság digitális eszközök segítségével virtuális, számítógép által generált tartalmat vetít a tárgyi világra. Tanulmányunk célja bemutatni, hogy az augmentált valóság technológiájának elterjedését alapvetően a felhasználó mindennapi környezetébe beépült infokommunikációs és konvergens média jelenségek táplálják.  Központi, példákkal alátámasztott állításunk, hogy a kiterjesztett valóság valósidejű, hordozója a hipertext, digitális eszközök segítségével jeleníthető meg, marker alapú, proaktív felhasználói magatartást, interaktivitást igényel, az élményszerűségre fekteti a hangsúlyt, tartalma pedig jelentős mértékben a közösségi tartalomlétrehozásra alapoz. A tanulmányt lezáró vizsgálatból kiderül, hogy a kiterjesztett valóság kontextusában számítógép, mobiltelefon, táblagép és televízió mellett egy, eddig alapvetően analóg médium, a markereket tartalmazó nyomtatott könyv is digitális adathordozóvá, a konvergens média egyik formájává válik.

""Netzbasierte Kommunikation, Identität und Gemeinschaft" – in diesem Band finden sich zwanzig Beiträge versammelt, gruppiert um ein thematisches Zentrum: sich verändernde Muster individueller und kollektiver Identitätsbildungen in Verbindung mit sich verändernden Formen in der Assoziation zusammen lebender, interagierender oder miteinander kommunizierender Personen.
Als "sozio-kulturelle Transformationen" sind diese Veränderungen nicht einfach Folge erweiterter technischer Möglichkeiten oder deren breiterer Nutzung. Internet, computervermittelte Kommunikation und neue Medien zeichnen sich vielmehr dadurch aus, dass sie die Verhältnisse von "Virtualität und Realität" sowie von "Raum und Zeit" in einem bisher unbekannten Ausmaß gesellschaftlich verfügbar und gestaltbar machen.
Für uns ergeben sich damit neue Bedingungen und Modalitäten in der Expression und Wahrnehmung eigenen und fremden "kommunikativen Handelns" sowie im Arrangement des räumlichen und zeitlichen aufeinander Bezugnehmens von Interaktionen. Zu diskutieren sind daher ebenso vielfältige wie weitreichende Konsequenzen für unser Selbst- und Weltbild, unsere Vergesellschaftungsformen, die politische Willensbildung und die Diversität sprachlich-kultureller Praktiken überhaupt."

This paper describes key aspects of the structural and functional transformation of the Russian state statistics system as a core element of the future National Data Management System. Issues such as establishing a dialogue between the statistics service and users, integrating data from various sources, and intelligent data processing in the context of the digitalization of the economy are considered. New approaches and mechanisms should integrate and advance all of the previously achieved best results in methodology, observation areas, metrics, and other domains. Improvement areas include providing higher-quality information for policy shaping, businesses, individuals, and external partners. National statistics is expected to present an interconnected, objectively measurable model of socioeconomic processes and phenomena based on relevant theoretical concepts. In addition to using various sources of data, a necessary feature of the new system will be its reliance on a consistent conceptual framework and approaches to interpreting data, which will make it possible to integrate various data sources in the first place.

Users of intelligent statistics are becoming not only active participants in primary data collection, accumulation and application processes, but are turning into “smart” consumers who develop statistical thinking and are able to derive the greatest possible benefits from the use of statistical data. Such skills should become an inherent (and possibly mandatory) component of any.

Although the World Wide Web (or web) is a decentralized network of interconnected documents, highly centralized ecosystem dominated by a few supranational companies has developed on top of these foundations. These companies create their own platforms and offer web-powered services that are used by people and organizations around the world. Many of these platforms or services are free of charge, but the providers often process personal and other users' data not just to improve their services but also for other commercial purposes. The users' data also represent a significant barrier to entry of new companies to the market, because collecting the users' data would require significant investments from the new entrants. At the same time, users often face difficulties when switching service providers because their data are in many cases not easily transferable between services. As a result, these supranational companies have become centers of significant power and influence. This article presents the so-called re-decentralization of the web as a complementary alternative to this present state. The goal of the re-decentralized web is to return to the original ideas of the web as an open space, where everyone can freely publish their content and decide on the use of their data. This paper offers a probe into this issue from a social and technical point of view based on an integrative literature review. In this context, some relevant phenomena such as cloud feudalism, platform capitalism or dictatorship of algorithms were highlighted and referred to. In conclusion, the paper summarizes the current situation, presents challenges for further research, and discusses the possible implications of wider adoption of the technologies based on the idea of a re-decentralized web in the near future.

O artigo em questão dispõe acerca da crescente onda de proliferação de redes sociais na sociedade da informação e do papel que os ditos influenciadores digitais têm exercido sobre os indivíduos em rede e suas vontades de consumo, sob o olhar da teoria dos sistemas sociais de Niklas Luhmann. O método adotado é o da revisão e discussão crítico-bibliográficas e o dialético, notadamente pelos discursos dos mais prestigiados pensadores da sociologia, da filosofia e do direito do Ocidente.

El principal objetivo de este trabajo es difundir el proceso de enseñanza-aprendizaje de elearning, el cual ha destacado como recurso de información tecnológico y así, que los
ciudadanos de dicha sociedad construyan conocimientos significativos.
Este documento contiene lo referente a la sociedad del conocimiento y las tendencias educativas actuales. Se aborda la conceptualización de e-learning y su tipología. Se
presentan los recursos de información tecnológicos de entornos virtuales de aprendizaje.
Finalmente, se analizan las comunidades de usuarios que se presentan en la sociedad del conocimiento y que emplean e-learning.

