El articulo de la profesora Fregoso es un texto que invita a repensar los derechos humanos, su alcance y extension, al tiempo que pone de manifiesto la vida social que hay debajo de ellos. De ahi la estrategia de una declaracion pluriversal, que asuma multiples registros de genero y etnicidad, espiritualidad y raza, sexualidad e indigenismo, en el proyecto de acabar con los multiples regimenes de injusticia. La decolonizacion de los derechos humanos permite una practica potencialmente liberadora, en la que estos son imaginados mas alla del marco (neo)liberal de discurso basado en procedimientos formales promulgados por los Estados, para dar cuenta de las multiples apropiaciones creativas de su doctrina en las luchas globales y locales por la justicia social.

Thank you so much for this invitation and thank you to the coordinators for inviting me and giving me this honor to speak before you. Many of you were at the other session and probably saw the redacted version of the documentary Sehorita Extraviada. You saw the beginning and the end basically, so hopefully I can fill in many of the gaps in the documentary. Feminicide, as many of you probably aware, is considered to be Mexico's number one human rights problem: the systematic murder of an nearly 400 poor dark women and the disappearance of over a thousand-this is in just in a little over a decade to 12 years and in just one border city, Ciudad Judrez, which is across the border from El Paso, Texas. Of these 400 murders, roughly 130 share similarities: the victims are young, they're slender, they're dark-haired, they're mixed race and they've been subjected to sexual violence including rape, torture, and strangulation. Al explorar la relación entre cine de mujeres y cines latinoamericanos, este artículo interroga las categorías de cine nacional, cine latinoamericano y cine de mujeres con el fin de superar lógicas geopolíticas, de idiomas, colonialidad, y las lógicas industriales del mercado que han creado esas categorías. Partiendo de interrogantes como qué modelo de análisis feminista del cine es adecuado para articular las perspectivas de mujeres en las nuevas formaciones del cine mundial, propongo la utilidad del discurso de la interseccionalidad para un análisis de cine de mujeres que presente una visión alternativa de la nación.

This essay argues for a decolonial understanding of rights, beyond the conventional definition of human rights premised on a Western cosmology that foregrounds the human as an autonomous individual/agent unyoked by the surrounding world; beyond a circular conception of rights as the individual possession of the human inhering in “his” sovereign being; and beyond the provincial understanding of human and rights as inscribed in law and the state, and as universal and transcendental. I propose a shift in focus away from the liberal doctrine of human rights codified in law and the state, toward alternative, human rights contingencies, as modeled by the collectivist politics of social justice activists and creative practitioners. The practices of artivist collectives affirm a form of rights emphatic expression, an assertion of alternative sensibilities and values. In their collective orientation and civic engagement, collaborative art projects perform an oblique or indirect reference to human rights contexts, and it is precisely this indirection that enacts alternative human rights imaginaries: a pluriversality of human rights not dependent on legalism or the state.

her own. This “cinema of her own” is neither monolithic
nor one-dimensional. It reflects the diversity
of women’s stories, histories, cultures, and languages.
This paper addresses the issue of disappearance in Mexico in testimonies given by family members before the Permanent Peoples Tribunal. I served as one of the Judges for the Hearings on Feminicide and Gender Violence.

In this Introduction, Fregoso and Bejarano offer an new conceptual framework on feminicide. Drawing from intersectional discourse, feminicide is gender-based violence that implicates individual perpetrators and institutional or state actors. Feminicide is systemic violence rooted in social, political and economic inequalities. The focus of analysis is not solely on gender but on the intersection of gender dynamics with racism and economic injustices on a local and global scale.

directora latina, Lourdes Portillo, empezando con su primer film de
cortometraje, Después del terremoto (1979), codirigido por Nina Serrano hasta
uno de sus más recientes documentales, Señorita Extraviada, (2001). Las
películas de Lourdes Portillo plantean una serie de aspectos pertinentes para el
feminismo descolonial/poscolonial y son emblemáticas del amplio espectro de
las preocupaciones sociales, culturales y políticas de las artistas feministas y
latinas. En todas sus obras, Portillo adopta una amplia visión transnacional,
colocando a la mujer en el centro de sus historias y documentando las políticas
económicas neoliberales, el legado de violencia de los regímenes militares, así
como el vínculo de la violencia de género con las estructuras de dominación en
la vida cotidiana de las mujeres.