This article is forthcoming in the Journal of Urban History.  It aims to historicize urban theorist Richard Florida’s influential formulation of the “creative class” by focusing on the emergence of a high-tech economy in North Carolina’s Research Triangle metropolitan area. In the 1950s, a powerful coalition of academics, businesspeople, and politicians launched a plan to move the state away from its traditional reliance on low-wage industries by founding a research park between Raleigh, Durham, and Chapel Hill, believing that scientific firms would value the park’s proximity to several nearby colleges and universities. The essay argues that local boosters emphasized the area’s cultural opportunities and intellectual climate as major quality-of-life considerations not only for high-tech companies, but the scientists and engineers that they hoped to employ. RTP thus created a blueprint for subsequent development strategies—later promoted by Florida, among other scholars and consultants—that made arts, education, and other cultural institutions central to the marketing of a city’s “brand” or identity.

¿Se está haciendo lo que se debe por el español, como se debe y por quien se debe? ¿Hay realmente una voluntad política hispánica a favor de la lengua común, esto es, traducida en organización, cuidado, respeto, estructura, presupuestos? ¿Se coloca  favorablemente el español en el mapa de las nuevas tecnologías, se gestiona bien ese aspecto, se sacan los réditos oportunos a todas las actividades que se adjetivan como electrónicas: banca, comercio, correo, publicidad, relación con el ciudadano, servicios? ¿La empresa privada acude coordinadamente a cooperar, es consciente de la necesidad de su participación? ¿Las organizaciones internacionales son fiel reflejo lingüístico de la importancia que, se supone, tiene la lengua que expresa la cultura hispanoamericana? ¿Está bien organizada y gestionada la relación que se produce entre la lengua que recibe a los inmigrantes y la que estos llevan consigo? ¿Será el destino del español permanecer exclusivamente al servicio de su comunidad cultural, sin proyección externa, como el árabe sólo sirve a la comunidad religiosa islámica?
Si la respuesta a estas y similares preguntas fuera claramente afirmativa o rotundamente negativa, las páginas siguientes sobrarían, en el primer caso, y serían insuficientes, en el segundo: la lengua española no enfrentaría ningún reto. Tampoco basta con una cómoda contestación, del tipo “no lo necesario,” igualmente imprecisa e inexacta. Su intención es presentar un panorama lo suficientemente amplio y lo bastante profundo de los retos de la lengua española y las márgenes entre las que se mueve este idioma, para que el siempre hipotético lector se haga su composición de lugar. Se invita a la meditación, desde una reflexión personal que se inició a finales de los años sesenta, en los albores de esta impresionante transformación de la sociedad. Hay soluciones, pero no recetas, lo cual es políticamente poco conveniente, porque la tendencia fácil es buscar al taumaturgo de las recetas, aunque nunca hayan funcionado, y no al técnico de las soluciones, generalmente más lentas y trabajosas.

RESUMEN En el presente documento se analizan las Sociedades de la Información y del Conocimiento (SIyC) en lo global, así como sus elementos constitutivos enfatizando en el valor e influencia que tiene la información como parte de dichas sociedades y para diversos beneficios sociales. También, se realiza un marco de la situación de las SIyC en América Latina y el Caribe (ALyC) y el avance de la región a tales estadios sociales en relación con las tendencias de acceso a la información. En segunda instancia, se analiza el acceso abierto en lo conceptual, así como la influencia del mismo como pilar de las SIyC, se estudian sus fundamentos y problemáticas contemporáneas, así como su vinculación y pertinencia para con Instituciones de Educación Superior (IES) sobre la disponibilidad y visibilidad de información científica y humanística, y se prioriza en el acceso abierto. En tercer lugar, se plantea y propone el concepto de patrimonio informativo para referirse a las manifestaciones, expresiones y documentos elaborados en las IES, los cuales poseen valores sociales y patrimoniales contemporáneos, y fundamentar la razón para que sean disponibles en acceso abierto. Finalmente, en la óptica y metodología del campo bibliotecológico se plantean dos beneficios del acceso abierto para las SIyC; primero, fundamentar el concepto de " Derecho de acceso abierto " al patrimonio informativo de IES para su inclusión en legislaciones bibliotecarias para regular, tutelar y precisar su operación en las instituciones; y en segunda instancia, se realizan aportes de una propuesta para operar y procesar en acceso abierto el patrimonio informativo de IES con la intervención del campo bibliotecológico como teoría y la gestión de bibliotecas universitarias especializada como praxis. INTRODUCCIÓN En el contexto social actual el tratamiento de la información requiere de mecanismos, procesos e instrumentos para mejorar el flujo, la distribución, el acceso y la comunicación de información para propiciar valorar la misma ante la constitución de Sociedades de la Información y del Conocimiento (SIyC) En la última década en el ámbito académico se han realizado debates sobre el fenómeno " abierto " , principalmente sobre la necesidad y pertinencia para que la sociedad tenga " acceso abierto " a la información científica y humanística que se realiza en Universidades públicas (UP) e Instituciones de Educación Superior (IES); misma información que en conjunto para el presente documento se propone denominar como patrimonio informativo. La relación entre acceso abierto, UP e IES tiene su punto de inicio en que en las últimas es donde se realiza la investigación científica y humanística, dicha información y/o conocimientos son objetivados en diversos recursos,

Цель работы – охарактеризовать  современные  социально-экономические концепции.  Методология  исследования  базируется на критическом сравнительном анализе  концепций.  В  целом  в  статье  проанализированы  такие  общественные  концепции как  постиндустриализм  и  информационное общество. Показана достаточная условность их определений, черт и статистических опор: они не позволяют нам сделать четкий вывод о наличии или отсутствии нового типа общества.
